1.0 Introduction The Teaching and Learning Strategy and Plan sets out the strategic objectives for the University as well as key targets to be achieved 2012-2017. Teaching and Learning is the core of the BUE undergraduate and graduate experience. The curriculum undergoes continuous annual enhancement and appropriate new programmes, linked to issues of employability, are planned and developed. No less important is the manner in which the academic programme is delivered. Emphasis is placed on student-centered learning, consistent with best British Higher Education practices. Moreover, stress is placed on independent learning, as part of an integrated student experience. This is encouraged through learning support whether in the form of facilities such as the new library or tutorial and other forms of guidance. 2.0 The University Strategy 2012-2017 The University Strategic Plan 2012-2017 establishes the context within which Teaching and Learning operates and sets out a clear Vision, Mission, Core Values and Operating Principles. 2.1 Vision To become the leading broad spectrum teaching and research university in the Middle East and Northern Africa (MENA) offering a British ethos of higher education with a range of UK partners and other global partners providing internationally recognised quality degrees that develop the knowledge and skills to help our students shape and lead their countries. 2.2 Mission To promote cultural, economic, social and technological development through the creation, and dissemination, of new knowledge via research and capable graduates, educated to the best UK academic standards, who are independent learners and know HOW TO THINK NOT WHAT TO THINK. 2.3 Core Values To promote our unique identity as a joint Egyptian and British university through: 1. Mutual respect in a multicultural environment. 2. Academic honesty and integrity and the maintenance of high academic standards. 3. Continuous quality improvement. 4. The development of the University s community. 5. The full engagement and involvement of staff and students. 6. Open and transparent leadership and management. 2.4 Operating Principles In accordance with the founding principles our operating principles are characterised by: 1. Governance that ensures a dual Egyptian/British board and a credible system that ensures transparency and academic independence. 2. Quality assurance mechanisms that ensure that standards are equal to those of the British validating institutions and that students have a comparable experience to those in the UK 3. Managing the students transition from school to university. 4. A substantial proportion of staff, both administrative and academic with recent experience in British higher education, especially undergraduate teaching. 4
Additionally, the University Strategic Plan 2012-2017 provides the context within which Teaching and Learning Plan must be developed: 1. The shape and scale of the University 2. Validation and accreditation of taught programmes 2.5 The shape and scale of the University The University Strategic Plan 2012-2017 sets out the future growth of the University. The University in 2012 1. A student population of just under 3000 in four Faculties: Business Administration, Economics and Political Science; Engineering; Informatics and Computer Science; Nursing. 2. The annual intake was over 850. Establishment of new faculties 1. Approval was received in 2012 to establish three new Faculties: Dentistry; Mass Communication and New Media; Pharmacy. 2. Approval sought to establish two further Faculties: Arts and Humanities; Education. Master s programmes 1. Four Master s degrees offered for the first time in 2011/12, in Engineering. 2. An MSc in Informatics and Computer Science offered in 2012/13. 3. Other Master s degrees, including an MBA, will be offered as the University expands its postgraduate provision. The University in 2017 1. The BUE should be a broad spectrum University with 10,000 students. 2. At least nine Faculties. 3. An increasing number of postgraduate students. 4. Centres of excellence in research and community services. 5. The campus will be developed to support our expansion, by the provision of appropriate buildings and facilities, including a new Library 2.6 Validation and accreditation of taught programmes The University Strategic Plan 2012-2017 sets out the aspiration of the University in relation to validation and accreditation in three areas: Egyptian Supreme Council of Universities (SCU) All BUE degree programmes are accredited by the Egyptian Supreme Council of Universities (SCU). 5
Professional and Statutory Bodies Accreditation of programmes also will be sought from Professional and Statutory Bodies, where appropriate. UK Validation It is our intention that all undergraduate students will be eligible, on entry to the University, to study on a dual degree track and obtain a BUE degree and a UK degree awarded by a leading UK University, subject to satisfying the regulatory requirements for the award of each degree. 1. We intend, therefore, to continue our existing validation partnerships for the programmes they currently validate. 2. We will also seek validation of our postgraduate taught programmes by leading UK universities where programme structures for UK degrees are aligned with those approved by the SCU. 3. Further UK validating partner universities will be required for the validation of newly introduced programmes, so that all our undergraduate students have the opportunity to achieve BUE and UK degrees. 6
