A Message from the Superintendent The mission of Prince William County Public Schools is Providing A World-Class Education. This guide and calendar offers valuable information to help both elementary and middle school families understand and participate in the educational opportunities awaiting our students. You will also discover important information on everything from inclement-weather closings and delays to student conduct and attendance. While much of the information can also be found online, we have attempted to make the guide and calendar a one-stop resource for the facts families want most. Be sure to display the separate menu, too. It will make student meal planning easier than ever. The Prince William County SCHOOL BOARD Policies that govern PWCS are made by an eightmember School Board one elected from each magisterial district, plus a chairman. The School Board Vice Chairman is appointed by the School Board at the Board s annual organizational meeting in January and serves for the calendar year. Elementary SCHOOLS continued TITLE I SCHOOLS Title I is a federal grant program designed to give educational assistance to students living in areas of high poverty. More than 90 percent of U.S. school systems receive some Title I funding. Title I staff support teachers and students to improve achievement in reading and/or mathematics. Title I schools have an extra layer of reporting and accountability to the federal government to verify that their students are making progress in reading and mathematics. The Virginia Department of Education determines the levels of improvement schools must demonstrate. Schools that do not make appropriate progress are required to develop and monitor a school improvement plan quided by the School Division and Virginia Department of Education. As with any educational initiative, parents play an important part in the success of Title I programs. Title I schools receive additional resources to engage parents in their children s learning. Together with parents, each Title I school develops a Title I Family Engagement Policy and holds meetings throughout the school year. Families are encouraged to attend. School REGISTRATION - How to Enroll Your Child REGULATIONS School Division regulations on enrolling your child in school are summarized below. Please read the entire regulation online at pwcs.edu for complete instructions. AGE OF ENTRANCE (Regulation 723-1) Several guidelines determine when a child should begin attending school. These guidelines are based on the Code of Virginia and are summarized below. 1. A child must be five years of age or older on or before September 30 in order to enroll in kindergarten that same year. 2. A child who will be six years of age or older on or before September 30 of the school year must attend school. 3. Once a child is officially enrolled in kindergarten, the child is expected to attend school on a regular basis except in cases of normally excused absences. 4. A child who has not attended kindergarten but meets the age requirements for school attendance may be admitted to first grade. After appropriate informal and/or formal observation and assessment, the principal, with the consent of the parents, may recommend alternative placement. Read your school s newsletter regularly. REGISTRATION REQUIREMENTS (Regulation 711-1) Registration is an exciting time for a child and his/her family, but it can be a bit overwhelming if you are not prepared. In order to help the child s registration process go smoothly, please have the following required items ready: 1. A valid birth certificate or certified copy. 2. Proof of residence. 3. A Social Security number. (However, no student will be denied enrollment because a number was not presented.) 4. A valid immunization record signed by a healthcare provider. PARENT PORTAL The online Parent Portal lets parents and students view grades, attendance, and other student information. Parents can also enter updated student emergency contact information. Returning families can continue to use their existing user names and passwords. Parents of students new to PWCS will need to register online for a Parent Portal user login at parentportal.pwcs.edu. This same user account will allow parents to login to their school website. Once parents have registered they will be directed to their designated school, where they must appear in person to have their identity verified before receiving a new user ID and password. This is an important process for protecting student safety and confidentiality. Under current policies and regulations, PWCS may authorize the taking and use of photos and videos of any student engaged in school activities and programs for use in School Division programs, publications, or exhibits. Photos and images may be authorized for external use by the news media, scholarship providers, and others, provided this serves the best interest of students, the school, and/or the School Division, and complies with other regulation guidelines. Any parent/guardian not wishing to allow the taking and/or use of their child s photos and images must fill out and submit an opt-out form. Emergency CLOSINGS DELAYED OPENING & EARLY CLOSING PROCEDURES Delay & Closure Notification Any decision to delay or close schools due to weather-related conditions will be announced as soon as possible, generally by 5:30 a.m. on affected mornings. Announcements will be posted on pwcs.edu, all school websites, Facebook, Twitter, PWCS-TV, and sent via email, text messages, and the MyPWCS app. Notifications are carried by local radio, TV, and news outlets. You may also call 703.791.2776 for a recorded message about closings, delayed openings, and early dismissals. Don t wait for bad weather sign up for special PWCS notifications today (see page 9). Make-up Days The