MEETING OF THE BUREAU OF THE EAP TASK FORCE AND THE PROJECT PREPARATION COMMITTEE (PPC) 10 March 2006, Brussels DRAFT SUMMARY RECORD The joint Bureau of the Project Preparation Committee (PPC) and the EAP Task Force met in Brussels (Belgium) on the 10 th March 2006 (see the attached list of participants). The Bureau: 1. Adopted the draft agenda for the meeting. 2. Reviewed the composition of the Bureau of the EAP Task Force and the PPC, and: 2.1. took note of Ms. Marushevska s (Ukraine) communication that, although she was not able to attend this meeting due to other urgent engagements, she was committed to continue as a Bureau member; Ms. Stepanova (Russian Federation) also confirmed her continued interest, and that of her authorities, to participate on the Bureau; 2.2. agreed, in the run-up to the Belgrade Conference, to grant observer status at Bureau meetings to one representative of EECCA RECs (on a rotational basis). 3. Took note of the oral reports on the outcomes of the brainstorming between members of the EAP Task Force/PPC Bureau, representatives of the EECCA RECs and selected EECCA experts, and, in particular: 3.1. stressed the importance of taking stock of lessons learned, of success stories, and of the key challenges that needed to be addressed by EECCA countries in order to achieve the Strategy s objectives; 3.2. agreed that these issues needed to be addressed before discussing possible institutional arrangements that might be put in place after the Belgrade ministerial conference; 3.3. agreed that it when considering the EECCA Environment Strategy it would be more productive to try to identify a focused set of activities to be carried out after the Belgrade Ministerial Conference, rather than to elaborate the Strategy further; 3.4. recognised that the 2007 Progress Assessment report currently being prepared by the EAP Task Force, in co-operation with EECCA countries, international organisations and EECCA RECs, would provide an important basis for discussions on the future of the Strategy. 4. Discussed the organisation and outcome of the Yerevan Ministerial meeting and related events and: 4.1. noted that rural water supply and sanitation had received prominence at the Ministerial meeting and agreed that the PPC make a presentation on this issue to the next Bureau meeting; 4.2. agreed that the Ministerial meeting had provided a good opportunity to draw attention to the challenges in reforming the water sector in the EECCA region and to mobilise political support to address them in the EECCA region and beyond; 4.3. noted the limited interest that the private sector had in participating in the water supply and sanitation sector in EECCA countries; 4.4. agreed to invite the UK to make a presentation on the UK PECE initiative at the next Bureau meeting; 4.5. requested the secretariats of the EAP Task Force and the PPC to ensure that in future joint meetings the work of both bodies was presented in an equitable and balanced way. 2

5. Took note of the progress made in implementing the activities of the EAP Task Force and the PPC, and requested that two issues be included on the agenda of the next Bureau meeting: cooperation between the EU Water Initiative and the EAP Task Force and PPC in the area of water supply and sanitation; and the activities of the EAP Task Force, PPC and EECCA RECs to strengthen capacity building at the local level, including some discussion of opportunities for strengthening cooperation in this area. 6. Took note of the current budgetary situation and fundraising needs for 2006 of the EAP Task Force and the PPC, and: 6.1. expressed satisfaction that, if all the provisional commitments were met, the activities of the EAP Task Force for 2006 would be fully financed; 6.2. noted that the immediate funding requirements of the PPC for 2006 have been met, but that additional donor funds will be required to fund Project Financing Workshops, and to finance further PPC Officers to work with IFIs other than EBRD 6.3. agreed that engaging experts from new EU member states to help transfer experience to EECCA countries was a cost-effective approach that could help to reduce project costs and welcomed the offer by the PPC to lead a discussion at the next Bureau meeting on how a roster of such experts could be established. 7. Agreed: 7.1. to hold the next meeting of the Bureau of the EAP Task Force and the PPC on the 16th June at EBRD in London; 7.2. to confirm the venue and exact dates for organising the next joint meeting of the EAP Task Force and the PPC (in the week of the 18th September 2006) at the next Bureau meeting; and 7.3. to discuss the need for another joint EAP Task Force-PPC meeting in 2007 at the next Bureau meeting. 3
