What is a Referendum? Tax Caps Fully Implemented in 2010 (1%, 2%, or 3%) Referendum Property Taxes Pre 2009 Property Tax Cap Impact Note: Visual not to scale. What is a Referendum? Referendum - Public question on a ballot asking taxpayers for support for either construction projects or operating needs (General Fund) A successful referendum may result in property taxes that exceed the caps (1% for homes; 2% for other residential/farmland; 3% for all other property including business)
Key Aspects of a Referendum Board must adopt a resolution to pursue a referendum Significant restrictions limit what a school district and its employees can do & how they communicate A Political Action Committee (PAC) of volunteers is responsible for promoting the referendum A school board can place a referendum question on May, November, or special election ballots (cost to district) A referendum may not be imposed for more than 8 years