Commonwealth of Virginia requires a minimum of 180 school days each year or 990 instructional hours. For the 2017 18 school year, the PWCS calendar includes 181 school days, plus time for parent-teacher conferences at the elementary level. The length of the PWCS school day results in at least five hours and 55 minutes of instructional time each day, not including lunch and recess. This effectively gives PWCS the equivalent of 13 days worth of hours that can be used for needed closings and delays before we risk falling below state minimums. FAMILY EMERGENCY PLANS Please take the time to discuss a family emergency plan at the beginning of the school year. It is important children know what to do in the event that they arrive home before there is anyone there to meet them. TELEPHONE TREE At the beginning of the school year, a telephone tree will be implemented in elementary classrooms so that each child s parent and/or day care provider can be called to help communicate an early closing for weather or other emergency. It is important to inform school offices of any changes in telephone numbers so that the telephone tree remains current. Many schools use an autodialer system to make recorded calls. Parents should create and familiarize children with a back-up plan in the event that an emergency arises and the parent or emergency contact person is not at home. Community INVOLVEMENT SCHOOL ADVISORY COUNCILS (Regulation 230.01-1) 11 Each school has an active School Advisory Council to assist the principal in writing, updating, and monitoring the school s Strategic Plan. If you are interested in serving on the School Advisory Council, contact your school principal. PARENT VOLUNTEER PROGRAM Effective parent volunteer programs help staff in many schools to better serve the needs of the students and the schools themselves. Volunteer opportunities include working with students to reinforce skills taught by the teacher, providing clerical support for teachers, and helping the staff in school clinics or offices. Parent volunteers are also welcome to participate in parent support groups, PTA/PTO, and advisory councils. Contact your school if you are interested in serving. SNACKS & TREATS The School Division encourages healthful snacks and treats. The PWCS wellness policy allows parents to bring snacks or treats to classrooms, but it is important to coordinate with the teacher and administration in advance. Community INVOLVEMENT continued SCHOOL VISITORS (Policy 926) Parents and interested residents are invited to visit schools to observe instructional programs and activities. Parents are especially encouraged to visit on days set aside for conferences with teachers, special school programs, luncheons, parent-teacher meetings, and back-to-school nights. All visitors are required to report to the main office upon entering the building, and to sign in as a visitor, to be processed through the visitor identification system sex offender screening prior to proceeding to the instructional areas. A visitor s pass will be issued upon receipt of photo identification; the ID will be held and returned when the visitor departs. School principals ensure that no visitors, either invited or uninvited, engage in activities on school property which are disruptive to the educational program; detrimental to health, safety, or property; or are in conflict with School Board policies or administrative regulations. Visitors are reminded that teachers expect to continue the regular class routine during visits and that unscheduled conferences which interrupt the instructional process will not be conducted. Instructional Programs ELEMENTARY SCHOOL CURRICULUM The PWCS elementary instructional curriculum specifies objectives for the knowledge and skills students will develop at each grade level. This allows PWCS to ensure a uniform, high quality instructional program at every school. Based on Virginia s Standards of Learning and developed by subject area specialists and expert classroom teachers, the curriculum serves as an instructional guide for all PWCS teachers. It includes the big ideas for each unit of study, specific learning objectives for lesson planning, recommended teaching strategies, and suggested materials. The curriculum for grades K 5 includes language arts, mathematics, social studies, science, music, physical education, and art in every school. The curriculum fosters the cognitive, creative, social, and emotional development of each child. Each classroom/grade level teacher emphasizes oral language development and integration of language arts, mathematics, science, and social studies content; and encourages creative play and movement. In kindergarten, children are given opportunities to expand language and learn school routines in a social and active learning environment. Teaching specialists in music, physical education, and art provide instruction to students at all grade levels and emphasize wellness and creativity. Participation in strings instruction is offered to all interested fifthgrade students at every school; some schools have programs for fourth-grade students. MIDDLE SCHOOL CURRICULUM 12 The PWCS middle level program consists of grades 6 8. It provides continued emphasis on the development of the whole child through a strong academic core in history and social science, mathematics, science, and English language arts. All students continue their music study through grades 6 and 7. Physical education and health are provided to all students in grades 6 8. In grade 8, all schools offer a world language option for students, with the potential to earn high school credit. International Baccalaureate Middle Years Programme schools, traditional schools, and World Language specialty schools offer world language options prior to grade 8. Students also