WHITEHALL-COPLAY SCHOOL DISTRICT Special School Board Meeting Minutes 5:15 p.m. December 5, 2017 1. CALL TO ORDER...... President Mr. Grim 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ATTENDANCE (ROLL CALL) The Special Board meeting for any other matters that may properly come before the board was called to order at 5:14 p.m. by the President, Mr. Grim. Present were: Mr. Eberhart, Mr. Fonzone, Mrs. Gaugler, Mrs. Koren, Mr. Leiner, Mr. Shields, Mr. Taschler and Mr. Williams. Also present were Dr. Hackett and Mr. Malay. Absent: Mr. Schifert and Attorney Sultanik 4. PUBLIC PARTICIPATION None 5. EXECUTIVE COMMITTEE MATTERS None 6. FINANCE COMMITTEE MATTERS A. Approve the Reimbursement Resolution: A resolution declaring the official intent of the Board of School Directors of the School District to reimburse the School District from the proceeds of debt for capital expenditures and costs of issuance temporarily funded from revenues or other sources for various capital projects, including but not limited to, the Middle School Roof Restoration, Repairs and Interior Alterations project and the Athletic Facilities Upgrades project. 6. FINANCE COMMITTEE MATTERS - continued B. Approve the GASB 45/75 Valuation Agreement: Approve the GASB 45/75 Valuation Agreement with Conrad Siegel Actuaries through the Pennsylvania Trust as per the attached agreement. (Attachment B) C. Approve Committed Fund Balance Resolution: Approve the attached Committed Fund Balance Resolution. (Attachment C ) Moved: Mr. Leiner; Seconded Mr. Williams, 7. EDUCATION/STUDENT ACTIVITIES COMMITTEE MATTERS A. Approve Field Trip Request: Jeffrey Jones, Boys Basketball coach, requests permission for the Boys Basketball team to travel and compete in the Loyalsock Basketball Tournament at the Loyalsock High School in Williamsport, PA on Friday, December 8 through Saturday, December 9, 2017. Overnight accommodations will be paid by the Booster Club. Cost to the district: 3 (three) school vans. Justin Boandl, High School Science teacher, requests permission for the High School Science Olympiad Team to travel and compete in Invitational Competition at the University of Pennsylvania in Philadelphia, PA on Saturday, February 17, 2018. Cost to the district: 1 (one) school bus. Justin Boandl, High School Science teacher, requests permission for the High School Science Olympiad Team to travel and compete in the Science Olympiad Competition at Juniata College in Huntington, PA on Saturday, April 28, 2018. Students would leave Friday, April 27, 2018 and return home after the competition on April 28, 2018. Cost to the district: 2 (two) substitute teachers for 1 day and 2 (two) passenger school vans. In the event both schools make the state level competition, a bus will be charted. Middle School teachers request permission for groups of 8 th grade students to travel to Philadelphia, PA to visit the National Constitution Center on May 3, May 4, or May 18, 2018. Cost to district: Transportation. 2 12/5/2017

7. EDUCATION/STUDENT ACTIVITIES COMMITTEE MATTERS - continued A. Approve Field Trip Request - continued: Mr. Hong requests permission for approximately 45 High School Chorale students to travel to the Holocaust Museum, Smithsonian Museum, the White House, Six Flags and a tour of the Capitol Building beginning Thursday, April 26, and returning on Sunday, April 29, 2018. Charter transportation will be used at no cost to the district. B. New Policies - Second Reading: The following policies have been submitted as a second reading by the Education/Student Activities Committee. 7. EDUCATION/STUDENT ACTIVITIES COMMITTEE MATTERS continued D. Annual Approval of Policy #918: Policy # 918 Title I Parent and Family Engagement and Gockley Elementary, Steckel Elementary and Zephyr Elementary Parent and Family Building policies have been reviewed by the Education/Student Activities Committee. Moved: Mrs. Gaugler; Seconded Mr. Taschler, 8. OPERATIONS/TRANSPORTATION COMMITTEE MATTERS A. Approve E-Rate Consulting Contract: Approve a contract with E-Rate Central to maximize the District s E- Rate reimbursement. (Attachment F) Moved: Mr. Taschler; Seconded Mrs. Gaugler, 9. ADMINISTRATIVE MATTERS A. Approve Resignation: Approve the following resignation: Melyssa Lentz, English Language Learner Paraeducator, District Wide, effective at the close of business November 14, 2017. (Resignation) B. Approve FMLA Leave: Approve FMLA leave for the following: Employee # 000425, secretary at the District Office, effective November 29, 2017 and not to exceed 12 weeks. 4 12/5/2017
