ADOPTION OF THE NOTICE OF CONVOCATION AND OF THE CERTIFICATE OF SERVICE RESOLUTION B.C. LE - 2010-1204-01 THAT the notice of convocation and the certificate of service be and are adopted. 3. November 22, 2010-101 5. QUESTION PERIOD FROM THE PUBLIC DOSSIER B.C. LE - 2010-1206-01 1 st question from Mrs. Jane Moret 6, Clough Street Mrs. Moret asks if there are any developments in the dossier concerning the former Warner garage. Mr. David Price informs the citizen that the dossier has been transferred to the Ville de Sherbrooke Legal Affairs Service for follow-up. The owner wishes to sell the property. 2 nd question from Mrs. Jane Moret 6, Clough Street Mrs. Moret asks questions concerning the demolition and the reconstruction of the new Magasin Korvette. Mr. Price explains that the owners mentioned that the construction work for the new Magasin Korvette is scheduled for March 2011, so that the new building is ready to welcome the students. 3 rd question from Mrs. Jane Moret 6, Clough Street Mrs. Moret asks if there are any developments in the dossier concerning the Stébenne garage. Mr. David Price informs the citizen that the dossier has been transferred to the Ville de Sherbrooke Legal Affairs Service for follow-up. DOSSIER B.C. LE - 2010-1206-02 1 st question from Mrs. Wendy Patrick 10, Maple Grove Street Mrs. Patrick asks for information concerning the acquisition of the property situated at the corner of Queen and Samuel-Gratham by the Pharmacie Familiprix. Mr. Price replies that the Borough and the Ville de Sherbrooke are presently studying a request for a zoning modification received by the city. The new project tabled by the owner would be carried out in the summer of 2011. Furthermore, Mr. Smith mentions that a public consultation will take place in order to have the citizens opinion concerning this re-zoning. 2 nd question from Mrs. Wendy Patrick 10, Maple Grove Street Mrs. Patrick wants to know if trucks are allowed to park in front of the Esso Gas Station situated on Queen Street. Mr. Smith answers that a request was made to the Québec Ministry of Transportation, to prohibit heavy load vehicles from parking alongside of Queen Street from College Street to William-Paige Street, to assure the safety of users.

November 22, 2010-102 DOSSIER B.C. LE - 2010-1206-03 Mrs. Barbara Stevenson Smith 27, Academy Street Mrs. Stevenson Smith mentions that the borough downtown core isn t attractive. She would like to know why the improvement, demolition and reconstruction processes of local businesses are taking so long. Mr. Price and Mr. Smith answer that several improvements have recently been brought to the exterior aspect of the Queen Street businesses, notably: The exterior of the Sebby s Pub & Grill and of the Subway building; The arrival of the new business La Brûlerie de café de Lennox; The renovation of the former Elmwood Bar property. The improvement brought to the building s exterior of Jerry s Pizzeria. There are other projects but some require more time to be carried out. DOSSIER B.C. LE - 2010-1206-04 1 st question from Mr. Douglas MacAulay 21, Speid Street Mr. MacAulay wants to know why the demolition work of the former Magasin Korvette is taking so much time. Mr. Price explains that the plans for this particular new construction takes longer then normal because of the demolition and reconstruction involved. Furthermore, when there is only a demolition of a building without a reconstruction project, the project usually takes less time to be carried out. Furthermore, Mr. Price mentions that the building will respect the established criteria. Also, the owner Mr. Rouleau, usually keeps his buildings well maintained. 2 nd question from Mr. Douglas MacAulay 21, Speid Street In reference to the broken bottles on Little Forks Street, Mr. MacAulay asks that the members of council to walk on the streets of the Borough to realize that there is some cleaning to be done. Mr. Price takes note of his request. DOSSIER B.C. LE - 2010-1206-04 3 rd question from Mr. Douglas MacAulay 21, Speid Street Mr. MacAulay asks if there is now a better police presence in the borough. Mr. Price explains the Police Service new measures now foresee a better community approach on the entire territory of the Ville de Sherbrooke. The Borough of Lennoxville thus has around-the-clock policemen appointed to answer the calls faster and it allows the policemen to be better acquainted with the community. Mr. Smith informs him that Mrs. Maryse Boulanger replaced the community policeman, Jacques Gagnon, who has retired.

