FAUUSP Postdoctoral Degree Program FAUUSP CPq RULE of November 10, 2016 The FAUUSP Research Commission, in the exercise of the powers vested in it by an ordinary meeting held on September 30, 2016, hereby amends the wording of both articles and paragraphs of RULE # 5658, of September 23, 2010 (Official State Gazette of September 25, 2010), as follows: Article 1 The FAUUSP Postdoctoral Program enhances advanced research under the supervision of an experienced researcher that takes place at FAUUSP and is held by PhD bearers. The aim of the Program is to improve the University's level of scientific and technological excellence. Article 2 Program applicants are to bear a PhD title from any national or international institution, as awarded on the maximum of 7 years. 1. For participation in the Program, USP professors and employees must be relieved of their duties and it must take place in a Unit other than the Unit they are linked to. 2. Professors linked to the Visiting Professor Program may not simultaneously participate in the Postdoctoral Program. 3. Applicants must submit an updated Lattes Curriculum. 4. Exceptional cases shall be submitted to review by the Research Office's FAUUSP Research Commission. Article 3 The following conditions apply for approval to program participation: I. Funding by a postdoctoral or similar scholarship; II. Granting of remunerated leave from any Education and Research Institution or Company, or statement of temporary employment status; III. Granting of no scholarship at all at the FAUUSP Research Commission's discretion; 1. For the situation provided for in item II, upon approval, the postdoctoral student shall submit the Consent Form executed by the employer as per template in Annex I. 2. For the situation provided for in item III, an executed Postdoctoral Deed of Undertaking is required, as per template in Annex II. 1
Article 4 - For admission to the Program, applicants shall submit the Work Plan, including the Research Project, as approved by the Supervisor. I A Work Plan is the breakdown of every activity to be performed by the postdoctoral student, including rationale and implementation schedule. The Work Plan is recommended to include activities that contribute with undergraduate, graduate, and/or culture and extension programs. II A Research Project is the document drafted to explain and arrange the research proposal, including formulation of hypothesis, objective, rationale, methodology, and implementation schedule. The Research Project is required to be included in the Work Plan. 1. The Work Plan shall be approved by the FAUUSP Research Commission, based on the Department Council or similar department's opinion. 2. If applicant's scholarship has been approved, the Development Agency's expert opintion may be used for assessment purpose. All proposals without a scholarship shall be submitted to opinion of an area expert. 3. In the cases listed in items II and III of Article 3, final opinions shall be issued including, along with the expert opinion, the duration and weekly hours dedicated to the Program drafted by a rapporteur appointed by the FAUUSP Research Commission, which may request an appointment from the Department Council or similar department. 4. For the situations provided for in items II and III of Article 3, the Postdoctoral may be developed in a part-time basis, with a minimum of 20 weekly hours of dedication if approved by the FAUUSP Research Commission, which may request approval from the Department Council or similar department if deemed necessary. 5. The Research Project shall be submitted to appreciation of relevant Ethics Committee(s), where applicable. 6. The Research Project and the Work Plan may be drafted in Portuguese, English, or Spanish. Article 5 - The Supervisor shall be an active professor with FAUUSP, or Senior Professor, with registration valid throughout the Work Plan period, and shall be a Doctor. 1. The Supervisor shall have competence acknowledged in a working area suitable for the project. Article 6 - The Supervisor and the Postdoctoral student are now allowed to be married, partners, or direct or collateral relatives within the third degree. 2
Article 7 For Program completion, both a minimum course load of 960 hours and submittal of final report adhering to the Work Plan are required, as approved by both the Supervisor and the FAUUSP Research Commission, which shall request an opinion from the Department Council or similar department. 1. The final report shall be delivered no later than 60 days after final effective date. If the report is not delivered within the term above, the postdoctoral shall be terminated and the certificate will not be issued. 2. FAUUSP's CPq has the right to not provide a postdoctoral certificate if the report is deemed unsatisfactory. Article 8 Participation in the Postdoctoral Program does not entail employment or professional relationship between the University and the postdoctoral student, and the extension of rights and benefits granted to University servants is forbidden. Article 9 Throughout the Research Program, postdoctoral students regularly admitted and subscribed in the relevant system may participate in educational trainings for undergraduate courses, under supervision of a University professor. 1. Educational training for undergraduate courses entails postdoctoral students' work in: I practical classes, seminars, and exercise classes; II study group guidance and clinical case discussion; III running exams, tests, and papers; IV supervision of students' learning, mentoring or undergraduate guidance, and co-guidance in Course Completion Paper; V field activities and educational trips; VI drafting of educational material. 2. The course load of postdoctoral students' activities for undergraduate courses may not exceed eight (8) weekly hours, and the relevant rules of the funding entity of the postdoctoral scholarship shall be followed, if applicable. 3. Postdoctoral students that have taken an educational preparation course offered by this University shall have priority in the selection to participate in undergraduate course activities. 4. The educational preparation course entails several seminars relevant to university education or educational training course under responsibility of the Undergraduate Office. 5. Postdoctoral students are forbidden to run theory classes, even if supervised by the head professor and regardless of the subject class load. 3
