Outreach Annual Report FY 2004

Our Mission The Kentucky Higher Education Assistance Authority (KHEAA) was created in 1966 by the Kentucky General Assembly to improve access to college and technical training by guaranteeing student loans, providing student financial aid and distributing information about college opportunities. In 1978, The Kentucky Higher Education Student Loan Corporation (KHESLC), an independent corporation, was created to make, finance, service and collect educational loans. KHESLC assumed the trademark name of The Student Loan People in 1999. The two organizations have combined their efforts to expand and improve outreach efforts to positively impact the college-going population. Each fiscal year a substantial portion of our budget is dedicated to outreach services. During FY2004, $341,600 was set aside for operational costs alone. Spending projections for FY2005 are $395,200; in FY2006, the amount will increase to $573,500 and includes the addition of four, full-time outreach counselors. This report focuses on KHEAA and The Student Loan People s outreach initiatives for Kentucky students and families. The primary goals of our outreach efforts are to: Tell students about the many opportunities to continue their education beyond high school. Give free information to students and parents to avoid paying fees to scholarship search companies. Familiarize Kentuckians with KHEAA s financial aid programs and services. Educate Kentucky students and families about the lowest cost student loans available through KHEAA s sister agency, The Student Loan People. Regional Expansion In an effort to maximize our Outreach programs, we tripled our Outreach staff statewide in FY2004. Here s a brief introduction to our new personnel who are making a difference in Kentucky s college knowledge: Doug Cook (Far Western Kentucky) Doug s assigned territory includes Ballard, Caldwell, Calloway, Carlisle, Christian, Crittenden, Fulton, Graves, Hickman, Livingston, Lyon, Marshall, McCracken, Trigg and Union counties. Doug holds a master s degree in elementary education, a bachelor s in business education and a Rank 1 in supervision and administration from Murray State University. His experience includes many years working with students and financial aid in positions including marketing representative for The Student Loan People, financial aid director for Mid-Continent College, assistant principal at Fulton County Elementary and teacher at Carlisle County Elementary. Doug is a member of the Kentucky Retired Teachers Association, the Kentucky Association of Student Financial Aid Administrators and Bardwell Baptist Church. Chris Dressler (Western Kentucky) Chris assigned territory includes Breckinridge, Butler, Daviess, Grayson, Hancock, Henderson, Hopkins, Logan, McLean, Muhlenberg, Ohio, Simpson, Todd, Warren and Webster counties. Chris, a cum laude Memphis State University graduate, has more than seven years of financial aid, marketing, recruitment, training and development experience. Before joining The Student Loan People, she held a similar position with the University of Memphis as outreach coordinator. She is a former member of the Tennessee Association of Student Financial Aid Administrators and the National Association of Student Financial Aid Administrators. She is pursuing a master s degree from Western Kentucky University with a concentration in student affairs. Chris lives in Bowling Green with her husband, Richard, a Western Kentucky University professor, and their four children. Leigh Webster (West Central Kentucky) Leigh s assigned territory includes Allen, Barren, Bullitt, Clinton, Cumberland, Edmonson, Green, Hardin, Hart, LaRue, Meade, Metcalfe, Monroe, Nelson and Spencer counties. Leigh has promoted The Student Loan People to education-related conferences, financial aid nights and parent workshops for the last seven years. A 2000 graduate of Sullivan University in Louisville, she lives in Shepherdsville with her husband, Kevin, and two children and is an active member of Hebron Presbyterian Church. 2

