OFFICE OF THE DEAN OF FACULTIES POLICY GUIDELINES FACULTY DEVELOPMENT LEAVE PROGRAM Fall 2018-Spring 2019 (FY 19) All prpsals fr faculty develpment leave will be evaluated at the cllege r library level by a cmmittee that will include faculty representatin. Prpsals endrsed by the deans will be submitted t the Office f the Prvst thrugh the dean f faculties fr further review by the University Faculty Develpment Leave Cmmittee. This cmmittee is cmprised f ne elected faculty member frm each cllege and the library, and chaired by the dean f faculties. The cmmittee will make recmmendatins fr leave recipients t the prvst, wh will frward her/his recmmendatins t the Bard f Regents fr final apprval. In any academic year, a cllege r the library may nt submit fr apprval the names f mre than 6 percent f their tenured faculty members. The number eligible faculty per cllege can be fund n Table 1. OFFICE OF THE DEAN OF FACULTIES It is expected that faculty develpment leave will be funded frm cllege r library surces; hwever, supplemental funding will be prvided by the Office f the Prvst thrugh the dean f faculties. Supplemental funding will be equitably distributed amng the clleges and library. Faculty develpment leave will be funded at full pay fr ne semester r ne-half pay fr tw semesters. Faculty members n develpment leave may accept grants fr study, research r travel, but may accept emplyment frm ther institutins r surces nly under certain cnditins. Faculty members may cmbine a ne-semester develpment leave at full pay with a ne-semester emplyed psitin fr the ther semester f the academic year in which the develpment leave is taken, r Faculty members may cmbine a tw-semester study leave at half pay with half-time emplyment. In general, this may be dne nly as lng as the cmbined pay fr the entire year des nt exceed 100 percent f the faculty member's salary. Any arrangement which leads t ttal pay in excess f 100 percent f the faculty member's salary, excluding reimbursed husing r transprtatin expenses, requires Bard f Regents apprval. Each leave recipient must submit a reprt t the Office f the Dean f Faculties by the cnclusin f the first lng semester after returning frm leave. This reprt is submitted thrugh the DOF prtal (https://dfprtal.tamu.edu) and shuld explain activities undertaken while n leave, the benefits t bth the faculty member and the institutin, and impacts. The Office f the Dean f Faculties will frward a cpy f the reprt t the department head and cllege dean. Faculty Develpment Leave is supprted with funds frm The Assciatin f Frmer Students 2

FDL Plicy Guidelines Fall 2018-Spring 2019 (FY 19) Checklist fr FDL Eligibility A minimum f tw cnsecutive academic years f service in a tenured r tenure track full-time faculty psitin in The Texas A&M University System at the time leave is t begin Tenured status at the time leave is t begin Cmmitment t resume full-time faculty status at Texas A&M University fr at least tw semesters fllwing the cnclusin f the leave. IMPORTANT: Applicants must check the apprpriate bx n the applicatin t indicate their agreement with this requirement Cmmitment t submit an electrnic faculty develpment achievement reprt at the end f the lng semester fllwing the cnclusin f the leave. IMPORTANT: Applicants must check the apprpriate bx n the applicatin t indicate their agreement with this requirement Nt having been n a faculty develpment leave in the five-year perid immediately preceding the requested start date fr the leave. The five-year clck begins in the next academic semester after the previus leave has been cmpleted (5 years = 10 semesters). T be eligible fr Fall 2018 r Fall 2018-Spring 2019, any previus FDL must have been cmpleted befre f by the end f Spring 2013. T be eligible fr Spring 2019 leave, previus leave must have been cmpleted by the end f Fall 2013. Faculty develpment leave prpsals must include: Faculty Develpment Leave Prpsals Brief abstract (100 wrds maximum). In lay terms describe the nature and purpse f the prpsed develpment leave. This will be frwarded t the Bard f Regents alng with the university s recmmendatin and request t apprve the leave. These abstracts are limited t 100 wrds, must be written in the third persn, shuld be written fr an educated laypersn, and must include: Place where leave will take place Activities that will take place during the leave Benefits f the leave t: Research prgram Students/teaching Department, cllege and/r university Expected impacts (shuld be fcused n effects beneficial t the University) *Nte: the abstract shuld nt be cmpsed f bullet pints; the utline prvided abve is fr guidance in cmpsitin nly. Please make sure that the abstracts meet the criteria set n the guidelines, as this is what is submitted t the Bard f Regents fr their apprval. Abstracts that d nt meet these standards will be returned t the faculty member wh is applying fr leave t be re-written. If the deadline fr submitting the FDL applicatin has passed, r if the re-written abstract is nt satisfactry t the cmmittee, the faculty member may be denied leave. Detailed prpsal (500-700 wrds) describing the what, when, where and why f the prpsed faculty develpment leave. 3

