He recalled the services rendered by the outgoing members and placed on record their role in the growth and development of the institute and appreciated their contribution as members of Board of Governors. Chairman asked the Secretary to convey the feelings of the Board of Governors to all the out-going members. Prof. MP Poonia, Director and Secretary of the Board of Governors made a brief power point presentation of the progress made by the institute and future planning. Board members appreciated the

efforts made by the institute. Thereafter, with the permission of the Chair, agenda items were deliberated as under: ITEM NO. ITEM NO.B.32.4 ITEMS FOR CONSIDERATION ITEM NO.B.32.4.1 TO CONSIDER AND APPROVE THE MINUTES OF THE 29 th MEETING OF FINANCE COMMITTEE HELD ON 08.05.2015 The Board of Governors approved the minutes of 29 th meeting of Finance Committee held on 08.05.2015. ITEM NO.B.32.4.2 TO CONSIDER AND APPROVE THE MINUTES OF THE 18 TH MEETING OF ACADEMIC COUNCIL HELD ON 08.05.2015 The Board of Governors approved the minutes of 18 th meeting of Academic Council held on 08.05.2015. ITEM NO.B.32.4.3 TO CONSIDER AND APPROVE THE OPERATIONAL PLAN OF THE INSTITUTE FOR THE YEAR 2015-16 The Board of Governors approved the Operation Plan of the Institute for the year 2015-2016. ITEM NO.B.32.4.4 TO CONSIDER GRANT OF PROMOTION TO MR. SUDHAKAR RAO PATANGE FROM THE DATE OF ELIGIBILITY UNDER AICTE CAS REGULATION DATED 08.11.2012 The Board of Governors approved the promotion of Mr Sudhakar Rao Patange under CAS with effect from 05.03.2010, as per the AICTE norms. ITEM NO.B.32.4.5 TO CONSIDER GRANT OF LIEN FOR FIVE YEARS AGAINST THE POST OF PROFESSOR ETV IN RESPECT OF DR. SS PATTNAIK The Board of Governors approved the grant of lien for five years against the Post of Professor ETV to Dr SS Pattnaik as per the previous practice in case of Dr. SK Bhattacharya, former Principal, TTTI (now NITTTR), Chandigarh. ITEM NO.B.32.4.6 TO CONSIDER RE-EMPLOYMENT OF SHRI G.B PANDEY, SENIOR PRODUCER BEYOND THE AGE OF SUPERANNUATION The Board of Governors did not approve the proposal of the institute to grant reemployment to Shri GB Pandey, Senior Producer beyond the age of superannuation.

However, considering the need of the institute for running various projects and programmes, the Board of Governors permitted the institute to hire as Consultant(s) as per terms and conditions applicable in the matter. The job be advertised immediately and he will continue for one year or earlier if the job is filled early. ITEM No. B.32.4.7 CHANGES MADE IN THE QUALIFICATIONS AND EXPERIENCE FOR NON-TEACHING POSTS ADVERTISED AGAINST ADVERTISEMENT No. 142-2/2015 The Board of Governors approved the changes made in the qualifications and experience for non teaching posts except age relaxation placed under general instructions uploaded on the Institute website. It also advised the institute to place a Corrigendum in the Newspapers enhancing the date of submission of on line applications by one more month. ITEM No. B.32.4.8 MODIFICATIONS IN QUALIFICATIONS, EXPERIENCE AND ACADEMIC PERFORMANCE INDICATORS (APIs) SCORE FOR THE POSTS OF ASSOCIATE PROFESSORS ADVERTISED AGAINST ADVERTISEMENT No. 97/2015 The Board of Governors approved the modifications made in the qualifications, experience and academic performance indicators(apis) Score for the posts of Associate Professors advertised against Advertisement No.97/2015.. It also advised the institute to place a Corrigendum in the Newspapers enhancing the date of submission of applications by one more month. ITEM NO.B.32.4.9 TO CONSIDER AND APPROVE THE STUDY LEAVE FOR COMPLETING Ph.D WORK After discussing the issue the Board of Governors advised the institute to get the recommendations of the Ph.D guide of Shri SK Gupta regarding the status of completion of his Ph.D. ITEM No. B.32.4.10 TO AMEND THE POLICY OF ROTATION AND THE RULES OF ROTATIONAL HEADSHIP IN ORDER TO MAKE IT MORE EFFECTIVE After detailed deliberations on the issue, the Board of Governors removed the condition that a Professor has to spend atleast three years in the department before

