From the Desk of the Vice Chancellor Prof H Nandakumar Sarma Vice Chancellor, Manipur University As the Vice-Chancellor, I have the great pleasure to present the Annual Report for the academic year 2012-13 which comprises information of academic institutions, courses of studies, enrolment of students, faculty members, etc. I hope this report will receive your kind and thoughtful attention and I welcome any suggestion for the improvement of the University in future. On the academic front, the University has been conducting its teaching and research programmes smoothly and efficiently. Several national and international seminars, symposiums and conferences were also organised by the University and many guests visited the university from various parts of the country and abroad. To mention a few, delegates from Myanmar and Thailand visited the University for various academic tie-up. As per the MoU signed between Surinder Rajabhat University of Thailand and the Manipur University to promote language and culture, the university has started undertaking exchange programs, besides, the opening of the Thai language certificate course at MU, many Thai students have started pursuing PhD Courses in our University and many more research scholars have also expressed their willingness to come here for their PhD study. AA

In the recent visit of the Indian Ambassador to Myanmar in Manipur University an understanding has been reached to establish the relation between Universities in Myanmar and Manipur University specially in Management, Economics, Anthropology, History and other areas of interest. Manipur University has reserved two seats each in all the departments of Social Science and Humanities for the Students of Myanmar coming to MU for PG Studies. An exposure trip for two faculty members and fifteen students from Monywan Institute of Economics reached Manipur University in November, 2013 and stayed here for two weeks. A Kendra Vidyalaya (Central School) is going to be established in the university campus. It is expected that the classes may start from the next academic session. MHRD and the UGC have also approved the establishment of two community colleges in the University Campus in the traditional knowledge of medicinal plants and traditional dying. MHRD and UGC have approved and sanctioned the necessary faculty positions for the start of Department of Teachers Education. In games and sports aspect, the University is marching ahead with great strides. The university gym has already started functioning. The Dr Kamal Indoor Stadium is being renovated. A tennis court of International Standard has been completed. In the Academic and Research work, the university has been performing very well presenting their achievements in national and international conferences and has published research papers in journals of high impact factor. The students also made us proud by bringing many national awards and achievements in the field of research work, sports and cultural events and in the All India NSS and other talent hunt events. It is matter of pride to put on record that Prof W Vishwanath Singh, Department of Life Science has been appointed as the Chairman of the Regional International Union for Conservation of Nature - Species Survival Commission Wetland International (IUCN-SSC WI) Freshwater Fish specialist group for South Asian Region. Prof Arunkumar of Department of Earth Science has been elected as the Secretary General ( Scientific) of the Indian Science Congress. AB

The University has also been supported by national funding agencies. Over the years, different departments of the University have been identified under the SAP Programme of the UGC and many of the departments have also received grants for further development under the programmes such as FIST from DST and DBT. A number of students have been awarded UGC Junior Research Fellowship, UGC-SRF, UGC - Research Fellowship in science for meritorious students, UGC - Dr D S Kothari Post Doctoral Fellowship, Council for Scientific & Industrial Research ( CSIR ) and Indian Council of Social Science and Research (ICSSR). During the academic year 2012-13, 94 scholars were awarded Ph. D. degree and registered 30 PhD students. I, on behalf of the University and on my own behalf, take this opportunity to thank His Excellency the President of India and Visitor of the University, His Excellency the Governor of Manipur & Chief Rector of the University, Professor Dilip Madhukar Nachane, Chancellor of the University, the Members of the Court, Executive Council and Academic Council, the Ministry of Human Resources Development, the University Grants Commission, the Association of Indian Universities, the National Assessment & Accreditation Council, the All India Council for Technical Education, the National Council of Teachers Education, the Bar Council of India, the Medical Council of India, and various departments of the Government of India and Government of Manipur for their whole hearted cooperation and support. I also gratefully acknowledge the cooperation and assistance given by the various government funding agencies. I would like to record my deep appreciation and acknowledgement to all the teaching and non-teaching staff members and students for their sincere cooperation and contributions towards the achievement and progress of the University during the year 2012-13. The Manipur University is located at the historic place of Canchipur about 8 Km from the Imphal city on the western side of the Indo-Burma Road (NH No. 2, the erstwhile) The University campus is spread over an area of about 287 acres of land. The University that has existed as a Central University since October 13, 2005 by an Act, 2005 (No. 54 of 2005) of Parliament was earlier a State University which lasted from June 5, 1980 till it became a Central University. Prior to establishment of the Manipur University, there was a Post-Graduate Centre of JNU, New Delhi at Imphal which was the nucleus of the University. The JNU Centre of Postgraduate Studies, Imphal functioned for about 9 years from 1972 to 1981 with ten disciplines till it merged with Manipur University in April 1981. Objectives of the University: The primary objective of the University is: To disseminate and advance knowledge by providing instructional and research facilities in such branches of learning as it may deem fit; To make provisions for integrated courses in humanities, natural and physical sciences, social sciences, forestry and other allied disciplines in the educational programmes of the university; To take appropriate measures for promoting innovations in teachinglearning process, interdisciplinary studies and research; To educate and train manpower for the development of the state of Manipur and to pay special attention to the improvement of the social and economic conditions and welfare of the people of the state, their intellectual, academic and cultural development. INTRODUCTION Authorities of the University: The Court, the Executive Council, the Academic Council, the College Development Council, the Board of Studies, the Finance Committee and such other authorities as may be declared by the Statutes will be the authorities of the university. Court: The Court is the highest authority of the University. The Court met only once during the period under report. Executive Council: The Executive Council is the principal executive body of the university. The Executive Council shall hold a term of three years. The Executive Council met 2 (two) times during the period under report. Academic Council: The Academic Council shall be the principal academic body of the university and its function is to exercise general supervision over the academic policies of the university. The Academic Council shall hold office for a term of three years. The Council met only once during the period under report. Administrative Structure: His Excellency, the President of India is the Visitor of the University. His Excellency, the Governor of Manipur is the Chief Rector of the University. The Chancellor, the Vice-Chancellor, the Pro Vice-Chancellor, the Deans of Schools of Studies, the Registrar, the Finance Officer, the Controller of Examinations, the Librarian and such other officers declared by the statutes from time to time are the officers of the University. The Chancellor is the Chairman of the Court and the Vice-Chancellor is the Chairman of the Executive Council, 1