FDL Plicy Guidelines Fall 2018-Spring 2019 (FY 19) Benefit statement. Detailed descriptin f benefits t the university and faculty member (300-500 wrds). This sectin shuld especially fcus n effects beneficial t the University, rather than n effects beneficial t the applicant. Describe hw the leave will benefit and/r have an impact n: Letters f supprt. Research prgram Students/teaching Department, cllege and/r university Tw (2) letters f supprt are required and must be submitted as PDFs with the prpsal. At least ne (1) letter must be frm utside Texas A&M University. Letters must address the scpe f the leave and the benefits f the leave t the individual and the field. The cmmittee will accept letters in e-mail frm. If the applicant prpses leave activity that entails significant activity/time at an utside institutin r access t an individual's lab (des nt include public libraries, etc), a letter f invitatin frm the institutin/individual IS REQUIRED in additin t the ther tw letters f supprt. If a letter f invitatin is nt prvided fr thse prpsals that include leave at an utside institutin, the leave prpsal will nt be apprved. Curriculum vitae. A tw-page CV must be submitted with the prpsal as a PDF. Submissin f Applicatins WHERE TO APPLY: T submit a prpsal, visit the FDL prtal: dfprtal.tamu.edu. Yu must lg n using yur NETID and passwrd. The prtal will begin accepting submissins n August 21, 2017. APPLICATION DEADLINE: Each department and cllege will have specific internal submissin deadlines. Please check with yur department head regarding internal deadlines. Evaluatin Criteria The University Faculty Develpment Leave Cmmittee will use the fllwing criteria when evaluating faculty develpment leave prpsals: Purpse f leave Previus leave reprt Leave perid and gals Abstract Is the purpse f the leave cngruent and valid? Any previus leave reprts are n file at the Office f the Dean f Faculties Gals f the prject are apprpriate fr the leave time requested The abstract, written in lay terms, cncisely states lcatin, purpse, activity, benefits and impacts f leave. Statement cnveys sufficient infrmatin by itself. 4

FDL Plicy Guidelines Fall 2018-Spring 2019 (FY 19) Descriptin f prject Benefit statement Letters f supprt Writing style (grammar, spelling, punctuatin) this is an verall assessment f all parts f the applicatin The request is clearly written in lay language, with imprtant technical terms explained. The prject is described in enugh detail that a reviewer culd, frm a single reading, explain the prject t anther persn. The descriptin f the leave stands alne and des nt need supplementary infrmatin fr the reviewer t understand the prject. URLs r appendices are nt accepted. Statement prvides details n hw the leave will benefit all parties listed in the prmpt and what impacts are expected. Benefits and impacts are clearly described and reasnable. This sectin shuld especially fcus n effects beneficial t the University, rather than n effects beneficial t the applicant. At least tw (2) letters f supprt are required and must be included with the leave request. At least ne letter must be frm utside f Texas A&M. Invitatin letter must be included if the leave takes place at an utside institutin. Letters must address the scpe f the leave and the benefits f the leave t the individual and the field. The leave request is written is a way that is clearly understandable and well-rganized. There are n, r minimal, spelling and grammatical errrs. Any exceptins t these guidelines require the advance apprval f the Dean f Faculties. 5

