To that end, the Commissioner requests that each institution consider setting its individual goal for the TEXAS Grant program to continue serving returning grant recipients, and to adjust award amounts on average for all recipients in a way that allows each campus to offer new awards to at least 50 percent of eligible entering freshmen. TEXAS Grant FY2013 Allocation Methodology The purpose of the TEXAS Grant Allocation is to equitably distribute available funds across all sectors of public higher education in Texas so as to fund 100% of eligible continuing grant recipients and provide each school its proportionate share of funds for new students. The appropriated amount remaining available for the second year of the biennium is $281.1 million for all sectors. This is approximately $7.3 million less than was awarded in FY2012. The same allocation methodology will be used for the 2012-13 academic year as was used for 2011-2012. I. Renewal allocations for universities and health-related institutions are based on predicted student eligibility and enrollment: Number of awards (Initial Year (IY) and Renewal Year (RY) ) made in FY2012 Number of TXG recipients reported as graduating in the last End of Year report (FY2011) 1-year persistence rates of first-time full-time degree seeking undergraduates, fall 2010 to fall 2011 Average awards at each school for the past 3 years, as a percent of the program maximum per year To support a single allocation for FY2013, we reconciled these predicted RY awards for universities as calculated above with the actual awards reported for each of the last three years: Compared estimated RY awards per school for each of the last 3 years with the actual number of RY awards reported Calculated the best case (highest student count) FY13 outcome for each institution based on o Most recent year s number, or the o Three year average number Renewal allocations for two-year institutions (community colleges, state colleges and the technical colleges) are based on the FY2012 number of new students entering the program in FY2012 plus 25% of the continuation students receiving awards. These numbers are then adjusted for one-year persistence rates and three-year average award amounts, as indicated for universities. II. Initial Allocations are determined by first identifying the number of initial awards funded per sector based on each sector s share of the entering freshmen who graduated from High School in spring 2010 with the Recommended or Advanced Curriculum, were reported enrolled in summer 2010, fall 2010 or spring 2011 for at least 9 hours, and demonstrated need. The number of eligible initial students per school is based on each school s calculated share of students in the relevant sector of higher education (for instance, public universities) who were reported in the prior year (FY2011) as Texas resident undergraduate aid recipients enrolled at least ¾-time and who had a calculated Family Contribution less than $4,001. III. The final Total Allocation is the sum of the renewal and initial student counts as determined above multiplied by a $5,000 target award amount for university and state college students, $1,325 for community college students, and $2,500 for state technical colleges.

TEXAS Grant Program Guidelines for 2012-2013 Program Purpose The purpose of the TEXAS Grant Program is to provide grants of money to enable eligible students to attend public institutions of higher education in this state. Award Amounts for 2012-2013 Each institution will have a single allocation from which it is to make both initial and renewal awards for FY13 there is no longer a common pool of funds for renewal students. Each institution s eligible renewal students should be funded from this allocation. Due to the limited funding, institutions are requested to do what they can to stretch their TEXAS Grant allocated dollars to allow awards to initial students. The FY13 maximum and targeted average award amounts are listed below. Institutions are requested to strive for the average award amounts to be able to fund all eligible renewal students as well as bring new students into the program pipeline. Renewal year (RY) awards can be made to eligible students with EFC s higher than $4,000 as long as the student has a calculated need. A TEXAS Grant award cannot exceed the student s calculated need. Renewal awards for students who are graduating must be prorated if the student is enrolled less than ¾-time. Renewal awards for students who are within 9 hours of the 150 SCH limit must also be prorated. The maximum prorated amount to be awarded is equal to the semester s maximum award for the relevant type of institution multiplied by 50% for a student enrolled in 6 to 8 hours, or 25% for a student enrolled in less than 6 hours. Required matching for prorated amounts is limited to the amount of tuition and fees for the number of hours for which the grant is received (see the required matching section below). Required Matching TEXAS Grant is intended to cover an eligible student s cost of tuition and fees for the award period. Since the annual maximum award amounts (see above) are based on state tuition and fee averages, the allowed award amount (both maximum and targeted average) might not cover the student s actual tuition and fees for the award period. In this situation, additional non-loan aid must be matched with the grant to cover the costs of the student s tuition and fees up to the student s calculated need, whichever comes first. Matching non-loan aid may include any non-loan program awarded to the student from federal, state, institutional, or outside sources. In order to strive for the average award amount to bring as many eligible students into the program pipeline as possible, institutions may be required to shift more of their non-loan aid resources to meet this statutory requirement. Student Eligibility Requirements * To receive an award through the TEXAS Grant Program, a student must: Be enrolled as; o An entering undergraduate student who graduated from an accredited public or private high school in Texas; completed the Recommended or Distinguished Achievement high school program (or its equivalent); and enrolled at least ¾-time in an undergraduate degree or certificate program at an approved institution within 16-months from high school graduation having not accumulated more than 30 SCH s (excluding credits for dual or concurrent enrollment, or by examination); OR o An entering undergraduate student who earned an associate s degree from a public or private nonprofit institution of