3.0 Teaching and Learning Objectives The University Strategic Plan 2012-2017 establishes the overall strategic objective for Teaching and Learning: To provide a high quality British style research led learning experience which attracts students of outstanding potential and equips them with the capacity to undertake higher education and research, and the transferable skills and knowledge required by employers or to become the creators of new ventures. To achieve this strategic objective, the University aims to: 1. Raise our intake standard through targeted marketing activities, including internationally, and gradually raising our entry standards. 2. Attract high quality applicants in excess of the maximum intake target permitted by the Egyptian Supreme Council of Universities (SCU). 3. Increase year on year the number of research active staff with UK qualifications and teaching experience, targeting areas for recruitment according to perceived need. 4. Develop and reward high quality teaching that is effective, communicative and innovative. 5. Develop effective learner support services. 6. Develop diversified active modes of teaching, to include electronic learning, distance learning and blended learning for students of different levels and needs in the same group. 7. Increase the opportunity for work placements and internships, both locally and abroad. 8. Focus on quality enhancement in teaching and learning, through improved feedback (including from employers), faculty exchange and embedding a culture of continuous improvement. 7
4.0 Teaching and Learning Targets Additionally the University Strategic Plan 2012-2017 establishes specific targets which the Teaching and Learning Plan maps against 6 key themes: Theme 1 - Student entry standards and recruitment 1.1 Increase the quality and standard of our intake by continually raising our general entry standard in the high school leaving certificate (or equivalent). 1.2 Increase the English Language entry requirement to the equivalent of IELTS 6.5 by the end of the planning period. 1.3 Achieve intake targets as follows: 600 Engineering 600 BAEPS 200 ICS 150 Nursing 300 Pharmacy (subject to confirmation) 300 Dentistry (subject to confirmation) 200 Mass Communication (subject to confirmation) 1.4 Increase our postgraduate student population to at least 200 by the end of the planning period. Theme 2 - Teaching and learning that promotes student engagement 2.1 Advance measures for the enhancement of teaching. 2.2 Achieve a year on year improvement in student achievement, progression and retention rates. Theme 3 - Staff recruitment and development 3.1 Seek to maintain Student Staff Ratios at 20:1 with a proportion of research active staff in each department with UK and/or other international teaching experience. Theme 4 - Student support 4.1 Establish a teaching and learning support unit. Theme 5 - Work-related learning opportunities 5.1 Provide employability skills training as part of an enhanced careers advisory service. 5.2 Ensure that internship opportunities are available to students where they are not a compulsory part of their programmes. 5.3 Establish Employer Liaison Groups, or equivalent, in all Faculties to ensure that our programmes remain relevant to the local market and that our students have the knowledge, skills and experience that employers require. Theme 6 Validation 6.1 Seek UK validation of all undergraduate programmes, and professional and statutory body accreditation where appropriate. 6.2 Seek Egyptian Supreme Council of Universities (SCU) accreditation and UK validation, where appropriate, for all postgraduate programmes. 6.3 Achieve Egyptian National Authority for Quality Assurance and Accreditation in Education (NAQAAE). 8
5.0 The University Teaching and Learning Plan 5.1 The University Teaching and Learning Plan The University Teaching and Learning Plan 2012-2017 sets out how the specific targets outlined in the University Teaching and Learning Strategy will be achieved. 5.2 Faculty Teaching and Learning Plans Faculties are required to develop their own Teaching and Learning Plans (see Appendix) to ensure achievement of the University Teaching and Learning Plan. 5.3 Timescales The targets set out in the University Teaching and Learning Plan 2012-2017 are to be delivered in the next 4 year period. Priorities are indicated in the Plan: 2013-2014 2014-2017 Whilst the Plan indicates priorities for achievement of the aims it is recognised that: 1. Their achievement will operate across different timescales and often within different spheres University, Faculty, Department, Service. 2. Achievement of the aims will require that practice is embedded. 5.4 Monitoring and Reporting Mechanisms The University Teaching and Learning Committee (UTLC) is tasked with delivery of the University Teaching and Learning Plan. Each Faculty, and English Department, will progress their specific Plan via the relevant F/DTLC reporting to the UTLC. 5.5 Benchmarks for Evaluation Appropriate benchmarks for each target will be agreed including: 1. Student Feedback, 2. Achievement, Progression and Retention data 3. Reports from Subject Advisors and External Examiners 9
