Embassy of Colombia in Singapore Ministry of Foreign.A oirs EMBCOLSG-0009-2015 The Embassy of the Republic of Colombia presents its compliments to the Ministry of Foreign Affairs of the Republic of Singapore - Americas Directorate - and has the honour to attach the terms of reference for the III Spanish Course for Tourist Guides and Journalists Specialized in Tourism from East Asian Countries Members of FEALAC, Second Semester 2015. In the frame of FEALAC's offers cultural exchange priority areas, the Government of Colombia organizes the III Spanish Course for Tourist Guides and Journalists Specialized in Tourism from FEALAC East Asia countries. This project aims at increasing mutual understanding, trust, political dialogue, and friendly cooperation among FEALAC member states. Thus, culture and language are tools that will help our regions to achieve this important goal. In this context, Colombia is offering up to 60 scholarships for tourist guides and journalists specialized in tourism interested in learning Spanish. The course will last 16 weeks and will take place in Colombia's universities with recognized Spanish as a Second Language programs and experience with students coming from Asia. It is expected that each East Asia FEALAC Member Country will put forward at least seven candidates. The call for candidates will be open until Wednesday, April 15, at 17 :00 (Colombian hour).the Spanish course will start on the second semester of 2015, according to the universities' timetables. The Embassy of Colombia would highly appreciate the assistance of the Americas Directorate for the dissemination of this information among the interested parties in order to motivate the participation in the above-mentioned course. DECLARATION (To be completed by the applicant) SPANISH AS A SECOND LANGUAGE COURSE IN COLOMBIA FOR MEMBERS OF FEALAC COUNTRIES Sponsored by the Government of Colombia I, (name of applicant), of (representing country) accept to participate in the Spanish as a Second Language Course offered by the Colombian Government. I understand that the purpose of the Scholarship is to obtain a higher level of Spanish so that I can become a better tourist guide when I return to my country. I understand that I am bound to comply with the terms of this course. Scholarship Conditions 1. My Obligations 1.1 I agree that I must : a. Start the Scholarship in the academic year for which it is offered. b. Participate at the on-arrival briefing and the closing ceremony, arranged by the Colombian Government. c. Undertake only the approved course of study for which the Scholarship is offered, abide by the rules of the University, submit all assessment items and sit examinations required for the course, and complete my course of study and the Scholarship by the end date. INITIALLED BY Awardee d. Obey the laws that apply in Colombia and act in a manner that will not bring disrepute to this country. 1.2 For the duration of the Scholarship I must : a. Make satisfactory academic progress as determined by the University. b. Reside in Colombia for the duration of the Scholarship and return to my country immediately after the course ends. In case of failure to comply this, I exempt the Government of Colombia from any liability to my personal integrity. c. Maintain a clear and direct line of communication with Instituto Caro y Cuervo through the Student Contact Officer at the University, acknowledging that the Student Contact Officer is the first person I need to contact to deal with any issue in Colombia. d. Work wit the Student Contact Officer at the University and Instituto Caro y Cuervo if there is any question or a critical incident occurs.
2. Visa a. I agree to comply with all visa requirements determined by the Colombian Government. 3. Financial Obligations 3.1. I acknowledge that I am responsible for all costs incurred during the period of my Scholarship that are not covered by the Scholarship benefits. This includes any changes in both domestic and international air tickets, which must be borne directly by me. 3.2 I acknowledge that I am responsible for how I budget any Scholarship benefits received to pay my living expenses. 3.3 I acknowledge that the stay of the first two nights in Bogota, will be deducted from the first month stipend. 3.4 I agree to repay all Scholarship benefits I receive, as a debt due and owing to the Colombian Government, if : a. I do not leave Colombia at the end of the Scholarship period. b. I do not comply with the obligations of the Scholarship, except in cases of "force majeure". 4. Medical Expenses 4.1 I acknowledge that my Student Health Cover (SHC) may not cover all medical expenses, and that I am liable for any additional expenses incurred by me and my dependents during my Scholarship. 5. Change of Circumstances 5.11 will notify the Instituto Caro y Cuervo immediately, via the Student Contact Officer at the University, of any personal, financial, family circumstances or incidents (e.g. family or financial problems, medical conditions, etc.) that might affect my ability to commence the Scholarship on time or to complete the approved course of study within the Scholarship period. 5.2 I will notify the Instituto Caro y Cuervo immediately, via the Student Contact Officer at the University, if I marry a person who is a Colombian citizen. 6. Termination and Suspension of Scholarship 6.1 I acknowledge that I have the Colombian Government Scholarship support and that the Colombian Government reserves the right to terminate the Scholarship and withdraw its support at any time, including if I : a. Do not comply with a condition of the Scholarship.
b. Do not make successful academic progress and remedial strategies have not been successful. c. Am excluded by the University from my course or study units due to academic failure or from the University because of misconduct (as defined by the University). d. Am unable to continue a program due to serious illness or for medical/ mental health disability. e. Conduct myself in a manner which is considered to have transgressed acceptable Colombian community standards. f. Am found guilty of a crime.
