This was due to training undertaken at the Arborfield Garrison in Wokingham. Training ceased at Arborfield in September 2015, so it is anticipated that Army start figures will drop considerably in 2015/16. As those undertaking Apprenticeships with the Army are unlikely to be available to work in the local labour market, the Start data presented within the remainder of this presentation excludes those undertaking Apprenticeships with the Army. We are unable to strip this group out of the participation and achievement rate data so please bear this in mind when drawing conclusions. NOTE 2: Trends are often driven by changes in government policy (e.g. age groups eligible for funding)

Apprenticeship achievement rates Berkshire s Apprenticeship achievement rates seem comparatively good, sitting just above the national average. However, when broken down it appears that the high rate is being driven by the high achievement rate of those undertaking Apprenticeships with the Army. We are unable to extract this group from the analysis but we can see that achievement rates at Level and amongst those learning with colleges and private providers are lower than the national average. Berkshire s overall Apprenticeship achievement rate is above the national average (72.4% v 71.7%) Achievement rates for those learning with General FE Colleges and Private Sector Public Funded providers are lower than the national average, whilst rates for those learning with Other Public Funded providers (which includes the Army and local authorities) are higher Achievement rates in Berkshire are highest at Level 3 (Advanced Apprenticeships) and amongst 19-23 year olds Achievement rates for Level 3 and Level 4 Apprenticeships are higher in Berkshire than nationally but for Level 2 Apprenticeships are lower Source: Skills Funding Agency Achievement Data
Achievement rates by TVB-based training provider Provider achievement rates Achievement rates of TVBbased providers fluctuate over time. Apprenticeship workforce penetration rates A lower proportion of the hair and beauty; public service and construction workforce in TVB started Apprenticeships in 2014/15 than the national average. Apprenticeship penetration rates 2014/15 starts as a proportion of employment 12% 10% 8% 6% 4% 2% 0% This suggests there is potentially latent demand from TVB employers for Apprenticeships in these subject areas and/or a lack of demand by individuals to take-up Apprenticeships in these subjects. Job family Likely undersupply mid-skill occupations Employer views Other local views Opportunities to increase Apprenticeship provision Mid-skill occupations likely to be facing an undersupply of new entrants listed in adjacent table Science & engineering Engineering & production technicians Construction Electricians & electronics trades We want Apprenticeships in ECITB programmes but struggle to source locally (Engineering company) We need local HND engineering courses (Large engineering company) Specific technical courses challenging to source locally (Global construction company) Can t find training locally. Apprentices have to go to Willesden for NVQ3 in air con and refrigeration training for example (Berkshire air conditioning company) Digital technologies IT technicians Tend to prefer to recruit graduates but often don t value computer science degrees Business & finance Accountancy & finance technicians HR & industrial relations officers Financial service analysts/advisors Sales, marketing & customer service Marketing associate professionals Heath, care & welfare Caring personal services Welfare & housing associate professionals Childcare & related personal services Hospitality Chefs Catering managers Employers have traditionally tended to prefer to recruit graduates but are increasingly keen to recruit from other channels Employers tend to prefer to recruit graduates Employers struggle to recruit people with required combination of qualifications and soft skills Over time there seems to have been a reduction in the construction provision. Electrical courses have reduced (exception is B&W College) and there is a lack of L3 plastering provision (exception is East Berkshire College) (Elevate Reading) Difficult to grow in areas such as Electrical Installation, Construction, Engineering and Motor vehicle because often cannot attract the calibre of teachers on the salaries that we offer in comparison to salaries working in the trade. (Two Berkshire colleges)
Summary Comparatively low take-up of Apprenticeships by individuals in TVB and low % of employers offering Apprenticeships Apprenticeship starts in TVB are increasing but at a slower rate than the national average Higher take-up of Level 3 Apprenticeships in TVB than nationally Higher than average Apprenticeship achievement rates in TVB, but this is likely to be driven by high Army achievement rates The two main areas in which there appears to be gaps in Apprenticeship provision in TVB are Engineering & Science and Construction. In terms of local economic need and growth forecasts, there seems to be greatest scope to strengthen Berkshire s digital technologies Apprenticeship offer. In terms of where to focus efforts on raising demand amongst employers, there appear to be greatest need to work with Engineering & Science and Construction employers, and more generally, employers in Slough, to increase the numbers taking on Apprentices. And there appears to be greatest scope to raise demand amongst individuals to apply for Apprenticeships in Hospitality.
