PLANO COMMUNITY UNIT SCHOOL DISTRICT NO. 88 Minutes of Regular Board Meeting Board of Education The Board of Education of Plano Community Unit School District No. 88 met in regular session on Monday, January 26, 2015 at 6:00 p.m. at Plano Middle School. IV I II III V VI RECOGNITIONS & CELEBRATIONS Plano Middle School Principal Mark Heller introduced members of the Student Leadership Team who talked about recent events at the school, including Unity Day, the Academic Challenge and Winter Wonderland. He also introduced the team of students who plan, write and produce the school newspaper. Mr. Heller, Dr. Garcia and the Board of Education presented Middle School students with "Super Student" medallions after their presentations. CALL TO ORDER President Campbell called the regular meeting to order at 6:22 p.m. Present for roll call were Campbell, DeBolt, Heller and Ward. Member Velazquez arrived at 6:50 p.m. and Members Martinez and Moody were absent. Others present were administrators Helmers, Smogor, Baker, Heller, Palacios, Hanrahan and Superintendent Garcia and Board Secretary Benoit. Office staff present: Appel. SUPERINTENDENT S REPORT For Information Report No. 15-57 Dual Language Program Timelines Director of ELA & Assessment Edgar Palacios presented a timeline on the efforts to bring a Dual Language program to the Plano School District. Dr. Garcia said it would be the goal to have all students proficient in English and Spanish and able to take a third language by high school. Report No. 15-58 Instructional Coaches Assistant Superintendent Terri Hanrahan updated the Board on the work of district instructional coaches. She discussed the conferences they have attended, including Singapore Math, Co- Teaching and a Train the Trainer event on Guided Math. The coaches have focused on three primary areas this year: 1) assessment with a particular emphasis on formative assessment, 2) co-teaching and 3) mathematics instruction. Report No. 15-59 Professional Development Update Ms. Hanrahan updated the Board on the professional development activities that have taken place this year. She said teachers have attended conferences on the topics of co-teaching, standards based grading, bilingual education, ECERs training and Singapore Math. Consultants have worked with teachers on the new music curriculum, assessment practices, math instruction, and strategies for teaching students from bilingual/ell backgrounds. The January Institute covered instructional strategies for working with students from poverty, bilingual backgrounds. Teachers worked on how to create math lessons that call for greater involvement of students and less emphasis on teacher-driven instruction. The elementary teachers continued to work on the standards based report card, with a shift being the changes in grading practices that are necessary to support a standards based report card.

Ms. Hanrahan said staff would spend significant time in the spring and early summer training English/Language Arts teachers on the new curricular adoptions. AP Textbook Adoption Ms. Hanrahan presented the AP text selections for AP Psychology and AP Spanish. Copies of the books will be put on display for 30 days as is protocol. It is possible that the AP Spanish class will not remain on the schedule for FY16, due to low enrollment numbers. K-6 Standards Based Report Cards Elementary Principals Tony Baker, Dave Smogor and Denise Helmers presented an example of the current elementary report cards, along with a copy of the proposed standards based report card. The principals discussed the pros of this type of reporting method and some of the challenges. Parents will be given opportunities to attend informational meetings on how the new report cards will look. The new report card will be piloted in a few classrooms this year and staff and parents will be surveyed and allowed time to share feedback. Dr. Garcia said they would bring back to the Board feedback on the pilot program. Kendall County Special Education Cooperative Financial Update Dr. Garcia reviewed the report commissioned by the Kendall County Special Education Cooperative (KCSEC) Board that examined the financial ramifications of having Oswego District 308 leave the cooperative. Per pupil program costs for the Plano School District are projected to increase $428,305 without District 308 as part of the cooperative. Increases in administrative costs would be in addition to program costs. Dr. Garcia explained that the options are as follows: 1) Work with KCSEC to reduce administrative costs by $700,000 2) Investigate other possible options to service Plano School District special education students 3) A combination of #1 and #2 above. Dr. Garcia explained that an increase of this magnitude has not been included in the district s five-year financial plan. President Campbell added that it would be difficult to incur this increase, along with the Menard s adjustment and tax abatement.