Academic Council and various other statutory bodies of the University. Prof. H.N.K. Sarma is the Vice-Chancellor of the University. The Vice-Chancellor is assisted by the following officials in transacting the normal Academic and Administrative works of the University: Academic: Dean, School of Humanities; Dean, School of Social Sciences; Dean, School of Life Sciences; Dean, School of Human and Environmental Science; Dean, School of Mathematical & Physical Sciences; Dean, School of Medical Sciences. Administration: Registrar; Finance Officer; Controller of Examinations; Director, College Development Council; Librarian; Dean, School of Students Welfare; University Engineer; Chief Consultant (Civil). The Registrar is the Secretary of the Court, Executive Council and Academic Council. The Registrar is assisted by Dy. Registrar, Assistant Registrars and other officers. COMMITTEES FOR THE ADVANCED STUDIES & RESEARCH There are six Committees for Advanced Studies and Research in all the School of Studies. The Committee for Advance Studies & Research recommends scholars for admission to the Ph.D. Programme. BOARD OF STUDIES: There are at present 13 (thirteen) Boards of Studies. They are: Postgraduate Board of Studies of the School of Humanities, Postgraduate Board of Studies of the School of Social Sciences, Postgraduate Board of Studies of the School of Life Science, Postgraduate Board of Studies of the School of Human & Environmental Science, Postgraduate Board of Studies of the School of Mathematical & Physical Sciences, Board of Studies of the Medical Sciences (Pre-clinical),, Board of Studies of the Medical Sciences (Para-clinical),, Board of Studies of Medical Sciences (clinical),, Undergraduate Board of Studies of the School of Humanities, Undergraduate Board of Studies of the School of Social Sciences, Undergraduate Board of Studies of the School of Life Science, Undergraduate Board of Studies of the School of Human & Environmental Sciences, Undergraduate Board of Studies of the School of Mathematical & Physical Sciences. FINANCE COMMITTEE: The Finance Committee recommends the Budget Estimate and Annual Accounts of the University before it is placed for consideration of the Executive Council and the Court. The Finance Committee met 3 (three) times during the period under report. 2