experience other courses designed to provide them with exposure to a variety of interests including art and careers. Through the Career and Technical Education (CTE) program, PWCS offers business, engineering, and family and consumer science course options for students. Instructional Programs continued 13 ENGLISH LEARNER PROGRAMS & SERVICES The Office of English Learner Programs and Services provides comprehensive registration services to English Learners (EL) and immigrant youth. Students participate in high-quality school-based programs leading to both English proficiency and to meeting or exceeding state standards in all subjects. Central Registration Services responds to requests for information and assessment for EL Program eligibility. Instructional Services supports educators in implementing best practices for EL students. Translation Services facilitates parent communication. K 12 English Learner Program PWCS provides a program of language instruction at each K 12 school in supportive settings so that ELs attain proficiency in English and meet the same challenging academic content and student achievement standards as other students. Components of instruction include: Academic language instruction to students at English Language Proficiency (ELP) levels 1 5 for success in language arts, math, social studies, and science; Delivery styles to maximize service opportunities: Co-teaching, push-in, pullout, inclusion, and EL-Only class; and Support from ESOL teachers and content teachers knowledgeable in techniques to support language development and cultural responsiveness. The Office of English Learner Programs and Services offers outreach to inform parents of ELS regarding academic, personal, social, and career development, including English as a Second Language classes in collaboration with Adult Education. GIFTED EDUCATION PWCS students identified for gifted education are offered options from kindergarten through grade 12. K 3 students receive gifted education services in the gifted resource room on a weekly schedule. All third grade students are assessed during November testing. Those already receiving services are evaluated to determine appropriate placement and services for grades 4 and 5. Students not currently receiving gifted education services are assessed to determine eligibility, and appropriate placement and services, if warranted. SPECIAL EDUCATION PWCS provides a free, appropriate public education to all eligible students with disabilities, and provides a full continuum of special education services in accordance with the Individuals with Disabilities Education Act (IDEA, 2004). As specified by IDEA, children with disabilities include those persons aged 2 21 who have Autism Spectrum Disorder, deaf-blindness, developmental delay, emotional disabilities, hearing impairment, intellectual disability, multiple disabilities, orthopedic impairment, other health impairment, severe disability, specific learning disability, speech or language impairment, traumatic brain injury, or visual impairment including blindness. The Special Education Advisory Committee (SEAC) meets monthly on the third Tuesday of the month from September through June, at 7 p.m. in Rooms 2002-2004 at the Edward L. Kelly Leadership Center. Instructional Programs continued 14 Child Find Child Find is an active and continuing program to identify, locate, and evaluate children who are suspected of having a disability and are in need of special education and related services. Parents of preschool children may contact the Child Find Office at 703.791.8857. Parent Resource Center The Parent Resource Center (PRC) provides information, resources, and workshops on the special education process. The lending library, with audiotapes, books, DVDs, videos, and CDs about disabilities and parenting issues, is available to staff and parents. PRC staff is available to listen and problem solve with parents. Call 703.791.8846 or 703.791.8847 (TDD) for additional details. HOMEWORK (Regulation 663-1) Homework is appropriate when it is a meaningful component of the instructional program. It may be used to build interest, apply new knowledge, and review for an upcoming assessment. However, PWCS also believes it is important for students and families to participate in other important learning and recreational activities outside of school. Read your school s newsletter regularly. Suggested time allotments for homework are: Kindergarten 2nd grade: 10 20 minutes per evening; Grades 3 5: 30 50 minutes; PWCS-TV Grades 6 8: 60 80 minutes divided among all courses; and Grades 9 12: 1 ½ to 2 hours divided among all courses. Homework shall not be assigned over Thanksgiving break, the winter break, and spring break (as determined by the school calendar). See Regulation 663-1 for more detailed information. Parents are urged to discuss assignments, monitor progress in coursework, and share any concerns with their student s teachers. Good communication about the academic progress of students between the school and home helps to promote success in the classroom. Our very own TV station offers insights into the school community with School Focus and a wealth of information and entertainment. Series such as Assignment: The World and CNN Student News introduce young people to current events. Distance learning programs, performing arts series, foreign language courses, and professional development shows unlock knowledge, discovery, and fun. You can also view PWCS School Board meetings live or on-demand. Visit pwcstv.com for live streaming, on-demand viewing, and program listings. TEXTBOOKS Schools are responsible for providing the appropriate learning tools for each student. Depending on the classroom, a variety of books, audio-visual, and supplementary materials may be used to help reinforce each lesson. A textbook is available for each student in each core subject. Students will be responsible for all textbooks and learning materials that are issued to them. Books are checked periodically, and students must present the same books that were issued to them. Books that are lost, destroyed, or damaged beyond normal use must be paid for by the student who originally received the book. Please encourage children to take care of their textbooks, and explain the possible consequences if a book is lost or damaged. With everyone s cooperation, these books will help students learn for years to come. Continued on next page

