THE SCHOLARSHIP PROGRAMME: Terms and Conditions Introduction As part of the Ministry of Presidential Affairs (MoPA) keenness to raise the academic and scientific levels of the citizens of the United Arab Emirates, the Scholarship Programme aims to prepare qualified national cadres to meet the UAE s evolving and changing job market requirements. The Programme also aims to prepare these cadres to contribute to the advancement of the country s process of cultural development as well as the promotion of the UAE and of Emirati society. Launched originally in 2000, the Scholarship Programme within the UAE continues today under the supervision of the Local Scholarships Department at MoPA s Scholarships Office. Objectives of the Scholarship Programme MoPA's Scholarships Office, through the Scholarship Programme within the UAE, aims at providing opportunities for distinguished Emirati students to join private institutions of higher education in the UAE, according to the criteria approved by the Scholarship Programme at the Scholarships Office (referred to below as the Office ). Scholarship Conditions A. Conditions for those applying for a scholarship for a Bachelor's degree: The candidate should: 1. be a UAE citizen, or the sons of citizens. 2. be of good conduct. 3. have obtained an aggregate average of not less than 98% in the General Secondary Certificate Examination (GSCE) or its equivalent. 4. have graduated from high school, or equivalent, not more than two (2) years prior to applying for a scholarship. 5. pass an English language test, as well as any other tests as required by the Office. 6. have been accepted by one of the universities approved by the Office, as shown in the list of universities posted on MoPA website. 7. accept the obligation to abide by all rules, regulations and instructions issued by the concerned authority and according to the rules of the scholarship. 8. commit to the major and university upon which the scholarship was granted, and not change either without written consent from the Office. 9. not have received a scholarship or grant from any other entity. 10. not be employed by any institution or organisation in the UAE. 7
B. Conditions for those applying for a scholarship for a Master's degree: The candidate should: 1. be a UAE citizen. 2. have been awarded a Bachelor's degree with a 'very good' average and have a semester GPA of not less than 3.00 out of a possible 4.00, or equivalent, according to the university's system. 3. have been accepted by one of the universities approved by the Office, as shown in the list of universities posted on the MoPA website. 4. understand that the course of study may be in the UAE. 5. not be employed. 6. not have received a scholarship or grant from any other entity. Expenses Paid by the Scholarships Office 1. Yearly academic fees 2. Book fees 3. Shared dorm room costs 4. Transportation fees (if any) 5. Monthly salary 6. TOFEL or IELTS Exams at the university, but no more than three (3) attempts, which must be made during the first year of study only 7. The scholarship does not cover fees for student activities or payment for laptops. Students General Obligations: 1. The student is expected to adhere to good moral values, be of good conduct and distance himself or herself from any unlawful act or any other act that violates any aspect relating to integrity, trust and/or MoPA s reputation. 2. The student shall not change either university or major before receiving written approval from the Office. 3. The student must abide by the rules of academic and administrative supervision and follow-up, as well as all the directions submitted to him or her about his or her course of study until graduation. 4. The student should pass all the exams required for admission to the relevant university. 5. The student should attend all classes diligently, pay attention to his or her studies, and exert all efforts in his or her research and study to acquire the knowledge required to obtain the requisite degree within the period assigned. 6. The student must instruct his or her university or college to provide the Office with a copy of his or her academic transcript detailing his or her GPA and any other academic report required by the Office. 7. In each semester: a student studying for a Bachelor s degree must register for not less than fifteen (15) credit hours; a student studying for a Master s degree must register for not less than three (3) subjects, or as required by the Master s programme at the university. 8. The Bachelor's degree should be obtained within a maximum of five (5) years, while a Master s degree should take no longer than two (2) years, to include foundation courses and actual study for the degree, unless a longer period is required by a specific university. 8
9. For Bachelor's degree students: the GPA shall not be less than 2.80, out of a possible 4.00, or equivalent, according to the university's system, for each semester. 10. For Master's degree students: the GPA shall not be less than 3.00, out of a possible 4.00, or equivalent, according to the university's system, for each semester. 11. The student must abide by the university s or college s attendance policy, unless he or she has an emergency or a compelling excuse that is approved by the Office. 12. The student must notify the Office of any reasons, complications or circumstances that prevent him or her from continuing his or her course of study, whether this is by his or her personal choice or for some other reason. 13. The student must abide by all rules, regulations and instructions assigned to him or her. 14. The student is obliged to complete the English Language Programme (ELP) within the period specified by the university concerned. 15. If the student withdraws from a semester without the Office s prior approval, he or she is obliged to repay the cost of one (1) semester of the registered course. 16. The Office has the right to terminate the student's Scholarship, without any right on his or her part to claim compensation. 17. The student is obliged to repay the cost of subject registered in the semester in the following cases: Intention to withdraw from a registered subject after the end of the drop-and-add period specified by the Office. Intention to repeat the subject, despite passing it, in order to improve the cumulative GPA. Failure of the subject. Registering for a subject but failing to enrol in it. With regard to the IELTS or TOEFL English examination: the Office shall pay the cost of up to three (3) attempts during the first year of study only; any attempts thereafter shall be at the student's personal expense. Scholarship Penalties The Office may impose, upon any violation of the scholarship regulations or violation of any obligation, one or more of the following penalties: First Administrative Warning. Second Administrative Warning. First Academic Warning. Second and Final Academic Warning. Scholarship suspension. Any other penalty the Office deems appropriate. Incentives 1. At the end of each semester, outstanding students will receive a letter of appreciation if they obtain a cumulative GPA of 3.80 or above. 2. At the end of the academic year, outstanding students will receive a letter of appreciation and an incentive reward, if they obtain a cumulative GPA of 3.90 or above. 9
Required Documents 1. Copy of valid passport, to include the Unified Number 2. Copy of the Family Book ( Khulasat Al Qaid ) 3. Coloured copy of both sides of the Identity (ID) Card 4. High School Certificate, attested by the Ministry of Education 5. Recent certificate as proof of English-language proficiency from a. CEPA English level with a score of 165 or higher b. TOFEL with a score of 450 or higher, or c. IELTS with a score of 5 or higher. 6. Acceptance letter from the university the student intends to join 7. Academic transcript for those who are currently studying at the university. 8. Recent passport-sized photograph 9. Student s IBAN (International Bank Account Number).
