POLICY STATEMENT FOR MEMBER SCHOOLS WITH CONDITIONS OF ENTRY INTO PIAA DISTRICT TEN CHAMPIONSHIPS Philosophy Preamble and Conditions of Entry The District 10 member school Principals and Athletic Directors have a long established tradition and past practice of promoting a broad based and inclusive district wide guiding philosophy for selection of participating sports teams and individuals within the structure and format of all post - season tournament competition that has repeatedly been recognized and approved through their elected and appointed members of the District 10 Committee. The guiding philosophy is to establish representative tournament participation to all Regions of DISTRICT 10. All qualifying entries are invitations and as such can be rejected or revoked by a member school or the District Committee for the health, safety and welfare of the student/team participants including disciplinary sanctions. DISTRICT 10 POLICY STATEMENT (THIS STATEMENT IS IN EFFECT FOR ALL MEMBER SCHOOLS WITH REGARD TO CONDITIONS OF ENTRY INTO ALL PIAA CHAMPIONSHIP EVENTS) PIAA District 10 Member Schools are not required to enter a Team into P.I.A.A. DISTRICT 10 CHAMPIONSHIP EVENTS. Entry and Participation by Member Schools in those tournaments sponsored by District 10 is totally voluntary. ENTRY of a Team or Individual Competitor by any Member School into a Tournament signifies that the member school accepts the conditions and provisions that are inherent with the Tournament rules, regulations, and guidelines. FURTHER, a Member School accepts the fact that the DISTRICT 10 CHAIRMAN, EXECUTIVE COMMITTEE, TOURNAMENT DIRECTOR, AND THE DISTRICT COMMITTEE reserves the right to make changes in the Management, Schedule, Sites, s, Times, and the Operations of Championships when, in their judgment, it becomes necessary to do so.

For any game in the round of 16, the team on the top of the bracket will play at home. Team Sports Bracketing Rules (applies to Football, Girls Volleyball, Soccer, Basketball, Softball, & Baseball) Team listed on top of the pairing is the designated home team for the purpose of uniform color only Bracket Pairings are done with a Modified Regional Crossover Scheduling 1. Break all region ties to determine a definitive order of finish. (See District 10 Tiebreaker in Handbook) 2. Determine the top four seeded teams and place in bracket. #1, 2, 3 and 4 seeds must come from Region Champions and 2nd place teams 3. A region's top two teams cannot be bracketed in the same half of the brackets. The top two teams from the same region can only meet in the finals. 4. Cross bracket where possible so no two teams from the same region play in the opening round. Seed #1 paired against lowest eligible team in Region standing from another Region except where #1 receives bye. Seed #2 paired against next eligible team in Region standing from another Region except where #2 receives bye. Continue in a similar manner until brackets are complete. To determine the lowest ranking team from another Region when there are 3 or more regions in play utilize the District 10 Ranking Index. Example: Region 2, 4 and 5 are all AA soccer teams. The Region 2 champion is the number one seed. The last qualifying teams in region 4 and 5 are compared using the District 10 Ranking Index. The lowest in the ranking of those two teams is paired against the number 1 seed. 5. In no case will a team who finishes below another team of the same classification in the same region be bracketed above that team. 6. The bracket position for teams that opt out will be left blank. 7. In the event a qualifying school opts out of the playoffs the remaining team in the pairing will have a bye. 8. Failure to complete and submit the District 10 Ranking Index online form by the deadlines indicated may result in team being placed in a lower seeding position or be totally eliminated from the tournament. Schools that play out of state teams must call that school to get enrollment for grades 10, 11 and 12 and CONVERT to a PIAA Classification. * Utilize as a tool the District 10 Ranking Index Reporting of Scores for the round of 16. A Hosting school representative, following the completion of the game, must text the score to 724-301-6798. Sites: 1. In the round of 16 the team at the top of the pairing may host the game.** or in some cases the top four seeded teams may host double headers.** 2. The games in the round of 16 are District playoff games. 3. Quarter Finals, Semi-Finals and Finals will be at a neutral place, except for volleyball. Neutral is defined as a place that is not a home site to participating teams. 4. Seeding may not play a major role in the determination of the game sites in the Quarter Finals, Semi-Finals and Finals. 5. Schools may opt out of hosting in the round of 16 by notifying the Tournament Director by the DATE indicated in the Tournament Packet. In the event a school opts out of hosting the remaining team in the pairing will be given the opportunity to host. ** For round of 16, Games at a home school site for Softball, Baseball, Soccer, Basketball and Volleyball: All expenses (Officials fees) will be incurred by home school and admission charge is optional. Charge may not exceed the District 10 playoff rate. **May not apply to all sports. Host schools shall minimize costs associated with hosting.

PIAA District 10 Soccer Tournament Regulations and Information for Qualifying Teams (Please make copies and route to Principal, Athletic Director, & Head Coach) Sites: The District 10 Soccer Tournament Director will designate game sites and times for tournament games. Officials: The District 10 Officials representative will assign game officials. Uniform Color Designation: For this purpose only the team at the top of bracket is designated the home team and will wear WHITE colored jerseys. The team at the bottom of the bracket will wear DARK colored jerseys. Designation of Locker Room Facilities, Bench, and Spectator Seating: The Contest Manager shall designate the location of each Team's locker room facilities, team bench, and fan seating. A total of 20 players, coaches, managers, etc. will be admitted at the gate. Bus drivers will be admitted. Required Information: Each team will provide the Game Manager one hour before game time (1) Five copies of the team roster listed in numerical order with positions; season record, coaches names, school nickname, colors and copies of starting line-ups and (2) any other information that may be helpful to the game announcer and media. Locker Rooms: Game management will make provisions, where possible, to have locker rooms locked during games. Team coaches should arrange to take every precaution to protect equipment and valuables. Game management is not responsible for lost articles. The presence and/or the use of balloons, banners, laser pointers, noisemakers, pom-poms (by spectators), shakers, signs, sirens, strips of material, towels, whistles, and/or portable listening devices (without earphones) are PROHIBITED! The Principal and Athletic Director of each school will be requested to confiscate these items from their or the spectators from their school and community. Spectators are prohibited from removing their shirt and/or using body paint while in attendance at District and Inter-District Championship Contests. Tickets: Beginning with round of eight: All tickets sold at the gate are $5.00. Broadcasting Fees and Policies: No outlet will be given exclusive broadcasting rights. See the District 10 media policy at www.piaadistrict10.org for rates for radio, television, video streaming, audio streaming and web publishing. Outlets must receive permission in advance form District 10 to broadcast and make their own arrangements with the game site. Tobacco Policy: The PIAA Board of Directors policy prohibits the use of Tobacco products by participating and non-participating team personnel, including coaches, during any interscholastic athletic contest. Bracket and schedule updates: Following each round updated bracket information will be available on the District 10 web site at www.piaadistrict10.org. Clink the link to tournament info. Each school must provide two ball girls/boys for each game they play. Each school must provide e-mail team rosters (in the provide format) to Mr. Michael Piddington by October 3, 2017 to help facilitate the production of a tournament program. District 10 Marketing Items will be available for contestants at all contest (except round of 16), as long as supplies last. Should a conflict develop concerning the scheduling of your game, please notify the Tournament Director immediately. It will be resolved if possible: however, if a solution is not possible, all scheduled dates and times will be followed.