Instructional Programs continued DIGITAL LEARNING PWCS strives to seamlessly integrate technology and use of digital learning tools at every level and across subject areas throughout the instructional day. The use of digital devices in schools and beyond allows curriculum-driven teaching and learning to take place anywhere at anytime. It increases student engagement, permits instruction to be tailored to individual needs, and equips students to access, process, and communicate information in ways increasingly required for success in higher education and the 21st century workplace. FIELD TRIPS (Regulation 642-1) A field trip is any trip taken by students, under teacher supervision, where students leave the school grounds. Such trips are designed to enrich student educational experiences. Field trips usually occur during school hours. In order to participate, students must bring a permission slip signed by a parent or guardian. Teachers are responsible for the supervision and safety of students during field trips, with assistance from invited parents. Student PROGRESS GRADING (Regulation 661-1 and 661-2) Grades are based on the same criteria at all Prince William County Public Schools. The following information offers a general outline of grading rules. For more information or questions about a specific grading process, or the grade received, please contact your child s teacher. Grades: S & N Scale Students in grades K 2 do not receive traditional letter grades, but are marked along the S and N grading scale. In addition, students in all elementary grade levels will receive S N grades in listening, oral language, art, physical education, music, handwriting, technology, work habits, and conduct. The S and N scale reads as follows: S+ indicates that the student consistently meets objectives; S indicates that the student adequately meets objectives; S- indicates that the student inconsistently meets objectives; and N indicates that the student has not met objectives at the time of grading. PARENT PORTAL Keep up with your student s progress through Parent Portal (ParentCONNECTxp). Parents can register on pwcs.edu by clicking Parent Portal, New User Registration, or go directly to parentportal.pwcs.edu. Grades: Letter Grades 15 Starting in grade 3, students receive letter grades in the core curriculum subjects such as reading, writing, math, science, and social studies. A is awarded for scores of 90 100%. B+ is awarded for scores of 87 89%. B is awarded for scores of 80 86%. C+ is awarded for scores of 77 79%. C is awarded for scores of 70 76%. D+ is awarded for scores of 67 69%. D is awarded for scores of 60 66%. F is awarded for scores of 59% and below, and represents a failure to meet minimum requirements. Student PROGRESS 16 continued GRADE PLACEMENT (Regulation 665-1) Grade placement should provide the best opportunity for each student to make reasonable progress. Ability and achievement are examined when determining the grade or section in which a student can learn best. Likewise, skill acquisition in reading, math, and communication, along with achievement of a passing score on the Standards of Learning (SOL) test, will be key factors when considering promotion or retention. Grade-level advancement is based on a student s academic achievement throughout the year, and every effort is made to place the student in a grade level where he/she will be most successful. See Regulation 649-1 at pwcs.edu for more information. REMEDIATION (Regulation 649-1) Remediation is an important element of student support. Students who have failed a Standards of Learning (SOL) test, or who are considered at risk of failing the SOL test, shall participate in a program of remediation in the area(s) of weakness. Students performing below grade level, students failing a subject, or students having an excessive absence rate may be eligible for remediation. Students may qualify to re-take a failed SOL test in grades 3 8 after receiving remediation from their teacher, with parental permission. Remediation may be a long-term intervention program to strengthen and improve achievement, or it may be a short-term review program, depending on the student s need. emails during instructional hours, so contacts should be scheduled either before or after the completion of the instructional day. STUDENT RECORDS (Regulation 790-1) PWCS maintains a Student Educational Record for each student. The record is cumulative and contains applicable details including special education, gifted education, discipline, Section 504, and English for Speakers of Other Languages information. Student records are maintained in the school where the child is enrolled. Once a student is no longer enrolled in Prince William County Public Schools, the record is transferred to the Records Center. All student records are maintained, stored, and disposed of in accordance with local, state, and federal laws. PARENT TEACHER CONFERENCES Parent-teacher conferences are a primary way for elementary teachers to keep parents informed about their child s progress. The conference may be initiated by staff, or a parent may arrange a meeting by communicating interest to the teacher. Teachers