Chapter One: Definitions Scientific Research By-Laws at the Article (1) These by-laws will be known as (University Scientific Research By-Laws) and shall be effective as of Dec. 6. 2007. Article (2) The following terms shall have the meaning assigned to them unless the context indicates otherwise: The University: The Chancellor: The Board: The Deanship: The College: The Dean: Studies and Scientific Research: that developing Scientific Research Affairs: including activities, Basic Research: The The Chancellor of the University The University Research Board The Deanship of the College of Graduate Studies and Research The Academic Colleges The Dean of the College of Graduate Research The methodological and persistent work aims at increasing knowledge and applications and scientific and economic solutions. This includes basic and applied research. All that is related to scientific research research grants, research groups, scientific publishing, the UOS Journal, research programs and any other research-related affairs. Research that aims to examine scientific phenomena, raise knowledge about such 1

phenomena or develop new ideas that have future application. Applied Research: knowledge into solutions. New Faculty Research Grants: to Competitive Research Grants: Research in New Areas: Research that aims at translating applications and practical/workable The fund/support provided by the University the research submitted by newly-appointed faculty members to assist them in preparing basic resources to commence their research activity at the University. The support provided by the University to refereed research submitted by distinguished and productive researchers in the various disciplines, including research in new areas, single-discipline research, interdisciplinary research, targeted research and cooperative joint research with other public and private institutions. Research submitted by faculty members to initiate a research activity in a new research area, which is funded in order to enable researchers to build their capabilities and proceed in the new areas. Single Specialization Research: Research that is considered within onespecialization though it may have many aspects. Interdisciplinary Research: Research which is conducted from the perspective of various joint disciplines with a view to reaching more comprehensive research results. Applications submitted by researchers in the various academic departments may be considered as this type of research. Targeted Research: Research that aims at enriching the University s capacity in strategic areas that might contribute to the support of sustainable 2

development to serve the Emirate of Sharjah and the country. Cooperative Joint Research: Research that aims at supporting cooperation between the University and public and private institutions. Research Visits Grants: Researchers' Hosting Grants: Studies: Research Groups: Support provided by the University for visits conducted by faculty to external scientific institutions in order to enhance cooperation with these institutions and benefit from their expertise, in addition to developing the research capabilities of the University faculty. Support provided by the University for hosting distinguished researchers from external renowned scientific institutions in order to enhance cooperation with these institutions, benefit from their expertise and transfer knowledge, in addition to providing the opportunity for University faculty to develop their research capabilities. Methodological works that aim at gaining knowledge and information from various sources, analysis, organizing these works to be made available for various uses. A group of researchers from the Faculty members who conduct joint and integrative research with the aim to establish an identity for scientific research in target areas in the service of society and local community. Scientific Publishing: Publishing scientific books, conference, seminar and workshop proceedings, and specialized scientific journals and technical reports. Scientific Research By-Laws: The by-laws that incorporate in detail the articles mentioned in the Scientific Research By-Laws. 3

Chapter Two: the University Research Board Article (3) a. The University Research Board shall be comprised of the following members: 1. Dean of the College of Graduate Studies and Research (Chair) 2. Vice Dean (if present- member) 3. Secretaries or Representatives of the Scientific Research Committees in the colleges (members) 4. Director of Central Laboratories (member) 5. Head of Research Department (member) b. The Chairman of the Board has the right to add any new member to the board. c. The Chairman of the Board has the right to invite anyone involved with academic research to attend its meetings with an observer status, without having the right to vote. Article (4) The University Research Board shall convene at least twice each semester and as the need arises. In case the Board is unable to convene during holidays, it may delegate some of its duties and powers to the Chair of the Board, and chair must present these decisions in the first Board meeting after the vacation. Article (5) The University Research Board is charged with the following duties and authorities: A. Developing scientific research policy proposals at the University. B. Approving periodic reports on scientific research at the University. C. Approving decisions on funding research projects for faculty members and graduate students based on recommendations of the College of Graduate Studies and Research. D. Following up scientific research projects in collaboration with the College. E. Approving funding decisions for major research equipments upon recommendation of the College. F. Approving decisions related to registering and re-registering research groups at the University. G. Approving the annual research budget for research grants, research groups and major research bodies at the University upon recommendation of the College. 4

H. Identifying the foundations of cooperation in the field of scientific research and agreements with scientific institutions inside and outside the UAE. I. Handling issues pertaining to the ethics of scientific research. J. Dealing with issues related to intellectual property. K. Considering any other matters related to scientific research. Chapter Three: The College of Graduate Studies and Research Article (6) The College of Graduate Studies and Research shall include the following departments: 1. Scientific Funding Department 2. Research Groups Department 3. Scientific Publishing Department 4. Graduate Studies Department Article (7) The Deanship shall be headed by a Dean appointed or assigned part-or-full time. Research departments at the College shall be headed by academic staff members who are assigned part-or-full time upon recommendation of the Dean and in coordination with the Dean of the concerned college. Article (8) The Dean shall be granted powers equivalent to those granted to deans of colleges. Departmental heads at the Deanship shall also be given powers equivalent to those granted to academic departmental heads in terms of reduction in teaching, financial awards, and a reduction in non-teaching loads to a minimum in their respective colleges. Chapter Four: College Research Committees Article (9) The colleges and the Deanship shall coordinate scientific research affairs in colleges. Research committees shall be responsible for the followings: 1. Reviewing the various research grant applications submitted by faculty members, ensuring their eligibility, and forwarding appropriate recommendations to the Deanship through the deans of colleges. 2. Submitting appropriate recommendations to the College on funding the publication of authored books. 3. Submitting reports to the College about scientific research in colleges including scientific production for the purpose of scientific documentation. 5

