The «EUROPE INBO» Group The "EUROPE-INBO" group of basin organizations for the implementation of the Water Framework Directive was created in Valencia, Spain, in November 2003; it gathers European member organizations and observers from INBO. EUROPE-INBO mobilizes European Basin and District Authorities through regular meetings, to exchange on their practical approach and experience, identify operational problems, share difficulties and successes. The work of the «EUROPE-INBO» group aims at enriching the WFD Common Implementation Strategy with analyses coming directly from field practitioners. " EUROPE INBO 2013", PLOVDIV The meeting focused on the major current topics on the implementation of the Framework Directive (WFD) in the National and Transboundary River Basin Districts. One of the key issues has been: The preparation of thh 2 nd River Basin Management Plan and their necessary coordination with other Directives (FD, MSFD) Debates also covered : Funding of programme of measures New approach to river restoration, ecological flows Water governance in Transboundary basins EU neighbouring countries
" EUROPE INBO 2013", PLOVDIV Examples of recommendations Ensure that the measures of the 2nd RBMP and 1st FRMP make full use of green infrastructures and Natural Water Retention Measures, as they are potential tools for ensuring synergies between the two Directives and sustaining the ecosystems. The assessment of the environmental and resource costs (ERC) in the context of the costrecovery analysis is still a major issue for Member States and requires clarification of the operational methodological elements or examples. The participants wished that the "one out all out" or limiting factor principle be developed through sub-indicators so that the citizens and their elected representatives may testify of the results of the WFD implementation and accompanying efforts.

MENBO; Mediterranean of Basin Organisations MENBO was established as a regional network of INBO in November 2002. Making use of existing/past experiences Institutional Twinnings as instrument for WFD implementation involving expertise from River Basin Organisations
The Twin Basin project, supported by the European Union, sponsored twinning agreements between basin organizations for exchanges between their staff In 4 years, the project has obtained very interesting results: 41 financially supported twinning agreements, more than 100 missions for the exchange of experience, involving 70 Basin from 42 countries.
