China Three Gorges Scholarship Regulations CHAPTER I SCOPE, ELIGIBILITY, BENEFITS AND SCHOLARSHIP DESCRIPTION Article 1- Scope 1. The present regulation sets forth the applicable rules for the implementing by the Universities of Porto, Coimbra, Lisboa, Aveiro, Minho, Algarve and Universidade Nova de Lisboa of a scholarship (the China Three Gorges Scholarship or CTG Scholarship ) intended to subsidize students from those institutions that wish to obtain a Master Degree or a Ph.D in Chinese Universities in several areas of knowledge, including, without limitation, Chinese language and culture, arts, history, archeology, economy, management, engineering and architecture. 2. The CTG Scholarships aims to stimulate the recent graduates from each of the Universities to continue their Postgraduate studies in Chinese universities, contributing to the valorization of the academic education strongly set in research, to value the social and economic knowledge and the active involvement in the community s progress. 3. Notwithstanding the aforementioned, only students of Portuguese Nationality that wish to obtain a Master Degree or a Ph.D in Chinese universities other than universities located in the Macao Special Administrative Region or the Hong Kong Special Administrative Region of the People's Republic of China will be eligible to be granted the CTG Scholarship. Article 2 CTG Scholarship 1. The CTG Scholarship to be granted to each Beneficiary is of EUR 25.000,00 (twenty-five thousand euros) for a period of two academic years. Each Beneficiary will not be entitled to any amounts, of any nature, including cost, expenses, taxes, duties, indemnifications, penalties or otherwise, above EUR 25.000,00 (twenty-five thousand euros). 2. The CTG Scholarship will be paid by each of the Universities to the respective selected Beneficiaries in monthly installments of the amount of EUR 1041.66 (one thousand fortyone euro and sixty-six cents), except for the last installment which will be in the amount of EUR 1041.82 (one thousand forty-one euro and eighty-two cents). Exceptionally, if and whenever requested by the Beneficiary and with authorization of the relevant University, the first monthly payment may amount to a maximum of EUR 8,000.00 (eight thousand euros), in which case the remaining amount of the scholarship shall be paid by each of the Universities in monthly installments of an amount corresponding to the difference between the total amount of the scholarship (i.e. EUR 25,000.00), deducted of the amount of the first installment, divided by 23. In either case, the first installment shall only be paid to the Beneficiary upon receipt of proof of arrival at the selected hosting university. Article 3 -Eligibility conditions 1. The CTG Scholarship is aimed preferably at recent graduates from the Universities of Porto, Coimbra, Lisboa, Aveiro, Minho, Algarve and Universidade Nova de Lisboa (jointly, the Universities ) that have had contact with Chinese language and culture and want to deepen their knowledge of Chinese culture and reality and have been admitted by a Chinese university (other than an university located in the Macao Special Administrative 1

Region or the Hong Kong Special Administrative Region of the People's Republic of China) at the time of application for the scholarship. 2. The candidates to Beneficiaries should meet the following cumulative criteria: a) Be a Portuguese Citizen; b) Have graduated from any of the Universities up to the academic year immediately prior to the first year of studies in the Chinese University; c) Have graduated from any of the Universities with a grade of at least 14 out of 20 in a first cycle or second cycle program; d) Have been admitted or at least present the proof of application to a Master or Ph.D program at a Chinese university (other than an university located in the Macao Special Administrative Region or the Hong Kong Special Administrative Region of the People's Republic of China), it being understood that Master programs of 2 years will be preferred over shorter period programs and that programs that do not entail the issuance of the corresponding Master diploma by the hosting Chinese University upon their completion will not be considered; e) Possess a fluent level of written and spoken English (level B2 of CEFRL) and basic knowledge of Mandarin, as well as other language skills as may be required according to the requirements of the course applied; f) Have a comprehensive study plan for the course applied; g) Have two (2) recommendation letters by the professors of previous courses; h) Not be the holder of any other scholarship. 3. Each University may set forth additional academic criteria for the purposes of selecting the Beneficiaries in each Call, provided that those criteria do not conflict or override in any manner the criteria set forth in paragraph 2 above. 4. Former graduates from the any of the Universities may also be considered, even though recent graduates shall prefer over them. 5. Only the applications submitted in full compliance with the terms and conditions of these Regulations will be analysed. Article 4 - Vacancy 1. The CTG Scholarship vacancy per University candidates is 2 (two) scholarships per call. 2. The CTG Scholarship will be granted under two calls, one for the academic years 2018/2019 and 2019/2020 and the other for the academic years 2019/2020 and 2020/2021. 3. Additional calls for the granting of the CTG Scholarship as of 2020 may be opened, in which case, these Regulations shall apply, mutatis mutandis, unless specifically and expressly amended by the Universities. 4. Any eventual vacancy, including due to the lack of sufficient or proper candidates, may be transferred within the Universities and in the event of any remaining vacancy after transfer, shall be left in blank and be transferred to the following call. CHAPTER II APPLICATIONS Article 5 - Open call and applications period The call for the CTG scholarships for the academic years of 2018/2019 and 2019/2020 will be open from March 5, 2018 up until April 30, 2018. The call for the CTG scholarships for the academic years of 2019/2020 and 20/2021 will be open from April 1, 2019 up until the May 30, 2019. 2