GENERAL ADMINISTRATION The Academic Section deals with all academic matters such as fixation of annual academic calendars, notification and issue of admission orders for all the academic courses, prescription of syllabi and regulations and academic awards to the students. Faculty Section: The Faculty Section deals with all service matters of the faculty members such as leave matters, leave travel, recruitment, deputation and participation in seminars, conferences, etc. The Section maintains the service records of the faculty. UGC Section: This Section deals with matters relating to the University Grants Commission particularly recommendation of research projects, maintenance of progress reports of the completed and ongoing research projects, circulation of University Grants Commission letters to the Schools and Departments, Principals of the affiliated colleges, etc. Over and above, this Section maintains statistics of the University and also deals with all other correspondences of the project funding agencies like Council for Scientific & Industrial Research, Department of Science and Technology, Indian Council of Agricultural Research, Indian Space Research Organization, etc. It conducts National Eligibility Test under sponsorship of University Grants Commission. Further, this is the only section dealing with the correspondence of research and exchange programme with foreign countries through the Association of Commonwealth Universities. Scholarship, Fellowship: The University has instituted a scholarship of Rs. 5,000/- per month in 17 faculty Departments for Ph.D. students. The scholarship is awarded to Ph.D. scholars. Besides this, the University also provides Free Studentship and Financial Assistance to the Postgraduate students through a merit cum means assessment process. A number of students have been awarded Junior Research Fellowships of the University Grants Commission, Council for Scientific & Industrial Research, Indian Council of Social Science Research, etc. A number of search scholars have also been awarded fellowships under various projects for pursuing research work. Examination Branch: The Examination Branch functions under the overall supervision of the Controller of Examinations. He is assisted by a Deputy Controller and Assistant Controllers of Examinations. The Examination Branch conducted 54 examinations during the year under report. College Development Council: The College Development Council plans and works for an integrated development of the Colleges in the state. There are 84 affiliated colleges. A detailed report of the College Development Council is given separately. Teaching Programme: There are 6 (six) Schools of Studies with full fledged Postgraduate teaching Departments under the Manipur University. The University has 584 faculty members in all the six Schools of Studies: School of Humanities 56, School of Social Sciences 70, School of Human & Environmental Science 24, School of Life Sciences 37, School of Mathematical & Physical Sciences 44 and School of Medical Sciences 353. Altogether 1176 students were admitted in the 27 Postgraduate Departments of the University during the year including 81 Research scholars but excluding final year students. The University has awarded Ph.D. degrees to 94 students during the period under report. 3

School of Humanities: There are 6 (six) Departments under the School of Humanities: (1) English, (2) Hindi, (3) Linguistics, (4) Manipuri, (5) Dance (Manipuri) and (6) Philosophy. Prof. P. Nabachandra Singh was the Dean of the School during the period under the report 01/03/2012. School of Social Sciences: The School has 9 (nine) Departments: (1) Adult Continuing Education and Extension, (2) Commerce, (3) Economics, (4) Education, (5) History, (6) Mass Communication, (7) Library and Information Science, (8) Manipur Institute of Management Studies and (9) Political Science. Prof Amar Yumnam was the Dean of the School till 28th February, 2013 and thereafter Prof. E. Bijoy Kumar Singh took over the charge of the Dean of the School of the School during the period under the report. School of Human & Environmental Sciences: The School has 4 (four) departments: (1) Anthropology, (2) Earth Sciences, (3) Geography and (4) Physical Education and Sports Sciences, Prof. W. Nabakumar Singh was the Dean of the School till 9th February, 2013. Thereafter Prof. N. Dev Singh took over the charge of the Dean of the School during the period under report. School of Life Sciences: The School has 3 (three) Departments: (1) Bio-chemistry, (2) Biotechnology and (3) Life Sciences. Prof. N. Irabanta Singh was the Dean of the School during the period under the report, 28/01/2012. School of Mathematical & Physical Sciences: The School has 5 (five) Departments: (1) Chemistry, (2) Computer Science, (3) Mathematics, (4) Physics and (5) Statistics. Prof. R. K. Gartia was the Dean of the School during the period under report. School of Medical Sciences: The School has 30 Departments with Postgraduate Courses in 21 subjects. Prof. T. Y. Babu Singh was the Dean of the School during the period under report. Other Academic Activities: Besides these faculty Departments, the following Centres / Departments are also functioning in the University to strengthen higher education in the State: Educational Multimedia Research Centre; Centre for Manipur Studies; Academic Staff College; University Museum; Computer Centre; Indira Gandhi National Open University Centre; Special Cell for the Welfare of Schedule Castes and Schedule Tribes; Centre for Myanmar Studies and University Employment and Information Bureau. In addition to the M A, M Sc, M Com, MBA, MCA and Ph D Programmes of the University, there is a Diploma Course in Human Rights. The Departments of Biotechnology and Physical Education & Sports Science have Integrated Courses of 5 years leading to Postgraduate Degree. Language Laboratory: The University has one Language Laboratory under the School of Humanities. The Laboratory has been helping 4

