Global Master s Program in Law Applicant s Guide Enrollment for the academic year beginning on April 2018 Spring -Ⅱ Admissions Admission Policy The Educational Objectives The Kobe LL.M. aims to equip students with expert knowledge and high level English proficiency for careers in an international business and legal environment. The program is conducted in English and primarily focused on the theory and practice of business law supported by electives in management, economics and/or business administration. The Ideal Candidates The program is designed for students who desire to perform in the international business arena, particularly those who wish to acquire not only highly specialized knowledge but also enhanced oral and written English skills together with real experience of overseas practices.

1. Number of Students to Be Admitted 8 (eight) students for each academic year 2. Application Eligibility Any of the following persons may apply.* (1) University graduates or those expecting to graduate from a university by March 31, 2018 (2) Grantees of a bachelor s degree under the provisions of Article 104, Paragraph 4 of the School Education Act, or those expecting to be so by March 31, 2018 1) (3) Persons who have completed, or are expected to complete by March 31, 2018, 16 years of school education in a country other than Japan (hereinafter also referred to as a foreign country ) (4) Persons who have completed, or are expected to complete by March 31, 2018, 16 years of school education of a foreign country by following, in Japan, a distancelearning program provided by an educational institution of that foreign country (5) Persons who have completed, or are expected to complete by March 31, 2018, in Japan, a course of an educational institution (i) established within a foreign country s educational system, (ii) treated as providing university courses (limited to those courses whose graduates are regarded as having completed 16 years of school education in that foreign country) and (iii) specifically designated by the Minister of Education, Culture, Sports, Science and Technology (hereinafter referred to as MEXT ) (6) Grantees of a bachelor s degree or equivalent, or those expecting to receive such a degree by March 31, 2018, from a university or any other educational institution in a foreign country (limited to that institution whose educational and research activities have been evaluated by the government of that foreign country or a relevant organization accredited by it, or any equivalent institution as is designated by MEXT) after the completion of a course of 3 years or more (including cases in which the said course is completed by following, in Japan, a distance-learning program provided by an institution of that foreign country, or the said course is provided by an educational institution established within a foreign country s educational system and designated by MEXT pursuant to the provision of Item (5)) (7) Persons who have completed, after the date determined by MEXT, a specialized course of a vocational school (limited to that course which fulfills the criteria determined by MEXT, including the requirement that the course length be 4 years or more) (8) Persons who are designated by MEXT (under the Public Notice of the Ministry of Education No. 5 of 1953) 2) (9) Persons who are enrolled in a graduate program of a university conforming to Article 102, Paragraph 2 of the School Education Act 3), and who are recognized by the Kobe University Graduate School of Law (hereinafter referred to as the School ) to possess the academic capability required to undergo a graduate program of Kobe University 1

(10) Persons who, following an individual screening, are recognized by the School to possess the academic capability equivalent to or greater than that possessed by those holding a bachelor s degree and who will be 22 years old or over when they enroll in the Kobe LL.M. program 4) (11) Persons who meet any of the requirements listed below and are recognized to have achieved excellent results for credits as designated by the School: 1. Persons who will have been enrolled in a university for 3 years or more as of March 31, 2018 5) 2. Persons who have completed, or are expected to complete by March 31, 2018, 15 years of school education in a foreign country 3. Persons who have completed, or are expected to complete by March 31, 2018, 15 years of school education of a foreign country by following, in Japan, a distancelearning program provided by an educational institution of that foreign country 4. Persons who have completed in Japan, or are expected to complete by March 31, 2018, a course of an institution (i) established within a foreign country s educational system, (ii) treated as providing university courses (limited to those courses whose graduates are regarded as having completed 15 years of school education in that foreign country) and (iii) specifically designated by MEXT *If you do not understand whether or not you are eligible for application, please do not hesitate to ask the Academic/Student Affairs Office of the School. For contact information of the Office, see the last page of this Guide. Notes: 1) Item (2) refers to those who have been conferred a bachelor s degree by the former National Institution for Academic Degrees, the former National Institution for Academic Degrees and University Evaluation, or the National Institution for Academic Degrees and Quality Enhancement of Higher Education, or are expected to be conferred such a degree by these Institutions. 2) Item (8) refers to those who have graduated, or are expected to graduate, from a university established under the old Imperial Ordinance for Universities, or a university or any equivalent institution of higher learning established under a ministerial Order for Organization or an Act for Establishment of a ministry. 3) This refers to those who have enrolled in a graduate program of a university without holding a bachelor s degree. 4) Item (10) covers those who have graduated from a junior or technical college, a vocational or miscellaneous school, or a Japanese branch of a foreign university or school for foreigners, and do not have a bachelor s degree certificate. 5) Item (11)-1 applies to those who have earned, at the end of their second year (i.e. March 31, 2017), 80 or more of the credits required to graduate. In this case, the percentage of ratings equivalent to excellent (A) as provided for by the rules of the Kobe University Faculty of Law must account for 80% or more of the total credits earned. Those enrolled in the School based on this qualification will be supposed to withdraw from the university in which they have been enrolled. 2

