ITEMS PASSED EFFECTIVE IMMEDIATELY LHSAA EXECUTIVE COMMITTEE (2017-2018 Under 4.4.4) Amend Article 3 Membership, by amending rules 3.6.1 and 3.6.2 of the 2017-2018 Constitution, to be worded as 3.6.1 Every school that was a member of the LHSAA the previous school year shall be required to complete, sign, and return submit an LHSAA Membership Renewal Form to the LHSAA office no later than September 15 of each school year. The link to the membership renewal form can be found on the LHSAA Member Site. Failure to timely comply with this rule shall result in the school being fined $100 and ruled ineligible for championship honors in all sports until the fine is paid and the renewal form is properly filed. 3.6.2 Membership dues for each school year are due September 15. Schools failing to pay membership dues by this date shall not be considered for championship honors in any branch of athletics until dues and a ten (10) percent penalty are paid. Dues can either be paid online or by check. Online payments can be accessed by visiting the LHSAA online payment site. ACT 476 of the Louisiana Legislature Regular Session of 2014 requires the LHSAA to provide for third party arbitration. Amend Article 4 Executive Committee, by amending rule 4.2 of the 2017-2018 Constitution, to be worded as 4.2 COMPOSITION METHOD OF RESTRICTIONS REPRESENTING NUMBER TERM SELECTION (Refer To) Louisiana High School Officials 1 2 year Appointed by the LHSOA N/A Association (LHSOA)

Amend Article 7 Business Meetings of the Association, by adding rule 7.4 and renumbering subsequent articles of the 2017-2018 Constitution, to be worded as 7.4.1 Any rule pertaining to eligibility shall be tabled for one year before it can be considered, unless this rule is suspended by a two-thirds vote. Amend Section 1 Eligibility, by amending rule 1.5.2 of the 2017-2018 By-Laws, to be worded as 1.5.2 Schools shall maintain an individual folder or electronic file on each student-athlete in a centrally located place in the school to be determined by the principal. Amend Section 1 Eligibility, by amending rule 1.22.6 of the 2017-2018 By-Laws, to be worded as 1.22.6 A hold-back student is a student who has successfully completed the academic and attendance requirements (as defined by the Louisiana State Department of Education) that have been established for 6 th, 7 th and/or 8 th grade students and who is held back in one or more of these grades prior to entering the 9 th grade. A student who successfully completes all requirements of the 8 th grade and who does not enroll in and attend a high school the next school year after completing the 8 th grade shall be classified as a hold-back student. When a hold-back student enters the 9 th grade for the first time, he/she shall be eligible to participate in interscholastic athletics in the LHSAA for only the next ensuing six consecutive semesters or terms of 90 days. Amend Section 4 Sports Seasons, by amending rule 4.1.6 of the 2017-2018 Bylaws, to be worded as 4.1.6 Subject to the approval of the school principals, coaches may teach the fundamental skills and techniques of the specific sport during the out-of-season period with a limited number of student athletes. Outside the sports seasons but during the school year, coaches are prohibited from providing coaching at any one time under one roof, facility, or campus to more than four (4) students in grades 7-12 of the school or school system for which they coach. This does not allow two coaches to coach eight (8) students from the same school; no matter how many coaches are present, no more than four (4) players per session from the same school may be involved in out-of-season drills and techniques during the school year. This not only applies to the specific sport(s) coached by the coach, but it applies to all levels and all genders, whether the coach is paid or volunteers.