November 22, 103 4 th question from Mr. Douglas MacAulay 21, Speid Street Mr. MacAulay asks information concerning the Programmes d infrastructures de la Ville de Sherbrooke. Mr. Price answers that the programs concern the Centre de Foires which should be completed by March 2011, and sewer and waterworks projects scheduled until 2013. 5 th question from Mr. Douglas MacAulay 21, Speid Street Mr. MacAulay asks if there will be enough water to meet the needs during the 2013 Canada Games. M. Price answers yes, the water capacity is sufficient to supply needs of additional guests on the borough s territory during the 2013 Canada Games. 6 th question from Mr. Douglas MacAulay 21, Speid Street Mr. MacAulay wants to know what happens with the $ 1 000 000 which was reserved for the burying of cables project on Queen Street. M. Price answers that the City Council decided not to go ahead with any long term project of this type, and this, for the entire Ville de Sherbrooke, since they were considered too costly. The $ 1 000 000 was used for the lighting and the construction of the Sherbrooke new Montcalm bridge. 7 th question from Mr. Douglas MacAulay 21, Speid Street Mr. MacAulay asks which measures will be taken following the fatal accident that occurred on College Street in 2010. Mr. Price informs the citizen that the Borough Council has already requested that the Québec Ministry of Transportation approve the installation of a crosswalk with the required road sign for 2011, near the place of the accident on College Street. 8 th question from Mr. Douglas MacAulay 21, Speid Street Mr. MacAulay asks if the Borough received a call to help the tenants residing on Winder Street, during a fire which recently originated from a building sheltering several students. Mr. Price answers that the Borough never received a call from the tenants, however, the Borough is willing to help whenever required. 9 th question from Mr. Douglas MacAulay 21, Speid Street Mr. MacAulay asks if there were any reactions from the English-speaking citizens concerning the removal of the street name Minto for the benefit of a new street name. Mr. Price answers that the Borough never received neither reaction nor comment concerning this subject. He explains the reasons of the decision by City Council. Mr. Smith explains the process for the name change which resulted in the removal of the street name Minto. However, the name Minto was registered in name bank to be able to use it again in a future project. DOSSIER B.C. LE - 2010-1206-05

November 22, 2010-104 1 st question from Mr. Karl Hunting 2865, College Street, apt. 101 Mr. Hunting asks if the street lights, located on the other side of the Herring Bridge going towards Waterville, will soon be relit to assure the safety of road users. Mr. David Price answers that the Borough has already made a request to this effect. Since the streets lights are located on the border of Ville de Sherbrooke limit, the Québec Ministry of Transportation will possibly be the one to connect the electricity to the posts. 2 nd question from Mr. Karl Hunting 2865, College Street, apt. 101 Mr. Hunting asks why the blue-collar workers did not clean the skateboard park at Optimist Park the last time. The blue-collar workers usually do a better job at cleaning the skateboard park. Mr. Price mentions that the Borough will follow-up on his request. DOSSIER B.C. LE - 2010-1206-06 Question from Mrs. Janet Angrave 76, Academy Street Mrs. Angrave mentions that garbage accumulates on a property at the top of the hill on Baker Street near Louis-Codère Street. She requests that the Borough intervene to keep this property clean. Mr. Price mentions that the Borough will follow-up on his request. Mr. Price wishes to thank all the persons present who expressed their concerns on subjects related to the Ville and the Borough. Furthermore, he mentions that he welcomes the citizens opinion to better serve them. 6. CORRESPONDENCE RESOLUTION B.C. DOSSIERS OF COMMITTEE AND WORK GROUPS OF COUNCIL 9. DOSSIERS ON CULTURE, RECREATIONAL AND BOROUGH PARKS RESOLUTION B.C. LE 2010-1209-00 a) Townshippers Association Authorization for financial assistance 10 th annual Open House/Community Holiday Get Together event November 25, 2010 THAT the Borough Council authorizes a non recurrent financial contribution in the amount of $ 200 to the Townshippers Association, as financial assistance for their Open House/Community Get Together event to be held on November 25, 2010. And that the treasurer be and is authorized to issue the checks accordingly. 10. OTHER DOSSIERS RESOLUTION B.C. LE 2010-1211-00 b) Recommendation to the Urban Infrastructure and Environment Service of the Ville de Sherbrooke Participation of the Ville in the reconstruction of chemins Glenday and Mitchell for the water and sewer project concerning the Huntingville sector Borough of Lennoxville THAT the Borough of Lennoxville Council members request the Urban Infrastructure and Environment Service Water Management Division to request the Ville s participation for the reconstruction of the streets affected by the aforementioned works in order to conform to the city street standards. 11.
