Welcome to Mykolayiv, Ukraine

Mykolayiv is situated in a cozy spot in a 60-kilometer distance form the Black Sea. This more than 200 years old city is a home for 500,000 people. It is the largest center of shipbuilding industry in Europe. Being a closed military city during Soviet times, it is now becoming more and more open. It is a multinational city.

Petro Mohyla Mykolayiv State University It was founded in 1996 as an affiliate of the National University Kyiv-Mohyla Academy. Giving education to more than 3000 full-time students, we are dedicated to the belief that university education should be universal, therefore we develop Liberal Arts Education.

Departments and Academic Programs University offers bachelor s s and master s degree programs in Computer Science, Economy, Political Science, Law, Governmental Administration, Social Work, Ecology, Medical Equipment, English Language and Literature, French Language and Literature, and German Language and Literature.

Department of Computer Science Was established in 1996. It trains Bachelors and Masters. It gives students basis high level employment or for continuing education in any other university in Ukraine or abroad. We provide a variety of basic and special programs relevant for the demands of a complex and exciting cyber world.

Department of Economics Established in 1996, is the best one in Mykolayiv. It trains Bachelors, and Masters in Finance and Banking. Students are trained to be competent in the areas of micro and macro economics, banking and finance management.

Department of Political Science and Social Work This Department was established in 1997. It trains experts for local government, regional administration, advisors of parliament deputies and deputies on local level. The department has major programs in political sciences, social work and governmental administrationa dministration.

Department of Law and Governmental Administration The Department of Law Studies was established in 1999. Trains Bachelors and Masters of Law. Students learn civic, criminal, constitutional and administrative law.

Department of Ecological and Medical Studies Establishedstablished in 1996 and trains Bachelors and Masters in Environmental Protection and Medical Equipment and Systems, and provides a basis for doctorate study in Ukrainian and foreign institutions. Medical equipment students learn how to use different kinds of rehabilitation equipment and systems.

Every year the University students and professors are among the winners of international exchange programs (Fulbright Academic Exchange Program, MUSKIE, JFPD, CUPP, IREX). Together with Göthe-Institut and "L'Alliançe française aise", our University has established centers for learning and teaching European languages and cultrures.

Our University students have won the European competition Join Multimedia sponsored by Siemens Corporation three times, making us extremely proud of our students and our faculty.

Regional University Education System

Regional University Education System It s s necessary to distinguish between a small institution or a regional institution and a regional university education system.

What is the difference between them and what is their specific character?

A regional institution is a separate element that, on one side, serves the needs of the region in personnel training and, on the other side, satisfies the requirements of the central institution for additional inpayments to the center from the region.

A regional university education system is an autonomous union that, on one side, satisfies the requirements of the region in personnel training and, on the other side, preserves more regional interests in recruiting specialists. It ensures the development of its own science schools and creates the scientific, educational, and cultural environment.

It s s a specific kind of consortium which on a voluntary basis unites different organizations that are oriented on the development of individuals: university, secondary schools, museums, theaters, zoo, observatory etc.

Such world examples are well-known: Humboldt University in Berlin, Kyiv Mohyla Academy, St.Volodymyr Kyiv University, now Taras Sevchenko Kyiv National University.

Therefore, let s s consider now only some ideas concerning the e-learning e organization for the regional university educational system.

The contemporary state of the introduction of e-learning e is normally based on the initiative of enthusiasts. But the system solution of the problem is extremely necessary.

Means:

1. Computer supplying within a small educational establishment in proportion for one student is easier to achieve than in large universities.

2. E-learning E development expenses in the region are much lower than in large university centres.

3. Regional university educational system allows to engage secondary school teachers and scientists into the process of creating their own author s s e-forms e of learning by supporting activity motivation financially.

4. The level of professor proficiency in the regions is not lower than that in the centre. The e-form e of storage, accumulation and transmission of knowledge is a powerful mean of the ability of self-realization.

5. Traditionally high competitive and critical relationships between the scientists from the region and the centre have created a productive environment focused on self- perfection.

Opportunities:

1. Clear realization by the governing body of the university and acceptance of the innovation form of the organization of learning the electronic one.

2. Creation of the environment and conditions for professors and teachers, under which the development of e-e forms of the authoring is encouraged.

3. Each of the professors must have his/her own PC at his/her working place.

4. Each chair must have a specialized laboratory in orderly supply of the professors with the possibilities to support their individual efforts to create author s s forms of learning.

5. The process of e-learning e creating must involve students. Students constitute a real and effective resource of the university.

What the University proposes:

1. The creating of a methodological centre for training instructors of comprehensive schools of the Ukranian Black Sea Regon (Mykolayiv, Kherson,, Odessa).

2. The creating of a mobile classroom Smart bus for effective learning in remote village schools where computer equipment and Internet are rather problematic to get.

3. The creating of the laptop exchange fund (5-10 units) for handing over to village schools for 1-22 month.

4. The creating for the network of distance video feedback to control the learning. Each of the project participants can follow the class and observe the room of the partner via Internet.

5. In the villages without Internet providers but with the mobile coverage the video feedback will be provided through the cell- phones.

6. The creating of mobile groups of the postgraduate and graduate students as instructors to organize computer science teaching in remote village schools.

7. The creating of the electronic business plan course for family farms in order to involve school children in helping their parents to set up business planning.

8. Foreign language learning through the e-learning e in the village schools which might not have qualified teachers.
