Joint Monitoring Visit Report 1.) Introduction: The joint monitoring of the DRCN roads by the DTICC members is carried out twice in a year through Annual Support plan of RAP 3. The joint monitoring is done to ensure accountability and transparency in the works done. And that is why it includes representatives from all section of the society like Journalists, Political Party members and local people. This close monitoring also helps in getting important feedbacks from the local people and political parties. Hence this visit ensures the ownership and boosts the responsibility of every section of the community. 1.1) Background: Field Visits were made in six of the DRCN roads of Morang district on 5 th Feb 2015 by the DTICC members. Some of the members of this team included. The team also included the office staffs of DDC, RAP 3 and TAEC Consultant. Objectives of visit: The main objectives of visit were as follows: To make familiar about the benefit of following proper maintenance system Inspection of first year maintenance works. To check whether all the allocated works have achieved the standard quality or not.
To check the progress and the current status of works. To plan for the necessary interventions that are needed to carry out in the future. 3. Activities performed: All the participants gathered at DDC premises at 7.30 am and had breakfast. RAP OM distributed diary and pen to the participants. Participants, themselves suggested the name of road in which they wish to visit. Then visit plan was finalized. In accordance to visit plan the inspection team monitored six of the DRCNs which are listed below: i. Siswani-Jahada-Ramchowk - Periodic maintenance regraveliing-recambering ii. Jhappadtal-Bardanga Boarder - Periodic- Regravellong- hume pipe culvert iii. Govindapur Larikatta Specicic/periodic Regravelling iv. Kanepokhari Letang Warangi- Improvement pre mix carpeting v. Belbari-Lokhara-Bhogteni-Aaitabare Specific maintenace vi. Khorsane-Kerabari-Singhadevi-Samewa- RMG Works- Specific maintenance vii. Katahari Laxminiya Pokhariya Nocha- Plum Concrete Wall-Specific maintenance. District Technical Officer of DDC Morang, District Team Leader of RAP-3 and Resident Engineer of Support Consultant briefly described the objectives and potential of the works carried out in the respective roads. They also described in brief about the cost, work schedule, working methodology and future plans of the project in the respective roads. The queries raised by the participants were also answered by the respective authority. The journalists asked about the tripartite agreement and its effectiveness on the project. Pictures of road side structures and other necessary areas were also taken. The political parties' representatives also raised many queries about the project and the future plan of action. DTL, DTO and Resident Engineer clarified their queries. It seemed that they were satisfied with the answers.
4.) Feedback from participants: The multi-party representatives suggested that on the priority basis, the necessary interventions in the DRCN roads must be carried out in the future too and the works should be completed within the required time frame. They committed to provide all the kinds of support to the DTO, DTA, Site engineers, Contractors and everyone associated with the project. They also assured that there shall not be any kind of difficulties from the local community to accomplish the works. All the participants expressed their satisfaction and thanked the organizer RAP 3 DTA. 5.)