Any calls that may be opened as of 2020 will be launched on a date to be scheduled. Article 6-Applications submission 1. The scholarship applications must be submitted only by e-mail to each University. 2. The applicants must include in the application the following documents: a) Application letter which presents the address, e-mail and telephone contact; b) Copy of the certificate or attestation that proves the obtained academic degree and the respective translation into English. In case the degree has not yet been obtained the applicants can deliver a Transcript of Records; c) Curriculum Vitae in English; d) Letter of admission or at least present the proof of application to the relevant Chinese university; e) Two letters of Reference (Letters of Reference); f) Health certificate for the purposes of studying abroad; g) Documents that attest: i. has comprehensive study plan for the course applied ; ii. has a fluent level of written and spoken English, has basic knowledge of Mandarin and, if applicable, has the relevant language skills as may be required according to the requirements of the course applied; iii. the duration of the relevant Master Program; iv. that the relevant Master program will entail the issuance of the corresponding Master diploma by the hosting Chinese University upon its completion; v. Compliance with any further requirements set forth in these regulations. h) Copy of the Identity card/ Citizen card and a written statement of acceptance and consent to present the copy of Identity card/ Citizen card to the relevant University. 3. Until July 15 of 2018, for the first call, and July 15 of 2019, for the second call, under penalty of exclusion, applicants must submit: a) Letter of admission by the relevant Chinese University; b) Certificate or attestation that proves the obtained academic degree and the respective translation into English; c) Medical certificate attesting the health conditions of the applicant, for the purposes of studying abroad. 4. Only the full applications submitted within the open call period will be considered. It is of the exclusive responsibility of the applicants to confirm that the application is concluded until the end of the relevant deadline. Article 6-A Reapplication 1. Beneficiaries may not reapply for a CTG Scholarship of the same level (i.e. a previous Beneficiary of a Master Degree Scholarship may not reapply for a second Master Degree Scholarship) for a period of 2 (two) years following termination of a CTG Scholarship program. 2. The Beneficiaries of a CTG Scholarship who drop out of the program of enrollment or are expelled from the hosting university, are not eligible for reapplication unless the dropping out of the program is motivated by force majeure, as per Article 15 below. 3

However, in the event that the Beneficiary has dropped out of the Program more than twice he/she will no event be eligible for reapplication even if both times the dropping out has been motived by force majeure. CHAPTER III Jury Article 7- Jury 1. The Jury of the Call will be composed by three members of the relevant University. 2. One of the members will chair the Jury and has quality vote. 3. The Jury is nominated by the Rector of the relevant University, who shall also appoints the Chairman of the Jury and the member of the Jury who shall take the Chair of the Jury in the absences and impediments of the Chairman. 4. It is the Jury responsibility to secure the conduction of the evaluation procedure and the applications selection, since the day of their nomination until the presentation of the final results list. 5. It is further the Jury responsibility to carry out the following actions: a. To admit and exclude the applications to the Call, writing and explaining the respective deliberations; b. To guide the evaluation and selection procedures; c. To ensure access to the minutes of the meetings and the documents and the certificates issuance or the certified reproductions according to the Administrative Procedure Code to the applicants. 6. The Jury deliberates with the participation and presence of all its members and the respective resolutions must be decided by the majority of its members. The members of the Jury can participate in the meetings through telematic means or telecommunications (videoconference), whenever there are technical conditions. 7. The Jury resolutions must be well-founded and written, and the applicants may have access to the minutes and documents, in accordance with the applicable law. CHAPTER IV SELECTION OF THE SCHOLARSHIP BENEFICIARIES Article 8- Selection The beneficiaries of the CTG Scholarship ( Beneficiaries ) will be selected by the relevant University. The relevant University will publish, in due time and for each call, the exact selection criteria, composition of the Jury and calendar for the selection process. Article 9 Selection process 1. The selection process is of the responsibility of the Jury nominated by the Rector of the relevant University. 2. The selection process shall consist in a general review of all the applications received and attached documents, analysis of their compliance with the established regulation standards and with the application instructions, curricular evaluation and preliminary analysis of the study objectives description and the motivation personal text. This evaluation is eliminatory. 4

