Foreword Zimbabwe is a country endowed with unique natural resources. With a rich culture of hospitality it ranks among the top tourist destinations in Africa. The country s commitment to conservation has resulted in remarkable growth in populations of key mammallian species such as the African Elephant Loxodonta africana whose population exceeds 84,000. The country boasts of three Unesco World Heritage Sites one of which is also a Natural Wonder of the World, that is, the might Victoria Falls. With over 76 mammal and 650 bird species viewed by over 1 Million international and domestic visitors in its various protected areas, Zimbabwe s wildlife based tourism product is projected to be a $5 billion industry by the year 00. African Lion Leo panthera 13% of Zimbabwe s total land, that is an excess of 5 million hectares comprises various protected areas designated for wildlife and natural habitats. The Zimbabwe government is committed to environmental conservation and recognises the economic benefits of sustainable utilization of this resource. Zimparks is mandated to enter into partnerships, lease agreements and joint ventures in view of generating revenue for the conservation and protection of Zimbabwe s wildlife resource. Chilojo Cliffs, Runde River, Gonarezhou NP The Zimbabwe Parks and Wildlife Management Authority (ZIMPARKS) was established by an Act of Parliament in 001. The Authority is mandated to conserve Zimbabwe s wildlife heritage through effective, efficient and sustainable protection and utilisation of natural resources for the benefit of present and future generations. It protects the wildlife population of Zimbabwe. At the helm of the organisation is the Director General who is an ex-officio member of a Board of Directors Appointed by the Ministry of Environment Water and Climate. The organization has 3 key divisions overseen by two Deputy Director Generals for Conservation and Tourism & Support Services. The Authorities key value proposition is in real estate. Other Business Factors Foreign investors and visitors may bring unlimited amount of foreign currency into the country, and corporate entities and individuals may open FCAs with local banks. The country uses a basket of currencies that include the Bond note, US dollar, Rand, Pula, Yuan, only to mention a few. Investors are also allowed at disinvestment to repatriate 100% of initial capital investment. All tourism businesses are regulated by the Zimbabwe Tourism Authority General Tax Regime in Zimbabwe The tax regime in Zimbabwe is liberal and progressive hence provides a good environment for long term investment. Attractive tax incentives are offered to investors undertaking investments in different sectors of the economy. The general tax incentive/measures offered to investors undertaking investment at/ in different sectors are as follows.
General Tax Regime -100% remittance after tax profits 15% corporate applied for the first 5years of operation in a road and sanitation or Water facility construction Duty exemption on imported capital goods Taxable income from manufacturing or processing company that exports 50% or more of its output is taxed at a reduced rate 0%. BOT /BOOT/PPP projects and taxed At variable rates of tax, depending on years and increases every five years to 30%until after 16 years Duty free importation of raw materials for the manufacture of goods for export: provision exists for drawback of certain duties applicable to imported goods, raw materials and Components used in manufacturing, processing or for export under the inward processing rebate scheme. Five years tax holiday for companies that invest in an approved Tourism developed zone Government guarantees the repatriation of 100% the original capital investment and after tax dividends Rebate of duty for equipment and Machinery imported a project granted National Project status.
Company Registration All investors are required to register their companies with the Registrar of Companies in Zimbabwe, while foreign investors also apply for an investment Certificate issued by the Zimbabwe investment Authority (ZIA). Application forms for the Zimbabwe Investment certificate are available on: www.zia.co.zw. Employment Permits Residents Permits An investor who acquires Zimbabwe Investment Authority approval qualifies for a residence permit in Zimbabwe. Investors who: Invest not less than US$1 million in a project approved by the ZIA, will qualify for permanent residence on application, and Invest US$100 000 in a joint venture, approved by the ZIA, with a bona fide Zimbabwean will qualify for 3- year residence permit at the end of which permanent residence may be granted. Any foreigner wishing to take up employment in Zimbabwe must first be in possession of a valid work permit. Immigration regulations allow local companies to employ foreigners under temporary work permits. The department of immigration issues such as permits upon application and proof that the requisite skill cannot be sourced locally.
