POSITION DESCRIPTION THE POSITION: Dean of the School of Law SALARY: Competitive THE ORGANIZATION: The University of Baltimore (UB) invites applications and nominations for the position of Dean of the School of Law. Established in 1925, the University of Baltimore School of Law is a vibrant, urban school that is deeply engaged in the local and global legal communities. The law school is the sixth largest public law school in the country and is part of the University of Maryland system. Recently, the law school began construction on a $107 million, one-of-a-kind law school building, hired dynamic teacher-scholars, enhanced the intellectual atmosphere and mission of the law school, and obtained a multi-year institution funding commitment that will increase the law school s expenditure budget. The new Dean will have the opportunity to continue the law school's momentum and to impart a vision for a 21st Century law school. As the School s chief academic officer, the Dean will be expected to provide intellectual and administrative leadership, guiding the School in its commitment to cutting-edge, relevant education for current and future generations of students. The School of Law is committed to graduating students who are critical thinkers and practiceready lawyers. In 2011, the law school launched a medical-legal partnership with Johns Hopkins University that is the nation's first academic center for medicine and law that focuses on the health care provider. The center fosters meaningful collaboration between the two professions and harnesses the expertise of the world's preeminent medical school. The School of Law's nationally renowned clinical program offers nine clinics that expose students to a wide range of litigation, transactional, and policy-making legal practices. Moreover, all first-year students take part in an expanded legal writing program that integrates a doctrinal course with a writing course and is taught exclusively by tenured and tenure-track professors. First-year students also enroll in one of five Law in Context offerings, which are designed to give students theoretical understandings of the law at the outset of their legal education. Upper-level students can achieve recognition for concentrating in one of nine specialty practice areas. Students participate actively in journals, moot court competitions, student organizations, and community service. In 2013, the law school will open the new John and Frances Angelos Law Center. With the support of the State of Maryland and generous alumni, the law center will be a transformative building for the UB campus and a modern architectural landmark for Baltimore. It is expected to become the first law building in the country to achieve a Leadership in Energy and Environmental Design (LEED) platinum rating. It sits directly across from Penn Station, Baltimore's transportation hub. The award-winning architecture firm Behnisch Architekten designed the building to encourage collaboration within the law school community and to 1

support innovative pedagogy. It features twelve stories, 190,000 square feet of new construction, a central atrium featuring zones for quiet contemplation as well as group interaction, a 300 seat moot courtroom, numerous large and small group study spaces, and a 32,000 square foot library. The entire law school, including its clinics and centers, will be housed in this building. The School of Law enrolls approximately 1,100 students. Students come from 31 states and 14 countries; they are graduates of 153 different colleges and universities. Eighteen percent are students of color and 30 percent are from out of state. The academic credentials of the law school's students continue to be strong; the median LSAT score in 2011 was 156. The School of Law has both a day and an evening program, which draws successful professionals from across Maryland, Washington, D.C., and Virginia. The school commits equal resources, student support, and attention to both its day and evening programs. The School of Law is committed to global understandings of law. It offers a Master of Law in the Laws of the United States, in which foreign-trained lawyers spend nine months studying American law and legal systems. In addition, the law school runs three longstanding study abroad programs in international and comparative law at the University of Aberdeen, Scotland, the University of Haifa, Israel and the University of the Netherlands, Antilles, Curacao. Our Center for International and Comparative Law engages in overseas partnerships that facilitate international exchanges between faculty and students. The law school was ranked 117th in 2012 by U.S. News & World Report. There are 57 full-time faculty members at the law school, of whom 47 have tenure. The faculty is proud of its collegiality and commitment to excellence in teaching and scholarship. The scholarly production of the faculty has increased dramatically in recent years, resulting in placements in top law reviews and university presses. Faculty members also run five dynamic centers at the law school: The Center for Families, Children and the Courts; the Center on Applied Feminism; the Center for Sport and the Law; the Center for International and Comparative Law; and the Stephen L. Snyder Center for litigation skills. The Centers involve students, host conferences and symposia, and engage in law reform projects. The School of Law's vast network of involved, dedicated alumni includes leaders in the bench, bar, and government, who actively participate in the life of the law school, teach as adjunct professors, and support students through a wide range of mentoring activities. Approximately thirty-five percent of the judges in Maryland are graduates of the Law School. The Law Career Development Office works intensively with legal employers throughout Maryland and the nation to place students in jobs; nine months after graduation 93% of our graduates are employed according to statistics gathered by NALP. The LCDO also guarantees legal placement to all students for the summer after their first-year; in 2011, there were nearly 200 such placements. The School of Law collaborates with other faculties of the University to offer the following joint degrees: JD/M.B.A, JD/M.P.A., JD/M.S. in Criminal Justice, JD/M.S. in Negotiations & Conflict Management, JD/PD.D or M.P.P. in Public Policy, and JD/LLM in taxation. The University of Baltimore School of Law is accredited by the American Bar Association. 2

