BE IT RESOLVED that the Board of School Directors of the School District of the City of York approves and adopts the Revised Act 141 Recovery Plan dated March 16, 2016, and submitted by Dr. Carol Saylor, Chief Recovery Officer. Recommendations 2 March 16, 2016 VIII. CONSENT AGENDA - ACTION ITEMS ONLY a. BE IT RESOLVED that the Board of School Directors of the School District of the City of York authorizes the administration to have specifications prepared and bid the removal of asbestos and related carpeting at Goode and Devers K-8 schools. b. BE IT RESOLVED that the Board of School Directors of the School District of the City of York authorizes the administration to have specifications prepared and bid the removal of the carpeting in the classrooms not impacted by the asbestos removal project and replacement of all carpeting in classrooms (including carpet removed as part of the asbestos removal project) with VCT and replacement of office area carpet as necessary at Goode and Devers K-8 schools. c. BE IT RESOLVED that the Board of School Directors of the School District of the City of York authorizes the administration to have specifications prepared and bid the repair of the four areas of concern on the roof at Goode K-8 school. d. BE IT RESOLVED that the Board of School Directors of the School District of the City of York authorizes the administration to proceed with repairs areas of concern on the roof at Devers K-8 school. e. BE IT RESOLVED that the Board of School Directors of the School District of the City of York authorizes the administration to have specifications prepared and bid the renovation of the office entrance at Devers K-8 school in order to improve the security of the entrance to the school. f. BE IT RESOLVED that the Board of School Directors of the School District of the City of York authorizes the administration to purchase two zero turn mowers utilizing the State Costars or similar contract. g. BE IT RESOLVED that the Board of School Directors of the School District of the City of York authorizes the administration to purchase two service trucks with Ford Transit frames and Reading custom beds utilizing the State Costars or similar contract. h. BE IT RESOLVED that the Board of School Directors of the School District of the City of York authorizes the administration to have specifications prepared and bid the installation of 30 unit heaters at Goode K-8 school. i. BE IT RESOLVED that the Board of School Directors of the School District of the City of York authorizes the administration to purchase thru State Costars or similar contract 30 unit heaters to be installed at Goode K-8 school. j. BE IT RESOLVED that the Board of School Directors of the School District of the City of York approve the updated 2015-2016 K-12 school calendar to reflect the snow make-up days. (attachment 5)

Recommendations 3 March 16, 2016 k. BE IT RESOLVED that the Board of School Directors of the School District of the City of York authorizes the Superintendent of Schools to enter into the agreement with Benchmark Education Company to adopt the Benchmark Advance ELA K-6 six year program for grades K-6 at a total cost of $967,325.00 plus shipping charges payable in delayed installments over four years as presented. (attachment 6) l. BE IT RESOLVED that the Board of School Directors of the School District of the City of York approve an Act 80 Professional Development day for Ferguson K-8 on March 23, 2016. m. BE IT RESOLVED that the Board of School Directors of the School District of the City of York approve an Act 80 Professional Development day for Davis K-8 on May 23, 2016. n. BE IT RESOLVED that the following student be expelled from the School District of City of York for Harassment / Intimidation and Fighting on school district property, and Student #712 - Grade 09, effective Thursday, February 25, 2016 be expelled from the School District of the City of York for Harassment / Intimidation and Fighting on school district property, endangering the safety and welfare of other students on school district property and disrupting the educational environment, for a period of Forty-five (45) School Days with Homebound Instruction and that student be required to receive mandatory appropriate professional counseling at the expense of the student or student s parents or guardians, with the nature and duration of such counseling to be determined by the professional counselor and written proof thereof is to be provided to the school district. The student is scheduled to return to school on Tuesday, May 3, 2016. o. BE IT RESOLVED that the following student be expelled from the School District of City of York for Possession of Weapon (Knife) on school district property, and disrupting the educational environment per the condition identified: Student #2455 - Grade 08, effective Tuesday, January 5, 2016 be expelled from the School District of the City of York for Possession of Weapon (Knife) on school district property, endangering the safety and welfare of other students on school district property and disrupting the educational environment, for a period of Forty-five (45) School Days with Homebound Instruction and that student be required to receive mandatory appropriate professional counseling at the expense of the student or student s parents or guardians, with the nature and duration of such counseling to be determined by the professional counselor and written proof thereof is to be provided to the school district. The student is scheduled to return to school on Thursday, April 14, 2016.