[Evaluation of Application Eligibility] Applicants seeking to apply on the basis of Item (9), (10), or (11) must go through a prior evaluation of eligibility before starting application process. They are required to submit the following documents to the Academic/Student Affairs Office of the School no later than November 10, 2017 (Friday): a) A request form for prior evaluation of eligibility (the form can be downloaded from our website: http://www.law.kobe-u.ac.jp/gmap/admissions/index.html) b) Certificate of graduation (or completion) or student status obtained from your most recently attended educational institution as well as academic transcript from the institution c) A stamped, self-addressed envelope (From within Japan, applicants must prepare a No. 3 size (12 cm x 23.5 cm) envelope with a clearly printed return address and a 362-yen stamp on it. For those applicants living outside Japan are asked to previously contact the Academic/Student Affairs Office of the School) 3. Selection Methods for Admission In selecting applicants, factors taken into account include results of the entrance examination, past academic achievements, and results of any research previously conducted by the applicant. 4. Evaluation Criteria (1) Document Screening A. Documents certifying English proficiency Results for TOEFL (PBT, CBT, or ibt), TOEIC, IELTS, Cambridge ESOL, or EIKEN Test (within the last five years) will be converted into a score so that they can be evaluated based on a common standard. If multiple English proficiency results are submitted, the results with the highest converted score will be considered. B. Research Plan The research plan, which must be written in English and be within 1,500 words, will be evaluated. (2) Interview Examination The interview will be carried out in English, and will be based on the submitted application documents. 5. Application Period Applications must be received by Academic/Student Affairs Office of the School between December 1, 2017 and December 8, 2017. All applications must be sent by registered express post. 3

6. Application Documents Applicants must submit the following application documents by registered express post to the Academic/Student Affairs Office of the Kobe University Graduate School of Law (2-1 Rokkodai-cho, Nada-ku, Kobe, 657-8501, JAPAN). Write in red on the front of the envelope Kobe LL.M. Application Form enclosed. Application form 1 Use the form provided by the School. 2 and CV Confirmation of (expected) graduation 3 Academic transcript Must be issued by the president of the applicant s university or the dean of the applicant s faculty/department. In either case the test(s) must have been taken on or after December 1, 2012. *Copies are accepted in the case where it is not possible to send originals, on condition that the originals be produced at the interview examination for verification. Use the form provided by the School. *Overseas applicants who opt for a video interview need an examination admission ticket only. Affix photographs of the applicant, taken within 3 months before the application, on the designated fields of the application form, the examination admission ticket and the photo card. The photographs must show the chest and a full-face view with no head covering (height and width: 4 cm x 3 cm). Write clearly the applicant s name, return address, and postal code on the envelope with a stamp worth 362 yen attached. Your examination admission ticket will be sent by email. *Overseas applicants do not need this envelope and stamps. Write clearly the applicant s name, address, and postal code on the form provided by the School. *Overseas applicants do not need this address label. Application fee is 30,000 yen. After carefully reading the attached document Payment for the Entrance Examination Fee, pay 30,000 yen at a local post office using a post office transfer form or Japan post bank transfer form designated by the School (an extra transfer fee of 130 yen will be charged by the post office), and then affix the certificate of payment (transfer receipt) on the designated field of the application form. 4

Applicants who will pay from overseas are asked to contact the Academic/Student Affairs Office of the School prior to the payment to check the payment procedure. *Once the fee is paid, no refund will be effectuated under any circumstances. *Documents written in a language other than English or Japanese must be accompanied by Japanese translation. Non-Japanese applicants are also required to submit the following additional documents. 11 12 Passport (copy) or certificate of residence ( 住民票 jūminhyō) issued by the municipality in which the applicant lives, certifying his/her residence status, period of stay, etc. (original) Letter of recommendation from a professor at a university in which the applicant has been enrolled (optional) 13 Certification of MEXT scholarship (if applicable) 14 Application for Certificate of Eligibility (applicable only for non-japanese applicants who live outside Japan) 7. Date and Time of Examination January 10, 2018 (Wednesday) Interview examination From 9:30 (Japan Standard Time) Overseas applicants can opt for a video interview. Circle the appropriate field of the application form if applicable. 8. Examination Venue Kobe University Rokkodai Campus*, 2-1 Rokkodai-cho, Nada-ku, Kobe (The room number etc. will be announced in the examination admission ticket.) *To get there, take Kobe City bus route No. 36 (bound for Tsurukabuto Danchi ( 鶴甲団地 )) from Hanshin Mikage ( 阪神御影 ) Station, JR Rokkomichi (JR 六甲道 ) Station, or Hankyu Rokko ( 阪急六甲 ) Station, and get off at Shindai Seimon-mae ( 神大正門前 ) bus stop. 9. Notification of Acceptance The list of successful applicants will be displayed on the Faculty of Law bulletin board (located by the main gate of Kobe University) at 14:00, January 29, 2018 (Monday). The 5