Regional Expansion, (continued) Kim Baldwin (South Central Kentucky) Kim s assigned territory includes Adair, Boyle, Casey, Garrard, Laurel, Lincoln, Marion, McCreary, Mercer, Pulaski, Rockcastle, Russell, Taylor, Washington and Wayne counties. Kim is a former student services coordinator at the Danville Branch of Eastern Kentucky University and academic recorder at the EKU Richmond campus. A 2001 graduate of Eastern, Kim lives in Stanford with her husband, Chris, their son, Lane, and daughter, Laci. April Graham (South Eastern Kentucky) April s assigned territory includes Bell, Breathitt, Clay, Floyd, Harlan, Jackson, Knott, Knox, Leslie, Letcher, Owsley, Perry, Pike and Whitley counties. April is a former financial aid coordinator for the Lees College Campus and instructional specialist for Hazard Community College. A 1994 graduate of the University of Kentucky, she earned a master s degree in counseling from Eastern Kentucky University. She resides in Campton and is a member of the Kiwanis Club and the chamber of commerce. Tim Ring (Northern Kentucky) Tim s assigned territory includes Boone, Bracken, Campbell, Carroll, Gallatin, Grant, Henry, Kenton, Oldham, Owen, Pendleton, Robertson and Trimble counties. Tim, a graduate of the University of Cincinnati, has more than a decade of student financial aid and higher education experience. The former financial aid director for Thomas More College, Tim served on KHEAA s Student Aid Advisory Board. He is a member of the National Association of Student Financial Aid Administrators and the Kentucky Association of Student Financial Aid Administrators. He resides in Covington with his wife, Amy, a high school English teacher in Kenton County. Edna McDonald (Jefferson County) Edna assists Jefferson County students, parents, counselors and others needing better access to free college planning and student financial aid information. Edna holds a master s degree from the Kent School of Social Work at the University of Louisville and a bachelor s degree from Spalding University. Edna was a site manager for the Louisville Urban League-sponsored Louisville Youth Opportunity Network and a senior counselor for the Kentuckiana College Access division of Metroversity. She serves on the board of Dollars for Scholars, for which she chairs the Academic Support Committee. Edna is active in the community, taking her presentations to high schools, community agencies, social service agencies and churches. 3

Current Outreach Counselors Mark Hoover (College Info Road Show) Mark specializes in the College Info Road Show, a custom RV loaded with higher education resources, including publications and computers, targeting presentations to adults, middle and high school students statewide. HOPE focuses particular attention to Paducah Independent, Christian, Fayette, Hardin and Jefferson county schools with high minority populations. She also focuses on early awareness presentations to preschool and elementary school students. College Info Road Show Hitting the Road with Outreach Services In an effort to provide a host of critical services directly to student and families in their communities, KHEAA purchased a 30-foot Winnebago in January 1997. Dubbed the HELP (Higher Education Learning and Planning), the vehicle was custom designed with laptop computers, printers and educational software. Staff onboard the HELP performed career and self-assessment inventories, helped students conduct scholarship searches, identified higher education institutions that met specific educational goals, assisted in finding sources of financial aid for students, aided in the financial aid application process and offered tips on how to avoid common application mistakes. HELP center staff also provided information about the loan process, repayment, borrower benefits and advocates. During its first years, the mobile classroom concentrated on making a minimum of two visits to each and every county in the Commonwealth. Focusing mainly on high school events, this statewide tour enabled students, parents, guidance counselors and school administrators to get first-hand experience with the interactive services available on the HELP. As word of mouth spread and repeat visits were requested and scheduled, we began focusing on expanding services to middle schools, adult education centers, shopping areas and community events. Since the program s inception, the outreach vehicle has made over 62,100 contacts through participation in county fairs, parades, GEAR UP expos, conferences, exhibits, community festivals, the Kentucky State Fair and other events. Given a fresh, bold look in FY2003 with new exterior artwork and graphics, the mobile classroom became known as the College Info Road Show. The new design debuted at the Trinity vs. St. Xaiver high school rivalry football game at Papa Johns Stadium in Louisville. Reconfigured in the summer of 2004 with satellite Internet access, new computers, a projection unit and screen and an instructor s podium, the College Info Road show is using state-of-the-art technology to connect students with the information they need to research, pursue, and succeed in their educational future beyond high school. Students are introduced to the new GoHigherky.org Web portal and other online resources. Planned for FY2005, the addition of a second outreach counselor onboard will enable the College Info Road Show to reach even more Kentuckians with the message that higher education is beneficial, attainable and affordable. Heard on the street: Thanks so much for bringing the bus to our school. Wow! Just the visual image as the students first viewed the bus was awesome. My juniors thought there must be a rock star inside. The information that the students came away with inspired conversations with parent and students as we look toward their future. Guidance Counselor Today, it s beefed up inside and out. 8

