Mr. Nolan Marshall, Jr., Committee Chair, called the meeting to order at 1:07 PM. Action Item No. 1: Charter Operating Agreement Amendment Lake Forest Rationale: R.S. 17:3973 (1)(a) and 17:3991(b)(i) and OPSB Policy HA, Section 10(B)(3) requires Type 3 charter schools enroll students designated as at-risk based on the percentages served by the school in the year prior to conversion, unless otherwise agreed to by the chartering authority as a provision of the school s charter operating agreement. Lake Forest Elementary Charter School requests an amendment to their Type 3 operating agreement, in order to clarify this provision, and align their at-risk requirement with the district s total enrollment of such students in the first year of the school s current charter term (66%, based on the district s Oct 1 2011 SIS membership). Recommendation: That the Orleans Parish School Board approve the amendment to the charter operating agreement between OPSB and the Lake Forest Elementary Charter School Corporation, and authorize the Board President s execution. Motion to move Action Item No. 1: Charter Operating Agreement Amendment Lake Forest to the full Board for approval was made by Leslie Ellison; seconded by Woody Koppel. Motion passed. 2 of 16

Eligibility Criteria, per BESE Bulletin 129, 505 In order to be eligible to transfer from the RSD to OPSB, a Type 5 charter school must have earned an SPS of 54.0 or above for two consecutive years (2014 and 2015) For high schools, at least one of the two SPS scores must include a graduation cohort (12 th grade) 5 of 16 2

Eligible charter schools hold charter board meetings in accordance with open meetings laws to make decision whether to seek to transfer to OPSB. Deadline for eligible schools to notify BESE, in writing, of their intent to remain in the RSD, or to transfer to OPSB Deadline for OPSB to notify BESE that it officially commits to accept the transfer of one or more specific schools to OPSB. BESE considers and approves requests from eligible schools to transfer to OPSB.