results will also be posted on the website of Kobe University Graduate School of Law (http://www.law.kobe-u.ac.jp). Successful applicants will receive an official letter by post. Telephone enquiries regarding the admission results are not accepted. *After the enrollment has been completed, a supervisor will be assigned to each student from among professors specializing in international business law, taken into consideration the research plan submitted as an application document and a possible subject of his/her master s thesis. 10. Assistance for Physically Disadvantaged Applicants Physically disadvantaged applicants who desire special assistance in the entrance examination or in their coursework after the enrollment are asked to apply for such to the Academic/Student Affairs Office of the School before November 10, 2017 (Friday) except in special circumstances. 11. Points to Keep in Mind - Incomplete applications will not be accepted. - Once submitted, the application materials (including certificates) will not be returned to the applicant under any circumstances. - Once submitted, no modifications to the submitted application materials will be accepted. - If inaccurate information is found to be provided in any of the submitted application materials, the School may revoke the admission of the applicant even after the enrollment in the program has been completed. 12. Enrollment Fee and Tuition Fees - Enrollment fee: 282,000 yen [fiscal year 2017] - First installment of tuition fees: 267,900 yen (yearly amount is 535,800 yen) [fiscal year 2017] If tuition fees change during the period of enrollment, the applicant will be required to pay the revised fee. 6

Handling of Personal Information Obtained during Application 1. Personal information kept by Kobe University will be handled pursuant to the Act on the Protection of Personal Information Held by Independent Administrative Agencies and other applicable laws and regulations, and in strict adherence to the Guidelines on Personal Information Held etc. by Kobe University. 2. Academic results and other information used for selecting applicants will be used for the selection of applicants (application processing and selection), notification of acceptance, enrollment procedures, and preparation of reference materials for future selection methods. 3. Personal information disclosed during the application process will only be used to provide support to students following their admission (health management, tuition fee waiver, scholarship application, etc.) and offer guidance on academic matters, collection of tuition fees, and similar purposes. 4. A part of the above operations may be entrusted to subcontractors hired by Kobe University. For such subcontractors to carry out their work, a part or all of the personal information Kobe University has received from individuals (the minimum necessary), may be provided to them subject to confidentiality obligations. Preventative Measures Against Infectious Diseases Such As Measles and Rubella To prevent a possible outbreak of Measles and Rubella on campus, Kobe University requires all applicants to submit one of the following three certificates [Note: Students admitted into the School of Medicine (Faculty of Medicine and Faculty of Health Sciences), the Graduate School of Medicine, and the Graduate School of Health Sciences should submit 1 or 3] : 1 Vaccination Certificate for measles and rubella vaccines (or combined vaccine including measles and rubella vaccines, for example, MR vaccine) that proves you were immunized twice in your life. The Certificate must be issued by an accredited medical institution and state the type of vaccine and the date of inoculation. 2 Vaccination Certificate for measles and rubella vaccines (or combined vaccine including measles and rubella vaccines, for example, MR vaccine) that proves you were immunized within the last five years. The Certificate must be issued by an accredited medical institution and state the type of vaccine and the date of inoculation. 3 Antibody Certificate verifying that you have sufficient antibody titer in your blood to prevent development of measles and rubella, based on the results of an antibody test performed within the last five years. The Certificate must be issued by an accredited medical institution and state the measuring method and the measured values. Students entering in April must submit one of the above at the routine medical check- 7

up scheduled in early April, while students entering in October must do so at the routine medical check-up scheduled in October. Rubella IgG-EIA method HI method 8.0 32 Positive result by one of these two methods The protective antibody value differs according to the measuring method used. Please note that the judging standards are higher than the usual standards considered to be positive. Students who wish to enter the School of Medicine, the Graduate Schools of Medicine and Health Sciences are required to have an even higher level of protective antibody values against measles. If your antibody titer level is below these values, please take the required vaccination and submit the Vaccination Certificate. If the antibody titer level is below the requirement yet you cannot be inoculated with one of the vaccines listed above for any reason, please present the document (for example, a certificate issued by the doctor) to explain why. Please ask the doctor to issue you a necessary certificate by showing him/her this notice. [Note] In addition to the above mentioned certificate for measles and rubella, if you are entering into the School of Medicine (Faculties of Medicine and Health Sciences) or the Graduate Schools of Medicine and Health Sciences, you must also submit a certificate to prove that 1 you have received two inoculations of vaccines for chickenpox and mumps (epidemic parotitis) or 2 you have adequate antibody titer level (4.0 by IgG- EIA method for both chickenpox and mumps). Take the enclosed form with you to the medical institution and have the doctor fill it out. Hand this certificate into the designated center or office by the deadline listed below. If the antibody titer level is below the requirement yet you cannot be inoculated with one of the vaccines listed above for any reason, please present the document (for example, a certificate issued by the doctor) to explain why. 8
