Compensation Items Requiring Approval University of North Carolina at Chapel Hill Summary of EPA Non-Faculty Compensation Non-Compensation Requests to BOT - 2013 Name Department/School EPA/SPA Current Rank/Title Milko, Laura SOM/Genetics/4218 EPA Research Specialist (SPA) New Rank/Title June 30 Salary Research Associate (EPA) Proposed Salary Requested Increase Amount $ 49,283 $ 67,000 17,717 Requested Increase % Proposed Effective Date Reason for Increase $ 35.90% 12/1/2013 Promotion/Real location to Higher Level (SPA to EPA) Justification This increase in salary reflects a greatly increased set of duties and responsibilities that have been added to Laura's current role. When she started in the position, Laura was responsible for establishing basic laboratory supplies and equipment, monitoring expenditures and performing standard molecular biology techniques including PCR, DNA/RNA isolation in large sample sets. Laura's position has expanded to include supervising a next-generation sequencing library production pipeline that will be used in three large grants: a $6.4 million U01 grant using whole exome sequencing in genetic disorders, newborn screening U21 $5 million grant and a P50 center grant to the Center for Genomics and Society that will carry out nextgeneration sequencing in 1000 healthy adults. Laura will also serve as director of an $8.4 million U01 grant that seeks to engage a broad array of clinicians and basic scientists to produce a curated knowledge base of clinically relevant genes and variants. There is an expectation for Laura to be involved in original scholarship related to the methods implemented as well as dissemination of information in scientific publications and presentations. This role also includes engagement with the clinicians and scientists on the project to develop and implement research aims. The proposed of $67,000 is within the established range and slightly less than salaries (72,042 and 77,250) in the unit where incumbents have been in position for several years. Range Minimum Range Maximum Poulton, Caroline SOM/Medicine- Nephrology EPA Social/Clinical Research Specialist (SPA) Research Projects Manager (EPA) $ 53,191 $ 68,616 $ 15,425 29.00% 12/1/2013 Promotion/Real This position is being converted from SPA to EPA (effective 12/1/13). location to Ms. Poulton's current role as Social Clinical Research Specialist has Higher Level evolved significantly and requires higher-level complexity, and (SPA to EPA) increased project management and oversight. She is primarily responsible for the development and management of an international, multi-site research registry for patients with glomerular disease. Higher-level duties and responsibilities include the following: coordination among and communication with multiple sites and investigators; assisting in the development of registry protocols; establishing strategies to meet recruitment and retention goals; training and supervision of research staff across study sites in NC, other states, and Canada to ensure accurate and timely data collection at timed study visits; assuring compliance with regulatory organizations like the Institutional Review Board, Office of Sponsored Agreement, and National Institutes of Health; consultation with UNC research faculty on study development and implementation; establishing methods/strategies to streamline the collection of data for both the national registry and our already existing registry; developing and/or overseeing development of data entry forms and data tracking forms in the database. The proposed salary of $68,616 was chosen to reflect the depth and breadth of experience needed to fill this position, with a particular focus on nephrology and academic research. Average salary for comparable positions in the department is $70,501. Page 1 of 2

The applicant pool consisted of 32 applicants; 1 withdrew; 3 were interviewed. Ms. Brown possesses the required educational and professional background for this position. Out of all the candidates reviewed and interviewed, it was clear that she had the perfect set of skills based on her previous work with the NC AHEC Quality Improvement center and this position would be a logical step forward in her professional development. When compared to her previous position as NC Quality Improvement Manager, where she was responsible for managing the routine requirements of the various quality improvement initiatives in healthcare throughout the NC AHEC program, this new opportunity offers a much broader scope in terms of strategic leadership, funding mechanisms, management requirements, and collaboration with internal and external entities than the AHEC positions. Based on the significant increase in demonstrated duties and responsibilities, the department requests an increase in base salary to $101,500. A comparable position within the University is position # 1003087, Assoc Dir Statewide Quality Improvement, at $111,427. Range Minimum Range Maximum Page 2 of 2
