Preamble SYRACUSE UNIVERSITY BYLAWS OF UNIVERSITY COLLEGE Updated: March 10, 2014 These Bylaws are based on the following principles: These Bylaws are designed to provide optimal participation of students, administrators, staff and faculty of the School in preparing policy recommendations and conditions applying to University College, without infringing upon or abrogating the rights, duties and responsibilities accorded students, staff, and faculty by the official regulations and policies of Syracuse University. The procedures given in these Bylaws shall not be construed in any way which (1) limits or discourages the rights and opportunities of groups or individuals in University College from initiating actions or resolving problems through direct consultation with administrative officers of academic units, or (2) limits or discourages the Dean or his/her duly designated representatives from discussing and formulating programs of action with appropriate individuals or groups, while acting within the general framework of these Bylaws. The Bylaws are designed to insure that policy recommendations reflect the interests of the majority, while providing adequate representation of the varied academic and professional interests contained in University College. The Bylaws are designed to provide public knowledge of the duties, responsibilities, and operating procedures of the various offices and committees of University College. SECTION I: UNITS OF UNIVERSITY COLLEGE, THEIR COMPOSITION AND RESPONSIBILITIES: 1.1. The Administration: The administration will be defined as the Dean(s), Academic & Program Director(s) and Program Administrators. 1.2. The Faculty: The faculty will be defined as all Professors, Associate Professors, Assistant Professors, Adjunct Professors, Instructors, and Lecturers who teach courses through University College. 1.3. The Staff: The Staff will consist of all support staff on the University College payroll. 1.4. The Students: University College students will consist of all part-time matriculated undergraduate and graduate students, non-matriculated students, and non-credit students enrolled in courses or programs offered through University College. 1.4.1. Part-time Status: Part-time status for undergraduate students is defined as being registered for 11 credits hours or less. Students may register at

University College for only 11 or fewer credit hours. Part-time status for graduate students is defined by the requirements of their respective programs of study. 1.4.2. Matriculated Part-time Students: Matriculation is defined as being enrolled and accepted into a degree program offered by a school or college of Syracuse University. 1.4.3. Distance Learning and Non-Matric Graduate Students: Graduate students in Distance Learning programs or have non-matric status register as University College students. Except as noted in 1.4.3.1., and under Extended Campus registration, part-time students may also register as Main Campus or University College students. 1.4.3.1. Registration: Matriculated graduate students participating in Distance Learning format programs must register as University College students. 1.4.4. Non-Matriculated Status: Non-matriculated students have not been formally admitted to a Syracuse University degree program. 1.4.5. Special Student Status: Students who are academically dismissed from a Syracuse University school or college and accepted by University College as special students are considered to be non-matriculated. (See, Syracuse University Bulletin, Academic Rules and Regulations (hereinafter Academic Rules and Regulations), Student Status). 1.4.6. Non Credit and Special Population Students: Consist of all students enrolled in University College non-credit, certificate and professional studies programs. Noncredit programs developed by University College include, but are not limited to, certificate programs such as the English Language Institute, and the TEDCenter. SECTION II: COMMITTEES OF UNIVERSITY COLLEGE Standing Committees of University College 2.1. Administrative Council: The Administrative Council shall act as the oversight body of the broad policies and initiatives of University College. The Council shall examine and evaluate problems affecting University College operations, discuss and recommend new initiatives, and oversee future planning. 2.1.1. Meetings: The Council shall meet twice per month, or at the discretion of the Dean of University College. 2.1.2. Appointments and Composition: The Council shall be composed of Senior Associate, Associate, and Assistant Deans, Program Directors and Program Administrators of University College and chaired by the Dean of University College.

