Jitin Prasada, Hon'ble Minister for HRD addressing the gathering at Studywell Public School, Sitapur NIOS LAUNCHES A MASSIVE ADVOCACY PROGRAMME In keeping with the mandate given to the (NIOS), it caters to the educational needs of the disadvantaged sections of society who have never been to school or have dropped out of formal schools at different points of time due to various socio- economic and cultural constraints. According to the 2011 Census, the literacy rate of the state of Uttar Pradesh is 70% which is below the national average of 74%. Its two districts i.e. Lakhimpur Khiri and Sitapur, in a survey published by the Ministry of Urban Development placed Lakhimpur as the second lowest ranking city in India in terms of sanitation and the Ministry of Panchayati Raj named Sitapur as one of the country s most backward districts. The national government designated Lakhimpur Khiri as a Minority concentrated District on the basis of the 2001 census date which identifies it as one requiring urgent aid for i mproving living standards and amenities. Based on the above facts, it was decided to expand the reach of the NIOS by having more number of study centres in the districts of Sitapur and Lakhimpur so that more number of the disadvantaged could be provided education by the NIOS and thereby raising the educational level of this section of society. Accordingly, a massive Advocacy Campaign was planned and executed by the NIOS at the District headquarters level, Block level and at the Study Centre level to expand the NIOS base by creating more study centres, to popularise the flexibilities of the NIOS scheme amongst the youth, to enrol more learners in the academic and vocational programmes of the NIOS, to provide skill training to youths specially girls for their livelihood, to supplement the efforts of the central and state governments for providing education and to help the government to improve the ranking of Lakhimpur in terms of sanitation facilities and Sitapur in eradicating backwardness. Advocacy Material was specially developed for aspirant institutions, candidates, media, panchayats and study centres. The entire campaign was co-ordinated by the NIOS Regional Centre, Allahabad. The First Advocacy programme was organised in the NIOS Study Centre, Study Well Public School, Sitapur on 7 August 2013 in which Dr. Sachidanand Yadav, District Inspector of Schools, Principals of various schools, Media representatives, Intellectuals and students were present. Dr. Anil Kumar AD (Academic), NIOS Regional Centres, Allahabad briefed the gathering about the NIOS activities and programmes. A good coverage of the events was also obtained in the media. 1

Jena, Sri. Jitin Prasada and Dr. Sanyam Bhardwaj The Second Advocacy programme was organised in the NIOS study centre, Green Field Academy, Lakhimpur Khiri on 8 th August 2013, in which Sri. Ashok Kumar, District Inspector of School, Lakhimpur Khiri, Sri Rajiv Agnihotri, Media Advisor to Hon ble HRD Minister of State, Sri. Jitin Prasada, Managers and Principals of CBSE and UP Board Schools, Intellectuals, media representatives and students. Presiding over the Independence Day Celebrations held at NIOS Study Centre Study Well Public School 15 th August 2013, Dr. Anil Kumar AD (Academic), RC Allahabad highlighted the features & flexibilities of the NIOS. Social Workers, Intellectuals, educationists and prominent guest present on the occasion also shared their views on the NIOS. A programme was organised at the UD children s Academy in Tehsil Mohammad on 17 August 2013 in which school Principals, Doctors, social workers, lawyers, parents and intellectuals were present. The Admission and examination schemes offered by the NIOS were discussed in detail. Sri Anil Kumar Singh, Assistant Director (Academic), NIOS Regional Centre, Allahabad explained about the progress of NIOS since its inception. Speaking on the occasion, Dr. Astha Khare, Dr. Avdesh Gupta, Dr. Asha Kumar, Dr. Surendra Singh, Sri Anil Rastogi, Sri.Vivek Shukla, Sri Rajender Sharma, Sri Baburam Mishra, Dr. Subhash Gupta and Sri Kanhaiya Mehrotra pointed out the importance of organising such advocacy programmes for creating more and more awareness on the NIOS. A Vote of thanks was proposed by Smt. Pushpa Gupta, Principal, U.D. Children s Academy. During a programme organised on 25 August 2013 in connection with the inauguration of Dr. Shroff Charity Hospital in Shahdra Village in Muhammadi Block by the Hon ble Minister of State, HRD, Sri. Jitin Prasada, Dr. Anil Kumar AD (Academic), NIOS Regional Centre Allahabad explained in details, the NIOS academic and Vocational Programmes. Expressing his interest in the NIOS programmes, the Minister desired that those present on the occasion may contribute to the development of their concerned areas by spreading awareness about the NIOS. He also desired that all schools in that area may seek NIOS accreditation, thereby enabling achievement of 100% literacy. He also said that the NIOS will continue its efforts to ensure that every child in the area becomes literate. A Programme was organised on 6 th September 2013 at Studywell Public School, Sitapur to encourage schools affiliated with CBSE and UP board to apply for NIOS accreditation and also to improve the literacy status/ rate of Sitapur. The Hon ble Minister for HRD, Shri Jitin Prasada was the Chief Guest and S.S. Jena, Chairman, was the Guest of Honour on this occasion. Appreciating the programmes being carried out by the NIOS in the region, Sri. Jitin Prasada urged the NIOS to continue its efforts towards achieving 100% literacy in the region. Dr. S.S Jena, Chairman NIOS highlighted the various aspects of the NIOS. Dr. Sanyam Bharadwaj, Director (SSS) spoke about the admission procedures and accreditation norms and assured that applications for accreditation would be expedited within fifteen days. Dr. U. NIOS PARTICIPATES IN THE INDIA URDU BOOK FAIR The NIOS participated in the 15 th India Urdu Book Fair