Amend Section 4 Sports Seasons, by adding #7 to rule 4.2.9 of the 2017-2018 Bylaws, to be worded as 4.2.9 7. Participation in the US youth Soccer National or Regional League or a Soccer College Showcase tournament as sanctioned by the US Soccer and training sessions on non-school days to prepare for these events. Amend Section 6 Athletic Contests, by amending rule 6.10.8 of the 2017-2018 Bylaws, to be worded as 6.10.8 The member school that is sponsoring the jamboree in the sports of baseball, boys basketball and girls basketball, softball, and volleyball shall pay the LHSAA a $50, per team, non-refundable sanctioning fee before the event will be sanctioned. Amend Section 6 Athletic Contests, by amending rule 6.13.9 of the 2017-2018 Bylaws, to be worded as 6.13.9 Determining the Home Team: The home team for playoff games shall be determined as 1. Bi-District Round of Play A. In the sports of baseball, basketball, football, soccer, softball and volleyball in all classes/divisions, the higher seeded team shall be the home team. B. A bye shall be counted as a home game. 2. Regional Round of Play (Non-Select Football) / Quarterfinal Round of Play (Select Football) Amend Section 6 Athletic Contests, by amending rule 6.17.1 of the 2017-2018 Bylaws, to be worded as 6.17.1 The LHSAA and LHSCA shall sponsor only one all-star events per sport. This shall be sanctioned by the LHSAA and sponsored by the Louisiana High School Coaches Association, with representation from all classifications as specified by the LHSCA constitution. Amend Section 8 Contest Officiating, by amending rule 8.8.8 of the 2017-2018 Bylaws, to be worded as 8.8.8 Volleyball Officials Fees as adopted by the LHSAA schools in all classes: 1. Regular Season Best 3 of 5 - $45.00 per official 2. Playoffs Best 3 of 5 - $65.00 per official 3. In the event only one official is used the game shall count as played. 4. State Tournament Officials shall be paid $75 per official, per match

Amend Section 8 Contest Officiating, by amending rule 8.9.1 of the 2017-2018 Bylaws, to be worded as 8.9.1 (Rate for the 2017-18 school year is $0.535 per mile round trip or $1.15 per mile, one car, one way.) Exception: In the sport of football, regular season or playoffs, member schools shall pay two cars for officials travel expenses for each game the officials are contracted to officiate. Amend Section 12 Bowling, by amending rule 12.3.5 of the 2017-2018 Bylaws, to be worded as 12.3.5 The district principals/lhsaa designee shall develop a district schedule and shall designate the home school for each match. Amend Section 12 Bowling, by amending rule 12.4.4 of the 2017-2018 Bylaws, to be worded as 12.4.4 Bi-Regional Playoffs: TOURNAMENT AREA Lafayette Shreveport Baton Rouge New Orleans Amend Section 12 Bowling, by amending rule 12.6.3 of the 2017-2018 Bylaws, to be worded as 12.6.3 Girls qualifying from the co-ed boys division shall enter singles competition during the earliest round available. A co-ed team shall allocate a prorated portion of the eight (8) bowlers based upon team participation in the losing round. A bowler must qualify under the minimum two game rule. Failure to have any girl qualify under the two game rule on a losing team would have the losing team treated solely as a losing boys team. At singles competition all bowlers will bowl 4 games and total pins will determine Top 3 finishers for separate boys and girls.

Amend Section 12 Bowling, by amending rule 12.2.2 of the 2017-2018 Bylaws, to be worded as 12.2.2 A team shall be limited to twelve matches per regular season plus one invitational tournament. Ten (10) match team minimum per season. Amend Section 12 Bowling, by amending rule 12.3.1 of the 2017-2018 Bylaws, to be worded as 12.3.1 Schools shall play using the United States Bowling Congress Rules (ages 19 and under) unless a rule is specifically referenced in the LHSAA Bylaws or Competition Bulletin. Amend Section 12 Bowling, by amending rule 12.5.1 of the 2017-2018 Bylaws, to be worded as 12.5.1 The Executive Director shall appoint an individual to serve as the state tournaments director. who, with the Executive Director s approval, shall appoint the regional and biregional directors for all tournaments. Amend Section 12 Bowling, by amending rule 12.6.1 of the 2017-2018 Bylaws, to be worded as 12.6.1 All bowlers listed on a school State Tournament roster will advance in the singles competition as long as their team advances in the team competition. The Top 80 boys singles bowlers and the Top 48 girls singles bowlers will advance in the State Tournament singles competition. This is based upon the certified USBC season ending minimum 21 game average. Amend Section 12 Bowling, by amending rule 12.4.5 of the 2017-2018 Bylaws, to be worded as 12.4.5 A meeting with all head coaches will be conducted by the site director/ or LHSAA representative prior to the start of competition at the Bi-Regional, Regional and State Competitions.

