Intervention SOLIDAR-January 2014 European platform for non professional youth work.

Presentations CEMEA : french organisation, movement of education part of new education and popular education. Platform : group of european partners. Non profit associations and governmental institutions involved in non formal education.

The project : It brings a contribution to the objectives of the european council linked with The role of education and training in the implementation of the Europe 2020 strategy The renewed framework for european cooperation in the field of youth work 2010-2018.

Objectives : Make longlife learning and mobility a reality Strengthen the role of socio-educational youth work activities aswell as their support and recognition Recognition of non formal education as a part of a global education in complementary of formal and informal education.

Modalities of elaboration of the platform

The european context : The experiences of various partners show that : Educational dimension of the actions of non formal education and the qualification of non professional youth workers are not sufficiently recognised. They are different level of recognition of non professionals youth workers in Europe The field of leisure time and the organisation of collectiv stay (like holliday camps) are not considered as educational time and learning space, It is necessary to facilitate the mobility of non-professional youth workers in Europe in order to build networks and improve educational practices. Non professional youth workers can not move and act freely within the European Union, as their competencies are not recognised everywhere. There is a need to strengthen the awareness of the European dimension for the non-professional youth workers

Different phases of the project : In 2007,the first four members of the platform have elaborated a common project which defined values and principles shared in non formal education for training actions for non professional youth workers. Non formal education : Values : is a right, a constitutive element of everyone s education, as a space for civic commitment, it aims at reinforcing the principles of respect towards everyone, youthworkers and participants is a vector for social and societal transformation, Time : is part of a global education in complementary of formal and informal education, Pedagogy : is based on active pedagogy Is based on personal involvement

The years 2010-2011 were pivotal years for the platform: The group produced An appraisal of the need for recognition of non professional youth workers working in the field of non formal education. A capitalization of our experiences and analyses reinforcing regional, national and european policies First educational and pedagogical tools The works have been presented to the european institutions in each country.

The years 2011-2013 : In 2011, several active members started to work on a common base of their practices around key concepts, such as everyday life, project pedagogy, intercultural education. The members of the platform proposed the european commission (Education directory) some recommandations : To create a European directive on the recognition of non professional youth workers To create a «european passport for non professional youth workers» Write a «European Memo for non professional youth workers in Europe», which would define the key competencies needed for non professional youth work in Europe.

The process : Values and principles Definition on non formal education Diversity of realities Elaboration of a glossary with a description of our practices Identificationof common criterias linked with educational quality and competences Experimentation Analyse of fields of learning and implementation of evaluation process

Focus on competencies and skills : Concerning training for people involved in the encadrement of children during leisure time, we have identified different fields of learning. Personal learnings : - Citizenship education - Learning of «socialisation», democratic culture, collectiv life and its rules. - Access to responsabilities and decisions - Interculural education : Opened minded to others and other cultures - Learnings conected with mobility and autonomy. - Abilities at arguing, at negociating, at building projects with others. This learnings must be based on the relationships between «individual-group», linked with needs of the participants, the project of the action (training, youth exchange). The project must have an educational and social dimension and based on activ citizenship.

Specific learnings linked with working with children and youngsters : We have worked on a framework of necessaries keycompetences in the training of non professional youth workers. The base is BAFA, which we have completed. Generating children interest and sustaining activities (handcraft, cultural, sport, drama ) Knowing the specificities of the hosted public (children and youngsters) Leading the daily life and the collectiv life Playing a part in a team, being able to implement a pedagogical project Managing a team Ensuring the mental and physical security of children

The evaluation and validation of non formal learning in France : BAFA :The training consists in three different parts (alternation of theory and practice). Frame of competences Self assessment VAE : validation of acquired experiences It is an official programm, whith accreditated organisation and mentor. The VAE is linked with a diploma Portfolio of competences proposed by organisations : Many organisations have created tools to help their volunteers to enhance the valorisation of their involvement. The youth ministory has created one, which can help organisation to develop it. Next step : Training Training of trainers (work on educational qualities) Knowledges Skills The conditions of implementations of the training.
