Sports Participation-Romulus CSD Lacrosse MOTION: Whereas the Seneca Falls Central School District and Romulus Central School District have met to ascertain the advantages of combining sports teams; and Whereas Seneca Falls Central School District and Romulus Central School District have agreed on terms for merging Girls Lacrosse; Be it therefore resolved, upon the recommendation of the Superintendent of Schools, that the Board of Education approve the merger of Modified, Junior Varsity and Varsity Girls Lacrosse; Be it further resolved that the Seneca Falls Central School District will be the host school, following the Seneca Falls Central School District Coach s salary schedule and coaches handbook; and Be it further resolved, that the students from each district will follow their own schools Code of Conduct; and Be it further resolved, that all of the costs associated with the modified, junior varsity, and varsity girls lacrosse program for the spring of 2018 (such as supplies, field maintenance, officials, salaries, and transportation) will be based on a percentage of the athletes that participate from Seneca Falls CSD and Romulus CSD. E. Extra-Classroom Audit MOTION: to accept the Extra-Classroom Audit and the corresponding corrective action plan of the Seneca Falls Central School District for the year ended June 30, 2017, completed by Raymond Wager, CPA, P.C., as recommended by the Audit Committee. Yes: 9 No: 0 Abstain: 0 CARRIED 46 Meeting called to order Quorum Check Pledge of Allegiance Approval of Agenda Approve or Amend Board of Education Minutes November 2, 2017 Moved by Mrs. Murney-Karsten, seconded by Mrs. Jones, to approve the Board of Education minutes dated November 2, 2017 Yes: 9 No: 0 Abstain: 0 CARRIED Public Comment Recognition Athlete Recognition-Jeremiah Carnicelli and Hunter Brignall Mr. McNamara, Mrs. Baxter and Mr. Ferrara presented certificates to both Jeremiah and Hunter. Mr. Densmore, their coach, also was present to recognize the two athletes. Retiree-Margaret Bondor-MA Art Teacher Mr. McKeveny recognized Margaret (Peg) Bondor for 39 + years of service to the Seneca Falls CSD. During her years of teaching, Mrs. Bondor has taught in all four schools as well as Intermediate School when it was open. Mr. McKeveny stated that Mrs. Bondor is retiring as a "High Effective" teacher. Mrs. Bondor has touched many lives during the course of her career. Mrs. Bondor then addressed the Board. Mrs. Bondor stated that she was 23 years old when she first came to the district. She has watched many changes in the community over the years. Mrs. Bondor informed the Board that Seneca Falls CSD is a great community to teach in; it was a joy to work for the District. She will miss the district and the students. Committee Reports Budget Committee Mr. Hartwell reported that the committee had met prior to the Board meeting. Mrs. Mary Jo Shrey, Director of Pupil Personal Services was presented to review the Special Education Annual budget. The committee reviewed the following: 2017-2018 WFL BOCES Program tuition rates 2017-2018 Non-BOCES program/tuition rates 2017-2018 IDEA Grant Fund Allocations Sect. 611-primarliy used for faculty and staff salaries; flow through funding for pre-school special education services, conferences and mileage. Sect. 619-flow through funding for preschool special education services; partially funds CPSE secretarial duties. STAC (System to Track and Account for Children)-formula used to determine state aid amounts payable for children attending school in New York State. There is a basic contribution paid by the district and then a weighting system occurs for student receiving special education. Special Education Annual Budget Comparison for 2017-18 school year and projected 2018-19 school year. Special Education Staffing-there is currently 5 teachers paid by federal funding. The Business Administrators goal is to get those teachers back on general fund budget. If the school continues to get federal funding, it will pay the salaries. If the funding goes away, the teachers are on general fund and back within the district budget. Mr. McKeveny reported that the first budget community group meeting was held on November 9. Mr. Steve Wawro, Dr. Joseph Peone, Mr. Robert Kernan and Mr. Ted Novak were present. Mr. Bruni, Business Administrator, reviewed the preliminary budget. Personnel Committee Mr. Reigel reported that the committee had met at 5:30 pm. Mr. Anthony Ferrara, Athletic Director, was present at the meeting. The committee reviewed fall coaching evaluations, of which there were no issues. Four County SBA Mr. McNamara explained that the 4-County School Board Association is going through the process of finding a new Executive Director. Mr. McNamara also reported that the 4-County SBA Board is in discussions as to whether or not to become part of WFL BOCES. The move would save money for the association and the association would be eligible for aid. If the association joined WFL BOCES, the Executive Director and secretary would become employees of BOCES. If the association were to join BOCES there would be an increase for administrative costs along with the dues. Of the 25 schools that belong to WFL BOCES-19 of them belong to 4-County SBA. Mrs. Zellers reported that the 4-County SBA Board is holding off making any decisions to join WFL BOCES until further information is obtained.

NYS Teaching Standards, and their related elements and performance indicators or ISLLC standards and their related functions; 2. Evidence-based observation techniques grounded in research; 3. Application and use of the student growth percentile model and the value-added growth model; 4. Application and use of approved teacher or principal practice rubric(s) selected by the district or BOCES for use in evaluations, including training on the effective application of such rubrics to observe a teacher s or principal s practice; 5. Application and use of any assessment tools that the school district or BOCES utilizes to evaluate its classroom teachers or building principals, including but not limited to, structured portfolio reviews; student, parent, teacher and/or community surveys; professional growth goals and school improvement goals, etc.; 6. Application and use of any State-approved locally-selected measures of student achievement used by the school district or BOCES to evaluate its teachers or principals; 7. Use of the Statewide Instructional Reporting System; 8. Scoring methodology utilized by the Department and/or the district or BOCES to evaluate a teacher or principal under this Subpart, including how scores are generated for each subcomponent and the composite effectiveness score and application and use of the scoring ranges prescribed by the Commissioner 9. Specific considerations in evaluating teachers and principals of English language learners and students with disabilities.