organised by the National Council for Promotion of Urdu Language, MHRD, Govt.of India at Chota Maidan, Shivaji Nagar, Bengaluru from 14-22 September 2013. This was co-ordinated by the NIOS Regional Centre at Bengaluru. Jena The (NIOS) organised a Silver Jubilee Special Lecture on Challenge of Reconstructing School Education in Always Connected Technological Society which was delivered by Prof. Ram. G. Takwale, Former Vice Chancellor, IGNOU on 23 September, 2013 at NIESBUD, NOIDA. Speaking in the context of creating an appropriate model of education which is technologically accessible and progressive, Prof. Takwale pointed out that ICT is a game changer with about 1 billion people connected through the internet in India. However, he said that the existing model of school education which is knowledge centric, linear, conformist, class creating and kills creativity needs to be replaced by a new education model based on innovation and creativity, necessitating a paradigm shift to ability and human development. He also proposed a new system of education designed and developed for the A3 (Anybody, Anywhere, Anytime) people by using networking, internet and access devices available and affordable to every learner. Prof. Takwale urged the NIOS to form or join a wider consortium of provider institutions and experts of education and develop and offer mass education linked with life and work skills which are useful in the new age society. Earlier, Dr. S.S Jena, Chairman, NIOS welcomed the gathering and spoke about the huge challenge of reaching out to about 12 million out-of-school children by 2017 under the 12 th Five Year Plan as well as the need to empower a large number of school drop- outs with job - oriented skills. NATIONAL LEVEL SWAMI VIVEKANANDA ESSAY AND ELOCUTION COMPETITION All Regional Centres of NIOS organised the Swami Vivekananda Essay and Elocution at their respective centres. A total number of 507 learners participated in the competition at regional levels. Out of these participants, 167 were declared winners. 1 st, 2 nd, 3 rd and two consolation prizes along with prizes in best girl child and best differently-abled categories were distributed at regional levels. The first prize winners in Essay and Elocution competition were then invited to compete at national level in Kolkata on 22 September 2013. Swamiji s most unique contribution to the creation of new India was to open the minds of Indians to their duty towards the downtrodden masses. Dr S.S. He briefed the audience about the (NIOS) which is the world s largest open schooling institution that believes in extending education to all unreached people and places. He informed that being a National Resource Organisation for Open Schooling, the NIOS frames and formulates its own Self-learning Materials and prepares support audio/video materials to enhance participatory teaching-learning methodologies. MoU with NSDC The (NIOS) which provides a number of Vocational, Life Enrichment and Community oriented courses besides General and Academic Courses at the Secondary and Senior Secondary level has signed a Memorandum of Understanding (MoU) with the National Skill Development Corporation (NSDC) for implementing the vocational education courses as per today s requirements which are aligned to Qualification Packs and National Occupation Standards set by the Sector Skill Councils. The outcomes of the MOU are envisaged as follows: Successfully introduce and integrate vocational (NVEQF compatible) courses at Class 10th and 12 th on an optional/voluntary basis covering a minimum of 5000 trainees per year. Reduction in school dropout rates and better attendance levels due to better job prospects through such a program. Linking this program to State Open Schools should also be encouraged. These vocational courses will be industry driven based upon National Occupational Standards (NOS) set by Sector Skill Councils (SSCs) funded and assisted by NSDC (National Skill Development Corporation) in the following streams - Information Technology, Automotive, Retail, Security, Gems &Jewellery, Healthcare and Media & Entertainment. TRAINING WORKSHOP ON SKILLS FOR WORK FROM 20 TH TO 25 TH OCTOBER 2013 A training workshop on Skills for Work was organised by Capacity Building Cell from 20 th to 25 th October 2013 at Conference Hall, Chairman Block, NIOS. It was organised in collaboration with the National Accreditation Board for Education and Training (NABET), Quality Council of India, Delhi. CAPACITY BUILDING WORKSHOP ON ACADEMIC FACILITATION IN OPEN SCHOOLING A three day workshop on Academic Facilitation in Open Schooling for Academic Facilitators was organised from 20 th to 22 nd September, 2013 at Conference Hall, Chairman s Block, A-24/25, Sector-62, NOIDA. The workshop was inaugurated by Sh. U.N. Khaware, Secretary, NIOS. In his welcome speech, he stressed on the need and demand for experienced Academic facilitators, and their importance in NIOS system. He said, as NIOS is the largest open schooling in the world, and in a country like India it is just impossible to reach every region, thus, the role of Academic facilitators will be of prime importance since, they will be representative of their particular region and hence, can train as many as academic facilitators in the near future as a lot of problems are being faced at the grass root level. Thereafter, Sh. C. Dharuman, Director (Evaluation) also addressed the gathering and explained the importance of evaluation in the NIOS system. He further stressed on regular intervention which is required to get feedback, so that evaluation system can be improved. He emphasized on effectiveness and importance of PCPs in curbing unfair means at different examination centres. Dr. Kuldeep Agarwal, Director (Academic) welcomed all the participants and emphasized on the effectiveness and importance of TMAs and PCPs. He spoke at length about PCPs and requested all academic facilitators to join hands so as to reach the unreached.