2.1.3. Subcommittees: The Administrative Council shall establish such other subcommittees as it may require. 2.2. University College Scholarships and Awards Committee (Scholarship Committee): It shall be the duty of the Committee to oversee and administer the selection and distribution of available University College awards and scholarships. Additionally, the Committee shall examine and explore opportunities for additional scholarships of potential availability to University College students and programs. 2.2.1. Meetings: The Committee shall meet as often as required but not less than once each academic year. 2.2.2. Appointments and Composition: The Committee shall be composed of the Assistant Dean of University College for Student Administrative Services, the academic and financial aid advisors, and chaired by the Financial Aid Director. Additionally, the Assistant Dean may appoint other appropriate members to the committee at his/her discretion. The Committee shall devise its own operating rules, consistent with the Syracuse University Bylaws of the Senate (hereinafter Bylaws of the Senate). 2.2.3. Subcommittees: The Scholarship Committee shall establish such other subcommittees as it may require. 2.3. University College (UC) Curriculum Committee 2.3.1. The UC Curriculum Committee is responsible for ensuring the academic quality of the Bachelor of Professional Studies (BPS) degree programs. The committee will facilitate the implementation and management of the BPS program in a manner consistent with sound academic practice and fiscal accountability. It shall be the duty of the UC Curriculum Committee to exercise broad supervision over the courses and curriculum of the BPS program, subject to approval of the appropriate University officials. The committee shall from time to time review the course structure, curriculum and policies of the Program and make recommendations regarding changes. All new courses and programs shall be examined by the Committee. It shall be the responsibility of the Committee to assure that such courses and programs are academically sound and appropriate to the Bachelor of Professional Studies program philosophy, and that sound administrative and budgetary adjustments have been arranged. When the Committee takes action on a proposal and it is approved, it shall then transmit the proposal with its recommendation to the University Senate or the appropriate body for review.

The Committee's oversight also encompasses, but is not limited to quality of instruction, strength of curricular materials, admissions policy, and adjunct instructor selection. 2.3.2. Meetings: The Committee shall meet as often as required but not less than once each semester. The Academic Director(s), or at the Academic Director'(s) discretion, the designated representative shall preside over meetings of the Committee. Special meetings may be called by the Academic Director(s), by a majority vote of the Committee, or by petition of a majority of the faculty members. Where a special meeting is called, reasonable notice shall be given to Committee members as to the time, place and subject matter of the special meeting. Between regular meetings of the subcommittees, the Curriculum Committee may, at its discretion, act in all matters within its jurisdiction. Appointments: The UC Curriculum Committee shall be comprised of tenured faculty representing all the schools and colleges whose courses are incorporated into the BPS curriculum. Committee members shall be appointed by the UC Dean in consultation with the deans of the schools and colleges. The BPS Program Administrator(s) shall be appointed by right to the Curriculum Committee. Committee Ex-Officio members shall include persons appointed by the UC Dean. Members are expected to identify with the BPS degree program and contribute to the welfare of the program and its students by engaging in one or more of the following:! Teaching: (teaching responsibilities will be compensated according to the usual practice for courses administered by University College.! Committee work! Other activities to support the program. 2.3.3. Subcommittees 2.3.3.1. Subcommittee for Creative Leadership: Faculty members representing the various academic disciplines encompassed by the multidisciplinary Creative Leadership degree will serve in subcommittees for those components of the curriculum. Appointments to this subcommittee shall be determined and approved, on a yearly basis, by the UC Curriculum Committee. 2.3.3.2. Subcommittee for Knowledge Management: Faculty members representing the various academic disciplines encompassed by the multidisciplinary Knowledge Management degree will serve in subcommittees for those components of the curriculum. Appointments to this subcommittee shall be determined and approved, on a yearly basis, by the UC Curriculum Committee. 2.3.3.3. Subcommittee for the Professional Studies Core: Faculty members representing the various academic disciplines encompassed by

