UNMU has decided to develop an E-learning Platform that will be used to foster learning, pertinent to the Nursing and Midwifery fraternity in a bid to grow professionalism in this field. UNMU is therefore seeking services of a qualified service provider to design and develop Below are the requirements/ key features for the desired product. 1.4 Objectives of the Assignment 1. To develop a fully functional, secure, user friendly web-based E-Learning Management System with capacity to enroll teachers (lecturers/facilitators), and students (Nurses and Midwives). 2. To train and mentor Uganda Nurses and Midwives Union key staff on appropriate use of the E-Learning Platform. 3. To design and document an operational manual or resource guide on use of the E- Learning Management System. 4. To provide System support for a minimum of one year after system deployment. 2.0 Scope of Services The ambition for the organisation is to construct a web-based E-Learning Management System that will be an online learning center for her over 10,000 members and also nonmembers. A functional E-Learning Management System, by the end of the 14 weeks after signing contract to develop the E-Learning Platform. 2.3 Desirable Attributes for the E-Learning Platform It should be web-based It should provide real time data Data should be entered in any location (even when outside office) It should have multi-level access/user rights and security controls to ensure data quality, confidentiality and ease of use It should have in-built data quality control checks (levels of data verification and approval prior to uploading on the system) It should also provide notifications for data awaiting approval. E.g. on system dashboard/homepage for admins, and some other users like lecturers. There should be designated staff to administrate the system It should have room to include new/upcoming courses. It should be able to notify signed-up members by email, about new courses (if they agreed to subscribe to such notifications) Able to generate reports, certificates Able to generate table, graphs, charts, e.t.c Able to allow uploading of video clips, audio clips, pictures etc 2.4 Provide technical guidance on conditions necessary for E-Learning Platform functionality Necessary budget to keep the E-Learning Platform functional on an annual basis. Required personnel and technical expertise Annual E-Learning Platform host fee and who or where data can be hosted Specifications of suitable host server Periodic Data Quality Assessments (DQAs) and/or audits to ensure good quality data E-Learning Platform management procedures 3.0 Timeframe The Assignment should be completed within a total of 9 14 weeks from the date of the signing of the contract between Uganda Nurses and Midwives Union and the Service Provider. Thereafter, after E-Learning Platform construction support will be offered for a minimum of one year. 4.0 Ownership Uganda Nurses and Midwives Union will discuss with the service provider on aspects relating to hosting of the E-Learning Management System. All tools, operation manuals and information products will belong to Uganda Nurses and Midwives Union including administrative rights. 5.0 Co-ordination of responsibilities during the E-Learning Platform design process The overall coordination of the E-Learning Platform construction process will be led by the ICT Officer of Uganda Nurses and Midwives Union. He will ensure that all the documents, data tools, and any other information from Uganda Nurses and Midwives Union needed for the assignment are availed to the service provider. The organisation will hire web-hosting services for hosting the E-Learning Platform. The service provider will be closely supervised by the ICT Officer working closely with the Project Officer to ensure that organisational interests are not compromised during the design process. The organisation will provide working space for the E-Learning Platform design team (service provider). Conversely, the service provider will be responsible for arranging their own logistics, including meetings, transport and accommodation if required. The service provider is ultimately responsible for construction and hand over of tested and functional E-Learning Platform at the agreed time, provide an accompanying user manual, training of key staff on use of the E- Learning Platform and providing of after-e-learning Platform design construction support for a period of not less than one year. 6.0 Qualifications and experience of the consultants (service provider) University degree in Computer Sciences or related technical field; Any Microsoft certifications in Access or SQL Server would be preferred. Experience in database design and management, Programming: PhP, SQL, C++/C#, Python, VBA, etc. Excellent understanding of web-based systems design, development and management Expertise in designing the structure of the database and write appropriate interfaces (e.g. Microsoft Excel, SQL, Access, MySQL) for data entry and ensure data quality and security. Expertise and experience of designing and applying robust and appropriate performance monitoring and results frameworks (including expertise in indicator and data collection tool design, testing and data collection and analysis) Proven ability to translate technical needs into database specifications and to develop a fully functional and user-friendly database application, including appropriate reports. Minimum of 4 years work experience in database design or database administration. Experience in generation of reports from the database Experience in use of, and training teams in use and management of computer systems 7.0 Supervision of the assignment The consultant will work closely with the ICT Officer and the Project Officer at Uganda Nurses and Midwives Union. 8.0 Payment The mode of payment shall be agreed in the contract with the selected consultant. a) Technical Proposal The Technical proposal should include but not limited to the following information: An elaborate demonstration of similar assignments undertaken in similar or even larger organisations. A linkage of such experience to the tasks specified in the ToR will be most desirable. A detailed description of the manner in which the consultant understands the assignment as stipulated in the ToR A detailed work plan for the assignment highlighting the tasks per assignment objective and the likely time and personnel likely to be engaged in the task. Tasks should not be lumped up) A detailed description of E-Learning Platform lay out (prototype) A detailed design process for E-Learning Platform and linkage to the stipulated types and probable time for the task Clear description of responsibilities of key technical members involved in the assignment Relevant signed curriculum vitae of all the professional members of the team (including that of the team leader). The consultant can have an edge by detailing out any other critical aspects for the E- Learning Platform that may not be captured in this ToR. Notice: Budgets a) Each consultant will be required to give explicit Budget notes for line items to show how quantities have been generated. b) All costs for proposal preparation and of negotiating a contract, including travel cannot be reimbursed as a direct cost of the assignment. c) The proposed items in the budget might not be conclusive and the consultant is free to propose other expenses she/he envisages and justify why and how they relate to the activity in his/her financial proposal. 9. Submitting Technical and Financial Proposals; Submit separate technical and financial proposals both in hard and soft copy on CD. Your offer must be valid for at least 60 days from the deadline of submission as Uganda Nurses and Midwives Union will seek to select the winning consultant within this period. Uganda Nurses and Midwives Union is not bound to accept or select the lowest bidder. A systematic competent process will be followed. The consultancy is expected to commence in June 2017.
