CKPSB Regular Mtg. - 2 - Motion # MOTION TO APPROVE THE NEW HIRES AND RESIGNATION AS FOLLOWS: New Hires: Kyle Blommers and Douglas Littlewood as Cadets, Level 4, effective April 22, 2014 Resignation: Administrative Clerk Carmen Smith effective June 21, 2014. #1472 4.2 Special Projects 2013 Annual Report S/Sgt. Barry Childs presented the report dated March 26, 2014 to the Board. Over the past 4 years S/Sgt. Childs has been the Project Manager and operational leader in the implementation of the Blackberry Project. He led this project while also managing his Patrol Platoon and has donated hundreds of hours of his own time to the Project. With the Lean Six Sigma re-engineering project in Records and the potential for an electronic brief Business Case coupled with Voice-to-Text technology, Barry was seconded to the Administrative Support Branch in early 2013 to work full-time on finishing the Blackberry implementation project and building the e-brief Project into a reality. His efforts resulted in the Ministry of the Attorney General selecting Chatham-Kent as one of two pilot sites in Ontario (the other being Toronto) to pilot an e-brief system for the Crown Attorney s Office for the entire Province of Ontario. CKPSB Regular Mtg. - 3 - Motion # 5. Reports from Deputy Chief: 5.1 2013 Annual Reports Operational Support Branch a) Chatham-Kent Police Youth Services Cst. Bryon Martin advised that he has been involved with the CK Police Youth Services Group for seven years. His office is located at the Chatham Kent Children Services. He works in the same office as Cst. Jennifer Jacobson who takes care of Child Abuse. He has access to Mental Health and all the other services. ` The Youth Criminal Justice Act (YCJA) is the federal legislation for young people between the ages of 12 and 17, who come into conflict with the law in Canada. Prevention, rehabilitation and accountability are central to the Act and require a justice system that recognizes that young people lack the maturity of adults, including those young people who commit a crime. In Canada, separate justice systems exist for youth (12 to 17) and adults (18 years and older) accused of crime. Since the YCJA came into existence, the CKPS have seen a decrease in the numbers of young persons becoming involved in the criminal court system. The number of referrals to our community partners can be attributed to the officer s knowledge and acceptance of the available programs. Jennifer Jacobson advised that the Child Abuse Investigation Team investigates incidents of alleged physical and/or sexual abuse, where the victim is under the age of 16. A team of one officer and one Child Protection Worker is based out of the Chatham-Kent Children s Services facilities. The team is part of the Investigative Support Section of the Criminal Investigation Branch. In 2012 there were 86 incidents which involved Sexual and Physical Child abuse investigated and in 2013 the total investigations were 88, however the number of arrests and charges were slightly lower than in 2012.

Brian Biskey presented the Board with an overview of the Records Management Section and also provided information re: Collision Reporting Centre, Electronic Fingerprinting, Restructuring of Records Management, Firearms, Fleet, Building and Logistics, Quarter Master/Exhibit Coordinator, I.T. Services and Property Coordinator. MOTION TO RECEIVE THE REPORT DATED APRIL 8, 2014. #1477 5.3 LiveScan Technology Acquisition RTID Project Cst. Jason Chickowski was present to provide the Board with information regarding this Technology Acquisition. The recommendation is to purchase two Livescan Cabinet systems including all the required equipment, software and licenses to submit Criminal fingerprints for background checks to the Criminal Records National database for processing, purchase one Livescan Applicant Processing system including all required equipment, software and licenses to submit fingerprints for background check processing by the RCMP, purchase additional warranty coverage for years 2, 3 and 4 and that the CKPS lifecycle the appropriate equipment for replacement after four years. The cost of the acquisition will come from a specific Reserve Account within which an amount was specially saved for this project late 2009. Order in Council reappointing Mrs. Diane Daly as a member of the Chatham Kent Police Services Board for a further period of three years, effective April 6, 2014 Moved by Councillor Stirling and seconded by Mrs Daly, MOTION TO RECEIVE. #1485 14 Non-Agenda Items 14.1 Alcohol Sale Convenience Stores The Mayor he would like this issue tabled to the next meeting for more in depth discussion by the Board. We have been hearing about alcohol being sold in convenience stores across Ontario. He said that he is raising this issue because we talk about having safe roads and he said that convenience is nice however, it also raises other safety elements. He said that he would like to think about the issue for a month because he is concerned about the whole issue of security, i.e. the individual working in the convenience store where a robbery may occur. He said that he would like to table the issue of Safe Retailing of Alcohol Police Services motion in order that our Board has an opportunity to have a discussion on the issue. The Chief suggested that he would check with the OAPSB to see if they have a position on this issue, and if there is a resolution for discussion on this issue during the upcoming conference. He said that what he has seen from the OACP and other community interest groups, is that they want to see the sale of beer and alcohol remain the same in Ontario. From the policing perspective obviously anything that encourages the consumption of alcohol is always a safety concern. MOTION TO TABLE THIS ISSUE TO THE MAY MEETING OF THE BOARD. #1486