the multidisciplinary Professional Studies Core will serve in subcommittees for those components of the curriculum. Appointments to this subcommittee shall be determined and approved, on a yearly basis, by the UC Curriculum Committee. 2.3.4. Ad Hoc Committees -- The Academic Director(s), with the approval of a majority of the UC Curriculum Committee, shall establish such other subcommittees as they may require. 2.4. UC Student Committee: The UC Student Committee serves as the primary voice of the students enrolled through University College. The purpose of the Committee is to :! solicit input from the student body on issues of concern to the students;! elect from its membership student representatives to appropriate departmental committees;! voice concerns of the student body through its representatives;! communicate its efforts and results on behalf of the students to the student body. Specifically, the Committee shall appoint one student representative enrolled in the Bachelor of Professional Studies Program to serve as the student representative to the UC Curriculum Committee. The term of appointment shall be one year. 2.4.1. Meetings: The Committee shall meet as often as required but not less than once each semester. 2.4.2. Appointments and Composition: The Committee shall establish methods of appointment in accordance with the Bylaws of the Senate. The Committee shall consider all students defined in section 1.4 of these University College Bylaws. The Committee shall make all efforts to include students that represent the broad interests and programs of University College. Additionally, the UC Student Committee may appoint faculty or staff members to the committee at the Committee s discretion. 2.4.3. Subcommittees: The UC Student Committee shall establish such other subcommittees as it may require. 2.5. Assessment Committee: The Assessment Committee is the College committee charged as the liaison with the larger University Assessment Council. The purpose of the Assessment Committee is to ensure that the College is prepared to meet the requirements of the Middle States Accreditation process. The committee shall be composed of sufficient administrators and faculty from the college to accomplish its mission. 2.6. Academic Process Review Committee: Issues concerning Academic Processes will be handled in accordance with University policy on Academic Integrity and Grade Appeals found later in this document. Appropriate bodies

will be appointed as needed according to the respective procedures. The committee shall be composed of the UC Senior Associate Dean, Assistant Dean for Student Administrative Services, the Academic Director(s) or a designate. 2.7. Ad Hoc Committees: The Dean shall establish such other committees, as he/she deems necessary. SECTION III: ADMISSIONS 3.1. Policy: Students applying for matriculation into a program of study shall meet with the appropriate University College academic advisor for an interview as part of the admission process. Students applying for admission must meet the requirements of the school or college in which they seek to enroll. The Associate Director of Admissions for University College makes the final decision governing student admittance into a part-time undergraduate program of study. 3.2. Bachelor of Professional Studies: Admissions policy for the BPS program is governed under the same procedures as described in 3.1. of these Bylaws. The UC Curriculum Committee, in accordance with University policy and procedure, shall oversee standards, guidelines and requirements for admission into the BPS programs of study. 3.3. Re-Admittance: Students applying for re-admittance into Syracuse University through University College shall complete the appropriate forms and meet with an academic advisor. A student shall not be re-admitted unless he/she meets the requirements established by the appropriate SU College or School, and is not subject to such restrictions on readmission as listed in the Academic Rules and Regulations. The Associate Director of Admissions for University College makes the final decision governing student admittance into a part-time undergraduate program of study. 3.3.1. Special Student Status: Students who are academically dismissed from a Main Campus college and accepted by University College as special students are considered to be non-matriculated. 3.4. Intra-University Transfer: Requests by matriculated undergraduate students to transfer to a different home college or to enroll in a second or dual college through University College must meet the admissions requirements of the new school or college. Full-time students transferring to University College may register for up to 11 credits during the first semester after the transfer. 3.5. Transfer Credit: In accord with Academic Rules and Regulations concerning Transfer of Credit, the Dean shall appoint the appropriate staff member(s) to evaluate and recommend transfer credit approval. The appropriate Dean(s) or Program Director(s) shall grant final approval. 3.6. Experience Credit: In accord with Academic Rules and Regulations concerning experience credit, the Dean shall appoint the appropriate staff member(s) to

evaluate and recommend transfer credit approval. The appropriate Dean(s) shall grant final approval, in consultation with relevant faculty. 3.7. Non-credit Admissions: Where applicable, non-credit and certificate program admissions will be governed by the determination of the appropriate Director(s), in accord with general rules and regulations that may apply to the respective programs. SECTION IV: STUDENT SERVICES 4.1. The Student Handbook: University College shall publish a yearly student handbook, which shall include pertinent information for part-time studies at Syracuse University. 4.2. Advising (content and procedure): University College shall provide academic advisors to undergraduate part-time students and students. Advisors are responsible for developing a thorough knowledge of the degree requirements within the student's program of study and a working knowledge of academic options and resources throughout the University. Advisors are expected to involve students by encouraging them to ask questions, gather information, and explore options so that they may develop a meaningful academic plan. Advisors will be available to students on a regular basis, monitor their advisees' progress, assist in considering career options, and make appropriate recognition within the institutional reward system. Advisors will be sensitive to the needs of nontraditional students. 4.3. Support Activities: Students enrolled and matriculated though University College are entitled to the rights and privileges granted to full-time students at Syracuse University, including use of facilities and services of Syracuse University, with the exception of those services funded by full-time student fees. Students enrolled in specific programs offered through University College may be entitled to additional services including tutoring and access to University College computer laboratories. 4.4. Student Records: Retention and access to student records are maintained in accordance with official University policies. Refer to Academic Rules and Regulations. 4.5. Financial Aid: University College shall provide financial aid services for all eligible students in accordance with applicable federal and state guidelines and regulations. 4.6. Tuition and Fees: Tuition rates and fees for credit courses offered through University College shall be published in the Syracuse University Bulletin, Tuition, Fees and Related Policies. Policy governing methods of payment shall be published in the Studies at Syracuse University Part-Time Course Schedule and made available to the public. Additional policies, rules and regulations governing