BE IT RESOLVED that the following student be expelled from the School District of City of York for Robbery on school district property, and disrupting the educational environment per the condition identified: Student #14172 - Grade 10, effective Monday, February 8, 2016, be expelled from the School District of the City of York Robbery on school district property, endangering the safety and welfare of other students on school district property and disrupting the educational environment, for a period of Forty-five (45) School Days with Homebound Instruction and that student be required to receive mandatory appropriate professional counseling at the expense of the student or student s parents or guardians, with the nature and duration of such counseling to be determined by the professional counselor and written proof thereof is to be provided to the school district. The student is scheduled to return to school on Thursday, April 14, 2016. q. BE IT RESOLVED that the following student be expelled from the School District of City of York for Assault on Student, Harassment/Intimidation and Fighting on school district property, and Student #15305 - Grade 09, effective Thursday, February 25, 2016, be expelled from the School District of the City of York for Assault on Student, Harassment / Intimidation and Fighting and on school district property, endangering the safety and welfare of other students on school district property and disrupting the educational environment, for a period of Forty-five (45) School Days with Instruction Conducted in the Home and that student be required to receive mandatory appropriate professional counseling at the expense of the student or student s parents or guardians, with the nature and duration of such counseling to be determined by the professional counselor and written proof thereof is to be provided to the school district. The student is scheduled to return to school on Tuesday, May 3, 2016. r. BE IT RESOLVED that the following student be expelled from the School District of City of York for Assault on Student on school district property, and disrupting the educational environment per the condition identified: Student #32906 - Grade 08, effective Monday, February 29, 2016, be expelled from the School District of the City of York for Assault on Student and on school district property, endangering the safety and welfare of other students on school district property and disrupting the educational environment, for a period of Forty-five (45) School Days with Homebound Instruction and that student be required to receive mandatory appropriate professional counseling at the expense of the student or student s parents or guardians, with the nature and duration of such counseling to be determined by the professional counselor and written proof thereof is to be provided to the school district. The student is scheduled to return to school on Wednesday, May 4, 2016.

BE IT RESOLVED that the following student be expelled from the School District of City of York for Possession of Other Weapon (Box Cutter) on school district property, and Student #900172 - Grade 06, effective Friday, March 11, 2016 be expelled from the School District of the City of York for Possession of Other Weapon (Box Cutter) on school district property, endangering the safety and welfare of other students on school district property and disrupting the educational environment, for a period of Forty-five (45) School Days with Homebound Instruction and that student be required to receive mandatory appropriate professional counseling at the expense of the student or student s parents or guardians, with the nature and duration of such counseling to be determined by the professional counselor and written proof thereof is to be provided to the school district. The student is scheduled to return to school on Wednesday, May 18, 2016. t. BE IT RESOLVED that the following student be expelled from the School District of City of York for Possession of Other Weapon (BB-Gun/Pellet and Knife) on school district property, and Student #10306 - Grade 12, effective Friday, February 12, 2016 be expelled from the School District of the City of York for Possession of Other Weapon (BB-Gun/Pellet and Knife) on school district property, endangering the safety and welfare of other students on school district property and disrupting the educational environment, for a period of Fortyfive (45) School Days with Instruction Conducted in the Home and that student be required to receive mandatory appropriate professional counseling at the expense of the student or student s parents or guardians, with the nature and duration of such counseling to be determined by the professional counselor and written proof thereof is to be provided to the school district. The student is scheduled to return to school on Wednesday, April 20, 2016. u. BE IT RESOLVED that the following student be expelled from the School District of City of York for Possession of Other Weapon (BB-Gun) on school district property, and Student #91488 - Grade 05, effective Monday, March 7, 2016 be expelled from the School District of the City of York for Possession of Other Weapon (BB-Gun) on school district property, endangering the safety and welfare of other students on school district property and disrupting the educational environment, for a period of Forty-five (45) School Days with Homebound Instruction and that student be required to receive mandatory appropriate professional counseling at the expense of the student or student s parents or guardians, with the nature and duration of such counseling to be determined by the professional counselor and written proof thereof is to be provided to the school district. The student is scheduled to return to school on Tuesday, May 10, 2016.

BE IT RESOLVED that the following student be expelled from the School District of City of York for Possession of Other Weapon (Box Cutter) / Threatening Student on school district property, and Student #93164 - Grade 04, effective Friday, March 11, 2016 be expelled from the School District of the City of York for Possession of Other Weapon (Box Cutter) / Threatening Student on school district property, endangering the safety and welfare of other students on school district property and disrupting the educational environment, for a period of Forty-five (45) School Days with Homebound Instruction and that student be required to receive mandatory appropriate professional counseling at the expense of the student or student s parents or guardians, with the nature and duration of such counseling to be determined by the professional counselor and written proof thereof is to be provided to the school district. The student is scheduled to return to school on Tuesday, May 17, 2016. w. BE IT RESOLVED that the following student be expelled from the School District of City of York for Possession of a Controlled Substance on school district property, and Student #17244 - Grade 08, effective Thursday, March 10, 2016 be expelled from the School District of the City of York for Possession of a Controlled Substance on school district property, endangering the safety and welfare of other students on school district property and disrupting the educational environment, for a period of Forty-five (45) School Days with Instruction Conducted in the Home and that student be required to receive mandatory appropriate professional counseling at the expense of the student or student s parents or guardians, with the nature and duration of such counseling to be determined by the professional counselor and written proof thereof is to be provided to the school district. The student is scheduled to return to school on Tuesday, May 17, 2016. x.