6.0 The University Teaching and Learning Plan 6.1 Theme 1 Student entry standards and recruitment Theme 1 has four targets: 1.1 Increase the quality and standard of our intake by continually raising our general entry standard in the high school leaving certificate (or equivalent) 1.2 Increase the English Language entry requirement to the equivalent of IELTS 6.5 by the end of the planning period 1.3 Achieve intake targets as follows: 600 Engineering 600 BAEPS 200 ICS 150 Nursing 300 Pharmacy (subject to confirmation) 300 Dentistry (subject to confirmation) 200 Mass Communication (subject to confirmation) 1.4 Increase our postgraduate student population to at least 200 by the end of the planning period To achieve these targets the University will: Theme 1 To continue to raise student entry standards and ensure effective recruitment 1.1 Increase the quality and standard of our intake by continually raising our general entry standard in the high school leaving certificate (or equivalent) To achieve this target we will: 1.1a Entry standards Carry out an annual review of entry standards with recommendations for adjustments to entry requirements. 1.1b Student progression from the Preparatory Year Ensure appropriate mechanisms are in place so that students can make informed choices about their chosen area of specialisation. 1.1c Marketing strategy Develop and deliver an integrated marketing strategy. 1.1d School links Establish and sustain relationships with key feeder schools. 1.2 Increase the English Language entry requirement to the equivalent of IELTS 6.5 by the end of the planning period To achieve this target we will: 1.2a University English Language Policy Develop a University Policy on English Language. 1.2b English placement assessment Review the assessment to ensure placement is operated rigorously. 1.2c University English language requirements Deliver a strategy to incrementally raise English Language 10

6.2 Theme 2 Teaching and learning that promotes student engagement Theme 2 has two targets: 2.1 Advance measures for the enhancement of teaching 2.2 Achieve a year on year improvement in student achievement, progression and retention rates To achieve these targets the University will: Theme 2 To continue to develop a learner-centered approach to teaching and learning 2.1 Advance measures for the enhancement of teaching To achieve this target we will: 2.1a Independent learning Ensure all teaching teams develop a shared understanding of what constitutes Independent Learning as well as how each programme supports students to develop the appropriate attributes including: a. Effective Study Skills. b. Responsibility for their own learning. c. Active engagement with assessment and feedback. d. Critical engagement with issues to construct and support reasoned discourse. e. Recognition of Academic Honesty. 2.1b The Preparatory Year Programme Develop effective Preparatory Year Programmes for all programme areas which are appropriately staffed and which deliver effective teaching, learning and assessment and which develop the skills required by students to transition from school and enter Degree Year 1. 2.1c Teaching and learning strategies Develop a shared understanding of teaching and learning strategies to deliver teaching and learning that is activity-led, problem based, communicative, allows for differentiation and which enables students to apply knowledge to real world issues. 2.1d Curriculum Teaching teams will review all curriculum to ensure that they are relevant to the 21 st Century, the needs of Egypt and the wider world, and are informed by current research. 2.1e Assessment Teaching teams will develop appropriate assessment strategies that shape learning consistent with the programme s aims and which assesses an appropriate range of knowledge and skills and which promotes students engagement. 2.1f Marking and feedback Teaching teams will develop effective marking and feedback strategies. Teams will ensure that feedback is timely and constructive and is part of the learning process. Strategies will be developed to promote student s engagement with assessment and feedback processes. 2.1g Technologies Teaching teams will explore how the curriculum can be enriched by the use of new technologies. 2.1h elearning Teaching teams will ensure the delivery of elearning Musts and how the use of elearning can be further strengthened to enhance the learning process. 2.1i Teaching spaces/environments The University will develop formal and informal learning environments that provide for the delivery of different leaning styles and strategies. 2.1j Sharing and developing practice The University will establish networks to enable sharing and recognition of good practice. 12
2.2 Achieve a year on year improvement in student achievement, progression and retention rates To achieve this target we will: 2.2a Student induction - Teaching teams will develop induction activities for each degree year to ensure students are aware of how the requirements of study develop each year. 2.2b Student handbooks and information Teaching teams, and support services, will provide relevant information that is accessible and user friendly and which is in a variety of formats. 2.2b Personal Tutoring Teaching teams will develop appropriate Personal Tutoring mechanisms and strategies so that all students have an identified Personal Tutor and can access them as appropriate. 2.3c At risk students Teaching teams will develop appropriate mechanisms to identify and support at risk students. 2.3d Use of the SRS Teaching teams, and support services, will develop their use of the SRS to support student retention and achievement. 2.4e Data Teaching teams, and University Committees, will develop annual cycles to review achievement, progression and retention data to inform the development of key strategies to support students. 2.5f Student support services The University will develop appropriate student support services inclining for Language, Maths, Dyslexia, SLDD welfare and counseling issues. 13