Held 1/26/15 page 4 of 6 Report No. 15-62 Report No. 15-63 For Information Report No. 15-66 KCSEC Financial Update (cont.) Dr. Garcia mentioned that one option was to build a new cooperative. Board members agreed that KCSEC would not be able to exist without Oswego District 308. There was a question whether Oswego 308 would be able to service some Plano students in their new programs. Dr. Garcia says this could not be discussed until the coop is dissolved. There was Board consensus to have Dr. Garcia look into other options. 2014-15 School Calendar Revisions Dr. Garcia explained that two student attendance days were missed on January 7 & 8, 2015. These need to be made up using emergency days at the end of the school calendar. Consequently, two student attendance days will be added to the end of the calendar (May 26 & 27, 2015.) Farm Land Proposal Kurt Schobert of the Kendall County Young Leaders was present and explained that everything was in place for their group to farm the property west of the high school and donate the profits to educational programs and 501(c)(3) organizations. Attorneys are reviewing the legal documents for the Young Leaders Group and the school district. Mr. Schobert said everyone is very excited about this partnership, because there is nothing like this happening in the State of Illinois. DeBolt moved, and Velazquez seconded the motion, to authorize the Superintendent to approve the Farm Lease Agreement between the Kendall County Farm Bureau Foundation and Plano Community Unit School District No. 88. Report No. 15-64 Resolution Abating a Portion of the Taxes Levied for the Year 2014 to Pay Debt Service On Certain Outstanding General Obligation Bonds of Plano CUSD No. 88 Heller moved, and Ward seconded the motion, to approve the Resolution Abating a Portion of the Taxes Levied for the Year 2014 to Pay Debt Service On Certain Outstanding General Obligation Bonds of Plano CUSD No. 88. Voting aye: Heller, Ward, Campbell, DeBolt and Velazquez.
Held 1/26/15 page 5 of 6 Report No. 15-65 Menard s Settlement Agreement Dr. Garcia explained the settlement agreement that is being proposed regarding the Menard s tax appeal. The agreement will result in a net loss of revenue of approximately $500,000 for the 2015-16 school year (2012=$428,370 + interest and 2013=$66,340 + interest.) The amount will need to be paid all at once. Dr. Garcia said if the district hadn t led the challenge additional taxes would have gone directly to the taxpayers. He said he is feeling good in a bad situation, because there is no victory here. President Campbell said the real victory is that there will be no increase to the taxpayers. Board members thanked Dr. Garcia for his hard work leading this challenge. Ward moved, and Velazquez seconded the motion, to approve the Settlement Agreement between Menard, Inc. and Plano Community Unit School District No. 88 Voting aye: Ward, Velazquez, Campbell, DeBolt and Heller. Report No. 15-67 English/Language Arts Textbook Adoption DeBolt moved, and Velazquez seconded the motion, to adopt the SpringBoard English/Language Arts curriculum for grades 6-12 at an approximate cost of $131,328.50 for a six-year license. Board Secretary Benoit said the FOIA from Dr. Vincent Miles, asking for closing records for each debt issuance since January 1, 1984-today, is closed and no information was provided because Mr. Miles did not respond to the initial request to limit the request.! Illinois Policy asked for data regarding the compensation for union officials and the reply was that no union officials are compensated.! Laborer s District Council requested work orders, invoices, payouts, certified payroll for seal coating work and this FOIA is complete.! Member Velazquez commented that the Fine Arts Extravaganza was fantastic and she complimented staff members on their hard work and students on their performance. FUTURE BOARD OF EDUCATION AGENDA EXECUTIVE SESSION DeBolt moved, and Velazquez seconded the motion, to go into executive session at 8:18 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the District (5 ILCS 120/2(c)(1) and collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees (5 ILCS 120/2(c)(2)).
