Item No. 33.01: Confirmation of the minutes of 32 nd meeting of the Finance Committee. The minutes of the 32 nd meeting of Finance Committee held on 15/05/2017 were circulated to the members of the committee for information and comments, if any, vide memo no. SBS/FZR/ 680-682 dated 24/5/2017 (Annex- 1, Page No. 12-17). No comments have been received from any of the members. The approved minutes are placed before the Finance Committee for confirmation please. -1-

Item No. 33.02 Action taken report on the decision taken in the 32 nd meeting of Finance Committee. The action taken report on the decisions taken in 32 nd meeting of Finance Committee held on 15/05/2017 is as given below: Item No. 32.01 Confirmation of the minutes of 31st meeting of the Finance Committee. As no comments have been received therefore the proceedings of the 31st meeting of finance committee were confirmed. No action is called for. Item No. 32.02: Action taken report on the decision taken in the 31 st meeting of Finance Committee. The action taken report of the 31 st meeting of Finance Committee was approved. Further, Hon'ble Special Secretarycum- Director, Department of Technical Education has assured the committee that he will talk to District Administration/DTO Ferozepur for exploring the possibilities of providing bus service to the students from surrounding towns/areas. The Institute will explore the possibility of engaging Pvt. buses on most popular routes initially and check the viability by meeting the difference from Institute. Further, Institute will ensure not to issue the bus pass facility to those students who are availing Institute bus facilities on subsidized rates. A letter has been sent to DTE Chandigarh vide letter No.SBS/FZR/579-82 dated 22-05-2017 for taking up this matter -2-

with District Administration/DTO Ferozepur for providing bus facilities to the students of this institute from Guru Har Sahai, Mamdot, Makhu, Zira, Talwandi Bhai, Moga, Faridkot (Annexure-II, Page No. 18) Item No. 32.03: Approval of Balance sheet for Financial Year 2015-16. The Balance sheet of the Institute for the FY 2015-16 was approved. Further, it was decided that the office of DTE/IT will explore the option of a third party internal audit for all such Institutes/it is/polytechnics across the state for regular auditing purposes. A letter has been sent to Special Secretary-cum-Director Deptt. of Technical Education & Industrial Training, Punjab, vide letter No. SBS/A-I/587-89 dated 22-05-2017 for information and necessary action (Annexure- III, Page No. 19). Item No. 32.04: Ratification of purchase of vehicle for Engineering Cell at DTE Chandigarh. The item was ratified. No action is required. Item No. 32.05: Implementation of Cashless Health Insurance Scheme at SBSSTC, Ferozepur It was decided to drop this item as the Punjab Govt. has discontinued the Cashless Health Insurance Scheme for its employees. No action is required. -3-

Item No. 32.06: Re-appropriation of Funds for FY 2015-16. The item was approved as proposed. No action is required. Item No. 32.07: Regarding approval of budget of the Institute for the Financial year 2017-18. The budget was approved as proposed subject to the condition that budget of Rs. 75 Lacs proposed for Maintenance of Buildings was reduced to Rs. 50 Lacs and keeping in view the financial condition of the institute, faculty members will not be sponsored by the Institute to attend international conferences outside India for the current year 2017. However, faculty members can attend the international conferences by arranging the funds from external agencies such as AICTE, UGC, CSIR, DST etc. The decision was implemented vide office order no SBS/A- 1/593-95 dated 22-05-2017 (Annexure -IV, Page -20) Item No. 32.08: Revised budget for Examination Branch for Financial Year 2016-17. The item was approved as proposed. The decision is implemented. Item No. 32.09: Grant in Aid received from PSBTE & IT, Punjab Item was noted by the members. Further, it was decided that the list of all the items purchased till date and remaining items -4-

to be purchased under this grant should be put up on a single file to Chairman Finance Committee through the office of DTE/IT, Punjab for approval of Finance Committee should be taken before spending the received grant. Complete case was sent to Special Secretary-cum-Director Deptt. of Technical Education & Industrial Training (Pb.) on a single file Vide noting No. SBS/FZR/699 dt. 25-5-2017 for approval to purchase the remaining items (Annexure-V, Page No. 21-28). Item No. 32.10: Review of Grade Pay of Non-Teaching and Technical supports staff. It was decided that the office of DTE/IT will review all such cases and will inform the Institute within 15 days. Thereafter, institute shall revise the grade pay of employees accordingly. A letter has been sent to Special Secretary-cum-Director Deptt. of Technical Education & Industrial Training, Punjab, vide letter No. SBS/A-I/596 dated 22-05-2017 for information and necessary action (Annexure-VI, page No. 29). Item No. 32.11: Fee to be charged from SC/ST Students of B.Tech/MBA/MCA/B Arch wing & Poly wing from FY 2017-18 onward. The item was approved as proposed. -5-

The decision was implemented vide letter no SBS/A-1/597-601 dated 22-5-2017 (Annexure-VII, page No. 30). Item No. 32.12: Item No. 32.13: Item No. 32.14: Recruitment of Regular/Guest faculty as per AICTE norms. The item was noted. The institute is recruiting the faculty as per the norms prescribed by AICTE. Release of grant of Rs. 10.00 Crore for implementing of Hon'ble Supreme Court ruling regarding equal pay for equal work. It was decided that the matter for implementing of Hon'ble Supreme Court Ruling regarding equal pay for equal work will be referred to the office of DTE/IT for taking legal opinion. A letter has been sent to Special Secretary-cum-Director Deptt. of Technical Education & Industrial Training, Punjab, vide letter No. SBS/A-I/602-604 dated 22-05-2017 for taking the legal opinion on the said matter (Annexure-VIII, page No. 31-32). Regarding release of TEQIP-II Grant and balance arrears of revised pay scale 2006. It was decided that the office of DTE/IT will take up this matter with the appropriate authorities for the release of TEQIP grant of Rs. 5.27 Crore and arrears of revised pay scale amounting Rs. 2.23 Crore to the institute. -6-