6.3 Theme 3 - Staff recruitment and staff development Theme 3 has one target: 3.1 Seek to maintain Student Staff Ratios at 20:1 with a proportion of research active staff in each department with UK and/or other international teaching experience To achieve this target the University will: Theme 3 - To continue to recruit appropriate staff & provide appropriate staff development 3.1 Seek to maintain Student Staff Ratios at 20:1 with a proportion of research active staff in each department with UK and/or other international teaching experience To achieve this target we will: 3.1a Staffing The University will establish an annual planning cycle for staffing. 3.1b SSR - Teaching teams will use the APR process to identify future staff requirements ensuring that the SSR is maintained appropriately. 3.1c Staff induction Teaching teams will ensure that all newly appointed staff receive an induction, have a Personal Advisor appointed and meet the requirements of the University probation period including an observation of teaching. 3.1c PDR - teaching teams will use the annual PDR to inform a reflective culture and to identify staff development requirements in support of the teaching and learning strategy. 3.1d Feedback from students Teaching teams will seek feedback from students to inform the development of learning opportunities. 3.1e Peer observation Teaching teams will extend peer observation and reflection as key processes to improve the quality of teaching. 3.1f Teaching Assistants Programme Teams will ensure that TAs complete the required staff development required at different career stages as set out by the University. 3.1e Staff development Programme and service teams will ensure that there is an appropriate annual staff development plan in place and that all staff engage with it. 3.1f University staff development function - 3.1g Leadership Provide appropriate leadership development for all staff in leadership roles. 14
6.4 Theme 4 - Student support Theme 4 has one target: 4.1 Establish a teaching and learning support unit To achieve this target the University will: Theme 4 - To develop effective student support mechanisms 4.1 Establish a teaching and learning support unit To achieve this target we will: 4.1a Student Support Policy - Develop a University Policy which established the framework for Student Support. 4.1b Facilities Identify a dedicated space in the new Library building reserved as a Student Support Center. 4.1c Staffing Recruit and train appropriate qualified student support staff including managers. 4.1d UK Matrix accreditation - Apply and secure Matrix accreditation for University Advice and Guidance Services. 4.1e Staff Development Identify staff training needs in relation to student support for academic and administrative staff. 15
6.5 Theme 5 Work-related learning opportunities Theme 5 has three targets: 5.1 Provide employability skills training as part of an enhanced careers advisory service 5.2 Ensure that internship opportunities are available to students where they are not a compulsory part of their programmes 5.3 Establish Employer Liaison Groups, or equivalent, in all Faculties to ensure that our programmes remain relevant to the local market and that our students have the knowledge, skills and experience that employers require To achieve these targets the University will: Theme 5 To provide work-related learning opportunities 5.1 Provide employability skills training as part of an enhanced careers advisory service To achieve this target we will: 5.1a Employability Skills policy - Agree a University Employability Skills definition and policy. 5.1b University Careers Service - Establish and staff a central University Careers Service. 5.1c Delivery of employability skills - Identify via an audit, how each undergraduate programme advances employability. 5.2 Ensure that internship opportunities are available to students where they are not a compulsory part of their programmes To achieve this target we will: 5.2a Internships Carry out an audit to identify where internships are currently delivered. 5.2b Policy Develop a University Policy on the scope and purpose of internships. 5.3 Establish Employer Liaison Groups, or equivalent, in all Faculties to ensure that our programmes remain relevant to the local market and that our students have the knowledge, skills and experience that employers require To achieve this target we will: 5.3a Audit carry out an audit to identify how each programme team liaises with local employers and how this informs programme development. 5.3b Terms of Reference Agree Terms of Reference for Employer Liaison Groups. 16
6.6 Theme 6 Validation Theme 6 has three targets: 6.1 Seek UK validation of all undergraduate programmes, and professional and statutory body accreditation where appropriate 6.2 Seek Egyptian Supreme Council of Universities (SCU) accreditation and UK validation, where appropriate, for all postgraduate programmes 6.3 Achieve Egyptian National Authority for Quality Assurance and Accreditation in Education (NAQAAE) To achieve these targets the University will: Theme 6 To maintain & extend validation to enhance teaching & learning & to assure quality 6.1 Seek UK validation of all undergraduate programmes, and professional and statutory body accreditation where appropriate To achieve this target we will: 6.1a Maintain UK validation Ensure all staff are familiar with the UK Quality Assurance Agency (QAA) Quality Code http://www.qaa.ac.uk/assuringstandardsandquality/pages/default.aspx and are in compliance with it. 6.1b Annual Quality Enhancement Cycle Ensure that all teaching teams comply with the requirements of the Annual Quality Enhancement Cycle and use key features of it to secure and enhance standards. 6.1c New UK validation Explore UK validation for all new undergraduate provision. 6.1d Professional and statutory bodies accreditation As appropriate programme teams will explore the possibility of achieving accreditation from professional and statutory bodies to enhance the students learning experience. 6.2 Seek Egyptian Supreme Council of Universities (SCU) accreditation and UK validation, where appropriate, for all postgraduate programmes To achieve this target we will: 6.2a Egyptian Supreme Council of Universities (SCU) accreditation 6.2b UK validation 6.3 Achieve Egyptian National Authority for Quality Assurance and Accreditation in Education (NAQAAE) To achieve this target we will: 6.3a Egyptian National Authority for Quality Assurance and Accreditation in Education (NAQAAE) 17