will confirm receipt of a conference request and will coordinate times accordingly. Parents who do not hear from the teacher should contact the school office. Conduct & ATTENDANCE 17 ATTENDANCE & EXCUSES (Regulation 724-1) Virginia law requires that all children of compulsory school attendance age attend school each day that school is in session unless otherwise provided for by School Board policy or Virginia law. It is the parents responsibility to ensure that their children attend school regularly. Parents should be aware that attendance officers are authorized to enforce attendance requirements, and to refer students and/or their parents to the courts for legal action, if necessary. AVA DENNARD Kindergarten Henderson Elementary School Absences Parents must notify the school before the start of school on the day of their child s absence. A written and signed statement by the parent providing the reason for the child s absence should be sent to the school no later than the second day after the child returns to school. Alternate means of parental notification include telephone contact with the parent, parent conference, or other methods judged to be adequate by the principal. Class work for excused absences may be made up; however, obtaining missed assignments is the responsibility of the student or parent. An absence will be classified as excused once the parent has been contacted, has provided a written note, and has verified the absence as valid. (For a complete list of excused absences, read the full regulation at pwcs.edu.) Absences due to all-day truancy, class truancy, or missing a ride or bus will be classified as unexcused. Failure to produce an appropriate explanation for the absence will result in an unexcused classification. Tardiness & Early Dismissal Late arrivals and early releases are discouraged, as these create a disruption and make it difficult for a child to focus throughout the school day. Please use these only in case of an emergency. DRESS CODE (Policy 734) Student dress and overall appearance must meet basic standards of health, safety, cleanliness, and decency. As such, students are not permitted to wear or display items that represent or promote drugs, alcohol, tobacco products, gang membership, or violence. Wearing long trench coats or bulky, oversized outerwear inside school buildings is prohibited by the Code of Behavior. However, principals have the discretion to let students dress appropriately for unusual temperature conditions. A student whose attire does not meet school standards may be required to remove the offensive item(s), change into something appropriate, or may be sent home to be properly prepared for school. SCHOOL RULES & SAFETY Code of Behavior & Elementary Workbook Supplement The PWCS Code of Behavior (COB) outlines student, parent, and staff responsibilities; rules and regulations; corrective measures; and the student s right to due process. Conduct & ATTENDANCE continued Parents are required to sign a statement that they have reviewed both of these documents. Supplements will be provided as part of classroom instruction. The COB itself may be found online at pwcs.edu. Print copies may be obtained from schools on request. All students are required to abide by the rules and regulations contained in the COB. We encourage parents to read and review the contents of these books with their students each year, as changes are often made and students are responsible for knowing and following all rules and regulations that are impacted by these changes. The School Board expects parents to read the COB and promote proper student conduct. Keeping Schools Safe School should be a safe place for everyone. Weapons have no place at school, and students must notify a teacher or administrator immediately if they have reason to believe that a weapon has been brought into the school. Disciplinary action may be taken against the student who knows of a weapon or threat and does not report it, as well as against the student who committed the initial infraction. Toy guns, paintball guns, knives, or other weapons or weapon look-alikes, may not be brought to school for show and tell or for use as props in school performances. TIPLINE A tipline has been created for students to report school safety issues. The tipline is a recorded message system and should not be used in case of an emergency. The PWCS tipline number is 703.791.2821. Please keep this number handy and use it to keep your school safe. In case of an emergency, or when an immediate response may be required, please contact the police. Reporting Criminal Offenses Parents, please keep in mind that, pursuant to Virginia Code, principals are required to report all criminal offenses to the local police department. APPEALS PROCEDURES One of the goals of the School Division is to resolve issues at the lowest level possible. The PWCS Code of Behavior (COB) contains specific information regarding appeals of student matters. Appeals should be directed in writing to the appropriate office as stipulated in the COB. Health & SAFETY 18 CHILD ABUSE & NEGLECT (Regulation 771-1) All Prince William County Public Schools staff members are required to call Child Protective Services immediately if it is reported to them or if they suspect that a child is being abused or neglected. Failure to do so may result in a fine. EMERGENCY INFORMATION (Regulation 758-1) Each student shall have an Emergency Information Card on file at his or her school. A parent will be contacted as soon as possible in case of an emergency. If a principal or designee believes the injury or illness needs immediate care and a parent is not available to take custody of the child, the principal will arrange for the child to be taken to a doctor or hospital for treatment. Parents should be certain to update