COOPERATIVE AGREEMENT BY AND BETWEEN NORTH-WEST UNIVERSITY, POTCHEFSTROOM CAMPUS, SOUTH AFRICA AND TUMAINI UNIVERSITY, IRINGA UNIVERSITY COLLEGE, TANZANIA The provisions recorded below establish the principles and conditions by which North-West University, Potchefstroom Campus and the Tumaini University, Iringa University College agree to cooperate in academic exchanges, programme development and research. Such a cooperative agreement will be realized as established in the following clauses: I. Legal framework of both institutions North-West University is empowered by its bylaws to enter into cooperative agreements of this nature with other institutions in regard to the subjects related to the achievement cf its goals ad objectives, as stated in its bylaws, in order to further contribute to the achievement of such goals and objectives. (Description cooperation partner) The Campus Rector may initiate agreements with foreign institutions of higher education to enhance international goodwill and understanding through programmes of academic exchange. II. North-West University, Potchefstroom Campus, South Africa and Tumaini University share common interests and objectives By reason of their very essence as higher education institutions, North-West University, Potchefstroom Campus, South Africa and Tumaini University, Tanzania share interests and objectives in academic exchange and scientific research matters. Both institutions are interested in establishing academic cooperation agreements with institutions of similar nature in order to assist in the achievement of their goals and objectives in such matters. III. Purpose of the Agreement North-West University, Potchefstroom Campus, South Africa and Tumaini University, Iringa University College, Tanzania jointly agree to subscribe to a cooperative agreement in order to promote the following activities between both institutions: A) Exchange of teaching and research personnel and of students B) Cooperative development of courses and academic programmes C) Development of joint scientific research projects D) Cooperation in Master s and PhD degrees E) Any other activity of mutual interest regarding academic or scientific research matters IV. Execution of the Agreement The specific activities to be carried out under this agreement will be stated in corresponding agreements and specific sub-agreements. Such agreements and specific sub-agreements, once approved in writing and signed by both parties, will be attached as Annexes to this agreement.

V. Further Agreements and Specific Sub-Agreements Further agreements based on this cooperative agreement will establish the general principles and conditions under which the intention of the two institutions will be carried out. The specific subagreements between both institutions will specify their objectives, conditions and ways of execution, financial support, term of validity, and administrative responsibility within each institution. VI. Term and Termination This agreement will be effective on the date it has been signed by both parties, and it will be in effect for a period of three (3) years. The agreement can be renewed for additional five (5) year periods by mutual written consent of the parties to the agreement and signed by both parties. Both parties reserve the right to terminate this agreement upon written notice given six months prior to the termination date becoming effective. VII. Coordination and Follow-up Administration of the Cooperative Agreement shall be the responsibility of the Executive Dean, Faculty of Education Sciences of North-West University, Potchefstroom Campus, South Africa or her delegate and the Provost, Tumaine University, Iringa University College, Tanzania. Any additions, changes, or deletions must be approved by these representatives of both institutions. FACULTY EXCHANGE AGREEMENT BETWEEN FACULTY OF EDUCATION SCIENCES, NORTH-WEST UNIVERSITY, POTCHEFSTROOM CAMPUS, SOUTH AFRICA AND TUMAINI UNIVERSITY, IRINGA UNIVERSITY COLLEGE, TANZANIA The provisions recorded below constitute an agreement of understanding between North-West University, Potchefstroom Campus (hereafter referred to as NWU) and Tumaini University, lringa University College, Tanzania (hereafter referred to as Tumaini), to exchange teaching and research personnel between the, Faculty of Education Sciences, Potchefstroom Campus, of NWU and Tumaini. Article I Purpose of the Agreement This agreement is designed as a means to facilitate and develop the exchange of teaching and research personnel between NWU and Tumaini. Although not considered to be a binding contract, the agreement establishes the general principles and conditions under which the intention of the two institutions will be carried out. Specific Sub-agreements for Faculty Exchange appended to this general agreement shall define and regulate the terms of exchange of researchers on specific research projects in future. Article II Selection of Exchange Candidates During the first semester of the academic year, each interested group, through appropriate institution officials, will submit the names of one or more faculty members to teach and participate in research during the following academic year in the other institution, provided that suitable candidates are available and are willing to accept assignment. 1 2 candidates per year submitted by one institution to the other must be accepted and agreed upon by the host institution. All appointments and leaves of absence by personnel are subject to the normal approval procedures by appropriate officials within the candidate s institution. Article III Period of Appointment In general, the minimum period of appointment in either institution shall be between 2 weeks up to three months. Article IV Duties and Responsibilities Teaching and professional obligations assigned to exchange lecturers/researchers by the host institution shall not exceed the weekly duties assigned to colleagues at the host institution. The level of responsibility assigned will be appropriate to the rank and background of the exchange lecturer/researcher. Article V Compensation Travel expenses between the two countries will be the responsibility of the parent institution whilst the host institution will be responsible for assisting the incoming faculty member in locating appropriate housing/accommodation. During the duration of their residence at the host institution the exchange personnel will continue to receive full salaries from their home institutions, along with the various allowances and social benefits.

