Adult Education Budget for 2017 to 2018 Learner eligibility, legal entitlements and local flexibility

Purpose Adult education budget (AEB) webinar - July 2017 The aim of this bite size webinar is to give an overview of: - Learner eligibility to AEB funding - Legal entitlements - Local flexibility - Interaction between legal entitlements and local flexibility

Who we fund

Eligible Learners Three groups, those aged: - 19 to 23, including unemployed - 24+ who are unemployed - 24+ other* NB - all of the above must meet residency requirements to be eligible for government funding *Other would include individuals who do not meet the definition of unemployed, or are employed

Unemployed learners For AEB funding purposes a learner is defined as unemployed if one or more of the following apply, they receive: - Jobseekers Allowance, including those only receiving National Insurance credits - Employment and Support Allowance in the work-related activity group (WRAG) - Universal Credit - Provider discretion for individuals receiving state benefits not listed above

Legal entitlements

2017 to 2018 legal entitlement offer Moved to single offer - 2016 to 2017 was a transition year No new changes other than those already announced in 2016 A single offer means for all learners undertaking: - English and maths, one list of qualifications - their first full level 2 or first full level 3 qualification, a list focussed on technical and applied qualifications appearing in the 16 to 19 performance tables

Legal entitlement qualification offer Level 2 and level 3 16 to 23 core offer* technical and applied qualifications in the 2018 and 2019 16 to 19 performance tables (tech levels, applied general, technical certificates), A-levels, ASlevels, Access to HE and GCSEs. English and maths English and maths core offer GCSE English language and maths, functional skills in English language and maths at entry level to level 2. Certain qualifications in the 2017 16 to 19 performance tables In addition, a limited number of other approved English language and maths qualifications from the RQF at entry level to level 1 (including Free Standing Maths).

Updating legal entitlement offer Both English and maths, level 2 and level 3 legal entitlements lists updated quarterly Level 2 and level 3 legal entitlement list updated following publication of 2019 16 to 19 performance tables. New GCSEs, AS and A Levels, Access to HE diplomas will also be included. English and maths list updated to include new GCSEs or Functional Skills in English and maths

Legal entitlements example Learner A, 38 years old, employed, GCSE maths, would be fully funded as legal entitlement Learner B, 20 years old, unemployed, Functional Skills maths Level 2, and Level 2 Diploma in Electrical Installation, both fully funded as both legal entitlement qualifications English & maths Aged 19+ First full Level 2 Aged 19-23 First full Level 3 Aged 19-23

Local flexibility

Local flexibility Non-regulated learning and/or Qualifications and units at Entry, Level 1 and Level 2 Eligible learners aged 19+ are either fully or co-funded, depending on their prior attainment and circumstances From 1 August 2017, learners aged 19-23 progressing to their first full Level 2, can only undertake learning at Entry and Level 1 from local flexibility

What is local flexibility? Bespoke, locally designed programmes (qualifications and non-regulated learning) to support: - progression to first full Level 2, or, - retraining/upskilling for learners already in receipt of Level 2, or above Qualifications regulated qualifications and their components at entry level, level 1 and level 2 including ESOL Non-regulated learning - appropriate and robust quality assurance must be in place e.g. Recognising and Recording Progress and Achievement framework (RARPA)

Regulated qualifications and components Minimal changes to local flexibility for 2017 to 2018 Updated each quarter Regulated qualifications added to local flexibility only where they meet seven eligibility principles Components of regulated qualifications added to local flexibility only where the: - component is part of a qualification in local flexibility offer - awarding organisations confirm the component can be delivered in a standalone context - component meets certain eligibility principles

Local flexibility examples Learner A, 51 years old, unemployed, Level 1 ESoL - fully funded as unemployed Learner B, 22 years old, employed, (previously achieved full Level 2), Level 2 in Dementia Care - co-funded as employed and previously achieved Level 2 First full Level 2 Local flexibility Learner C, 38 years old, unemployed, non-regulated independent living skills learning aim - fully funded as unemployed

Local flexibility and legal entitlements examples Learner A: 21 years old, unemployed, Level 2 Diploma in Bricklaying and non-regulated time management course, because learner is exercising their Level 2 entitlement and learner is unemployed both L2 Diploma and time management course would be fully funded First full Level 2 English & maths First full Level 3 Local flexibility

Local flexibility and legal entitlements examples Learner B: 28 years old, employed, GCSE maths, and Level 1 business studies qualification, because GCSE is legal entitlement qualification would be fully funded, and local flexibility Level 1 qualification would be co-funded for employed learners First full Level 2 English & maths First full Level 3 Local flexibility

Local flexibility and legal entitlements examples Learner C: 22 years old, unemployed, Level 3 Diploma in Art and Design and Level 1 retail knowledge qualification, because learner is exercising their entitlement to their first Level 3 and learner is unemployed, both qualifications would be fully funded First full Level 2 English & maths First full Level 3 Local flexibility