GoHigherKy.org More and more Kentucky students are turning to the new GoHigherKy.org Web portal to find information that helps them plan, prepare and pay for college. I am getting prepared to enter high school, said Auburn Sutton, an eighth-grader from Lyon County, and the GoHigher website is helping me get prepared on what I need to do in order to be able to get scholarships and KEES money in the future. Kentucky high school students can earn Kentucky Educational Excellence Scholarship (KEES) awards by making good grades in high school and good scores on the ACT or SAT. I really like where I can keep up with my credits in high school and see what else I need to get into the college I would like to attend, which is Western Kentucky University, Sutton added. Jordan Andrew, a sophomore at Notre Dame Academy in Park Hills, visited GoHigherKY on her counselor s advice. She said the website has helped her find colleges she might be interested in attending. The comparative view is great because it helps to narrow my search pattern, Andrew said, making it easier and more time efficient to find a school that might be right for me. Since she s a sophomore, Andrew, who plays the harp, hasn t settled on one college yet. Bellarmine University and the University of Louisville have piqued her interest, though. Stacy Coe, a guidance counselor at Russell County High School, learned about GoHigherKY at a kickoff ceremony during the fall conference of the Kentucky Counselors Association. It is great, Coe said. I actually had a small group of students use the website and explore the different features. It seems rather user friendly and easy to navigate. 9

GoHigherKy.org GoHigherKY.org went live last year and is a one-stop website for college and career planning. A cooperative effort among colleges, state agencies and other organizations, the site can be used by students in grades 8-12, parents, college students, s, adult students and guidance counselors. Students can run free scholarship searches, transfer information to the Free Application for Federal Student Aid (FAFSA), take virtual tours of colleges, find colleges that match their preferences and apply to colleges online. The college planning section has checklists for students in grades 8-12. Starting with the junior year, the site provides a month-by-month list of actions college-bound students should take. The college planning section also lets students who have set up free accounts keep track of their courses and grades as they go through high school. The Counselor helps counselors track their students progress through the college selection and admissions processes. It can be used for online chats with students and for sending e-mails to students. The center er also lets Heard on the street: GoHigherKy.org is cool. Go Higher gives you a place to enter your classes to see if you match graduation requirements, You can plan your classes to make sure you have everything you need to graduate. High School Sophomore counselors combine their calendar of events with students calendars. From the time the site went live in June 2004 through April 2005, the site has recorded over 5.5 million hits, with 5,862 new accounts established, 4,417 requests for additional information made and 584 online admission applications completed. GoHigherKY.org is a joint effort of KHEAA, The Student Loan People, the Kentucky Department of Education, the Kentucky Community and Technical College System, the Council on Postsecondary Education and the Association of Independent Kentucky Colleges and Universities. 10

Highlights Kentucky Head Start Conference Staff participated in the conference for the first time. Over 635 Head Start teachers, directors, and parent aides received financial aid materials and information on planning, saving and paying for higher education expenses. Kentucky State Fair The College Info Road Show exhibited at the 2003 Kentucky State Fair in Louisville. Forty KHEAA and Student Loan People volunteers worked at the exhibit and distributed 10,668 brochures, fliers, publications and applications an average of 969 each day. In addition, 3,000 I Can Go To College Too! coloring books, 1,106 sets of crayons, 1,936 pens, 8,800 pencils, and 1,600 bags were given out to state fair attendees who visited the booth. Adult Education and Family Literacy Conference Through our involvement with the University Coordinated Advising Network (U-CAN), we were invited to participate in this conference sponsored by the Kentucky Association for Adult and Continuing Education (KAACE); Kentucky Adult Education, Council on Postsecondary Education (KYAE); Kentucky Institute for Family Literacy (KIFL); Adult Education Academy for Professional Development; and the Kentucky Adult Educators Literacy Institute (KAELI). Geri Johnson worked the exhibit and presented a session titled Financial Aid Opportunities in Kentucky to nearly 400 conference attendees. National College Access Network (NCAN) Conference Outreach Manager Susan Hopkins represented the agencies at this conference in Washington, D.C. She attended sessions on the Pathways to College Network, the Federal Student Financial Aid Counselor Portal, Retention: Preparing Students for Postsecondary Success, Capitol Hill Issues, a tour of the Greater Washington College Information n, and closing sessions with Sally Stroup, Assistant Secretary for Postsecondary Education, U.S. Department of Education and Cedric Jennings, a young man born in a depressed and dangerous area in D.C. Southeast section who overcame many obstacles to graduate from Brown University and the Harvard Graduate School of Education.
