Altice, Jr. The Honorable Timothy Oakes The Honorable Heather Welch The Honorable Robert R. Altice, Jr. - Judge Altice began his judicial career in 2001. He was the Judge of Criminal Court 2 from 2001 to 2012 where he presided over major felony cases. During that time he presided over 250 major felony jury trials. Of those jury trials, over 75 were murder cases and he handled seven death penalty cases. In January 2013 he began his term presiding in Civil Court Five. He was the chair of the Marion Superior Court Criminal Term from 2005 to 2007. He served on the Executive Committee for the Marion Superior Court from 2007 to 2011 and was the Presiding Judge of the Marion Superior Court from 2009 to 2011. He is the current chair of the Marion Superior Court Civil Term. He is a 2004 Graduate of the Indiana Graduate Program for Judges. The Honorable Timothy Oakes - Before being elected Judge in 2008, Tim Oakes served as the President and General Counsel of the Indiana Cable Telecommunications Association (ICTA) from March 2004 to December of 2008. Immediately prior to joining ICTA, Tim practiced law as a sole practitioner for eight years at Oakes Law Office specializing in criminal defense, family law, government affairs, and probate. Tim also held part-time Public Defender contracts with Marion and Shelby Counties. During the legislative sessions of 2001-2004, Tim also served as Contract Legal Counsel to the Indiana House of Representatives, Republican Caucus. In addition to being a Civil Court judge in Marion County, Tim also is the National Highway Traffic Safety Administration (NHTSA) Judicial Outreach Liaison for Indiana - a resource for Indiana Trial Court judges on impaired driving and evidence-based initiatives via a program administered through the Indiana Criminal Justice Institute. Tim also currently serves as Adjunct Professor to the School for Public and Environmental Affairs, IUPUI, teaching Evidence and Criminal Law, and to the Indiana University School of Law- Indianapolis (McKinney), teaching an original course on Judicial Selection with Professor Joel Schumm.

The Honorable Judge Heather Welch - Hon. Heather A. Welch is a Judge in the Marion Superior Court, Civil Division, Room 1. She presides over civil matters and has been assigned to a civil courtroom since January of 2009. She presides over complex civil litigation which includes business/commercial litigation, medical malpractice cases, insurance coverage cases, negligence cases, mortgage foreclosure, and commercial/ individual collection cases. Judge Welch was formerly a Master Commissioner/Magistrate for six years and presided over major felony criminal cases and civil matters. Judge Welch attended Valparaiso University School of Law and she received her undergraduate degree from Indiana University School of Business. Judge Welch serves the legal community in the following organizations and committees: American Bar Association: Executive Committee Member National Conference of State Trial Judges, Chair of the Judicial Division Communications Committee, and member of the Commission on the American Jury Project; Improvements in the Judiciary Committee, Indiana State Bar Association; Indianapolis Bar Association, Chair of the Indiana Judicial Center Professionalism and Ethics Committee to name a few.
