Currently, the divisions within the Colorado Department of Public Safety are The Colorado State Patrol, the Division of Criminal Justice, the Colorado Bureau of Investigation, the Division of Fire Prevention and Control, and the Division of Homeland Security and Emergency Management. The Colorado Bureau of Investigation Forensic Services maintains operational forensic science laboratories throughout the state. Forensic Services is responsible for the collection and preservation of evidence at the crime scene and the subsequent scientific analysis of this physical evidence. The role of our scientists is to evaluate, examine the evidence using the latest state of the art techniques, and objectively testify to their findings for the state and federal law enforcement agencies we serve and for the prosecution and defense in court. In order to best serve the citizens of Colorado, we strive to build and maintain partnerships not only with law enforcement agencies but also within the communities we serve. Purpose of position The individual hired for this position will divide their time between the responsibilities of a Latent Print Examiner and those of a Crime Scene Analyst. The amount of time spent on each function will be dependent on the needs of the laboratory system. This position exists in order to provide more complete crime scene response coverage to the Western Slope. This individual will perform both primary and secondary crime scene analyst roles. POSITION DUTIES Forensic Scientist II Technical/Administrative Duties Responsible for the preservation, analysis and interpretation of the physical latent print evidence collected in criminal cases for federal, state and local law enforcement agencies; Must be familiar with and gain proficiency in ISO/IEC 17025:2005 and ASCLD/LAB International Supplemental Requirements; Must perform all technical and administrative aspects of the latent print work at the highest level of quality, ensuring all aspects of ISO/IEC 17025:2005 and ASCLD/LAB International Supplemental Requirements are met; Technical aspects of the latent print examiner position include but are not limited to: proper evidence handling, ensuring chain of custody requirements are met, proper storage of evidence and complete, accurate and timely execution of all facets of casework; Administrative aspects of this position include but are not limited to: proper evidence tracking, accurate, timely entry of vital case information into the Laboratory Information Management System (LIMS), proper utilization of all data information systems and timely, accurate and factual report writing detailing the findings of the latent print analysis; Must demonstrate competency by successfully passing the agency's training plan, competency test(s) and the established proficiency tests; Meet the productivity guidelines of the Latent Print Working Group. Crime Scene Analyst Technical/Administrative Duties Must isolate and secure the crime scene, ensuring access is restricted to prevent contamination; Employ a step by step approach to processing the scene; Appropriately photograph the scene including all physical evidence; May be required to maintain qualification of a bureau issued firearm by successfully completing all mandatory training; All evidence must be accounted for at all times utilizing the Laboratory Information Management System (LIMS); May be responsible for assisting in the preparation of affidavits for search warrants as well as the execution of those warrants; Duties Applicable to Both Positions Must comply with all applicable policies and procedures including but not limited to: the Quality Manual, Quality Policies/Procedures, the Latent Print Operations Manual, the Latent Print Training Manual, the Crime Scene Operations Manual, the Crime Scene Training Manual, the Facilities Operation Manual, the Evidence Operations Manual, the Safety Operations Manual, all CBI Directives and all applicable CDPS policies/procedures. All Latent Print and Crime Scene reports must be written precisely, accurately and in a timely manner within the established policies/procedures; Effectively interact and collaborate with a variety of internal/external customers. Update skill sets through active participation in professional groups, trainings, seminars and conferences. Keeps technologically up to date by reading forensic literature, journals and websites; Willingly performs a variety of other duties as assigned. Other duties may involve Latent Print or Crime Scene work or may involve assisting others, including management, throughout the laboratory or system; This position requires dedication, commitment, loyalty and an unwavering work ethic. This individual must be supportive of the CBI's overall mission, goals and values. This position requires 24/7 availability, including weekends and holidays. This position reports directly to the CBIFS Laboratory Manager responsible for Crime Scene Response with a dotted line to the on site Laboratory Director. This individual may also receive direction from the Denver Laboratory Director and the Director of Forensic Services. MINIMUM QUALIFICATIONS, SUBSTITUTIONS, CONDITIONS OF EMPLOYMENT & APPEAL RIGHTS: Requires a bachelor's degree from an accredited college or university in biology, biochemistry, chemistry, molecular biology, forensic science or another natural science field. A copy of your college or university transcripts must be provided at the time of application. AND Two years full time (part time experience will be prorated) forensic (law enforcement agency) experience that included latent print casework and forensic crime scene analyst experience, excluding trainings and/or internships. In this instance the substitution would occur when the applicant's bachelor's degree is in a field unrelated to the requirements listed above. There is NO substitution for the two years experience performing forensic crime scene analyst experience and latent print casework experience.