emergency information via the Parent Portal as needed to ensure prompt notification in the event of an emergency. Included with this regulation are the criteria for which a child may be sent home from school or for a parent to keep the child home from school in case of illness or injury. HEALTH & Safety continued HEAD LICE (Regulation 753-2) A student suspected of having head lice will be sent home at the end of the day with written notification and instructions on obtaining proper treatment. The student will be allowed to re-enter school only after a parent accompanies him/her to the school office and school personnel verify that the student is free of live lice. Please note that a parent must be present with their child for the lice re-inspection. A child who arrives at school alone will not be permitted to return to the classroom. After consultation with Student Health Services, letters may be sent home to the parents of classmates when there are more than 10 percent of the students in the same classroom identified with head lice. MEDICATION & FIRST AID (Regulations 757-1 and 757-4) Children will receive temporary first aid as needed at school. When medication is required, parents should make every effort for students to receive needed medication outside of the school day. PWCS will administer medication necessary for student attendance when parents are unable to do so. However, administration of all medications, prescription or nonprescription, must be requested in writing in advance by the parents. There must be an Over-the-Counter (OTC) or Prescribed Medication Form (signed by a licensed provider) for each medication requested and the parent must Read your school s newsletter regularly. sign each OTC medication request submitted. Each medication submitted must have a valid expiration date and be in the original sealed container. All medications should be delivered to the school office by the parent unless prior arrangements have been made. Please contact your school nurse to make sure all requirements have been met before assuming that medication will be administered to your child. Students may keep certain medications such as prescription inhalers, epinephrine injectors, glucagon kits, or other emergency medications in their possession when the need is urgent and a delay could result in a serious health event. Parents must inform the school of this in writing in advance, provide a written physician s authorization, and ensure that the student has received instruction about the discreet use of the medication, including keeping it from being used by others. Scholastic Accident & Dental Insurance Schools recommend that parents obtain optional student accident insurance either as a primary or secondary level of coverage. Information can be obtained through your school or the School Division web page under Risk Management. Coverage includes options for the school day, 24-hour coverage, and interscholastic athletics. 19 CONCUSSION MANAGEMENT & EDUCATION (Regulation 759-1) Concussion education training sessions are required for all middle and high school students and their parent/guardian. Students who are trying out for a sport for their first time in middle school or high school or are new to PWCS (and their parent/guardian), are encouraged to attend a face-to-face concussion training at their respective school. If they are unable to attend scheduled face-to-face concussion training, the parent and student have the option to complete an online presentation for the first-time participant. Concussion training is a requirement in PWCS and the state of Virginia. SUPPORT Services SUPERVISION & BABYSITTING GUIDELINES The Prince William County Department of Social Services has established the following general guidelines for child supervision and babysitting. Please note that regardless of the situation, all children should have emergency telephone numbers and a number to locate a parent or other responsible adult. Supervision Children 8 and under may not be left unsupervised; Children aged 9 11 should not be left unsupervised for more than 1.5 hours (daytime only); Children aged 12 15 may be left alone during daytime hours; and Children 16 and over may be left alone all night or over the weekend. Babysitting Guidelines Children aged 12 13 may babysit children for up to four hours; Children aged 14 15 may babysit for more than four hours, but not overnight or over weekends; and Children aged 16 17 may babysit overnight or over the weekend. CHILD ADVOCACY (Regulation 940-1) If students or their parents feel that their best interests have been disregarded, a conference should be arranged with the school s assistant principal to address and resolve the issue(s), and then if still unresolved, by the principal. If the issue is not resolved at the local school level, parents are encouraged to seek help from the appropriate associate superintendent. The associate superintendent s office will help resolve the concern or will inform parents about procedures for the next level of appeal, if necessary. Concerns should be resolved at the lowest possible level according to School Board policies. No student or parent will in any way be treated adversely by virtue of a complaint made to the school at the local level or for any such appeal made by the student or parent. Likewise, no remarks of questionable educational value will be placed in any part of the student s cumulative record. SCHOOL COUNSELING (Regulation 651-1) Comprehensive developmental school counseling programs provide education, prevention, and intervention services which are integrated into all aspects of children s lives. Each professional school counselor in PWCS will develop, maintain, and evaluate a comprehensive school counseling program to complement and support the state