tuition and fees are governed in accordance with the Academic Rules and Regulations. 4.6.1. Non-Credit and Professional Certificate Programs: In accordance with the appropriate regulations governing such programs, tuition and fee schedules shall be made available in program publications. 4.7. Public Information Regarding Students: Access to student records is protected by the Family Educational Rights and Privacy Act. In accordance with this Act and Academic Rules and Regulations, each major administrative unit within University College shall define the kinds of reports and information that may be released to designated parties. Information contained in personal files maintained by University College is considered confidential and requires, in certain instances, authorization by the student for release; provided such records may be used for University administrative and faculty use, and made available for University approved research and analysis. Students may have copies of their records with certain exceptions (e.g., a copy of the academic record when a financial hold exists or a transcript of an original or source document that exists elsewhere). Any student attempting to gain possession of another student s record will be subject to appropriate University discipline procedures. SECTION V: FACULTY AFFAIRS 5.1. Policies and rules relating to faculty responsibilities, appointments, promotions, tenure, and academic freedom are codified in The Faculty Manual and the Administrative Policy Manual. In accordance with the Bylaws of the Senate, the following procedures shall be followed for University College decisions regarding appointments, promotions, tenure, and issues of academic freedom and professional ethics. 5.2. Selection Norms (adjuncts & regular department faculty): Members of the faculty are those individuals having the academic rank of professor, associate professor, assistant professor, instructor, or lecturer, who have been duly appointed by the dean or director of an academic unit with the concurrence of the Chancellor or Vice Chancellor for Academic Affairs. 5.2.1. Degree Requirements (education and/or experience required): Consistent with official university policy, University College may from time to time, require special skills in fields where a doctorate is not a normal requirement. The appropriate Dean(s) or Director(s) may determine the appropriate degree for accomplishment on a case-by-case basis. 5.2.2. Bachelor of Professional Studies: The UC Curriculum Committee will review and recommend appropriate degree requirements for adjunct instructors with substantial relevant experience in the professionally oriented

programs, where such instructor does not possess a doctorate or equivalent degree. 5.3. Appointments - Bachelor of Professional Studies: The UC Curriculum Committee, chaired by the Academic Director(s), reviews recommendations from University departments regarding the selection of adjunct instructors and their credentials, as needed to ensure content-area expertise based on education and experience. 5.4. Compensation: Compensation and benefits are awarded according to official University policy. 5.5. Instructional Standards: Instructional standards of all courses offered through University College shall be governed by Syracuse University policies, rules, and regulations including those outlined in The Faculty Manual. 5.5.1. Bachelor of Professional Studies: In accordance with Syracuse University policy on instructional standards, the UC Curriculum Committee, chaired by the Academic Director(s), shall provide oversight of the curriculum, quality of instruction, and strength of curricular materials. 5.6. Assessment and Evaluation: University College shall assess and evaluate persons teaching University College course sections. University College departments and programs shall develop policies governing methods of faculty assessment including forms and frequency of assessment. Faculty members shall be clearly informed of such policies. Each departments and/or programs stated policies and procedures for faculty evaluation and promotion shall conform to provisions of The Faculty Manual and to University College policies and guidelines. 5.7. Bachelors of Professional Studies - Assessment and Evaluation: The UC Curriculum Committee shall determine that each department and/or program s stated policies and procedures for faculty evaluation and promotion conform to provisions of The Faculty Manual and to University College policies and guidelines. The UC Curriculum Committee may periodically review such statements. The UC Curriculum Committee shall inform all departments and/or programs of any alterations required by actions of the University Senate. 5.7.1. Bachelor of Professional Studies: An evaluation subcommittee, chaired by the UC Senior Associate Dean shall hold primary responsibility for faculty evaluations in consultation with the program directors. The subcommittee shall present its analysis and recommendations to the UC Curriculum Committee as required. All proposed actions regarding faculty evaluations must be approved by the UC Curriculum Committee, in conjunction with the appropriate Academic Director(s) and Dean(s). 5.8. Promotions/Dismissals: Promotions and dismissals are governed by those policies outlined in The Faculty Manual.