THE UNIVERSITY: The University of Baltimore is a public university founded in 1925 that is committed to teaching, research, scholarship and service to the surrounding community and enrolls more than 6,500 students. The University s strategic plan calls for enrollment growth to 8,000 (see www.ubalt.edu/strategicplan). As one of the Carnegie Foundation's first community engaged universities, UB serves the city, county, state and beyond with bachelor's, master's, doctoral, and professional programs. Innovative academic programs, in areas such as real estate and economic development, communications design, the digital entertainment industry, and immigration law, are helping Baltimore and the surrounding region meet the requirements of a changing economy. UB is part of the University System of Maryland and includes four academic units: the Yale Gordon College of Arts and Sciences, the College of Public Affairs, the Merrick School of Business, and the School of Law. UB is entering the final year of its most ambitious capital campaign to date, having achieved 95 percent of its $40 million target. A number of University of Baltimore programs have achieved national prominence in addition to the law school. For the second year in a row, the University of Baltimore's Merrick School of Business has been recognized by U.S. News & World Report as offering one of the country's Best Undergraduate Business Programs. Also, the College of Public Affairs is ranked 80 th nationally by U.S. News & World Report's 2012 edition of Best Grad Schools. UB is positioned to further enhance its increasing state and national profile. UB is currently in a truly transformative chapter in its history. During the past decade, the University has: returned to four-year undergraduate education, admitting freshman in 2006 after 32 years as an upper-division undergraduate institution. led the University System of Maryland in percentage of full-time undergraduate enrollment growth for the past five years. achieved the highest headcount in the institution s history during the past three years. launched a comprehensive streetscape project, creating a more defined, user-friendly and greener urban campus. generated close to a quarter of a billion dollars of capital improvement and redevelopment to midtown Baltimore. This dynamic will continue in 2012, as the University, currently solely a commuter institution, opens its first residence hall, bringing additional vitality and distinction to the area now known as UB Midtown. CAMPUS SETTING AND BALTIMORE CITY: The UB campus is undergoing a rapid transformation. In 2006, a modern Student Center opened that houses retail shops, a 200 seat performance space, student organization offices and areas for group study, recreation, and quiet contemplation. In 2010, the University launched one of the city's most eagerly anticipated public/private developments of the past decade: The Fitzgerald at UB Midtown, a new multi-story building that houses residential apartments (and attached parking garage) and retail businesses, including the University s 3

Barnes & Noble bookstore. In the next five years, UB will double the size of its infrastructure adding the new center for the School of Law; a home for much of the Yale Gordon College of Liberal Arts and the Schaefer Center for Public Policy; new classrooms, laboratories and offices; and major technological innovations all to enhance education and research. The University of Baltimore is located in the city of Baltimore, a colorful and diverse city that is Maryland's largest city and economic hub. Baltimore is known for its beautiful harbor; quirky, distinctive neighborhoods; and unique museums. UB sits in the heart of the City's cultural district and shares the Mt. Vernon neighborhood with the world-class Walters Art Museum, Meyerhoff Symphony Hall, Lyric Opera House, Peabody Institute, and Maryland Institute College of Art. Historically a working-class port town focused on steel processing, shipping, auto manufacturing and transportation, Baltimore now has a modern service economy, led by high-tech, biotech, medicine and tourism. Distinctive restaurants, bars, businesses and shops can be found throughout. City residents cheer for the Orioles and the Ravens in their downtown stadiums. The redeveloped "Inner Harbor," which boasts shopping, restaurants, the National Aquarium, and the Maryland Science Center, has become the model for cities around the world. Several Fortune 1,000 companies like Constellation Energy, Legg Mason, T. Rowe Price, and McCormick call Baltimore home. POSITION AND RESPONSIBILITIES: QUALIFICATIONS: Candidates must present evidence of a J.D. from an accredited institution or its equivalent, progressive leadership, excellent interpersonal skills, and achievement that fulfills the School s requirements for tenure at the rank of Professor of Law. Strong preference is for someone with administrative experience, a record of scholarship within the field of law, and fiscal and fundraising expertise. The ability to maintain and further develop good relations with legislators, the Bar, state agencies, alumni, and donors is crucial. Specifically, the Dean s responsibilities include consulting with and empowering faculty to revise and develop curricula; maintaining student-centered services; supporting high standards of teaching, research, and service; administering the School s budget and relevant fund-raising; recruiting faculty and students; taking a leading role in faculty personnel matters, including tenure, promotion, and renewal; representing the School at the University and system levels; and championing the School of Law to external audiences. It is desired that the University of Baltimore s next Dean of the School of Law possess the following qualifications: Be an accomplished scholar who is highly regarded by the legal academy or have a record of distinction as a judge, legal practitioner, or in government service; Have a strong record of effective, collaborative leadership at a distinguished law school, or the judiciary, legal practice, or government; Have successful experience as a Dean, Associate Dean, or Director of a Center or Institute, although these qualifications are regarded as desirable rather than essential; Have enthusiasm for the Law School s future and appreciation for its history; Have a vision for a student-centered learning environment; Have institutional and intellectual ambition, energy, integrity, and judgment; 4

Have strong leadership skills, including an effective personal style, and the ability to foster collegiality and engagement; Have experience in dealing effectively with diversity issues in relation to faculty, staff, and students; Have the ability to articulate the vision, goals, and values of the School of Law to internal and external constituents; Have the capacity to think strategically and to communicate persuasively; Have the ability to work effectively with senior leadership of the University; and Have the capacity for fiscal management and fund-raising.
