Field Proposal State of play of implementation 2016 Roadmap State of play 2017 Legislation and policy Development and implementation of common methodologies and standards Example of Education standard for teacher (in general ) was developed and adopted by responsible authorities. Based on qualification standard occupation standards are being developed for teachers for preschool, primary and secondary. VET An expert body tabled recommendations to promote CPD of teachers and educators, and more specifically: o o o the teaching profession competence CPD model CPD The model was then developed and introduced in al institutions in the Federation of Bosnia and Herzegovina and Brcko District. Occupational standards for the teaching profession in primary and secondary schools were developed while occupational standards for the teaching profession for the pre-school institutions were drafted. A report on the state of initial and in-service teacher training with recommendations will also be drafted. 1. Cooperation of Agency for preschool, primary and secondary (APOSO) with pedagogical institutes. 2. Suggestions for improving CPR. 3. Proposals of APOSO for participation of teachers in e-twining platform. 4. Initiatives for professional development that accompanies the modern reform and the authorities. Within the project "Development of a Qualifications Framework for General Education", in Component 3 dealing with teacher training, the Standards for Occupation Education for Preschool Education and Education were developed, as well as the Occupational Standards for Primary and Secondary Education Teachers, which were adopted by the Steering Board. The Agency for Preschool, Primary and Secondary Education (APOSO), in accordance with its legal competence, is working on the development of the Common Core Curriculum defined on the Learning Outcomes. Within the Common Core Curriculum for the socio-humanist area, the Agency has completed the development of the Common Core Curriculum for Civic Education and the Common Core Curriculum for History defined on learning outcomes. Also, guidelines for the implementation of the Common Core Curriculum have been developed to help implementation of the Common Core Curriculum into the Curricula and Programs. As a new methodology was used in the design of the Common Core Curriculum, for the purpose of faster implementation in 2017, two methodological trainings were organized for the implementation of the Common Core Curriculum for the curricula defined on the learning outcomes in existing curricula and Subjects within the sociohumanist area, as a continuous activity of those started in 2016. etwinning in Bosnia and Herzegovina offered different activities for professional development of

teachers in BiH from January to July 2017. Those activities included: Workshops for groups of teachers who are already active users of the etwinning platform, led by etwinning ambassadors in BiH. Seminars for teachers and school staff in kindergarten, primary and secondary schools about etwinning and how it can be used in classroom, led by etwinning ambassadors in BiH. Working meetings for advisers in pedagogical institutions, with the aim of presenting etwinning programs to advisors and directors as a part of the professional support for teachers, led by National support service and etwinning ambassadors in BiH. As part of planed activities, teachers from BiH have been participating in contact seminars, workshops and conferences organized by other countries NSSs. As part of everyday activities, etwinning offers a range of online Professional development opportunities, for all members of the community from experienced etwinners to new members and many of teachers from our county has took part in them. Relicensing curricula from a 3+2 format to a 4+1 and promoting the acquisition of master's degrees in early grad. 1. In Entity Republika Srpska, a central objective of the 2016-2021 strategy is the modernization of curricula for initial training of teachers, including through the establishment of a "positive selection" of candidates that enrol in study programs for teacher training. The Action plan for the implementation of the Strategy for the period 2016-2021, will be published in due course.

Inter institutional cooperation Enhance cooperation between universities and pedagogical institutes In the frame of the VET reform, modular curricula have been designed and implemented. The Agency for preschool, primary and secondary (APOSO) participated in the training of teachers for the implementation of modular curricular. Good practice: In the framework of cooperation with the Pedagogic Institute of Mostar, the Teacher Training Faculty of the University Džemal Bijedić of Mostar has set up in 2016 cooperation mechanisms that includes a quality for students of the Faculty, educators from preschool institutions, and teachers and professional associates from primary and secondary schools Next steps: 1. Identification of training needs of teachers 2. Identification of trained teachers who can carry out training 3. Preparation of training programs 4. Conduct training Responsible institutions: APOSO, in cooperation with the Ministries of Education, Pedagogic Institute has and schools. 1. CPD of VET teachers is not under the jurisdiction of the APOSO. However, required by the al authorities of Una-Sana Canton, its Ministry of Education, Science, Culture and Sport and Pedagogical Institute have recently been supported by the APOSO in professional development of VET teachers, such as in planning, preparation and training of VET teachers for adoption and implementation of modular curricula. The modular curricula of vocational subjects have been developed since 2000, but they have not been used on the whole territory of Bosnia and Herzegovina. During 2017, in cooperation with ETF, APOSO has realised the project called Model for Establishing the System of Accreditation Programmes for Continuing Professional Development of VET Teachers. APOSO's partners from BiH are: Ministry of Education, Science, Culture and Sport of Una-Sana Canton, and Pedagogical institute of Tuzla Canton. The ministries of and pedagogical institutes from these two cantons will be involved in the process of creating the Model of accreditation programmes for CPD of

