Pre-Decisional/ Draft CMS Alliance to Modernize Healthcare (CAMH) Veterans Choice Act Section 201 Independent Assessments Site Visit Overview January 20, 2015
Veterans Access, Choice, & Accountability Act of 2014 Title II Section 201 2 The President signed Veterans Access, Choice, and Accountability Act of 2014 (VACAA) into law on August 7, 2014. (P.L. 113-146) VACAA provides new authorities, funding, and tools to help support and reform VA: Title I: Improvement of Access to Care from Non-Department of Veterans Affairs Providers Title II: Health Care Administrative Matters Section 201: Directs the Secretary to enter into one or more contracts with a private sector entity or entities for an independent assessment of the health care furnished in all VA medical facilities Section 201 directs that the independent assessment shall address 12 topics (see last slide for full list) In accordance with the law, VA hired MITRE CMS Alliance to Modernize Healthcare (CAMH) as the program integrator, and to help conduct 11 of the independent assessments (Assessments A- L, with the exclusion of Assessment D) Assessment D Access Standards was contracted to the Institute of Medicine (IOM) The final Integrated Assessment Report is due to the VA on September 1, 2015
3 Guiding Principles MITRE CAMH has established guiding principles for the independent assessments: Evidence-based Mindful of the unique needs of Veterans and their families Grounded in health care delivery science and reflective of industry best practices Delivered by teaming with private sector partners experienced in successful delivery of modern quality health care Feasible and Executable Assessed in terms of probable improvements in health outcomes, risk reduction, and effect on Veteran satisfaction
4 Independent Assessments The MITRE-CAMH Independent Assessment Team includes health care experts from McKinsey, RAND and Grant Thornton, and a Blue Ribbon Panel. The assessment begins with data discovery and includes VHA data collection, site visits, surveys, interviews, best practice research, etc. Site visits will touch facilities across the country (Jan through April end) Sites were selected using a stratified random sampling method to ensure an unbiased and objective selection process The criteria for site selection ensured a balanced representation of urban versus rural, facility size (# of adjusted admissions), and Acuity of Care provided (VHA Complexity levels) Performance metrics relevant to the assessments were also considered (SAIL data)
5 Site Visit and Report Protocol Assessment Teams will: Meet the requirements of the law with minimal disruption to the delivery of care to our Veterans Respect and follow all site visitation protocols Store all data securely Not collect PHI/PII data May share observations to validate facts Not share findings or recommendations until the final report is released Make no direct attributions to individuals in the assessment report without explicit permission from the individual to do so