higher education in Texas, and enrolled at least ¾-time in an eligible institution within 12 months after receiving the associate s degree Be registered with Selective Service, or be exempt Show financial need (see the award amount section above) Maintain satisfactory academic progress (see the SAP sections below) Be classified by the institution as a Texas resident Have not been convicted of a felony or crime involving a controlled substance * Senate Bill 28, which requires the use of the Priority Model by general academic teaching institutions when selecting initial year grant recipients, does not go into effect until awards for fall, 2013. Texas Private High School Certification For determining eligibility of students graduating from a private high school in Texas, the private high school must submit a certification that the student has completed the equivalent of the required Recommended High School Curriculum. The certification is located at http://www.thecb.state.tx.us/index.cfm?objectid=b70d4020-d326-326a-475000ff55560470 on the Coordinating Board website. Satisfactory Academic Progress - Maximum Time Frame Each recipient s maximum time frame must be monitored to ensure compliance as outlined below: First award made prior to 9/1/05 First award made on or after 9/1/05 Recipients Entering as High School Graduates Maximum time frame for receiving the grant is the first of: 6 years from the start of the semester in which the student received the first award; 150 SCH paid by the grant; or obtaining a Baccalaureate degree, Maximum time frame for receiving the grant is the first of: 5 years from the start of the semester in which the student received the first award if in a degree plan of 4 years or less; 6 years from the start of the semester in which the student received the first award if in a degree plan of more than 4 years; 150 SCH paid by the grant; or acquisition of a Baccalaureate degree. First award made prior to 9/1/05 First award made on or after 9/1/05 Recipients Entering with an Associate s Degree THECB Page 2 of 5 The maximum time frame has already elapsed for students in this category they are no longer eligible. Maximum time frame for receiving the grant is the first of: 3 years from the start of the semester in which the student received the first award if in a degree plan of 4 years or less; 4 years from the start of the semester in which the student received the first award if in a degree plan of more than 4 years; 90 SCH paid by the grant; or acquisition of a Baccalaureate degree.

Adhering to Program Controlled Substance Restrictions Institutions are required to collect a statement (electronically or on paper) from each TEXAS Grant recipient prior to the disbursement of funds confirming eligibility in regards to the controlled substance restrictions of the program. This statement must be retained with the student s records at the institution and be made available if requested in the course of a program review or audit. As long as a statement can be produced to prove a recipient s eligibility for a given award period, the institution has the flexibility to determine the wording of the statement and the frequency with which it is collected. The institution can require all TEXAS Grant recipients to complete the statement every year they receive a TEXAS Grant award. The institution can also choose to collect the statement at least once from each TEXAS Grant recipient at the institution and word the statement in such a way to indicate that by signing, the student agrees that it is his/her responsibility to inform the institution if his/her status changes in the future. By choosing the second option, the institution can limit the statement required each year to initial or incoming recipients at the institution. An example statement follows: Statement of Student Eligibility Have you ever been convicted of a felony or an offense under Chapter 481, Health and Safety Code (Texas Controlled Substances Act), or under the law of another jurisdiction involving a controlled substance as defined by Chapter 481, Health and Safety Code? Hardship Provisions In the event of a hardship or for other good cause, an otherwise eligible student may be allowed to receive an award while: enrolled for an equivalent of less than three-quarter time, with a GPA below SAP requirements, with a completion rate below SAP requirements, or with the number of completed hours below SAP requirements THECB Page 3 of 5

Such conditions may include, but are not limited to: a severe illness or other debilitating condition that may affect the student s performance, an indication that the student is responsible for the care of a sick, injured, or needy person and the provision of care is affecting the student s performance, or fewer than nine hours needed to complete the student s degree plan (see the proration requirements in the annual award amounts above). No hardship provision may be granted to allow an award in excess of the 150 hours limitation. However, provisions may be made for the following: an extension of the year limits due to documented hardship, exception to the 16 month rule for high school graduates due to documented hardship suffered by the student or the student s family which would rank the student as one of the institution s neediest. Each institution must adopt a hardship policy and have it available for public review upon request. All hardship decisions must be documented in the student s record and be available for submission to the Coordinating Board if requested. Requesting TEXAS Grant Funds Requests for funds must be made using the THECB website which will be updated and available for FY13 activities starting September 1, 2012. Funds request guidelines: Requests for funds may be made periodically as needed for current, immediate disbursements. 1. Funds received by the institution must be disbursed to students or applied to students accounts within five working days of receipt. 