Article VI Residence Permits/Visas and Insurance All residence permits/visas for exchange personnel must be obtained by the home institution. A copy of the permit/visa has to be sent to the host institution before beginning of the period of appointment. All exchange lecturers must have an insurance to cover medical contingencies in the host country, as well as costs of repatriation. A copy of the insurance policy has to be sent to the host institution before beginning of the period of appointment. Article VII Periodic Evaluation As required, the parties to this agreement will appraise the results of the exchanges in an effort to determine whether or not the teaching and research objectives of the exchange are being achieved. Article VIII Term and Termination This agreement will come into effect on the date it has been signed by both parties and will be in effect for a period of three (3) years. The agreement can be renewed for additional periods by mutual written consent of the parties to the agreement and signed by both parties. Both parties reserve the right to terminate this agreement upon written notice given six months prior to the termination date becoming effective. Article IX Administration, Amendments, and Notices Administration of the Academic Exchange Agreement shall be the responsibility of the Executive Dean, Faculty of Education Sciences, NWU, Potchefstroom Campus and the Provost, Tumaini University, Iringa University College. Any additions, changes, or deletions must be approved by these representatives of both institutions. Specific conditions applicable to named faculty to be exchanged shall be detailed in separate sub-agreements which, upon mutual approval of the representatives of both institutions, shall be appended to this general statement of intentions. STUDENT EXCHANGE PROGRAMME BETWEEN THE FACULTY OF EDUCATION SCIENCES NORTH-WEST UNIVERSITY, POTCHEFSTROOM CAMPUS, SOUTH AFRICA, AND TUMAINI UNIVERSITY, IRINGA UNIVERSITY COLLEGE, TANZANIA This agreement for the mutual support and promotion of student exchanges is entered into between the Faculty of Education Sciences, North-West University, Potchefstroom Campus (hereafter referred to as NWU), and Tumaini University, Iringa University College (hereafter referred to as Tumaini). To carry out the purposes of this agreement, NWU and Tumaini understand the following: Article I Purpose of the Agreement The purpose of this agreement is to develope scholarly exchanges between Tanzania and South Africa in the shared conviction that such exchanges contribute to international friendship and understanding and promote global awareness among exchange students from the two participating institutions. Article II Programme Liaison Representatives Each party will designate an individual to act as programme liaison for this exchange programme. The programme liaison will act as adviser to the students in academic and logistical matters. Article III Number of Students to be exchanged The number of students to be exchanged shall not exceed two (2) annually, and efforts shall be made to exchange an equal number of students from each institution over the term of this agreement. Article IV Period of Exchange Normally, the duration of an exchange period shall be 4-5 months, i.e. one semester. Individual students may be continued as designated exchange students for one ensuing period of exchange. Article V Degrees Granted at the Host Institution If exchange students wish to pursue a degree programme at the host institution after completing the period of exchange, they must meet the regular institution and programme admission requirements and regulations and pay all applicable fees required of matriculated foreign students. Article VI Selection of Exchange Candidates Each exchange student will be selected according to procedures established by the parent institution, but each institution agrees to provide resumes, transcripts and other relevant materials for each student selected. The host institution reserves the right to approve all applications.

Article VII Requisite Language Skills Each of the parties to this agreement will endeavor to select only exchange students who possess the language skills required for completion of classes they are to take at the host institution during the period of exchange. However, if deemed necessary, the host institution may require exchange students to undertake further language instruction after their arrival. Article VIII Regulations of the Host Institution Exchange students are subject to all regulations, including those regarding admission to the institution, conduct, and performance in classes, as required for students at the host institution. Article IX Waiver of Fees Each host institution agrees to waive both the application fee for admission and all non-resident (foreign student) tuition fees. When the exchange students register as matriculated students and pay all other fees at their home institution prior to departure, no other fees will be assessed by the host institution. Article X Additional Financial Support The terms and conditions of any additional financial support, such as scholarships, fellowships, stipends, and assistantships that may be provided to exchange students by either institution, government agencies, or other third parties shall be detailed in separate sub-agreements which shall be appended to this general agreement. In the absence of such sub-agreements, neither institution accepts any additional financial responsibility for students sponsored by the other. Article XI Financial Responsibilities of Exchange Students and Insurance Exclusive of any additional financial support which may be provided, exchange students or the parent institution will be responsible for expenses incidental to the exchange, including travel expenses, whilst the host institution will be responsible for room and board. Each student must also obtain, at their own expense, insurance to cover medical contingencies in the host country, as well as costs of repatriation. A copy of the insurance policy has to be sent to the host institution before beginning of the period of exchange. Article XII Residence Permits All residence permits or visas where needed, must be obtained by the exchange students at their own expense. A copy of the permit or visa has to be sent to the host institution before beginning of the period of exchange. Article XIII Academic Records The host institution will provide directly to the home institution a record of the students academic performance when those records are requested, whether by the students or the home institution. Article XIV Term and Termination

This agreement will come into effect on April 1, 2008 and will be in effect for a period of three (3) years. The agreement can be renewed for additional periods by mutual written consent of the parties to the agreement and signed by both parties. Both parties reserve the right to terminate this agreement upon written notice given six months prior to the termination date becoming effective.