Article 10 Post-doctorate students admitted under the terms of item I of Article 3 may only register to participate in educational trainings for undergraduate course activities if they prove that the scholarship funding entity's rules provide for performance of such activities. Article 11 Postdoctoral students admitted under the terms of item ii of Article 3 ma only register to participate in educational trainings for undergraduate course activities if they prove Research and Education Institution or Original Company's acceptance of performance of such activities. Article 12 Postdoctoral students participating of educational training for undergraduate course activities are entitled to a scholarship that may be sponsored by FAUUSP, if the funds are available, of identical value to the students participating in the Education Enhancement Program (PAE). 1. Postdoctoral students are not entitled to benefit from the scholarship mentioned in the main section of this Article along with any other additional scholarship or benefit paid by the Sao Paulo University. 2. Students receiving postdoctoral scholarships from funding entities may only receive scholarship for the activities performed in undergraduate courses if they prove this complies with the entity's rules. Article 13 If any scholarship is available, FAUUSP may publish a public notice governing the selection of postdoctoral students to participate in undergraduate course activities in the following term. 1. The public notice shall include detailed information on the selection method and number of scholarships available. 2. For voluntary participation, the postdoctoral student concerned may submit a proposal drafted along with the head professor of the subject to the Research Commission, at any given time, pending Supervisor's approval. Article 14 Throughout the Research Program, the postdoctoral student is entitled to use the library, collection and laboratories provided by the University to its professors, as per applicable rules, and to the USPnet network. Article 15 The activities shall be developed at FAUUSP, so the program may not be developed on a distance basis, except for temporary leaves for field work or 4
other activities related to the Research Project, duly reported in the Work Plan and approved by the departments mentioned in 1 of Article 4. 1. In the event of leaves not provided for in the main section, if approved by the FAUUSP Research Commission, program completion term shall be stopped during the legal term or term set out by the scholarship funding entity and, upon postdoctoral student's return, shall be reinstated by the entirety of the remaining period. 2. The Supervision may not be held on a distance basis; the Supervisor is expected to fully perform activities at FAUUSP throughout the postdoctoral. 3. In exceptional cases, the Supervisor may be allowed temporary leave, upon rationale. I If leave takes no more than 90 days, the Department Council or similar department and the FAUUSP Research Commission shall review the request. II If leave takes more than 90 days, the Research Office shall review the request and state if Professor is to be substituted. 4. If the Supervisor is precluded by any reason to keep supervising the postdoctoral student, they may appoint another Supervisor that complies with the requirements provided for in Article 5 and 6 and is approved by the FAUUSP Research Commission, which may request the Department Council or similar department's approval, if deemed necessary. Article 16 - The maximum term for postdoctoral completion is set out in the Work Plan, and may be extended for an additional twelve (12) months, if the rational is approved by the FAUUSP Research Commission. 1. The maximum effectiveness of a Work Plan is five (5) years. 2. The extension shall be requested up to 40 days before final effective date. 3. The minimum term is six (6) months. Article 17 After the FAUUSP Research Commission's final report approval, and if the minimum course load has been followed and approved by both the Supervisor and Research Commission, a developed activities certificate shall be issued including the course load performed in each activity. 1. For scholarship or volunteer postdoctoral students participating in educational training for undergraduate course activities, under Articles 9-13, the certificate referred to in the main section shall also include participation in such activities, while stating the relevant course load. 5
2. Undergraduate Commissions shall certify each postdoctoral student's participation in the educational training for undergraduate course activities, as well as the relevant course load. Article 18 Postdoctoral Program applicants shall execute the Declaration of Intellectual Property Rights Acknowledgement, Annex III, and submit it to the Sao Paulo University, due to the marks obtained in the Postdoctoral Program. Article 19 Cases not dealth with herein forwarded by the FAUUSP Research Commission shall be reviewed by the Research Office. Article 20 This Rule shall enter into force on the date of its publication, and all prior Rules are now revoked. 6
