Ministry of National Education CONCEPT NOTE Technical workshop on the appropriation and planning of activities of the project empowering adolescent girls and young women through education in Mali (Project KOICA/Mali) Organized by the Ministry of Education of Mali, and the UNESCO, UNFPA and UN Women offices in Bamako Hotel Salam, Bamako, Mali 28 30 November 2016

1. Context The Ministry of National Education of Mali and its technical and financial partners active in the education sector all give priority to issues of education, health and well-being of adolescent girls and young women. The "Interim Program for the Recovery of the Education and Vocational Training Sector", which is currently pending the development of the Ten-Year Program for the Development of Education (PRODEC II, 2017-2027), clearly indicates that the strategy Of the Government expressed in the Education Policy Letter for the implementation of the Education Sector Investment Program (PISE) prioritizes among other activities: (i) girls' education and gender; And (ii) the professional integration of out-of-school and illiterate adults aged 16-45, including adolescent girls and young women. As for the Government Action Program (PAG), which supports the priorities of the President of the Republic through the restoration of the integrity of the territory and the security of property and persons, the reconciliation of Malians and the consolidation of Social cohesion, the reorganization of public institutions and the deepening of democracy, the promotion of women and young people and the construction of an emerging economy, it is based on a set of guiding principles, including "the promotion of equality Opportunities, through public health and education policies that, by correcting inequalities, offer everyone the opportunity to realize their potential through work ". In addition, on the 17th and 18th of December 2015, the Government of Mali and the Technical and Financial Partners held a technical session on the new strategy paper for growth and poverty reduction in Mali, called the Strategic Framework for Economic Recovery and Sustainable Development of Mali (CREED) for the years 2016-2018. It should be noted that this strategic framework places an emphasis on addressing education issues, particularly for the poor and the vulnerable, and the role of women's leadership in the implementation of the 2030 Agenda for Sustainable Development through the promotion of gender equality and the empowerment of women for inclusive, sustained and sustainable growth. Finally, the United Nations Integrated Framework for Development Assistance in Mali (UNDAF-Mali 2015-2019), result of cooperation between Mali and the United Nations System, places an important emphasis on basic social services. Increased access and equity remain major concerns, particularly with regard to education and health, with a priority for girls, women and children. This means that Mali, with the constant support of its technical and financial partners, makes education, health and well-being of adolescents and young women a national priority in its policies, programs and national plans not only for the education and vocational training sector, but also for the health and hygiene sector. 2

The project "Empowering adolescent girls and young women through education in Mali", which is an integral part of the UNESCO-UNFPA-UN Women's Global Joint Program, funded by the Republic of Korea through its International Cooperation Agency (KOICA), will support the achievement of the objectives set by the Government of Mali for improving the quality of education, health and living conditions of adolescents and young women. In its implementation, it will address four main objectives: i) Improved the quality of basic education ii) Improved SRH and WASH iii) Increased policy makers and community awareness on gender and education iv) Strengthened data and knowledge management This joint project, thus contributes to the achievement of several Sustainable Development Goals, namely SDG 4: Quality Education, 5: Gender Equality, 6: Clean Water and Sanitation for Sustainable Development All 10: Reduced inequalities and 17: Partnerships for achieving objectives. It is within the framework of the implementation of this project and in order to achieve its objectives that the first technical workshop of the project "Empowering adolescent girls and Young women through education in Mali will take place on 28, 29 and 30 November 2016 in Bamako. This technical workshop will bring together some fifty participants, including various actors and national partners involved in the project, as well as experts from UNESCO, UNFPA and UN Women. 2. Objectives and Expected results a. Objectives : Have a common and detailed understanding of the project by all actors and partners Develop the annual work plan for the project Exchange on all technical aspects of the implementation of the project Define together the constitution and operation of the technical and pilot committees of the project. b. Expected Results : On one hand, at the end of this workshop, the different actors and partners must have appropriated the joint project by having a common and detailed understanding of all its 3

technical aspects, on the other hand the annual planning of the project activities for 2017 will be developed together. Each year, at the same time, it is expected that the different actors and partners of the project will meet to review/evaluate the implementation of the activities of the current year and to plan the activities of the year next. 3. Timeframe and venue of the workshop The workshop will take place from Monday 28 November to Wednesday 30 November 2016 at Hotel Azalaï Salam in Bamako. It is organized jointly by the Ministry of National Education of Mali and the UNESCO, UNFPA and UN Women offices in Bamako. 4. Profile of participants Teams from the five ministries involved (i) National Education, (ii) Employment and Vocational Training, (iii) Public Health and Hygiene, (iv) Promotion of Women, Children, and Family, (v). Youth and Citizenship Building, each composed of 5 managers and technicians, constitute the core team of this workshop. This core team is strengthened and supported throughout the workshop by a general facilitator as well as UNESCO (IICBA, UIL, BREDA, and the Bamako Office), UNFPA and UN- Women, as well as experts from the Malian National Commission for UNESCO. 5. 6. Methodology of the workshop The various sessions on the agenda were prepared in such a way that participants could: i) appropriate the joint project; ii) develop the 2017 workplan of the project. In order to optimize the interaction between the participants and facilitate fruitful exchanges during the work, the working method is as follows: Plenary presentations: Working groups will present the results of their work during the planning process in plenary sessions. Discussions and exchanges will follow the presentations to take into account the relevant observations and proposals and suggestions for improvement and enrichment of the annual planning.