being given the position of Headship as per Rule 1(eligibility) of Rules for operating Headship by rotation as approved by the Board of Governors in its 23 rd meeting vide Item No.B.23.3.7. ITEM No. B.32.4.11 FILLING UP POSTS OF LOWER DIVISION CLERKS FROM AMONGST ELIGIBLE MSAs WORKING IN THE INSTITUTE The Secretary briefed the Board on this agenda. He also mentioned that a Committee was constituted to deliberate on this issue in view of the representation by the staff that those MSAs who fulfil the qualifications may be considered for promotion. The Committee recommended that the Matriculate group C employees (earlier group D in the GP of Rs.1800/-) who have passed the limited departmental competitive examination, will be eligible to be considered for appointment by promotion to the post of LDCs against the vacancies meant for direct recruitment as a one-time relaxation. The recommendation was based on the similar recommendations on the issue provided vide C&AG Circular No. 07/NGE/2009 No.66-NGE(App)/18-2006/Pt.II dated 28.1.2009. The Secretary further mentioned that MSAs indicated in the agenda, have done exemplary service to the institute and some of them are stagnating for want of promotion for the last more than 20 years. The Board deliberated on the issue and observed that as the Board of Governors does not have any power to relax the rules, it shall not be possible to accept the recommendations of the Committee. The Board noted that 15% of the vacancies of the LDCs can be filled in by promotion as per the existing RRs i.e. as per the terms and conditions given in the Model RRs for the post of LDC issued by the Govt. of India vide its letter dated 7.10.2009 and approved by the Board of Governors in its 16 th meeting held on 13.4.2010. The earlier RRs (approved by the Board of Governors in its 13 th meeting held on 13.2.2009 vide Item No. B.13.4.1) included that the maximum number of posts to be filled in by this method would be limited to 10% of the vacancies in the cadre of LDCs occurring in a year. The new RRs have increased this to 15% but are silent on the vacancies occurring in a year. The new RRs have specifically not withdrawn this facility to the category. The Board considered that in this year there are 11 vacancies and 15% of these be filled in by promotion and rest of direct recruitment was permitted by the Government to fill up these vacancies after 11 years. Based on the 15% of the vacancies, two posts can be filled in by promotion from this cadre this year.

The Board asked the Director of the institute to bring a fresh agenda to change the RRs to provide better promotion avenues to this category of staff to avoid stagnation. ITEM No.B.32.4.12 TO CONSIDER AND APPROVE DISPOSAL OFF HINDUSTAN AMBASSADOR STAFF CAR NO.CH-01-G-0792 The Board of Governors approved the proposal of the institute to dispose off Hindustan Ambassador Staff Car No.CH-01-G-0792 through open auction/sealed bids. ITEM No.B.32.4.13 PLACEMENT OF STATUS REPORT ON VARIOUS ISSUES RELATING TO THE INSTITUTE The Board of Governors noted the status report on various issues relating to the Institute and approved the same. SUPPLEMENTARY ITEM ITEM NO.B.32.4.14 TO APPROVE THE MODE OF SELECTION FOR VARIOUS POSTS ADVERTISED AGAINST ADVERTISEMENT NO.142-2/2015 The Board of Governors approved the mode of selection for various posts as per agenda item except for the posts of Senior Administrative Officer and Accounts Officer where the mode of selection shall be written test(80% weightage) and personal interview (20% weightage). ITEM NO.B.32.4.15. TO CONSIDER NOMINATION OF ONE BOARD MEMBER FOR MEMBERSHIP OF THE FINANCE COMMITTEE OF THE INSTITUTE. The Board of Governors nominated Vice Chancellor Punjab Technical University Kapurthala to be member of the Finance Committee in future. The meeting ended with a vote of thanks to the Chair.
