Sectin 1: Intrductin 1.1 Purpse f this dcument This dcument has been develped by Lifelng Learning UK as a guide t new qualificatins in Learning and Develpment fr the Qualificatins and Credit Framewrk (QCF). The new qualificatins are as fllws: Level 3 Award in Understanding the Principles and Practices f Learning and Develpment Level 3 Award in Facilitating Learning and Develpment Level 3 Certificate in Learning and Develpment Level 4 Award in Learning and Develpment Level 4 Diplma in Learning and Develpment These will supersede the fllwing qualificatins in the Natinal Qualificatins Framewrk (NQF): Level 3 NVQ in Learning and Develpment Level 3 NVQ in Direct Training and Supprt Level 4 NVQ in Learning and Develpment Level 4 NVQ in Management f Learning and Develpment Prvisin Level 4 NVQ in C-rdinatin f Learning and Develpment Prvisin There are n plans by LSIS t replace the Level 5 NVQ in Learning and Develpment. Awarding Organisatins may wish t develp qualificatins at this level r based n the new QCF units r Natinal Occupatinal Standards in Learning and Develpment. When the qualificatins have been accredited by at least ne awarding rganisatin in the QCF the units will be available n The Register http://register.fqual.gv.uk/ 1.3 Backgrund The new qualificatins fr Learning and Develpment were develped fllwing a nine-mnth review f the Learning and Develpment Natinal Occupatinal Standards (NOS) by Lifelng Learning UK. This was an extensive exercise that invlved ver 500 individual practitiners, managers and rganisatins frm the sectr and cnsultatins with the relevant Awarding Organisatins (AOs), Sectr Skills Cuncils (SSCs), regulatrs and ther key stakehlders acrss the UK. In parallel with the NOS cnsultatin, Lifelng Learning UK als cnsulted n the future types f qualificatins which the learning and develpment cmmunity required based n the new NOS. Research reprts cvering this phase f review and cnsultatin are available n request frm LSIS. Further interviews were carried ut with sectr stakehlders in the summer f 2010. As a result f this cmbined research and develpment, units and rules f cmbinatin were prepared fr cnsultatin. Lifelng Learning UK ran an n-line cnsultatin in September 2010 and received respnses frm nearly 200 rganisatins and individuals. Wrkshps were then held with the relevant AOs, SSCs and Learning and Develpment experts frm the industry t refine the prpsals. 1.4 The Learning and Develpment cycle The NOS n which the new qualificatins are based reflect the well-established Learning and Develpment Cycle as shwn belw. 4

Research and Analyse Learning and Develpment Needs Evaluate and Imprve Learning and Develpment Learning and Develpment Cycle Plan and Prepare Learning and Develpment Facilitate and Assess Learner Achievement Each f the new qualificatins cntains a unit cvering knwledge and understanding f the Learning and Develpment Cycle, its phases and their imprtance. In additin, the new Level 3 Award in Facilitating Learning and Develpment, the Level 3 Certificate and the Level 4 Diplma in Learning and Develpment all require the practitiner t demnstrate in practice that they can implement ne r mre phases f the Cycle when wrking with learners. 1.5 A nte n qualificatins fr assessment and the quality assurance f assessment New QCF qualificatins fr assessment and the quality assurance f assessment were develped by Lifelng Learning UK in March 2010 and are nw available thrugh a range f AOs. The Level 3 Awards and the Level 3 Certificate in Assessment are integrated with the Level 3 Certificate and Level 4 Diplma in Learning and Develpment. The latter include their units within the ptinal grups. Any practitiner wh achieves ne r mre f the level 3 assessment 5

qualificatins will have sme credit twards the Level 3 Certificate and Level 4 Diplma in Learning and Develpment. Any practitiner wh achieves the apprpriate ptinal units in the Level 3 Certificate r Level 4 Diplma in Learning and Develpment shuld be deemed cmpetent t assess in the relevant cntext. The same arrangements exist fr Internal Quality Assurance f Assessment. Any practitiner wh achieves the apprpriate ptinal units in the Level 4 Diplma in Learning and Develpment shuld be deemed cmpetent t internally assure assessment. Hwever, it is imprtant t nte that the units cvering assessment and quality assurance have specific Evidence Requirements which must be adhered t when delivering the new Learning and Develpment qualificatins. These are prvided in Annex 2 f this Guidance. 1.6 Hw the new qualificatins relate t each ther Each qualificatin has a clse relatinship with the ther qualificatins in the Learning and Develpment suite. At level 3 the smaller qualificatins fully nest within the larger nes. Quite a number f units that appear in the Level 3 Award in Facilitating Learning and Develpment and the Level 3 Certificate als ccur in the Level 4 Diplma. This principle has been fllwed in rder t assist credit accumulatin, transfer and prgressin, bth hrizntally (int larger qualificatins at the same level) and vertically (up the QCF levels). The diagram belw illustrates these relatinships. The arrws indicate the prgressin pssibilities. Level 4 Diplma in Learning and Develpment (45 credits) Level 4 Award in Learning and Develpment (6 credits) Level 3 Certificate in Learning and Develpment (30 credits) Level 3 Award in Facilitating Learning and Develpment (12 credits) Level 3 Award in Understanding the Principles and Practices f Learning and Develpment (6 credits) 6

