City Manager CITY OF MOUNT CLEMENS The city of Mount Clemens boasts one of the few genuine downtown districts in Macomb County. The central business and retail sectors radiate from Macomb Street featuring gazebos, water fountains, gardens, statuary and shrubbery. Little coffee shops, delicatessens, restaurants and pubs are abundant in the downtown district. Mount Clemens is the county seat for Macomb County and comprises 4.22 square miles. The Mayor and City Commission of Mount Clemens are the legislative body of city government. The Mayor is elected at large every two years with Commissioners elected at large for four year staggered terms. Mount Clemens is a full service city of nine departments; a budget of $12 million; and 65 full-time employees. The City Commission is responsible for the appointment of the city manager and is seeking to appoint their next city manager. The city is seeking an experienced manager with exemplary leadership skills; strong interpersonal skills; and experience working in a team environment. Required qualifications for the position include a Bachelor s degree in business administration, public administration, urban planning or a related field. A Master s degree in Public Administration is desired. The candidate shall have three years experience in local government management as a city manager, assistant city manager, or senior department manager. The candidate shall also have experience in economic development; personnel and labor relations; budget and finance; intergovernmental relations; supervision and organizational development. The ideal candidate shall also be customer service oriented; experienced with community engagement; visible in the community; and excellent oral and written communication skills. The ideal candidate shall be a visionary, a collaborator, a problem solver and possess the ability to build positive relationships with the public, the city commission and city employees. THE COMMUNITY The City of Mount Clemens has a long and rich history as one of the oldest cities in the State of Michigan. Mount Clemens was established by founder, Christopher Clemens, in 1818. For decades, Mount Clemens was a vacation destination of choice for the United States and beyond due to renowned mineral baths. Mount Clemens boasts one of the few genuine downtown districts in the County. The central business and retail sectors radiate from Macomb Street, featuring gazebos, water fountains, gardens, statuary and shrubbery. Stores tend to be unique and local to the community. Civic leaders have focused on making Mount Clemens a significant entertainment center. Traveling into the residential neighborhoods that surround the downtown, one is greeted by an eclectic collection of homes. They run the gamut from historic to contemporary, including 19 th century mansions, post World War II bungalows, traditional two-story, brick colonials and A frames. More than 3,300 rental units, including apartments and flats, are also available. In recent years, first time home buyers and newlyweds have been attracted to the tree-lined streets, enticed by moderate housing prices, numerous recreational amenities including sparkling Lake St. Clair and easy access to major metropolitan freeways I-94 and M-59. Nearby I-696 gives Mount Clemens a direct link to I-75, Oakland County and other environs. Mount Clemens residents are served primarily by the Mount Clemens Community School District. There are also private and charter schools available within the city. The Mount Clemens Public Library is part of the Suburban Library Cooperative, an exchange network of area libraries. Watefront revitalization has led to an energetic agenda of community activities, highlighted by a riverfront concert series that runs throughout the summer, art fairs, fireworks displays, chartered boat cruises, parades and festivals. The Anton Art Center features the work of local and international artists and offers a variety of classes from watercolor to pottery. The Crocker House, a restored 19 th century home operated by the Macomb County Historical Society, showcases local historical exhibits throughout the year. Residents are served by 15 City and neighborhood parks and a nature preserve. The City s seasonal athletic programs are managed by RT Arena Management LLC located in the Mount Clemens Ice Arena. The Ice Arena & Fitness Center offers instruction classes and competition ice hockey with a variety of family activities as well. The Department of Public Services maintains the parks which provide the backdrop for outstanding baseball and Little League programs. Nearby, Lake St. Clair Metropark, one of the Huron-Clinton Metropolitan Authority facilities, offers recreational pleasures for outdoor and nature enthusiansts. 3
THE ORGANIZATION The City of Mount Clemens operates under the Commission/Manager form of government. This means the City Commission, made up of the Mayor and six City Commission members, formulates policy while the City Manager and staff administer the day-to-day operations of the City in line with the policy direction of the Commission. The fundamental mission of the City is to provide a wide range of high quality services to its residents, businesses and visitors. With an operating budget of $12 million, these services are provided by 65 full-time employees, supported by a number of part-time and seasonal employees, organized into 8 departments within City government.