2. Data submitted via the funds request website will be tracked to monitor fund utilization for the fiscal year. Accuracy is important. This information is used to provide quarterly reports to the Legislature and in the allocation of funds for the following year. 3. Requests will be processed and funds issued within three working days of the date the request is processed. Notification and acknowledgement of request: A message will be sent to your institution s generic TEXAS Grant email address to confirm the receipt of your submission and to acknowledge that your request has been processed. If you do not receive a message verifying your submission, the submission was unsuccessful and you should contact THECB at TEXASGrant@thecb.state.tx.us or resubmit your request. Program Schedule If the specified date falls on a weekend, the first business day thereafter is the due date. TEOG Program Guidelines for 2012-2013 Award Amounts Maximum annuall TEOG awards for FY2013 are: Public state colleges: Public community colleges: Public technical colleges: $7,400 per year; $3,700 per semester $2,400 per year; $1,200 per semester $4,400 per year; $2,200 per semester Institutions must award eligible renewal students first and may not award renewal funds to new students prior to October 1, to allow returning students ample time to receive their awards. Initial year (IY) funds must first be awarded to studentss whose EFCs are $2,000, or less. Eligibility Requirements To receive an initial award through the TEOG Program, a student must: Be a resident of Texas Show financial need (EFC $2,000 for 1 st time award) Have applied for any available financial aid assistance Enroll at least ½-time in the first 30 hours (or its equivalent), in an AD or Certificate program Have no outstanding convictionn for substance abuse Be egistered for Selective Service Registration, or be exempt Not have received an Associate s or Bachelor s degree Not be concurrently receiving a TEXAS Grant Renewal Eligibility Requirements To receive a renewal award through the TEOG Program, a student must: Have previously received an initial award through this program Show financial need Be enrolled on at least half-time basis Be enrolled in an associate s degree or certificate program at an eligible institutionn Have no outstanding conviction for substance abuse Be registered for Selective Service Registration, or be exempt Not have been granted a baccalaureate degree Not be concurrently receiving a TEXAS Grant At end of first academic year with an award, be meetingg the institution s SAP requirements In a subsequent academic year: o Completee 75% of attempted hours o Maintain an overall GPA of at least 2.5 Prorated Awards Awards to undergraduate students enrolling in fewer than the required number of hours in a given semester due to fewer hours needed for graduation or to students whose need is insufficient to allow a full award shall be prorated. The amount that can be awarded is equal to the semester's maximum award for the relevant type of institution, divided by twelve hours and multiplied by the actual number of hours for which the student is enrolled. Beginning Fiscal Year 2012, prorated amounts shall be calculated using the following schedule: If enrolled for 12 or more hours - 100% of the maximumm award; If enrolled for 9-11 hours - 75% of the maximum award; If enrolled for 6-8 hours - 50% of the maximum award; ; and If enrolled for fewer than 6 hours - 25% of the maximum award. Requesting TEOG Funds 1. Program Officer submits Funds Request Form (FRF) to Grants and Special Programs (GSP) office. A FRF template for FY2013 will be distributed to you under separate cover. 2. CB s Business office submits payment request to State Comptroller, requesting funds be transmitted to institutions by EFT. 3. GSP notifies institution by e-mail of date and amount of EFT deposit. 4. Funds received by the institution must be disbursed to students or applied to students accounts within five working days of receipt. Adhering to Program Controlled Substance Restrictions Beginning with the 2010-2011 year, institutions are required to collect a statement (electronically or on paper) from each TEOG recipient prior to the disbursement of funds confirming eligibility in regards to the controlled substance restrictions of the program. This statement must be retained with the student s records at the institution and be made available if requested in the course of a program review or audit. Texas College Work-Study Program Guidelines for 2012-2013 Award Amount An eligible student may receive up to the amount of the student s financial need. Student Eligibility Requirements To receive an award through the TCWS Program, a student must: Be a Texas resident; Enroll at least half time in a degree plan leading to a degree or certification; Show financial need; Be registered with Selective Service, or be exempt; Not be a recipient of any form of athletic scholarship during the semester(s) he/she is receiving TCWS; and Not be enrolled in a seminary or other program leading to ordination or licensure to preach for a religious sect or to be a member of a religious order. Eligible Employers To be eligible to participate, an employer must: Provide part-time employment to an eligible student in nonpartisan and nonsectarian activities; Provide, insofar as practicable, employment that is related to the student's academic interests; and Use Texas college work-study program positions only to supplement and not to supplant positions normally filled by persons not eligible to participate in the work-study program. Matching Requirements Nonprofit employers must provide one-fourth of the earnings received and 100% of other employee benefits. For-profit employers must provide one-half of the earnings received by the students, and 100% of other employee benefits. The enclosed allocation sheet indicates the total amount that must be earned by your students in order for the program s matching requirement to be met if all employers are nonprofit entities. An institution eligible for a waiver of the federal work-study matching requirement is also eligible for such a waiver for the Texas work-study program. To qualify, institutions must provide the Board with a copy of the current waiver for Title III or Title V funds. In this case, your students total earnings will equal your state allocation. Funds Disbursements Initial Allocations: Public universities, health-related institutions or technical colleges - allocations will be transferred to your cost center. Public community colleges or independent institutions - allocations will be sent to your institution s bank via direct deposit. Reallocations: Institutions will submit a Progress Report according to the program schedule below, indicating amounts encumbered (awarded but not yet disbursed), amount to be released, and additional funds requested. Institutions have until February 20, 2013 or the first business day thereafter, to use all of their funds. Any funds that have not been disbursed or reported as encumbered via the Progress Report as of the close of business on this date will be swept by the Coordinating Board for reallocation to other institutions.