In terms f prgressin, an individual culd achieve the Level 3 Award in Understanding the Principles and Practices f Learning and Develpment. This is a six (6) credit qualificatin cnsisting f ne (1) unit nly. The unit fcuses n knwledge and understanding f the whle Learning and Develpment cycle and ther key principles. This unit, in turn, is nested inside the Level 3 Award in Facilitating Learning and Develpment. This is a 12 credit qualificatin that requires the same knwledge and understanding unit and the achievement f a further six (6) credits which cver facilitating learner develpment in ne f tw cntexts (wrking with grups f learners r with individual learners). This qualificatin, in turn, is nested inside the Level 3 Certificate in Learning and Develpment. This is a 30 credit qualificatin which requires the practitiner t demnstrate their cmpetence acrss several elements f the learning and develpment cycle. Thus, any practitiner achieving the Level 3 Award in Facilitating Learning and Develpment nly requires a further 18 credits t achieve the full certificate. This arrangement is intended t enable any practitiner t prgress hrizntally at Level 3 by accumulating credits and gaining certified recgnitin f their learning and skills at apprpriate pints. Since many f the units that frm the Level 3 Certificate are als in the Level 4 Diplma, mst practitiners achieving the Level 3 Certificate will already have significant credits within the Level 4 Diplma. This arrangement is intended t enable vertical prgressin t the next level. 7

Sectin 2: Level 3 Qualificatins Overview and Rules f Cmbinatin 2.1 Level 3 Award in Understanding the Principles and Practices f Learning and Develpment Overview and target grup The Level 3 Award in Understanding the Principles and Practices f Learning and Develpment is intended t prvide an intrductin t the learning and develpment sectr. It cnsists f ne six (6) credit unit and des nt require evidence f any practice. Target grups fr this qualificatin include: peple wh wish t get a grunding in learning and develpment because they want t becme practitiners in the future, but currently have n pprtunity t practise peple wh manage learning and develpment practitiners but d nt practise themselves; they may wish t get a better understanding f the sectr and its principles peple wrking in ther sectrs with an interest in learning and develpment wh wish t Purpse enhance their knwledge and understanding f the sectr thrugh cntinuus prfessinal develpment. Its purpse in the QCF is Prepare fr emplyment in a specific ccupatinal area (C2). Rules f cmbinatin T be awarded this qualificatin the practitiner must achieve ne six (6) credit mandatry unit. 2.2 Level 3 Award in Facilitating Learning and Develpment Overview and target grup The Level 3 Award in Facilitating Learning and Develpment requires the achievement f twelve (12) credits, made up f tw (2) units. The practitiner must have bth the knwledge and understanding f learning and develpment, and evidence that they can apply this knwledge and understanding by wrking in ne f tw cntexts either with grups f learners r with individual learners. Target grups fr this qualificatin include: peple wh are entering the field f learning and develpment practice and need t demnstrate a minimum threshld level f cmpetence t facilitate learning and develpment f limited scpe peple wh have learning and develpment practice as a small part f their verall jb respnsibilities fr example as experienced wrkers r team leaders wrking with new staff r trainees r as wrkplace caches/mentrs wrking with apprentices wrk-based assessrs wh facilitate the develpment f as well as assess peple and wish Purpse t supplement their assessment qualificatin. Its purpse in the QCF is Cnfirm cmpetence in an ccupatinal rle t the standards required (D1). Rules f cmbinatin T be awarded this qualificatin the practitiner must achieve a ttal f 12 credits, six (6) credits frm the mandatry grup and six (6) credits frm Optinal Grup A r B. Qualificatin Title: Level 3 Award in Facilitating Learning and Develpment Credit Value 12 Minimum credit t be achieved at, r abve, the level f the qualificatin Grup A (mandatry) Unit Title Level Credit GLH Understand the principles and practices f learning and develpment Grup B (ptinal) 12 3 6 25 Facilitate learning and develpment in grups 3 6 25 Grup C (ptinal) Facilitate learning and develpment fr individuals 3 6 25 9