the students of Language Departments namely, English, Hindi, Linguistics and Manipuri. Students Facilities: The Dean of Students Welfare looks after the welfare of the student community of the University. He is assisted by the Wardens; Coordinator, National Service Scheme; an Assistant Director of Sports; a Chief Medical Officer; an Assistant Registrar and supporting staff. The Government of Manipur has also established a University Employment Information and Guidance Bureau in the University to guide the students. The University has a total of five hostels for students (three Men s Hostels and two Ladies Hostels). The students have also been extended transport facility by the University for commuting between the University and Imphal City. Three buses of the University have been plying to and fro to certain areas of the Greater Imphal extending transport facilities to the students, teachers and staff of the University. A detailed report of the Dean of Students Welfare on student activities, Sports, Culture, Health Centre, Employment Information and Guidance Bureau, Hostels, Special Cell etc. are given separately. Engineering and Estates: The Engineering and Estates Department is responsible for the maintenance of the University assets, construction of new structures, overall infrastructure development activities of the campus etc. This Department is led by a University Engineer. He is assisted by one Ret. Chief Engineer (Civil) as Chief Consultant, one Assistant Registrar (Estates), two Executive Engineers, three Assistant Engineers, one Architect (Consultant), other technical and supporting staff. Works Committee: The Engineering and Estates Department prepares preliminary estimates. The estimates are then placed before the Works Committee chaired by the Vice-Chancellor. Other members of the Committee include Chief Engineer; Senior Architect and Ret. Chief Engineer of PWD; Chief Consultant (Civil); Principal, Manipur Institute of Technology; Registrar; Finance Officer; University Engineer and representatives of user Departments of MU. After a proper scrutiny of the estimates, the Committee recommends the estimates to the Vice-Chancellor of the University for obtaining administrative and financial approval. After a careful scrutiny of the design, drawing and the detailed estimates which are normally based on adequate data, the Committee then recommends the works for implementation after acquiring technical sanction from the Chief Consultant. The University Engineers usually carry out scrutiny of tender documents, and also work out analysis of rates for arriving at reasonable rates for the works. The tender documents along with analysis of rates and other supporting documents are then placed before a Sub-committee comprising five members, which is chaired by the senior most Dean of the Schools of Studies. Other members of the Sub-committee include Chief Engineer, PWD; Chief Consultant; Finance Officer and University Engineer. The Sub-Committee after examining the tender documents analyses the rates carefully and its reasonability before presenting it to the Works Committee for approval. The Engineering Department prepares a work programme under the guidance of the Registrar after receiving requisitions and proposals for construction from various departments. The Proposed work programme is then placed before the Works Committee, af- 5

ter detailed deliberations and scrutiny, recommends the proposed work programme for approval of the Vice-Chancellor. Regarding contract agreement open notices inviting tenders (in PWD form) are normally issued for public purposes/conveniences after necessary financial and technical sanctions are obtained. Prior to calling such open tenders, screening of Contractors is carried out by inviting applications for enlistment/ empanelment of Contractors. The tenders are then scrutinized in the prescribed manner. After acceptance of the tender, an agreement in the appropriate PWD form is drawn with the agency in whose favour the tender has been accepted. The University Engineer is solely responsible for enforcement of various clauses of the contract agreement and those works are executed in the true spirit of the contract. At present, the staff of Engineering and Estates for execution of the proposed projects is considered adequate. In case the workload increases the University may take action to increase technical staff for smooth and expeditious implementation. Campus Facilities: A branch of the State Bank of India functions at the campus. There is also a Sub-Post Office on the campus. The Water Supply of the Public Health Engineering Department of the Government of Manipur takes care of the water supply of the University and also to the adjoining areas of the University campus. Besides, the University Canteen along other smaller Kiosks take care of the requirement of the University Community. Health Centre: The University Health Centre looks after the health care to all the students, scholars, University employees and residents on the campus and nearby surrounding. A total of 7726 (seven thousand seven hundred twenty six) patients attended the Health Centre during the period under period. University Guest House: The University has a Guest House. It has a total of 20 rooms including VIP rooms both on the 1st and 2nd floors. A total of 668 guests including 17 foreigners stayed at the Guest House during the period under report. The construction of another International Guest House is going on in full swing. Conclusion: The University has made all round progress despite certain difficulties faced by it. With the up-gradation of Manipur University to a full-fledge Central University, the university is able to reach further heights in all round infrastructures and academic development to become the best and highest temple of learning in the region. It is hoped that the Manipur University makes further progress in the field of research and teaching so as to cherish the dream of higher learning in the region. 6

SCHOOL OF HUMANITIES Report of the Dean, The school of Humanities has 6 (Six) departments viz, (1) Department of Dance (2) Department of English, (3) Department of Hindi, (4) Department of Linguistics, (5) Department of Philosophy, (6) Department of Foreign Language. There are 51 (fifty-one) faculty members under the School comprising 14(Fourteen) Professors, 8 (eight) Associate Professors, 1 reader, 13 Assistant Professors, 5 Guest Faculty and 10 Guest Lecturers. Altogether 19 (nineteen) research scholars were awarded PhD under this school: English-12, Hindi-2 and Manipuri 5. Besides engaging in normal academic activities, most of the teachers have been undertaking various research Projects. Many of the faculty members, apart from publishing research papers in reputed journals, attended a number of regional, national and international seminars, symposia, conferences and workshops. The progress of UGC-SAP(DRS-I) Project in the Department of Linguistics is quite encouraging. On the invitation of the Department of Linguistics, Prof Scott De Lancy of University of Oregon, USA visited Manipur University during the month of December, 2012 and delivered lecturers on the topic Tibeto-Burman Linguistics of South East Asia, during the period under report.