Article 10 Publication of results 1. The preliminary results of the selection process will be published by notice until 30 working days after the deadline for applications and published in the Universities respective website. 2. After the publication of the preliminary results, the applicants are entitled to, in 10 working days, and in a preliminary hearing, enunciate their position and views on all matters that may be relevant to the jury s decision, as established in the Code of the Administrative Procedure. CHAPTER V DUTIES OF THE SCHOLARSHIP BENEFICIARIES Article 11 Scholarship beneficiaries duties In addition to others set forth in these Regulations, the Beneficiaries of the CTG Scholarship shall have the following duties: a) Sign the financial contract with the University before the departure; b) Submit a study progress report per semester to the respective University, until the end of the month immediately after the last month of the relevant semester or, in case there are grades or merits pending by the relevant deadline, until the tenth day as of the communication or publication (whichever occurs first) of said grades/merit. The study progress report must necessarily contain, with respect to the relevant semester, a brief summary of the subjects in which the Beneficiary has been enrolled, of the activities undertaken and of the papers, articles, reports or other documents prepared and of the merits, grades or prizes obtained in respect thereto; c) If requested by the respective University, submit the scientific report or reports by his/her research work s advisor at the hosting university, within a reasonable deadline as set out by the respective University; d) Submit the final study progress report by sending it to the respective University within 30 (thirty) days as of the conclusion of the course or, in case there are grades or merits pending by the end of said 30 day period, until the tenth day as of the communication or publication (whichever occurs first) of said grades/merit. The final study progress report must necessarily contain a brief summary of the subjects in which the Beneficiary has been enrolled, of the activities undertaken, of the papers, articles, reports or other documents prepared and of the merits, grades or prizes obtained in respect thereto, as well as a personal assessment on the course taken and on the achievement of the Beneficiary s goals; e) Always indicate or specify in any scientific work in which he/she may participate, in a full or only partial manner, that he/she is a Beneficiary of the CTG Scholarship; f) Communicate to the respective University any alteration of his/her bank account to which the scholarship installments are being or should be transferred; g) Obtain the legal authorization to stay in the Chinese territory during the respective CTG Scholarship validity period; h) Abide and comply with by the laws, rules and regulations of the People s Republic of China as well as of the Chinese universities or schools in which he/she is attending the course; 5

i) Immediately notify the respective University in case he/she is the subject of any claims, complaints, punishment, reprimand or penalty (including due to improper behavior) by the hosting university or by the Chinese Authorities. Article 12 Exclusivity of CTG Scholarship While benefiting from a CTG Scholarship, the Beneficiaries of the CTG Scholarship must be so, on an exclusive basis, and may not accumulate other academic scholarships, excluding: a) scholarships granted by the Government of the People's Republic of China; and/or b) prizes granted by Chinese universities for merit and academic excellence. Article 13 Beginning and study s conclusion 1. The CTG scholarships granted cannot be postponed; as such the respective Beneficiary is obligated to initiate and conclude his/her studies within the academic years for which he/she has received the CTG scholarship, on pain of cancelation of the relevant scholarship. 2. Without prejudice to Article 15 below, the Beneficiary is further obligated to conclude the Master degree program or the Ph.D program for which he/she has received the scholarship, under the penalty of refund of the total or partial amount of the scholarship to the respective University pursuant to paragraph 2 of article 14 below. 3. After the conclusion of the Degree, and no later than 120 days after said conclusion, the Beneficiary must deliver to the respective University a copy of the certificate and diploma issued by the hosting Chinese University that proves the completion of the program. CHAPTER VI CANCELATION AND SUSPENSION Article 14 Cancelation and suspension 1.The CTG Scholarship granted to each of the Beneficiaries may be cancelled by the respective University: a) In case the Beneficiary fails to comply with any of his/her duties as set out in these Regulations (including, without limitation, failure to complete the Master degree program or the Ph.D program for which he/she has received the scholarship); b) In case the Beneficiary is the subject of any claims, complaints, punishment, reprimand or penalty (including due to improper behavior) by the hosting university or by the Chinese Authorities; c) In case the Beneficiary drops out of the program of enrollment or is expelled from the hosting university. 2.In case of cancellation of the CTG Scholarship granted to a Beneficiary all transfers of the scholarship installments will immediately be cancelled and the relevant Beneficiary must refund the respective University of the amount of the CTG Scholarship he/she has eventually received in excess considering the number of months elapsed between the beginning of the first academic year and the moment of the event that motivated cancellation of the CTG Scholarship pursuant to paragraph 1. For the purposes of the relevant calculations, it shall be deemed that each Beneficiary shall be entitled to an amount of EUR 1,041.67 (one thousand forty-one euro and sixty-seven cents), per month. 6

Article 15 Force Majeure For the purposes of these Regulations, it shall be deemed a force majeure event any war, riots, fire, flood, hurricane, typhoon, earthquake, explosion, strikes, lockouts, slowdowns or prolonged shortage of energy supplies, illness that requires prolonged periods of treatment or other exigent circumstances out of the Beneficiary s control which prevent him/her from concluding his/her selected program in the hosting university. CHAPTER VII VISA Article 16 - Visa requirements All Beneficiaries should obtain the legal authorization to stay in China during the scholarship validity period. The costs for obtaining the visa are of the Beneficiaries responsibility. CHAPTER VIII FINAL PROVISIONS Article 17 Enforceability These Regulations shall come into force when approved by the Rector of the University. 7
