There is no cost to you but you must sign up by July 1. Signs will be scattered throughout the neighborhood and we ll even have a porta potty available for our shoppers. Think about getting organized, display items by category and price everything. Not enough stuff for a sale, consider going in with a neighbor. Pizza Party: Join with your Lincoln neighbors in celebrating another eventful year for the Lincoln Neighborhood Assn. No cost for the Pizza, drinks available for purchase. Bring a book and go home with something new to read this summer. Under the Latte da BIG TENT.

Hang in there a little longer. Help is on its way. We have persistently pushed for the city to address the traffic issue on 39th street, particularly truck traffic, and the city has heard us. After numerous studies and continued public outcry, the city has determined that 39th Street is really not fit for freight traffic. Through their studies, the city also learned that it is not critical to use 39th Street for freight shipments for the Port of Vancouver or other businesses that reside on Fruit Valley Road. The studies show that only around 4% of trucks use 39th at this time. The Port and other businesses could easily cease using 39th Street and require their drivers to use only the other three options without hampering their business but our complaints to those businesses have gone mostly unheard. The city did hold three public forum meetings on this subject. The data they collected was not exactly what they expected to find but it was clear. There is an increasing amount of traffic on the west side of Vancouver and our current road structure is not prepared for it. They also expect that traffic to increase significantly in the future. Replacing the long overdue I - 5 bridge would have relieved much of this problem but one political party decided not to vote on it so we have to make the best out of what we have. The city s overall conclusion on 39th Street is that their priority is to preserve the livability of our neighborhood. They are considering adding multiple raised crosswalks down 39th Street, adjusting the lights, as well as speed tables, both to slow traffic and for safety to pedestrians and bicyclists. The city is also considering prohibiting nighttime freight traffic on 39th Street altogether. It s not going so far as to prohibit freight traffic altogether but it is a good start. Another consideration by the city is to change the current designated shared use lanes for bicycles and cars on Columbia Street over to Daniels Street. This should be a much safer route for bicyclists. Jason Seybold Lincoln Transportation Chair

It s back! The Lincoln Neighborhood garage sale is coming up on Friday and Saturday, July 8 th and 9 th. This is the 47 th year for this event, now held every year on the weekend following 4 th of July. The sale will run from 9am- 4pm each day. You can participate one or both days. We ll publish a map of participating homes available at Latte Da and run advertising on Craigslist, the Columbian and the Reflector. There s no cost to be involved. The Lincoln Neighborhood Association generously covers the cost of newspaper advertising and a porta- potty is provided free by the City of Vancouver. We ll also have a big new supply of signs this year to replenish all those lost last year. If you plan to participate, you can support the garage sale by having your house included on the map. The more confirmed garage sales we re able to advertise, the more people we ll attract! Tips for a Successful Garage Sale 1) The More You Have, the More Customers You ll Attract With many sales to choose from, people tend to go to the homes where they see a lot of things to look at. If you re not sure you have enough, think about donations from friends and family or doing a joint sale with a neighbor. Think about ways to draw people into your sale - - put your star items near the street where they can be seen or create a sign that highlights the things they can find at your sale. 2) Get Organized Display your items by category sporting goods, tools, kitchenware, home décor, etc. It makes it much easier for people to focus on what they want and find the items they re interested in. 3) Price Everything Although some people will ask about pricing, many people pass over or ignore items without a price. Be sure you have prices on everything. 4) Merchandising Helps Dress up your merchandise where you can it can make a real difference! Clean, wipe down or spruce up dirty or tired merchandise. You re much more likely to sell it if it s clean and people will pay more for it. Look for attractive ways to display items tie a ribbon around a sheet set or place your jewelry on a pretty piece of fabric. A mirror always helps if you re selling jewelry or clothing.

The meeting was held at Lincoln Elementary School. Vice- Chair Roger Lyngholm opened the meeting at 6:45 p.m. There were no Secretary or Treasurer reports. Police Chief Mike Lester gave an overview about police department matters. They are working to get financing for eight more officers and staff. Call 311 if you have a low priority, non- emergency problem for the police. Chief Lester can also get you the resources you need if you have any issues. There was a vote for L.N.A. officers during the meeting. Those present approved and voted for the slate presented from the floor. The nominees were: Jenny Brown, Chair; Roger Lyngholm, Vice- Chair; Linda Maffeo, Treasurer; Secretary, Claire Johnston; and Transportation Chair, Jason Seybold. All were voted in for another year. Jamin Kimmell, a planner with the city of Vancouver, talked about the Westside Mobility Strategy planning process. There will be a final community forum about the project on Tuesday, May 3 rd, from 6 p.m. to 8 p.m. at the downtown Vancouver Library. Planning staff will be available to answer questions about the draft plan. After public comment the plan will be sent to the City Council. Mr. Kimmell thinks that they have come up with a good solution to solve 39 th Street s livability and freight problems. He encouraged people to attend the forum to learn more and comment. Cynthia Thornton- Tang spoke next. Friends of Trees and Vancouver Watersheds Alliance gave a grant for tree planting this year. She wanted L.N.A. s support in order to get a $1500 grant from those groups next year. The grant would be matched by volunteer hours put in the day the trees were planted. This was approved. Jessica Blatt, from Lincoln Elementary, looked at projects that the L.N.A. and Vancouver Watersheds Alliance could fund at the school. The V.W.A. could give two grants, and they would be matched with neighborhood volunteer hours. There was a nature garden at Lincoln about fifteen years ago. That area could be cleaned up and replanted with native plants. There would be some ongoing upkeep for this particular garden. Another idea was a nature play garden, which would be in a supervised play area. We need to follow up with the principal and P.T.A. at Lincoln. Jason Seybold said that our toy drive last Christmas was a big success. The soup and salad evening in February was attended by fifty people. Our first Easter egg hunt in March attracted two hundred participants and was featured in the The Columbian. One woman at today s meeting applauded the social events we have had this year. Our neighborhood clean- up will be May 7 th, at Lincoln Elementary, from 9 a.m. to 3 p.m. It s our biggest neighborhood event. Goodwill will be there to take things too good to toss. Topics for future meetings include disaster planning. Someone asked if we could have a formal meeting in June. We will have one for sure in July, and we will decide soon about June. Roger Lyngholm closed the meeting at 7:45 p.m.

The Vancouver Police Department is partnering with local businesses to get out an important message: REMOVE VALUABLES FROM VEHICLES! Thieves are often drug users who steal to pay for their habit. For an experienced thief it only takes a few seconds to shatter a car window and steal your valuables. Thieves use the buddy system. One is the lookout and the other breaks into the car and steals. Thieves watch for people to hide a purse, laptop, briefcase or electronic device under a seat or in the trunk. They wait until the person is away from the car and then smash and grab, pop the trunk if needed to get the good stuff, and they and your valuables are gone. Protect your property, your identity and yourself. Don t store valuables in your vehicle!