VET teachers. The main aim of this project is to create a model of accreditation programmes for CPD, which will be helpful for ministries of and pedagogical institutes to define the solutions which are going to be adopted and which will provide the establishing and operating of the accreditation programmes system. The Republic Pedagogical Institute, in cooperation with the Pedagogical Association of the Republika Srpska and the Faculty of Philosophy, organized a three-day seminar, for principles and pedagogues of elementary schools. Seminar topics were: "Assessment in al process", "Quality of al process" and "Concepts and models of a modern primary school and preschool institution". Resources The Entity of the Federation of Bosnia and Herzegovina introduced in 2015 a new programme called Supporting Teacher s Professional Development and Lifelong Learning that aims to explore ways to finance CPD for teachers employed in pre-, primary and secondary schools. This is included in the 3- year work plan (2016-2018). Federal Ministry of Education and Science supported 30 projects in 2016 and 26 projects in 2017 for within the program Supporting Teacher s Professional Development and Lifelong Learning that aims to explore ways to finance CPD for teachers employed in pre-, primary and secondary schools. CPD ICT There is no center for CPD in any BiH institution. APOSO only provides support through twinning platform for improving CPD. In the Entity of Republika Srpska, the CPD system already exists. One etwinning in Bosnia and Herzegovina offered different activities for professional development of teachers in BiH from January to July 2017. Those activities included: - Seminars for teachers and school staff in kindergarten, primary and secondary schools about etwinning and how it can be used in classroom, led by etwinning ambassadors in BiH. - Workshops for groups of teachers who are

Adult Improving cooperation with key external partners to support and training of teachers EPALE BiH NSS team has made efforts to achieve regional cooperation in order to share experiences. It organised several meetings to exchange good practices and develop cooperation with NSS Croatia and Slovenia, in particular on possibilities of joint activities in Erasmus+ and EPALE (e.g. International Symposium on Adult Education served as an excellent platform to create potential partnerships and exchange of experiences). The EPALE calendar is a tool that has been created and launched with the idea of providing a single spot for various events, seminars, webinars. Major adult learning events are posted there, as well as training opportunities and conferences from all over Europe that are aimed to adult professionals. As EPALE grows, there will be more events added to the calendar. You can use the calendar to search for specific events, or search by country, language of the event, theme, date, target group and the type of event you would like to go to. The Republic Pedagogical Institute organized several seminars/workshops as follows: - workshops were organized for German language teachers at primary and secondary

schools in Bijeljina, Doboj, Banja Luka and Prijedor in cooperation with the Geta Institute Sarajevo. The workshop was attended by 83 teachers. The theme of the workshop was Binnendiffernzierung. - in cooperation with the publishing house Huber, a workshop Wortschatz lernen - mit Kopf, Herz und Hand was organized. The workshop was organized in Bijeljina, Doboj, Banja Luka and Prijedor. A total of 109 primary and secondary school teachers attended Preparation and implementation of training on the topic of inclusion. The seminar was supported by World Vision. Seminars were attended by development teams from 27 schools. Quality Assurance (QA) Increasing the quality of students that enter teaching programmes Analysis shows several shortcomings in the current teaching system of BiH: Regarding the process of admission to teacher training institutions, Insufficient number of hours when it comes to methodology and practice of students to teach. Licensing, evaluation and mentoring varies from one canton to another. Next steps: Undertake research on the necessary improvements of CPD. Analysis should include the conditions of admission of students to the teaching faculty, In Entity Republika Srpska, the new Law on Higher Education is currently going in the General Assembly of Republika Srpska. Achieving greater rigour and objectivity in the current In the Entity of Republika Srpska, the new bylaw on professional examination in Republika Srpska is expected to significantly improve the process of professional examination.

Professional Examination Increase the number of hours for practical learning in teachers' Next steps: Increase the number of hours of methodical practice and CPD. In Republika Srpska, this is covered in the upcoming new Law on Higher Education. Initial teacher (ITE) Develop admission criteria for entering into initial teacher In the Entity of Republika Srpska in the Strategy for Development of Education 2016-2021, the modernization of curricula for initial training of teachers is prescribed as the Strategic objective III and one of the measures for its achievement is to Establish a "positive selection" of candidates that enroll to study programs for teacher training, teachers and associates... This measure will be implemented through the following activities: 1. Carry out a medium-term projection of the need for employment of teachers on all levels of ; 2. Define the admission criteria in order to enroll of candidates who have completed secondary with a high grade average point; 3. Ensure scholarships for students who study programs for teachers In the Entity of Republika Srpska, the Action plan for the implementation of the Strategy for the period 2016-2021. will be done ASAP.

Develop specialised teacher and integrated early childhood development centres (IECD). Framework Law on Preschool Education in BiH stipulates that the pre-school in the year before starting school is mandatory (in school premises where there are no preschools). In the Entity of Republika Srpska, the Government of Republika Srpska established a Team for Early Childhood Development and adopted a Programme for Early Childhood Development that addresses the issue of creating early childhood development centres.