FDL Plicy Guidelines Fall 2018-Spring 2019 (FY 19) PROCEDURES FOR DEANS AND DEPARTMENT HEADS GENERAL INFORMATION T be eligible, a faculty member must have served at least tw years in a tenured r tenure-track faculty psitin in the Texas A&M System. They must be tenured at the time the leave begins. If a faculty member being frwarded fr FDL has been at Texas A&M fr less than five 5 years, the dean must prvide an additinal letter with the package that details the individual s service t Texas A&M, and explains the reasns why the leave is being sught at this time. Individuals submitting their applicatins in Fall 2017 seek FDL fr Fall 2018 and/r Spring 2019. There must be a five-year gap between FDLs. T be eligible fr Fall 2018 r Fall 2018-Spring 2019, any previus FDL must have been cmpleted befre f by the end f Spring 2013. T be eligible fr Spring 2019 leave, previus leave must have been cmpleted by the end f Fall 2013. INSTRUCTIONS FOR DEPARTMENT HEADS 1. Check with yur dean fr the cllege deadline and infrm yur faculty f the date by which they must submit their applicatin materials t the department. All faculty members must cmplete their applicatin nline at http://dfprtal.tamu.edu. Once an applicatin is submitted by a faculty member in yur department, yu will be ntified and asked t review and recmmend r nt recmmend the applicatin. 2. Review the FDL applicatins. Ntificatins t department heads will include the name f the faculty member and the link t the FDL website (http://dfprtal.tamu.edu). Yu must lg n using yur NETID and passwrd. The main page will shw a list f all the applicatins pending apprval. Yu can click n each applicatin t view it as an HTML r PDF file. Yu must answer the fllwing questins: a) Des the abstract meet the Bard f Regents guidelines? b) Hw will the applicant s prpsed leave plan assist the applicant s prfessinal develpment? c) Hw will the prpsed develpment plan impact the applicant s department, cllege and the university? d) Des the applicant have the required qualificatins t accmplish the stated gals and is the plan feasible? e) Will the department incur any cst fr granting this faculty develpment leave? f) If yu answered Yes abve, please explain what the plans are fr funding the develpment leave (e.g., funding required t hire a replacement lecturer). These questins prvide an evaluatin f each applicant s leave request, as well as an agreement that the cst f the leave will be funded by departmental and/r cllege resurces. Remember that nly minr funding is prvided t the clleges frm central surces fr the FDL prgram. Please nte that the answers t these questins will prvide a guide fr the FDL Cmmittee s final deliberatins they shuld be cnstructive and infrmative. After answering the questins yu will have t select Recmmend r D Nt Recmmend. IMPORTANT: If an applicatin is nt being recmmended, the department head r delegate must indicate the reasns fr rejecting the applicatin. IMPORTANT: Applicants with jint appintments must have all the relevant department heads and deans (if intercllegiate) fill ut the required questins (i.e., ne frm each department/cllege). 6

FDL Plicy Guidelines Fall 2018-Spring 2019 (FY 19) 3. Departmental reviews, evaluatins and recmmendatins. Department heads may delegate the review, evaluatin and written recmmendatin fr develpment leave applicatins t a prperly cnstituted faculty cmmittee. 4. Submit the applicatin t yur dean. Once the department head r delegate submits the recmmendatin and/r rejectin, email ntificatins f the decisin will be sent t the faculty member and dean. INSTRUCTIONS FOR DEANS IMPORTANT: Cmplete FDL prpsals (including apprval by department head and dean) must be received by the dean f faculties n later than nn n Friday, Octber 18, 2017. Late r incmplete applicatins will nt be cnsidered. The table belw (Table 1) indicates the maximum number f prpsals (6 percent f the tenured faculty in the cllege) each cllege will be allwed t frward fr review and recmmendatin by the university-level FDL cmmittee. We recmmend that clleges wait t apprve their FDL prpsals until they have reviewed their cmplete set f applicatins. Table 1. Deans must infrm department heads and faculty f the date by which they must submit their applicatin materials t the cllege Give yurselves a reasnable amunt f time t review and prcess the applicatins. 2. Review the FDL applicatins All prpsals fr FDL will be evaluated at the cllege and library level by a cmmittee that will include faculty representatin. Each applicatin in the nline system may be viewed as an HTML r PDF file. Clleges may receive mre applicatins than their alltted maximum.
