sdf MINUTES OF A MEETING OF THE ARTS COMMISSION HELD ON MONDAY, JANAURY 15, 2018, AT 4:45 PM IN THE CORPORATE BOARDROOM, CITY HALL RECOMMENDATION: That Council authorize the following BC Festival of the Arts Legacy Fund Grant: Madison Olds for personal development to assist with the fees for the three-week Singer Songwriter Residence Program at Banff Centre of the Performing Arts $600 HIGHLIGHTS: The Arts Commission: supported Kamloops Foodbank project, Locking in Hope concept accepted Bill Frymire s Community Confluent (working title) proposed concept for the Lansdowne Street Parkade Project deferred the Valleyview Secondary School BC Festival of the Arts Legacy Fund Grant application until the February 19, 2018, Arts Commission meeting deferred the Kamloops Festival of Performing Arts BC Festival of the Arts Legacy Fund Grant application until the February 19, 2018, Arts Commission meeting PRESENT: GUESTS: A. ARTS COMMISSION January 15, 2018 Page 2 1. Community Art Grant Presentations a) Clayspace Studio - V. Warren and A. Eccleston, Kamloops Makerspace Society V. Warren and A. Eccelston, Kamloops Makerspace Society, gave a brief presentation highlighting the development of Clayspace and how the other disciplines at Kamloops Makerspace made its creation possible, including an overview of the workshops that have taken place and partnerships for future clay/ceramic programs. b) Festival of Experiences, May-September 2017 - Gay Pooler, Executive Director, Kamloops Central Business Improvement Association 2. Minutes 3. Public Art Updates G. Pooler gave a brief PowerPoint presentation on the 15-week Festival of Experiences. The project was about public space programming and citizen engagement through activities for visitors to the downtown area during spring and summer 2017. Moved by M. O Brien, seconded by R. Olds, that the minutes of the November 20, 2017, meeting be received. CARRIED. a) Locking In Hope - Bernadette Siracky, Executive Director Kamloops Food Bank B. Siracky presented a concept for a new public art installation, Locking in Hope. A short video was presented to capture the concept of using locks to create the art installation as well as a form of a fundraiser for the Kamloops Foodbank. Moved by D. Charbonneau, seconded by S. Olson-Steele, that the Arts Commission support the Kamloops Foodbank project, Locking in Hope concept. CARRIED. b) Community Confluent (Working Title), Proposed Concept for the Lansdowne Street Parkade Project - Bill Frymire, Artist A mosaic art installation comprising of 80,000 tiles will cover the front three faces of the Lansdowne Street Parkade. The composition is celebrating place and community, consisting of topographical view of the confluence of the North and South Thompson Rivers set in an abstract colour field representing land and the people. Moved by N. Remesz and second by D. Charbonneau, to accept Bill Frymire s Community Confluent (working title) proposed concept for the Lansdowne Street Parkade Project. CARRIED. Page 4 of 6

BC Festival of the Arts Legacy Fund The Arts Commission received the following BC Festival of the Arts Legacy Fund evaluation reports: South Kamloops Secondary School, Visual Arts Department and Kamloops Muise Collective R. Olds, N. Remesz, and M. O Brien declared a conflict of interest with regard to their personal relationships associated with the Madison Olds application. (R. Olds, N. Remesz, and M. O Brien left the Corporate Boardroom at 6:15 pm.) The Arts Commission evaluated the following BC Festival of the Arts Legacy Fund Grant applications: Madison Olds requested $600.00 for personal development to assist with the fees to attend a three-week Singer Songwriter Residency Program at Banff Centre of Performing Arts. Moved by S. Olson-Steele, seconded by S. Kuromi, that Council authorize the following BC Festival of the Arts Legacy Grant application: Madison Olds for personal development to assist with the fees for the three-week Singer Songwriter Residence Program at Banff Centre of the Performing Arts $600 CARRIED (R. Olds, N. Remesz, and M. O Brien returned to the Corporate Boardroom at 6:21 pm.) Valleyview Secondary School requested $600 for community development to assist with the Valleyview Intro to Band Workshop Series. Moved by D. Charbonneau, seconded by M O Brien, that the Valleyview Secondary School application be deferred until the February 19, 2018, Arts Commission meeting and that the Recreation, Social Development, and Culture Manager follow up with organization to seek additional information. CARRIED Kamloops Music Collective requested $600 for community development to assist with Living Our Local History Out Loud: A Commissioned New Work for the Concert Band and Choir. The Kamloops Music Collective application was not eligible for a grant as the organization received funding in June 2017. Page 5 of 6

Kamloops Events Moved by N. Remesz, seconded by D. Charbonneau, that the Kamloops Festival of Performing Arts application be deferred until the February 19, 2018, Arts Commission meeting and that the Recreation, Social Development, and Culture Manager follow up with organization to seek additional information.