5.8.1. Bachelor of Professional Studies: Unless and until such clear and unambiguous promotion procedures designed specifically for the BPS Program are established and approved in accordance with the Bylaws of the Senate, such promotions shall be governed by those policies outlined in The Faculty Manual. 5.9. Academic Freedom: Academic freedom of University College faculty is governed by section 3.5.1 of The Faculty Manual. In the event that a dispute or concern regarding academic freedom is raised and cannot be adequately resolved through informal measures within University College, the dispute shall be referred to the University Senate Committee on Academic Freedom, Tenure and Professional Ethics. SECTION VI: CURRICULUM 6.1. Content: University College shall make available for reference the Graduate and Undergraduate Catalogs for each academic year. University College shall provide information regarding content of non-credit course and program offerings to requesting parties. Students enrolled through University College bear the responsibility to seek academic advising and, generally, procure necessary information regarding their program of study and the requirements for completion therein. In turn, University College shall provide timely information of any such changes or modifications to the requirements and/or academic structure of a program of study. 6.2. Bachelor of Professional Studies, Senior Seminar: The BPS Programs offered through University College shall require the completion of a senior seminar to satisfy the requirements of the degree programs. The Senior Seminar may not be waived, except by the explicit, written permission of the BPS Academic Director(s). 6.3. Materials/Textbooks: Students enrolled in the Bachelor of Professional Studies programs shall be informed of required course materials and textbooks in a timely manner. 6.4. Examinations/Grading: Students enrolled through University College shall direct all inquiries and/or complaints regarding grading and examinations to the appropriate Syracuse University college or school offering the course, or to the appropriate University College Program Administrator (see Section VIII for procedures). 6.5. Course Evaluation: Credit courses offered through University College shall include a student course evaluation. Such evaluations shall be administered and evaluated in a non-discriminatory manner. Course evaluations shall not mandate a student to provide identifying information. Course instructors shall not receive

course evaluation results until course grades are returned to the appropriate university official. SECTION VII: THE GRIEVANCE PROCEDURE: 7.1. Referrals: Due to the nature of interdisciplinary study offered through University College, a majority of grievances shall be channeled through the appropriate home college or school of study, in accordance with Syracuse University policy. Students or faculty who report a grievance to University College will be referred to the appropriate body to hear such grievances. In such instances where it is determined that the appropriate channel for resolution of such grievance rests with a department of University College, the following guidelines shall be observed. 7.2. Procedures: There will be a grievance committee and a grievance procedure for faculty, staff and students of University College. This procedure will be followed when all other procedures for the resolution of grievance have been pursued without satisfaction to the parties. This procedure is available upon request at University College. This procedure will not be regarded as the appropriate procedure to hear cases involving academic dishonesty (see Section VIII for academic procedures). Each department of University College shall make available such policy, in accordance with Syracuse University policy, to all staff, faculty and students. 7.2.1. Non-Credit and Professional Certificate Programs: Programs offered through University College, including, but not limited to, the English Language Institute (ELI), TEDCenter, Creative Leadership and Knowledge Management BPS concentrations may be governed by specific regulations with respect to the grievance procedure. Such programs, where applicable regulations exist, are exempt from Section VII of these Bylaws. Such programs shall make public all procedures regarding grievance resolution. SECTION VIII: ACADEMIC STANDARDS 8.1. Academic Standing: Any part-time undergraduate matriculated student who fails to maintain good academic standing is subject to academic probation or dismissal in accordance with policies of the respective program of study, and after review by the appropriate University College committee. University College may defer to the recommendation of the home college with respect to a decision and justification to deviate from the existing standards. Academic Standards for the BPS degree programs are subject to review by the UC Curriculum Committee and are available upon request at University College. 8.2. Student Conduct: The Code of Student Conduct outlines the behavior that is expected of all students at University College. All students defined in Section I of these Bylaws have entered into an agreement to abide by the rules and regulations set forth in the Code of Student Conduct. Each student is

