The district will ensure the opportunity for all students to become responsible learners, critical thinkers, and problem solvers as productive members of a democratic society. To maintain a positive, cohesive school community which encompasses the board, administration, staff members, students, parents or guardians, and all school volunteers. To establish and sustain a collaborative relationship with the community. To unify instruction within the Niles City Schools through the continuous development and use of curriculum guides in the best educational environment. This is a public meeting of the Niles City Board of Education for the purpose of conducting the school district s business. This is not to be considered a community meeting. Public Comments The Niles City Board of Education recognizes the value to school governance of public comment on educational issues and the importance of allowing members of the public to express themselves on school matters of community interest. Public participation shall be permitted in accordance with the following rules: 1. Public participation shall be permitted, as indicated, on agenda and non-agenda items. 2. Participants must be recognized by the presiding officer, and must preface their comments by an announcement of their name, address, and group affiliation, if appropriate. 3. Each statement made by a participant shall be limited to three (3) minutes duration. Public participation shall be limited to fifteen (15) minutes total per board meeting. 4. Copies of prepared written statements shall be given to the Board Members, Superintendent, and Treasurer. 12. Treasurer s Report A. It is recommended to the Board of Education that it accept and/or approve the following: 1. Financial Reports for September, 2017 (previously distributed): Fund Cash Report Check List (Summary/Detail) Interest Report Yearly Revenue and Expenditure Report by Month (SM-2) Cafeteria Fund Employee Benefits Statements Maintenance Fund Athletic Account Transportation Report 2. Approve the Five-Year Forecast (previously distributed) 3. Approve the Monthly Spending Plan (SM-2) (previously distributed) 4. Approve the Permanent Appropriations Resolution, $38,907,606.34 (previously distributed) 5. Donations: Page 2 of 5

Along with a donation of school supplies, a donation of $223.60 was given from the Artistry Hair Company in Niles, Ohio 13. Superintendent s Personnel Recommendations A. Resignations, Retirements, Leaves of Absence Classified 1. Approve Robin Infante s resignation, for retirement purposes, from her position as an Assistant Custodian at Niles McKinley High School, effective December 15, 2017. 2. Approve Gary Brian s resignation, from his position as a School Bus Driver, effective October 13, 2017. B. Employment of Personnel/Salary Adjustments Classified 1. Approve Patricia Fuda s request for November 7, 2017, as a day off without pay from her position as an Attendant/Educational Assistant at Niles McKinley High School. 2. Approve the revised TCESC Substitute Teacher List for the remainder of the 2017-2018 school year, as previously distributed. RESOLUTION TO EMPLOY A NON-LICENSED INDIVIDUAL FOR COACHING OR DIRECTING PUPIL-ACTIVITY PROGRAM WHEREAS, the Niles City Board of Education has posted supplemental positions as being available to employees of the district who hold educator licenses, and no such employee meeting all of the Board s qualifications has applied for, been offered, and accepted such positions, and WHEREAS, the Niles City Board of Education then advertised these positions as being available to licensed individuals not employed by this District, and no such person meeting all of the Board s qualifications has applied for, been offered, and accepted such position, THEREFORE BE IT RESOLVED, that the following non-licensed individual(s) be employed as indicated: 3. Approve the appointment of the following individuals in their respective activity and/or athletic supplemental positions, for the 2017-2018 school year, and grant each a One-Year Personal Service Contract, as per the NEA Master Contract: POSITION % NAME Basketball--7th Grade Girls 8 Harper, II, Michael Basketball--Assistant Varsity Boys 12 Spencer, Tyler Basketball--Assistant Varsity Boys 12 Shelton, Jason 14. a. Approve a "Kick Off to Senior Year" field trip for 11 th Grade Students to Chicago on May 24-26, 2018, for students attending Niles McKinley High School. b. Approve the Trumbull County Educational Service Center Contract Amount for 2018, as previously distributed. c. Accept and place on file bids received for snow removal services on an as needed basis for the 2017-2018 school year. It is further recommended that the bid be awarded to Summit Supply, as previously distributed. d. Approve the Separation Agreement between the Niles City School District and Gary Brian, as previously distributed. 15. Board Discussion of Current School Issues a. Work Session 1. Levy 16. Executive Session Each executive session discussion must be limited to the purpose or purposes stated below. It is unlawful to state only one purpose for an executive session, but to then discuss a second topic (although an executive session may be called for the purpose of discussing several topics). The appointment, employment, dismissal, discipline, promotion, demotion or compensation of an employee or the investigation of charges or complaints against an employee, official, licensee or student, unless the employee, official, licensee or student requests a public hearing. The purchase of property for public purposes or the sale of property at competitive bidding. Conferences with the board s attorney to discuss matters which are the subject of pending or imminent court action. Preparing for, conducting or reviewing negotiations or bargaining sessions with employees. Matters required to be kept confidential by federal law or rules or state statutes. Specialized details of security arrangements a. Under the provision of O.R.C. 121.22, the Niles City Board of Education will recess to Executive Session at P.M. to discuss: 1. The appointment, employment, dismissal, discipline, promotion, demotion or compensation of an employee or the investigation of charges or complaints against an employee, official, licensee or student, unless the employee, official, licensee or student requests a public hearing.
