CORONA-NORCO UNIFIED SCHOOL DISTRICT IDENTIFICATION AND ASSESSMENT OF ENGLISH LEARNER STUDENTS HOME LANGUAGE SURVEY The Home Language Survey is the first step in the registration process. It is a statemandated document that is used to determine the primary language of the student. All students registering in any public school in the state of California must have a completed Home Language Survey on file. If the parents indicate on the Home Language Survey that the child speaks a language other than English, students will be assessed in English within the first 30 days of enrollment. Students whose HLS is Spanish will be assessed using the IPT-Spanish within the 90 day period. Students whose home language is other than Spanish will be given a Primary Language Survey. Students are assigned to classes according to the results of the CELDT (California English Language Development Test). Copies of the Home Language Survey and Preliminary CELDT results are sent to the school where they are placed in the blue English learner folder. ENGLISH LEARNER IDENTIFICATION If a pupil in grades 3-12 scores at levels 4 or 5 on the CELDT, they are designated as an I-FEP (Initial Fluent English Proficient). Pupils in grades 3-12 who are orally proficient in English but have an overall score of 3 on their CELDT are designated as English learners. In order to be designated as I-FEP, a student must have no sub-section indicating a score less than 2. The overall CELDT scaled score should be 500 or higher. English learners and Fluent English Proficient pupils shall be reassessed when a parent, guardian, or school staff member believe there is a reasonable doubt as to the accuracy of the pupil s designation. In all cases of reassessment, the school is to notify the parent or guardian of the results. This notice shall be given orally when school personnel have reason to think a written notice will not be understood. EL student receives instruction using appropriate SDAIE strategies and state/district approved curriculum. Student progress is monitored by classroom teachers and site administrators using data from district and state assessments as outlined on the Corona-Norco Unified School District Performance Expectation Plan (attachment 1a, 1b, 1c). When student achieves the academic and English proficiency levels as outlined in the Guidelines for Reclassification, school staff completes the reclassification procedures detailed on attachment 2.