Amend Section 12 Bowling, by amending rule 12.3.4 of the 2017-2018 Bylaws, to be worded as 12.3.4 Bowlers shall wear uniforms consisting of matching shirts and matching pants and traditional bowling shoes (designed specific to bowling). No tennis shoes. Amend Section 14 Football, by amending rule 14.4.3 of the 2017-2018 Bylaws, to be worded as 14.4.3 A non-football school shall be allowed to compete in sub-varsity football no more than two years or in varsity football no more than one year without being required to commit to a football school classification. Thereafter, the school shall be required to compete in football at the varsity level and be classified as a football school or discontinue competing in football at all levels of play for the next football season. Amend Section 14 Football, by amending rule 14.17.5 of the 2017-2018 Bylaws, to be worded as 14.17.5 If the LHSAA realizes financial loss after the following expenses have been paid, the loss shall be deducted on a pro-rata basis from the ten eighteen participating teams guarantees. Amend Section 17 Powerlifting, by amending rule 17.1 of the 2017-2018 Bylaws, to be worded as 17.1 IMPORTANT DATES Thursday, February 22, 2018 - Saturday, February 24, 2018 34th LHSPLA Regional Meets: North Calvary Baptist; South Pope John Paul II; West Beau Chene; East Woodlawn (B.R.); Central Pineville Bayou Ellender Memorial

Amend Section 17 Powerlifting, by amending rule 17.4.5 of the 2017-2018 Bylaws, to be worded as 17.4.5 Member schools shall be aligned for regional powerlifting competitions as North: Bienville, Bossier, Caddo, Caldwell, Claiborne, DeSoto, East Carroll, West Carroll, Franklin, Jackson, Lincoln, Madison, Morehouse, Ouachita, Red River, Richland, Tensas, Union, Webster, Winn. South: Jefferson, Lafourche, Orleans, Plaquemines, St. Bernard, St. Charles, St. James, St. John, St. Tammany, Terrebonne, Washington. East: West: Ascension, Assumption, East Baton Rouge, East Feliciana, Iberville, Livingston, St. Helena, St. Mary, Tangipahoa, West Baton Rouge, West Feliciana. Acadia, Allen, Beauregard, Calcasieu, Cameron, Evangeline, Iberia, Iberville, Jeff Davis, Lafayette, Pointe Coupee, St. Landry, St. Martin, Vermillion. Central: Avoyelles, Catahoula, Concordia, Grant, LaSalle, Natchitoches, Sabine, Rapides, Vernon. Bayou: Ascension, Assumption, Lafourche, Plaquemines, St. Charles, St. James, St. John, St. Mary s Terrebonne. Amend Section 18 Soccer, by creating new rule 18.8.2 and renumbering subsequent articles, of the 2017-2018 Bylaws, to be worded as 18.8.2 If the game receipts are not sufficient to pay for the expenses cited, the following payments shall be made and the visiting team shall retain the revenue that remains: 1. Payment of 5 percent gross ticket receipts to LHSAA before any other payments 2. Payment to contest officials Amend Section 20 Swimming, by amending rules 20.7.2 and 20.7.3 of the 2017-2018 Bylaws, to be worded as 20.7.2 Checks shall be payable to the LHSAA and mailed with the entry form invoice to the state meet director. Online payments shall be made by the deadline established in Rule 20.1, Important Dates. 20.7.3 Entries shall be postmarked no later than the deadline established in Rule 20.1, Important Dates, in this section and sent by certified mail to the state meet director. Entries shall not be accepted if postmarked after this date. Entries shall be created using the HY-TEK software and emailed no later than the deadline established in Rule 20.1, Important Dates, to the state meet director. Entries shall not be accepted if emailed after this date.