Standards of Learning to ensure that all students in K 12 receive support in academic, career, and personal/social development. The program is a collaborative effort and functions as an integral part of the school structure and academic mission. Each school shall establish a comprehensive school counseling program, based on the Standards for School Counseling Programs in Virginia Public Schools and the American School Counseling Association s National Model. School counseling services are delivered through classroom instruction, individual and small group activities, parent workshops, individual counseling, crisis counseling/response, referral, consultation, collaboration, and teaming. SCHOOL AGE CHILD CARE & NEXT GENERATION 20 PWCS contracts with and supervises the nationally known AlphaBEST corporation to offer enriching before- and after-school options for elementary students (School Age Child Care or SACC), and an after-school program for those in middle school (Next Generation) at selected sites based on student interest. Both programs include homework support provided by a certified PWCS teacher, along with a host of engaging activities focusing on STEM, cultural discovery, literacy, art, drama, music, health, and wellness. Programs are affordable, and discounts are available for families enrolling multiple students, military families, and children of PWCS employees. Tuition assistance is also available. Meal Assistance Free and reduced-price meals are available to students whose household qualifies under federal standards. Parents/guardians must apply for these benefits each year. In addition, school cafeterias have an automated system for advance payments of meals and a la carte items. Prepayments can be made by credit card online at myschoolbucks.com. The vendor charges a small transaction fee of $1.95 for the online service. Prepayments can be made with a check payable to Prince William County Schools Food Service. Occasionally a parent may inadvertently overdraw a checking account and a check may be returned by your bank. In order to recover these funds in a private and professional manner, PWCS has contracted with CHECKredi for collection of returned checks. Limited charge privileges are available for those students who arrive at school without money or a packed meal. CHARGING OF BREAKFAST AND LUNCH Parents are responsible for providing lunch money or home-prepared meals for their student(s); PWCS tries to assist students who arrive without them. Use prepaid meal accounts and online payments to eliminate the need to charge purchases. If students regularly lack money, prepaid funds, or prepared food, parents may be asked to apply for free and reduced-price meals. When needed, principals will have the flexibility to offer students alternate food options. See Policy 460 and related regulations. 21

TRANSPORTATION 22 ARRIVAL AT SCHOOL If a child walks to school or is dropped off by a parent, the student should not arrive prior to the school s announced time for entry. This is to ensure student safety because supervision is not available at the school until the published school arrival time. School Parking & Fire Lanes The Prince William County Fire Prevention Code requires each school to maintain an open access (fire lane) at all times for fire fighting equipment to approach the school. Therefore, parking must be limited to designated parking areas. School patrons are requested not to drop off or pick up children in the bus unloading/loading area during opening and closing hours because this area must be reserved for school buses. Each school has an area designated for loading and unloading children. BUS TRANSPORTATION (Regulation 431-1) School bus transportation is provided for all in-boundary students living in excess of one mile from their base school or who have special needs. Students eligible for bus transportation may be required to walk up to one mile to reach their regular bus stop. Bus schedules are posted on the Office of Transportation Services web page. Read your school s newsletter regularly. Bus Rules Riding the school bus is a privilege, and rules are established to ensure the safety of all children riding the school bus. Bus transportation rules are listed in the Code of Behavior. Please read and discuss this information with your child. All students need to be aware of the bus rules, including those who walk to school, because they may ride the bus sometime during the school year. Kindergarten Students Kindergarten students must be accompanied to and from bus stops by a parent, guardian, or other designated individual as listed on the Emergency Information Card. Identification must be available when receiving a student at the bus stop. An older sibling who is at least 12 years old may take custody of a kindergarten student at the bus stop. No change of custody is required if an older sibling is riding the bus with a kindergartner unless the parent has indicated otherwise. If a designated person is not at the bus stop in the afternoon, the student will be returned to school. Transportation to Specialty Programs & Traditional Schools Express bus service is provided for students enrolled in specialty programs and traditional schools. This service is to and from express bus stops only; it is the parent s responsibility to get students safely to and from express bus stops that may not be within walking distance of a student s home. Stops are determined by demand and may change from year to year. A parent or responsible person must accompany Pennington and Porter Traditional School students to the bus stop in the morning and meet the student at the bus stop in the afternoon. Traditional school students may exit the bus with their grade 6 8 sibling only if the parent has provided the school with written permission.
