OUTLINE Purpose: Pursuant to 33 C/Resolution 88 of the General Conference, the Director-General submits to the General Conference this information document which contains particulars of the standard-setting activities envisaged at UNESCO and a succinct comprehensive report on all the Organization s standard-setting instruments, and more particularly on the status of ratification of conventions. 1. In 33 C/Resolution 88, the General Conference invited the Director-General to submit to it at each of its sessions an information document containing particulars of the standard-setting activities envisaged at UNESCO and a comprehensive report on all the Organization's standardsetting instruments, and more particularly on the status of ratification of conventions, with comments by the Executive Board". 2. This document, drawn up to give effect to 33 C/Resolution 88, contains the following annexes: Annex I Draft standard-setting instruments whose adoption is planned for 2007 Annex II Possible standard-setting instruments whose adoption is envisaged for 2008-2009 Annex III List of standard-setting instruments adopted by UNESCO or under its auspices Annex IV Status of ratification of conventions and agreements adopted under the auspices of UNESCO. 3. Annexes I and II both use the following three categories: A. Conventions and recommendations adopted by the General Conference

34 C/INF.8 page 2 B. Instruments other than conventions and recommendations adopted by the General Conference (declarations, charters and similar standard-setting instruments) C. Instruments adopted by international conferences of States convened by UNESCO. 4. The Secretariat was only able to prepare a brief report for this session of the General Conference pending the allocation of the additional resources (174 EX/INF.7) which would enable it to draw up a fuller report on the application of all the conventions and recommendations adopted by the Organization.

DRAFT CONVENTIONS AND RECOMMENDATIONS SUBMITTED TO THE GENERAL CONFERENCE FOR EXAMINATION IN 2007 None B. DRAFT INSTRUMENTS OTHER THAN CONVENTIONS AND RECOMMENDATIONS SUBMITTED TO THE GENERAL CONFERENCE FOR EXAMINATION IN 2007 Draft of the declaration of principles relating to cultural objects displaced in connection with the Second World War (document 34 C/22, item 8.1 of the provisional agenda of the 34th session of the General Conference) Action required of the General Conference: The relevant provisions of the Multi-stage procedure for the elaboration, examination, adoption and follow-up of declarations, charters and similar instruments adopted by the General Conference and not covered by the Rules of Procedure concerning recommendations to Member States and international conventions covered by the terms of Article IV, paragraph 4, of the Constitution adopted by the General Conference at its 33rd session (reproduced in the Basic Texts) are as follows: Stage 3 Examination and adoption of the draft declaration, charter or similar standardsetting instrument by the General Conference The General Conference shall examine and discuss the draft declaration, charter or similar standard-setting instrument submitted to it, together with the recommendations of the Executive Board thereon. The declaration, charter or similar standard-setting instrument shall be adopted by a resolution of the General Conference. Every effort shall be made to adopt the declaration, charter or similar standard-setting instrument by consensus. C. DRAFT INSTRUMENTS SUBMITTED TO INTERNATIONAL CONFERENCES OF STATES CONVENED BY UNESCO None

34 C/INF.8 Annex II ANNEX II POSSIBLE STANDARD-SETTING INSTRUMENTS WHOSE ADOPTION IS ENVISAGED FOR 2008-2009 A. DRAFT CONVENTIONS AND RECOMMENDATIONS THAT MIGHT BE SUBMITTED TO THE GENERAL CONFERENCE FOR EXAMINATION IN 2009 Possible recommendation on the conservation of historic urban landscapes (document 177 EX/34, item 34 of the provisional agenda of the 177th session of the Executive Board) Action required of the General Conference (subject to the decision of the Executive Board at its 177th session): The relevant provisions of the Rules of Procedure concerning recommendations to Member States and international conventions covered by the terms of Article IV, paragraph 4, of the Constitution (reproduced in the Basic Texts) are as follows: Article 6 It shall be for the Conference to decide whether the question dealt with in the proposal should be regulated at the international level and, if so, to determine to what extent the question can be regulated and whether the method adopted should be an international convention or, alternatively, a recommendation to Member States. Article 7 1. The General Conference may, however, decide to defer to a future session the decisions mentioned in Article 6. 2. It may, in this case, instruct the Director-General to submit to a future session a report on the desirability of regulating the question dealt with in the proposal, on an international basis; on the method which should be adopted for that purpose; and on the extent to which the question can be regulated. 3. The Director-General s report shall be communicated to Member States at least one hundred days before the opening of the session of the General Conference. B. DRAFT INSTRUMENTS OTHER THAN CONVENTIONS AND RECOMMENDATIONS THAT MIGHT BE SUBMITTED TO THE GENERAL CONFERENCE FOR EXAMINATION IN 2009 None C.