responsible for conforming his or her conduct to the requirements of this code and applicable federal, state and local laws. 8.2.1. Infractions: The appropriate program director, in conjunction with the Assistant Dean of University College shall inform the Syracuse University Judicial System of any infractions of the Code of Student Conduct by a University College student requiring action by University judicial procedure. 8.3. Academic Evaluation: Students shall be informed of the requirements, standards, objectives, and evaluation procedures at the beginning of each individual course offered through University College. 8.4. Academic Integrity: Students enrolled in courses or programs through University College shall be bound by the Academic Rules and Regulations. All University College students are, furthermore, held responsible for awareness of such policies governing academic integrity and assertions of lack of knowledge shall not be considered in the evaluation of a violation. Academic Integrity Standards for University College will conform to the Academic Standards found in Academic Rules and Regulations and the procedures will follow the Syracuse University Academic Integrity Policy as established by the Academic Integrity Office (AIO) of the University. 8.5. Grade Appeal Procedure: Each school or college shall establish standards and policies for reviewing student complaints that allege that their evaluation of their academic progress or final grade has been prejudiced or capricious, in accordance with established University policy as found in Academic Rules and Regulations. As appropriate, students with grade appeals shall be referred back to the appropriate school or college for resolution. Appeal procedures for the BPS degree programs are subject to review by the UC Curriculum Committee and are available upon request at University College. 8.6. Other Petitions, Appeals, or Grievances: Each school or college shall provide a mechanism by which students have an opportunity to report perceptions of courses and methods by which they are being taught, provided, however, that such mechanism shall protect members of faculty and staff from capricious and uninformed judgments. Refer to Section VII of these Bylaws for policies governing grievance procedures, and Section VI for course evaluation procedures. SECTION IX: GRADUATION 9.1. Standards and Degree Requirements: Students enrolled through University College must meet the academic standards and requirements of the school or college through which the particular degree is granted. In accordance with Academic Rules and Regulations, students must, at a minimum, maintain a grade point average of 2.0 to obtain a degree from Syracuse University.

9.2. Honors: In addition to Syracuse University Honors, University College may establish and confer honors upon students enrolled though University College, in accordance with all applicable regulations governing such Honors. 9.3. Awards: University College may establish and confer awards upon students enrolled through University College and graduating from Syracuse University. Such awards shall be distributed in a fair and impartial manner. SECTION X: EXTERNAL RELATIONS 10.1. Advisory and Representative Bodies: It shall be the duty of University College Program Administrators and Program Directors to act as representatives of University College to the various boards and interests of the Syracuse University community. 10.1.1. Bachelor of Professional Studies: The UC Curriculum Committee shall have the delegated authority to consider curricular changes and other educational issues affecting the Bachelor of Professional Studies program. The UC Curriculum Committee shall submit such recommendations and proposals to the University Senate, and any other appropriate University bodies, for approval, before such changes are implemented. 10.2. Survey information: University College may collect and analyze demographic and other data relating to the functions of University College in order to gather feedback and measure outcomes, in accordance with applicable rules and regulations governing the collection and use of such data. SECTION XI: MODIFICATION PROVISIONS 11.1. Amendments to these Bylaws of the College may be made by a two-thirds majority vote of the eligible UC Curriculum Committee, Administrative Council and student committee representatives present and voting. SECTION XII: CONTINUITY 12.1. All existing policies created by the departments and programs of University College prior to the adoption of these Bylaws remain in force and effect, except for those superseded by the articles contained in this document, or revised, amended or abrogated by the appropriate department/program officials.