4. Considering the colleges needs for major research equipment and forwarding complete applications to the Deanship through the deans of colleges. 5. Monitoring and following up any other matters (pertaining to academic research) as requested by the College in order to facilitate research affairs at the University. Chapter Five: Research Grants Article (10) The provides appropriate support for research projects conducted by faculty members working at the University. The funded projects include seed projects, competitive projects, collaborative research and targeted research in accordance with the detailed guidelines of the Scientific Research Regulations at the University. Article (11) The University provides faculty members with opportunities for participation and cooperation with researchers at other local and international scientific institutions through research grants visits. Article (12) The University provides opportunities for hosting visiting researchers and lecturers in order to promote scientific research and consolidate cooperation with the international scientific institutions in accordance with the Scientific Research Regulations at the University. Article (13) Chapter Six: Research Groups The encourages the formation of research groups within and among disciplines that aim to activate scientific research in various fields of research which contribute to social, economic and scientific development, and provides appropriate support for their continuity. Article (14) Research groups shall serve as a nucleus for future research centers and units that shall receive recommendations in accordance with regulations and rules approved by the Board upon recommendation of the Dean. Article (15) Research Groups shall be under the responsibility of the Deanship. They can be hosted by the academic colleges who shall provide them with required support and facilities in order to carry out their duties. 6

Article (16) The University provides central research laboratories to serve the research groups at the University. These laboratories are subordinate to the Deanship and their administrative affairs are coordinated between the Deanship and the Central Laboratories Department at the University. Chapter Seven : Scientific Publishing and the UOS Journal Article (17) The University supports scientific publishing in all its forms, including authored books, specialized scientific journals, scientific conference proceedings, and technical reports through the Deanship in accordance with the Scientific Research regulations at the University. Article (18) The University publishes through the Deanship a scientific refereed journal entitled "The University o f Sharjah Journal". The Board can issue the Journal in many series or as a specialized journal. Article (19) The Chancellor shall be the general supervisor of the journal, and an Editor- In-Chief shall be appointed to each series. The Editorial Board shall comprise distinguished faculties who represent the concerned specializations in each series, in addition to an advisory body consisting of world-class distinguished researchers. The Journal shall also have an Editorial Secretary from among the faculty members who will be nominated by the Editor-In-Chief and appointed upon approval of the Chancellor. Article (20) The terms of office of the Chief Editor, Editorial Board and Editorial Secretary shall be two renewable years. Article (21) The Editorial Secretary shall either be granted an appropriate financial award or have their teaching loads reduced to a percentage determined by the Chancellor. Chapter Eight: Collaborative Research Agreements Article (22) The University attaches great importance to strengthening cooperation in the field of scientific research with local, regional and international organizations. Agreements with external institutions shall be conducted according to the following principles: 1. The agreement should enhance the University s reputation in the field of research and increase mutual research activities between the cooperating parties. 7

2. The agreement should be consistent with the objectives of the University and its research guidelines. 3. The financial obligations and other requirements needed to implement the agreement should be clear and appropriate. 4. The agreement should specify the general and specific objectives of cooperation, participants, funding and other resources, duration of cooperation, methods of renewing it, the responsibilities of each party, and a basis for dealing with the outcome of the cooperation. Chapter Nine: Research Funding Resources Article (23) The provides the means that are necessary to ensure that the required financial resources are delivered for the implementation of the tasks assigned to the College through the following: 1. Allocations made from the University budget. 2. Funding provided by official institutions concerned with research. 3. Resources from donors. 4. Revenues of scientific research, books, and journals. 5. Any other resources. Chapter Ten: General Provisions Article (24) Under these guidelines, Regulations for scientific research shall be issued at the University, which indicate the details and conditions pertaining to these guidelines. Article (25) The University shall ensure that scientific research projects are not in conflict with the teachings of Islam, public morals, and the legal requirements of the Emirate of Sharjah and the UAE. Article (26) Issues related to intellectual property and research ethics shall be dealt with through the University Research Board. Article (27) Researchers should observe scientific honesty and abide by the University Guidelines and Regulations for scientific research. Article (28) It is the responsibility of the Chancellor, the Dean and the Research Board to implement these guidelines.. 8

Article (29) The University Research Board shall decide on any matter not provided for in the Guidelines or on any problem that may arise as a result of application, provided that such matters are reviewed on a regular basis.