2.3 Level 3 Certificate in Learning and Develpment Overview and target grup The Level 3 Certificate in Learning and Develpment requires the achievement f a minimum f 30 credits. In additin t the units that make up the Level 3 Award in Facilitating Learning and Develpment, practitiners must achieve a unit in cntinuing prfessinal develpment. T achieve the full Level 3 Certificate they must select a further twelve (12) credits frm a range f ptinal units which include, fr example, learning needs analysis, wrking with bth grups and individuals, planning learning and develpment sessins and resurces, assessing learners, prviding infrmatin and advice t learners and emplyers, supprting learners thrugh the learning and develpment prcess and engaging with emplyers. Target grups fr this qualificatin include: learning and develpment practitiners wh cver several phases f the learning and develpment cycle in their wrk (at level 3), prbably as a majr part f their wrk rle; and peple wh have achieved ne f the Level 3 Awards and wish t develp their practice further. Purpse Its purpse in the QCF is Cnfirm cmpetence in an ccupatinal rle t the standards required (D1). Rules f Cmbinatin T be awarded this qualificatin the practitiner must achieve a ttal f 30 credits. Twelve (12) credits are taken frm Grup A (mandatry) made up frm tw (2) units. A further six (6) credits are taken frm Grup B (Optinal) - ne unit frm subgrup B1 r B2 must be chsen. The remaining 12 credits are taken frm Grup B and Grup C. Six (6) credits must be taken frm any f the subgrups C1, C2 r C3. If C1 is taken bth units are mandatry in this subgrup. If C2 is chsen bth units are mandatry in this subgrup. If C3 is chsen at least ne unit must be taken in this subgrup. 10

Sectin 3: Level 4 Qualificatins Overview and Rules f Cmbinatin 3.1 Level 4 Award in Learning and Develpment Overview and target grup The Level 4 Award in Learning and Develpment requires the achievement f a minimum f twelve (12) credits. The qualificatin includes a six (6) credit mandatry knwledge unit n the principles, theries and practices f learning and develpment and a range f ther practice-based units. Target grups fr this qualificatin include: peple wh wish t get a grunding in Learning and Develpment at a higher level as they wish t becme advanced practitiners in the future, but currently have n pprtunity t practise at this level peple wh wish t demnstrate a minimum threshld level f cmpetence in advanced practice r peratinal management f Learning and Develpment prvisin; and peple wh wish t demnstrate cntinuing prfessinal develpment at this level in either Learning and Develpment r the management f Learning and Develpment prvisin. Purpse Its purpse in the QCF is Prepare fr emplyment in a specific ccupatinal area (C2). 12

Rules f cmbinatin T be awarded this qualificatin the practitiner must achieve a minimum f twelve (12) credits, six (6) credits frm Grup A (mandatry) and six (6) credits frm Grup B (ptinal). 3.2 Level 4 Diplma in Learning and Develpment Overview and target grup The Level 4 Diplma in Learning and Develpment requires the achievement f a minimum f 45 credits. The structure prvides tw rutes: ne fr the advanced learning and develpment practitiner and the ther fr peple invlved in managing learning and develpment prvisin. Target grups fr this qualificatin include: practitiners with relatively cmplex skills and significant autnmy wh wrk acrss several, if nt all, phases f the Learning and Develpment cycle peple wh manage Learning and Develpment prvisin at the peratinal level; and peple whse jb rles invlve a mixture f practice and management. Purpse Its purpse in the QCF is Cnfirm cmpetence in an ccupatinal rle t the standards required (D1). 14

Rules f Cmbinatin T be awarded this qualificatin, the practitiner must achieve a ttal f frty five (45) credits. Twenty-three (23) credits r mre must be achieved at level 4 r abve. Twelve (12) credits (tw units) must be taken frm the Grup A (mandatry) The remaining 33 credits can be taken frm Optinal Grups B, C r D If B1 is taken bth units are mandatry in this subgrup. If B2 is chsen bth units are mandatry in this subgrup. If B3 is chsen bth units are mandatry in this subgrup. A minimum f 18 credits must be taken frm Grup D t achieve the endrsement (Management).