7.0 Teaching and Learning Infrastructure 7.1 Supporting infrastructure The University Strategic Plan 2012-2017 establishes, that delivering and sustaining our academic ambition and strategic objectives will be dependent on the provision of an effective and efficient supporting infrastructure that relates to several key areas: 1. To our human resource capital, including staff management, development, progression and reward; 2. To our governance, leadership and management structures, including sound financial planning and securing the requisite resources to ensure sustainability; 3. To our physical estate, by providing a high quality learning and research environment that supports the student and academic experiences; 4. To our internal and external relations, including our marketing, public relations and communication strategies; 5. To our internationalisation strategy, by expanding our range of UK and other global partnerships. 7.2 Enabling objective The University Strategic Plan 2012-2017 establishes the enabling objective: To ensure the necessary structures and mechanisms are in place to support our academic ambition and the successful delivery of our strategic objectives. 7.3 Enabling aims The University Strategic Plan 2012-2017 also sets out a number of aims to achieve the required infrastructure: 1. Strengthen and embed Governance and Leadership across the University. 2. Operate a transparent system of budget allocation and sound financial management practices, including the development of five yearly financial forecasts with quarterly monitoring and annual review. 3. Increase our sources of revenue, including sponsorship of key posts and buildings and generate sufficient income to become financially self sustaining. 4. Ensure that our marketing, public relations and communications plans are targeted to meet our developing activities and to raising the profile and reputation of the BUE. 18
5. Enhance our suite of human resource policies and practices, to include transparent and equitable reward and staff development structures through the development of an appropriate HR strategy. 6. Strengthen and develop administrative services to ensure quality and keep pace with the increase in student numbers and faculties. 7. Support a rolling programme of maintaining and upgrading, where necessary, classrooms and laboratories, and implementing a replacement programme for essential equipment, including computers. 8. Commission new buildings to support increases in student and staff numbers, as required for both the existing and new faculties and to enhance the student experience, including student union facilities. 9. Expand our range of social and recreational facilities, including more residential accommodation. 10. Develop student and staff exchange programmes with a number of international partners. 11. Strengthen and develop our data collection and analysis mechanisms, to inform planning and decision making. 7.4 Enabling targets Additionally, the University Strategic Plan 2012-2017 establishes the enabling targets to be achieved: 1. Open our new library by 2014/15. 2. Ensure that financial planning is aligned with our estates strategy, so that the campus develops in an integrated manner to meet the requirements of our expansion, both in academic terms and in regard to our social and recreational requirements. 3. Aim to achieve an annual cash surplus of 3% of turnover by the end of the planning period. 4. Seek to provide dedicated buildings for our new Faculties by 2015. 5. Diversify our income streams and seek sponsorship for University buildings and other developments. 6. Continue to develop the University s resource allocation model and implement devolved budgeting. 7. Offer our students, from the 2012/13 intake, the possibility of undertaking one semester of their studies at partner universities. 8. Offer an annual staff development programme from 2012/13, aligned with the requirements of staff and the BUE. 19
9. Implement transparent salary and grading scales, and reward structures. 10. Improve the career prospects of administrative staff, through implementing clear grading scales and associated job specifications. 11. Keep our staff attendance policy under regular review, to ensure that research active staff have dedicated time for research. 12. Reduce the administrative burden on academic staff by defining clear requirements and providing appropriate administrative support. 13. Establish a Staffing and Staff Development Committee, to oversee and keep under review our various human resources policies and requirements. 14. Continue to improve the quality and diversity of our student intake, by the selective targeting of schools and identification of new markets. 15. Establish partnerships that support the academic development of the BUE. 20