Amend Section 22 Indoor Track and Field, by amending rule 22.4.2 of the 2017-2018 Bylaws, to be worded as 22.4.2 Events: Running Events 55 60 Meter Dash 55 60 Meter Hurdles (39 Boys) 55 60 Meter Hurdles (33 Girls) 400 Meter Dash 800 Meter Run 1600 Meter Run 3200 Meter Run 4 x 200 Meter Relay 4 x 400 Meter Relay 4 x 800 Meter Relay Field Events Pole Vault Shot Put plastic High Jump Long Jump Triple Jump Amend Section 24 Volleyball, by amending rule 24.5 of the 2017-2018 Bylaws, to be worded as 24.5 REPORTING WEEKLY MATCH RESULTS ONLINE - Beginning with the first playing date of the season, the principal of every school, or his/her designee, shall report to the LHSAA via the LHSAA website www.lhsaa.org, the volleyball match results to include the date, opponent, opponent s division, and the result of the match including tournaments. The results shall be checked on the dates cited in Rule 24.1, Important Dates, in this section. Failure of any school to submit the match results or incorrectly report match results shall result in the school being fined $100. Confirmations and/or disputes of match results shall be submitted online by 4:00 p.m. on the designated dates listed in Rule 24.1, Important Dates, of this section or the results shall stand as posted. Amend Section 25 Wrestling, by amending rule 25.6.3 of the 2017-2018 Bylaws, to be worded as 25.6.3 No wrestler may wrestle below his/her eligible wrestling weight class as listed on the Track Wrestling site and the weigh-in sheet for each event. minimum weight class at any time during the season, including the state tournament. A wrestler who wrestles in an interscholastic match below his/her minimum weight shall be ineligible for the remainder of the season, including the state tournament.

Amend Section 25 Wrestling, by amending rule 25.6.5 of the 2017-2018 Bylaws, to be worded as 25.6.5 A wrestler may wrestle one weight class above his/her minimum weight. A wrestler who wrestles two or more weight classes above his/her minimum weight must adhere to Rule 25.6.4 before he/she may wrestle at their established minimum weight. Example #1: A wrestler s established minimum weight is 138 lbs. He/she weighs in for a meet at 134.5 lbs. The wrestler may wrestle in the 138 lb. or 145 lb. weight class. Example #2: A wrestler s established minimum weight is 138 lbs. He/she weighs in for a meet at 143.8 lbs. The wrestler may wrestle in the 145 lb. or 152 lb. weight class. The wrestler shall not wrestle at his/her minimum weight until he/she loses the weight not to exceed 1.5 percent a week. A wrestler may wrestle one weight class above his/her ACTUAL weight. A wrestler who wrestles two or more weight classes above his/her actual weight has to re-establish his/her new weight loss descent plan based on higher weight class wrestled. Example: If a wrestler s actual weight is 160.0 and he/she wrestles at the 182 lb weight class, then the wrestler must re-establish his new descent rate from 182. The weight shall be adjusted by the testing coordinator. Amend Section 25 Wrestling, by amending rule 25.7.7 of the 2017-2018 Bylaws, to be worded as 25.7.7 The state tournament s official seeding meeting (Divisions I, II, and III) shall be the Monday night prior to the state tournament. The LHSAA shall be notified of any substitutions no later than 4:00 p.m. at the LHSAA office the day of the seeding meeting, or no later than 6:30 p.m. at the seeding meeting. After 12:00am the Saturday before the seeding meeting, substitutions SHALL ONLY be allowed for reasons approved by the Tournament Director and individuals already on the roster SHALL NOT be moved. To SUBSTITUTE (not add) a wrestler at a weight class, there must be a wrestler already designated for that weight class. There will be NO further substitutions after 7pm on Thursday before the beginning of competition. Substitutions shall not be allowed for any reason after 6:30 p.m. the day of the seeding meeting.