A letter has been sent to Special Secretary-cum-Director Deptt. of Technical Education & Industrial Training, Punjab, vide letter No. SBS/A-I/605-607 dated 22-05-2017 for information and necessary action (Annexure-IX, page No. 33). Supplementary Agenda Item No. 32.15: Item No. 32.16: Regarding appointment of teaching Faculty on consolidated salary Rs. 15,000/- per month for the Academics year 2017-18. It was decided that the office of DTE/IT will examine this case and inform to the Institute at the earliest possible. However, the process of recruitment of faculty on a consolidated salary of Rs. 15,000/- per month should continue as institute has already advertised the posts. Further, it was decided that selection committee should be constituted as per bye-laws of the institute for selection of faculty on a consolidated salary of Rs. 15,000/- per month. Further, it was decided that in future, faculty should be recruited on basic pay per month on 03 years contract basis instead of 11 month basis. A letter has been sent to Special Secretary-cum-Director Deptt. of Technical Education & Industrial Training, Punjab, vide letter No. SBS/A-I/608-610 dated 22-05-2017 to examine this case and inform to the institute at the earliest possible (Annexure-X, page No. 34-35). It was decided that Department of Technical Education will take up the matter with the appropriate authorities. A letter has been sent to Special Secretary-cum-Director Deptt. of Technical Education & Industrial Training, Punjab, vide letter No. SBS/A-I/611-615 dated 22-05-2017 for necessary action (Annexure-XI, page No.36-38). The action taken report is placed before the Finance Committee for information please. -8-

Item No 33.03 Release of Rs. 15.00 as grant-in-aid-regarding In the financial year 2016-17, the actual income and expenditure of the tuition fee account was Rs. 12.52 Crore and Rs. 19.22 Crore, respectively. Therefore, approximately Rs. 7.00 Crore was used in the financial year 2016-17 from the saving of the institute for meeting the expenditure of tuition fee account. As per approved budget for the financial year 2017-18, the expected income and expenditure of tuition fee account will be Rs. 16.11 Crore and 24.95 Crore respectively based on the presumption of 80% admission for the session 2017-18. Further, promotion of about 27 faculty members is due under CAS and its budget is not included in the approved budget of actual expenditure of tuition fee account for the financial year 2017-18. Therefore, about Rs. 11 Crore will be excess expenditure from the tuition fee account in financial year 2017-18. Further, an agenda item No. 32.13 was put up in the 32 nd meeting of Finance Committee for implementing the judgment on Civil Appeal 213 of 2013 of Hon'ble Supreme Court of India for paying equal pay equal work. There are about 70 faculty members who are working on contract/consolidated basis @ Rs. 15000/Rs.21000 per month. Approximately Rs. 3.00 Crore is required to implement the judgment of Hon'ble Supreme Court of India for paying equal pay for equal work Additionally, Govt of Punjab has implemented the Chief Minister Scholarship Scheme in all Govt. Polytechnic and Engineering Colleges vide public Advertisement given in the newspapers on June 17, 2017 (Annexure-XII Page-39). This institute has implemented CMSS as per Govt. Notification No. 13/3/17-4TE-2/995956/1 dated 06-06-2017 (Annexure XIII page No.40) after taking approval from Hon ble Chairman BOG and direct counseling under CMSS will be held on 10.07.2017. Therefore approximately Rs. 3.00 Crore is required to implement CMSS scheme in the institute. Therefore, at-least Rs. 15.00 Crore is required as grant-in-aid from Punjab Govt to meet expenditure of institute tuition fee account only. -10-

It is informed that institute was getting grant-in-aid up to the year 2001 from Govt of Punjab. Thereafter, fee of students was increased and institute was having self sufficient resources to meet all its expenditures. Therefore, Punjab Govt. has reduced the grant-in-aid to this institute as zero. It is worth mentioning here that in the Punjab Govt. Memo No. 1/27/2010/4TE2/498 dated 25.03.2014, it was stated that Shaheed Bhagat Singh State Technical Campus, Ferozepur, is established, promoted and fully owned by the Govt. of Punjab. As the institute is meeting its expenditure from its internal resources, therefore, grant is not being given regularly to the Institute by Govt of Punjab (Annexure XIV page No. 41) Vide letters No.3308 dated 14-09-2016, No. 5922 dated 27-12- 2016, No. 6398 dated 23-01-2017 & No. 6699 dated 13-02-2017, the DTE/IT office was requested to get the grant released from Punjab Govt. for the financial year 2017-18 for the smooth functioning of this institute. Now the institute is not in a position to meet its expenditure form its internal resources, therefore, the matter is placed before the Finance Committee to recommend to the Punjab Govt to release at least Rs. 15.00 Crores as grant-in-aid to this institute for the financial year 2017-18. Submitted to Finance Committee for consideration and approval please. -11-
